DRILLING AND DEVELOPMENT TO DISRUPT AS LITTLE OF THE PARK AS

AND MUCK WITHIN THE BERM AREA TO THE. EXTENT PASSIBLE. AT THE
COMPLETION OF THE CONTRACT, THE CONTRACTOR SHALT. REMOVE ALA. CLAY,

3.1 WORKMANSHIP

THE WELL SHALL BE DRILLED BY THE CABLE TOOL METHOD USING WATER.
OTHER METHODS SHALL NOT BL USED AND WILL NOT RE ACCEPTED BY THE
CITY. THE CONTRACTOR SHALL PROVIDE A CABLE. TOOL DRILLING RIG
CAPABLE OF REACHING THE DESIRED DEPTH. THE. DRILLING OPERATIONS
SHALL ALLOW THE. CASING STRING TO BE INSTALLED IN CONJUNCTION WITH
DRILLING, AND SHALL ALLOW THE. CASING TO BE WITHDRAWN AT ANY TIME
AND SHALL ALLOW THE PERFORMANCE: OF ANY AND ALI. OTHER REQUIRED
WORK. THE DEPTH SHALL BE DETERMINED BY THE CITY.

SECTION AI-9.4 TO A DEPTH OF 100 FEET. THE WELL SHALT. RE
CONSIDERED OUT OF PLUMB IF THE. DUMMY DOES NOT MOVE FREELY. THE
WELL SHALL BE OUT OF ALIGNMENT IF THE. CASING VARIES BY MORE THAN
fHRER INCHES SIDE TO SIDE, AT ANY TWO POINTS ALONG THE VERTICAL
CASING. IF THE WELL IS OUT OF PLUMB OR ALIGNMENT, IT SHALT, BE
CORRF..TFII BY THE CONTRACTOR AT HIS OWN EXPENSE. SHOULD HE FAIL
TO CORRECT ALIGNMENT OR PLUMBNESS, THE CITY MAY REFUSE TO ACCEPT

THE WELL SCREEN SHALL BE INSTALLED BY THE. PULL-BACK METHOD, AND
THE CONTRACTOR SHALL RAVE ADEOVATE JACKS TO ENABLE "HE CASING TO
BE PULLED BACK TO EXPOSE THE SCREEN. THE CASTNC STRING SHALL BE
ADVANCED THROUGH THE FORMATION TO BE SCREENED AND THE HOLE
CLEANED OUT TO THE LEVEL WHERE. THE BOTTOM OF THE SCREEN IS TO BE

BASIS, BY THE CONTRACTOR REGARDLESS OF RECORDS AND LOGS PREPARED
BY THE CITY.
THE. CITY SHALL HAVE ACCESS TO THE CONTRACTOR'S LOG AT ALL TIMES
• AND A COPY SHALL BE FURNISHED TO THE CITY FOR EACH DAY WHILE THE
WORK IS IN PROGRESS.
THE CONTRACTOR SHALL BE COMPLETELY RESPONSIBLE FOR SUBMITTING THE
NECESSARY LOGS, RECORDS AND REPORTS TO THE STATE OF WASHINGTON
DEPARTMENT OF ECOLOGY AS REOUIRF.D BY STATE REGULATIONS.
6. MATERIAL SAMPLING
• THE CONTRACTOR. SHALL OBTAIN SAMPLES OF MATERIALS ENCOUNTERED AT
TEN (10) FEET INTERVALS ABOVE THE ZONE OF SATURATION, FIVE (5)
FEET INTERVAIS BELOW THE ZONE OF SATURATION, WHENEVER A MOISTURE
CHANCE IS NOTED, OR AT THE DEPTHS AND IN THE FREOUENCY, MANNER,
FORM AND QUANTITY DIRECTED BY THE CITY FOR ANALYSIS BY THE CITY.
EACH SAMPLE SHALL BE DEPOSITED FROM THE RAILER ONTO A CLEAN BOARD
OR TROUGH, MIXED TO OBTAIN A UNIFORM REPRESENTATIVE SAMPLE,
SEPARATELY PACKAGED AND IDENTIFIED AS DIRECTED BY THE CITY AND
SHALL BE STORED AND PROTECTED UNTIL REMOVED FROM THE. WORK AREA BY
THE CITY.
7. INSTALLATION OF INSIDE. CASING SEAL
AFTER THE FINAL DRILLING DEPTH HAS BEEN REACHED AN INSIDE WELL
SEAL WILL BE PLACED TO A DEPTH JUST BELOW THE BOTTOM OF THE
CASING PERFORATIONS. THE. SEAL WILL CONSIST OF ALTERNATING LAYERS
OF PEA GRAVEL AND BENTONITF. WITH ONE FOOT OF BENTONITF. TO 9 FEET
OF PEA GRAVEL FOR THE BOTTOM 100 FEET OF SEALED HOLE. THE
REMAINING HOLE WILL BE BACKFILLED WITH PEA GRAVEL TO THE BOTTOM
OF THE INTERVAL TO BE PERFORATED.
8. CASING PERFORATIONS
• THE CASING WILL BE PERFORATED TO OPEN THE OBSERVATION WELL TO THE
AOUIFIER IN WHICH WELL 9 IS TO BE SCREENED. PERFORATIONS WILL BE

• INSTALLED USING A MILLS KNIFE OR OTHER METHOD APPROVED BY THE
CITY. IT IS ANTICIPATED THAT A 30 FEET THICK INTERVAL WILL BE
PERFORATED.
S. WELL DEVELOPMENT
DEVELOPMENT OF THE OBSERVATION WELL SHALL BE PERFORMED BY THE
CONTRACTOR TO REMOVE SAND AND FINE MATERIAL FROM THE STRATUM
PENETRATED BY THE WELL SCREEN AND TO STABILIZE THE REMAINING SAND
AND FINE MATERIAL IN THE STRATUM SO THAT THE WELL WILL YIELD
WATER WITH A LOW SETTLEABLE AND SUSPENDED SOLIDS CONTENT.
THE CONTRACTOR SHALL NOTIFY THE CITY NOT LESS THAN TWO (2)
WORKING DAYS IN ADVANCE, TO THE DATE AND TIME WHEN WELL
. DEVELOPMENT OPERATIONS WILL BE STARTED. THE DATE AND TIME.
SELECTED SHALL BE A REGULAR DAY SHIFT, MONDAY THROUGH FRIDAY,
EXCLUDING HOLIDAYS.
THE OBSERVATION WELL SHALL BE DEVELOPED BY SURGING WITH A SURGE
BLOCK OPERATED BY THE DRILLING ACTION OF THE CABLE TOOL RIG. THE
SURGING EQUIPMENT SHALL CONSIST OF A VENTED SURGE BLOCK ATTACHED
TO A DRILL STEM OR STRING OF PIPE, THIS SYSTEM SHALL BE CAPABLE.
OF OPERATING THE SURGE BLOCK AT A RATE OF TWENTY TO FIFTY, 24 TO
36 INCH STROKES PER MINUTE. THE EQUIPMENT AND METHOD SHALL BE
• APPROVED BY THE CITY.
SAMPLES OF MATERIAL BAILED FROM THE WELL SHALL BE COLLECTED BY
THE CONTRACTOR FOR INSPECTION BY THE. CITY WHO WILL DETERMINE WHEN
THE WELL DEVELOPMENT CAN BE TERMINATED.
WATER REMOVED FROM THE WELL DURING DEVELOPMENT SMALL BE
DISPOSED OF AS SPECIFIED.
10. PUMPING TEST
THE PIMPING TEST FOR THE OBSERVATION WELL SHALL RE AS SPECIFIED
FOR THE PRODUCTION WELL WITH THE FOLLOWING EXCEPTION:
THE PURPOSE OF THE PUMP TEST SHALL HE TO DETERMINE THE.
MAXIMUM POSSIBLE YIELD FOR THE WELL, THEREFORE, THE FLOWRATE
FOR THE PUMP TEST IS NOT PRECISELY KNOWN, THE. CONTRACTOR
SHALL ATTEMPT TO PUMP 1,000 GPM FOR THE 40 HOUR TEST,
HOWEVER, AT THE ENCINERR'S OPTION, THE PUMP TEST NAY HE FOR A
LESSER AMOUNT,
SNORT TERM VARIABLE RATE. SHALT. RE <.:LECTED IN THE FIELD BUT
SHALL NOT BE FOR MORE. THAN 1,000 GPM.
STEP TEST SMALL RE SELECTED IN THE FIELD BUT WILL NOT BE FOR

11. SEALING OF CASING
A CEMENT GROUT SEAL SHALL BE PLACED IN THE ANNULUS BETWEEN THE
8-INCH CASING AND 12-INCH CASING FOR A MINIMUM DEPTH OF 20 FEET
BELOW THE GROUND SURFACE PRIOR TO OR ON COMPLETION OF THE WELL.
THE CASING SHALL BE CENTERED WITHIN THE HOLE TO ASSURE A COMPLETE
SEAL OF 1-1/2 INCHES MINIMUM THICKNESS. NO WORK SHALL BE DONE ON
THE WELL FOR A MINIMUM PERIOD OF 72 HOURS FOLLOWING PLACING OF
THE SEAL. THE CEMENT GROUT PLACEMENT METHOD SHALL BE IN
ACCORDANCE WITH THE REQUIREMENTS OF WAG 173-16D-I30, SEALING OF
UNCONSOLIDATED FORMATION WITHOUT SIGNIFICANT CLAY BEDS AND AWA
AI-5, AND SHALL BE 'PROVED BY THE ENGINEER.
12. DISINFECTION
•
THE CONTRACTOR SHALL DISINFECT THE WELL IN ACCORDANCE WITH THE:REQUIREMENTS OF WAC 173-160-249, AND AWA Al-7, DISINFECTION.
13. PERMANENT CAPPING
• AFTER COMPLETION OF DISINFECTION, THE CONTRACTOR SHALL PLACE A
PERMANENT LOCKING CAP ON THE WELL CASING IN ACCORDANCE WITH THE
MANUFACTURER'S REQUIREMENTS.
