Dear Mr. Barnes:
This letter is written to again request final payment on the
subject project. The above referenced project is substantially
complete. We have enclosed the following to further that goal .
1 . Zurn Well Hydrant Valve Key
2. One draft copy of C&M Manual
Our review of the current status of your punch list of June 17,
1985 is that all items have been completed with the following
exceptions:
1 . Change locks for doors - Best Lock has been requested
to contact Ron Olson directly and replace locks as per
our agreement with them. (This work will be completed
Shortly).
2. Repair door closures and touch up paint.
3. Inspect asphalt paving.
a. Return city water meter.
5. Provide roofing guarantee.
The preceeding items are minor in nature and will be taken care
of at the earliest opportunity. However, in the irterum we
must receive final payment for the project. Consquently we are
requesting that you perform the following:
1 . Process this payment request.
2. Arrange a meeting to finalize the change order No. 2.

Dear Pon:
The depth-to-water registered during the pw, eerformance test
on June 12 was 60 feet 6 inches after 5 mir of pumping.
Static level was 25 feet, all readings heir . .. low pump dis-
charge head base. We were concerned that the pumping level
was so low and the"efore took another reading at 1:00 p.m. on
June 21 after the pump had been running continuously for at
least 48 hours. That reading was 55 feet, indicating that the
aquifer might have developed by pumping or that the reach of
the well had increased.
Because of the loss of Well 2 pump motor, Well. 9 has been oper-
ating continuously for many days and we felt it desirable to
check further on the pumping level. The reading which you took
at our request during the afternoon of July 11 was 64 feet 6 in-
ches. This indicated that the water level was right at the en-
trance of the suction bell and the pump was most likely drawing
air into the distribution system and maybe cavitat.ing.
At the time of the pump performance test the pump was producing
1200 to 1250 gpm in conformance with the rate of 1250 gpm recom-
mended in a letter dated December 15, 1983, from RH2 Engineering
to CH2M HILL. In the same letter drawdown, or technically pumping
level, was anticipated to be 59 feet below grade. The top of
the well screen is at 65 feet below grade leaving 6 feet in which
to set the pump suction since it is inadvisable to have the suc-
tion bell in the acreen. The suction bell was therefore placed
at 64 feet 5-1l2 inches below the discharge head flange, giving
5 feet of submergence.

We advised by telephone on July 11 that the pump discharge be
reduced to 1000 gpm by throttling down the valve at the connec-
tion to the 24-inch pireline. It is understood that the pump-
ing level has now risen to give about 6 feet submergence.
However, it is not desireable to use this valve for long-tern.
throttling.
The City should consider leaving the capacity at 1000 gpm and
we recommend that depth readings be taken twice daily. After
the emergency at Well 2 is over, the situation should be re-
viewed. It must be appreciated that the pump station contract
has not yet been fully accepted from Puget Constructors and
care should be exercised in operating the equipment therein.

letter based on our knowledge up to July 11.
• O&M Manuals--four copies are required. If you wish
to duplicate the one recently supplied to us it Will
be handed over at the meeting scheduled for July 17.
Typical Maintenance Summary Forms (Specification 01001,
page 15) have not yet been provided.
o Roofing and Pump certifications have not yet been
received.
o We requested notification of inspection of asphalt so
that we can be present and we have so far received none.
o Scotch pine and ground cover are dying and require
replacemen..
e An inspection of turf was made on July 9 with a re-
presentative of the Parks Department. The department
will now accept the turf but discussion must take
place on the claim for extra payment submitted for
work south of the pump station. We have the copy of
your internal memorandum on this matter.

would to prefer to have the pump run until cooler weather allows them to
shut the pump down.
We Stand ready to take care of any problems with the pump or motor that we
furnished Co the City through your firm. Please consider this letter as
Certification to the City of Re,�ton, the engineering fine C'12M Hill and your
firm that we stand ready to balance the pumping unit to the vibration criteria
established by the specifications.
We may attempt to balance it ourselves or hire a firm specializing in baldn-
cing rotating equipment. Whatever the method chosen by us, we will do it in
the most expeditious manner at a time convenient to the City of Renton.
We understand upon receipt of this letter and the above-stated certification
the final money on this pro ect will be released and Byron Jackson will be
Paid in full on the 13 of August.

Dear Mr. Barnes:
This letter sumarizes the results of our meeting of July 17,
1985 (10:30 a.m, to 12 noon) and the actions we have taken to
resolve final completion and to receive final payment. Your
efforts to finalize this project as rapidly as , ssible woul�4
be greatly appreciated.
Our meeting ccncluded that the following work required
completion:
`1. A roofing guarantee was to provided-said guarantee
has been requested of Pioneer Roofing. We have paid
Pioneer 80 percent of the amount due and have
requested that they provide the requested roofing
guarantee. We expect to receive said guarantee in
the near future. Phone (206) 747-5201 to confirm.
"•2. It was agreed that Puget would supply a letter from
Byron Jackson Pump Company confirming the fact that
they would balance the pump when the city could take
the pump-"off line". Attached is a cr_•y of that
letter from Byron Jackson. As per our agreement
said letter should satisfy your concern.
••3. You requested notations on a set of plans outlining
the "as built" conditions. Attached is that set of
plans.

in the fire hydrant. Said bolt will be replaced

subsequent field investigation, Puget has completed twelve. Of

During our meeting it was agreed that you would investigate the
electrical changes that were made in the MCC and estalish the
responsibility for these changes. It is our position tnat
changes were made which were nut accurate. Consequently we are
requesting payment from the city. if an error was made by
Fumes, we will chaTfge them. If that is your contention please
provide the necessary documentation.
During our meeting we also negotiated, to the dissatisfaction

Subject: Renton Well 9 Pump Station--Electrical Work
This letter address Item 12 of your July 5 letter regarding
electrical work on the above contract and ,your further ref-
erence to that work in your letter of July 23. We comment
as follows:
1. The contract drawings and the specifications re-
quire integral motor temperature protection for
the pump motor. The specification (11004-5)
states Westinghouse Guardistor, General Electric
Thermistor, or equal for that protection. The
contract drawings reflect the required circuitry
for either of the relays mentioned. The relay
actually furnished was a U.S. Motors Thermotector,
which requires different circuitry between the
motor starter and the protector relay. The speci-
fications explicitly state that when the contrac-
tor provides something different from that
specified any modifications, alterations, etc. are
to be made by the contractor at no cost to the
Owner.
2. In order to make the motor control logic correct,
a minor wiring change was made. The change con-
sisted of moving two wires from one terminal to
another.
3. The specifications state that the wiring in the
motor control center is to be labeled. The
starter was delivered to the job site with the
wires not labeled. The Furnas Electric repre-
sentative sent to the project to do the labeling
noticed the wiring had been changed and, we under-
stand, told your representative that the warranty

was voided. Given the specification requirement
that the contractor make all necessary modifica-
tions to accommodate alternative equipment (the
integral temperature protection) , this matter must
be resolved between the contractor and supplier.
Responsibility does not rest with either the Engi-
neer or the Owner.

payment for the specific work your letter addresses.

as required by the specifications.
We were present during unpacking, installation, field test and adjustment of
the pumping unit. We can certifq without any qualifications that the unpack-
ing and assembly of the unit was accomplished to our satisfaction. The instal-
lation and field connections are also done to our satisfaction, and recommenda-
tions.
The warranty is in full effect without any qualifications or reservations.
The warranty extends for one year after substantial use, which we understand
is June 12, 1g85.

We enclose herewith Pay Estimate No, 9 (Final) and Change
Order No. 2 with copies to Puget Constructors so that the
figures therein and the contents of this letter may be
agreed by all parties. Subject to the City's agreement on
all items and stipulations mentioned in this letter, we rec-
ommend payment be. made to Puget Constructors in the amount
of $10,467.53.
The meeting at City Hall on July 17, 1985, a subsequent
letter from the Contractor dated July 23, 1985, of which you
have a copy, and our further discussions have enabled -�s to
prepare Change Order No. 2 to cover all additional and de-
ductive payment amounts. The Change Order, copy enclosed,
has been sent to the Contractor for his approval and signa-
ture. Final execution by the City will confirm that all
parties agree to the payments stated in the order.
As of August 5, 1985, the following items were still
outstanding:
a Access road paving had not been cored for deter-
mination of thickness.
o The roofing guarantee had not been received.
o The required pumping equipment certificates had
not been received.

o The remaining lock core for the access gate pad-
lock had not been received by the City.
o The missing fire hydrant bolt had not been
replaced.
o The meter vault ladder required three additional
bolts to secure it to the concrete wall.
It is recommended that Pay Estimate No. 9 (Final) be proc-
es�ed by the City but not be paid nor the retainage of
$10,701.06 be released until CN2M 11II,L certifies that all
outstanding items of the Contract have been corrected. In
addition, all affidavits of wages paid by the Contractor and
his subcontractors must be received by the City. Addition-
ally, the City must be assured that there are no outstanding
liens against the project. It is understood that liens have
been filed. General Condition 70 of the Contract Documents
addresses the conditions to be met prior to final payment
and release of retention.
The pump station construction was inspected on June 12,
1985, and equipment performance tests were run. With the
exception of vibration slightly exceeding the contract spe-
cification, the pumping equipment met specifications. The
vibration has since been corrected. The station has been
available to the City since the inspection and has now run
800 hours because of the loss of Well No. 2 pumping
equipment.
Extra work was added to the Contract, and the Contractor
experienced delays in the work over what he had no control .
We therefore recommend that the contract completion time be
extended from the original date of May 22, 1905 to June 12,
1985, as stated in Change Order No. 2. Under the circum-
stances of the project and the fact that the station was
available to the City at a critical time, we recommend that
liquidated damages not be assessed. The 12-month warranty
period should operate from June 12, 1985, the date when the
City had beneficial use of the station.

Byron-Jackson and is acceptaole. However, the current let-

the cutoff date of August 14 by which time the City must
have our certification of contract completion. It is our
understanding that the final pay estimate will not be pro-
cessed without receipt of our written certification and

RE: utility Participation in Golf Course Purchase
Dear Mike:
You inquire as to the necessity of a written agreement or
letter of understanding between the benefited utilities and
the Parks Department and general governmental operations con-
cerning participation by the utilities 9 :he purchase of the
golf course. At the time that we were finalizing the funding
sources to purchase the golf course, I suggested that such an
understanding would be appropriate. My opinion has not changed.
I would think that a meeting involving the utility Department,
the Park Department, your office and my office would be appro-
priate '_o iron uut the details of such an understanding. That
unaerstanding should be reduced to writing. In effect, there
would be a commitment to grant easements across the golf course
granted to the utility, together with a return agreement by the
utility to pay certain monies for those easements. It might be
advisable to prepare and record a blanket easement for water
rights across the golf course property with the actual well
and pump houses being limited to certain acceptable areas on
the golf course. Even the location could be changed if the
golf course layout was changed. All of these details are
going to have to be explored in some depth before a binding and
thorough agreement could be reached.
If you think an agreement is necessary, as I do, and that a
meeting would be beneficial, I would suggest that your office
either set up the meeting, or request the Mayor's office to set
up such a meeting. It may be that the Mayor's office would want
to participate in the discussions.

Our lette of August 9, 1985, recommended final payment to the contractor
be processed (Pay Estimate No. 9 Final) but not made until we certified
that all items of the contract had been completed and were acceptable.
At that time six items were listed for the contractor's attention.
The required pumping equipment certificate has now been received and the
items of work on site have been attended to. That left the roof guarantee
and access road pavement outstanding.
The enclosed roofing guarantee executed by Puget Constructors has now
been submitted in compliance with the specifications and we recommend
its acceptance.
Data from coring the access road pavement have been received and are
enclosed herewith. We recommend acceptance of the access road.
We now certify the contract complete and recommend release of Pay Esti-
mate No. 9 (Final). The 12-month warranty period should run from
June 12, 1985, as previously recommended.
The City must be assured that there are no outstanding liens against the
project. General Condition 70 of the Contract Documents addresses the
conditions to be met prior to final payment and release of retention.

Dear Bob:
As we discussed by phone, the Council 's Ways am; Means Committee has met to
consider your request for an extension of our service agreenent with Metro for
sewage disposal.
During the course of the discussion, however, some concern was expressed
regarding Renton's working relationship with Metro. There is a perception
that Metro has been very slow it responding to development requirements, as
stated in conditional use, CU-007-83, and issues calling fur administrative
attention. In addition, Metro has not been very communicative in presenting
long-range planning information related to programs impacting Renton.
Before concluding their deliberations regarding extension of the agreement,
the committee uould like to have someone from Metro respond to the following
issues that are considered unresolved by city staff:
1. Oakesdale Avenue S.W. : Metro has made a commitment to participate in a
street-L-Wto construct this road. It is our understanding that thu
Metro Council has approved the necessary resolution (Metro Resolution
4236). Metro should sign the LID petition.
2. Longacres Drive S.W. and Monster Road S.W. Umrades: Metro should
provide a—firm ie3ule escn ng w en L c wore to be perinnned on
these road will be addressed.
3. Off-Site Improvements: Metro will be responsible for upg^ading all
met frontages at the treatment facility as future plant expansion and
internal modernization continues. The city is willing to work with
Metro to develop a plan to provide these imi:ruvements on an increwntal
basis. This will allow you to meet code requirements while stretching
the budget impact over a reasonable amount of time.

Obviously, negative impacts have resulted from the location of the n:nton
Treatrunt Plant in this conaunity. Besides the burden on local services and
the loss of this very valuable property to potential industrial development,
the location of the plant has affected the marketability cf adjacent
properties. For these reasons, the Council is concerned that Metro may have
plans to expand their operations in Renton outside of their current land
holdings. If you could present information describing Metro's intentions
related to program expansion, it would be appreciated.
I recognize that this correspondence seems quite negative, but please
understand that the Council and staff generally support Metro and recognize
the positive impact your or,
has had on our region. As a member of
the Metro cor.raunity, we wish to see our partnerrship continue. However, our
working relationship can be made stronger with sone attention to increased
curmuniration and sensitivity to local needs and probicros.
Tile Hays and Means Committee of the Council meets the first four Mondays of
each month at 7 p.m, in the 5th floor conference room of the Renton City
Hall. The committee would like to meet with you or the appropriate Metro
representative at your convenience. Please contact Ms. Billie Dunphy, the

SECTION 63--MANH3LES
63-1 Description
Add the following:
Manholes 54 inches and 48 inches in diameter shall be as
shown on Standard Plan No. 34 except that the cone shall be
eccentric and the manhole steps shall be ar specified in
these Special Provisions.
Manholes -hall be constructed with precast wall sections,
^onas, and slabs. Cast-in-place bases shall be used as
specified herein. Manhole components shall conform to ASTM
C 478 except as otherwise and additiorr:ly specified herein.
Cones shall be eccentric. Provide blockouts, unreinforced
knockouts, or cored holes where pipes enter manholes.
Heights of wall sections shall be such that openings for
pipes are not at joints. Base slabs shall be minimum
6 inches thick with No. 4 reinforcing bars, 8-inch centers,
both directions in center of slab. Joints shall be confined
gasketed type with rubber gaskets conforming to ASTM C 443.
Tie wall reinforcing to base reinforcing for bases with in-
tegral walls. Deformed bar= shall be used for base and slab
reinforcement.
b3-2.02 Steps
Delete 63-2.02 and substitute the following:
Manhole steps shall be made of minimum 3/4-inch galvanized
steel bar conforming to ASTM A 36. Steps shall be 12-inch-
wide minimum, center-to-center of legs, and shall be drop
pattern with a 2-inch drop. Bends shall be made around a
one-inch-radius-minimum, 2-inch-radius-maximum mandrel.
There shall be 3-inch minimum embedment in precast concrete
manhole sections and 4-1/2-inch minimum projection from the
face of concrete at point of embedment to the center of the
step. There shall be a 2-inch hook on the embedment end.
3alvanizing shall conform to ASTM A 123 and shall be done
after bending.
The installed steps shall be located to provide a continuous
ladder with steps equally spaced vertically in the assembled
manhole at 12 inches, plus or minimum 3/4 inch. They shall
be capable of withstanding a force of 350 pounds, applied at
any place on the step and in any direction that projects
from the point of application, with no permanent deformation
resulting.

63-2.06 Cast Iron Frames and Covers
Add the following:
All frames and covers shall be cast iron and shall be of the
size and shape detailed in the Standard Plans except that
the cover shall have only one one-inch-diameter hole. Cov-
ers shall have the work SEWER in 2-inch rained letters.
Frames and covers shall have plane or ground-bearing sur-
faces to ensure flat, true surfaces. Covers shall be true
and seat within frame at all points. Frames and covers
shall be set one inch below adjoining surface and covered
with City of Renton astro-turf cover.
63-3.03 Bedding
In the first sentence, change "Section 61-3" to "Section
61-2.02."
63-3.07 Grade Adjustment
Delete 63-3.07 and substitute the following:
Concrete grade rings shall be used for manhole extensions.
Bricks or blocks will not be allowed. The installed grade
rings shall be provided with a 3/8-inch mortar lining and
outside faces.
63-3.09A Rigid Pipe Connections
Delete the last sentence and substitute the following:
A watertight joint shall be provided where the pipe passes
through the manhole wall by utilizing an asbestos-cement
manhole entry coupling that is mortared into the wall. Pipe
connection into entry coupling shall be sealed with a rubber
ring.
63-3 Construction Details
Add the following:
Plugging Existing Sewers in Manholes
Where shown on the Drawings and .s directed by the Engineer,
plug existing sewers in manholes. Concrete used for plug-
ging sewers shall be Class C. Concrete plugs shall extend a
minimum of one foot into the pipe being plugged. Concrete
shall be compacted inside the pipe to effect a watertight
seal.

Gentlemen:
The City of Renton is constructing, by contract with Puget Constructors of
Olympia, Well No. 9 Pump Station in Liberty Park adjacent to I-405. The
station and its facilities were designed to conform to the recommendations to
recently completed report entitled "Well Field Protection Study--City of Renton"
prepared by CH214 HiLL, inc., and approved by the Department of Social and
Health Services.
The contract includes work to discharge surface runoff from the new access road,
from the existing Parks Department parking area, and form the playing field,
to the existing Strom drainage system. That systrml was installed as part of
the construction of war Apartments of World War It. The storm sewer system
discharging to the Cedar River is shown on the en,:losed xerox copy of the
wartime project drawings.
Design of the Well No. S Pump Station facilities provided for the above-
mentioned runoff to discharge through the 12-inch storm sewer to the river
as shown on the above drawing. Also enclosed is a copy of part of two CH2M
Hill drawing sheets for the current construction contract.
The City found that the 12-inch storm sewer was not open to the Cedar River
and assumed that it had been damaged in the area near the river by deposition
of blocks of concrete believed to exist in that area. Therefore, the work
shown for the current contract was intended.
It has been determined by excavation that the 12-inch storm sewer was broken
through in the area of the 42-inch Metro sewer, presumably at the time that
pipeline was laid, to facilitate its construction. The 12-inch storm drain
is at approximately the centerline exevation of the 42-inch pipe. A difficulty
therefore exists to utilize the storm drain for the intended purpose and to
conform to the approved requirements of the wellfield protection study.

The City has incurred expense, through its contractor, to determine the nature
of the problem and to confirm that the Metro 42-inch pipeline construction had
in fact broken the 12-inch drain. Excavation took place on 25 September 1984,
and again on 26 and 28 Noveinberl984. Bill Mostered, Metro staff, was present
on 28 November and took photographs of the excavation.
It is essential that the above-mentioned runoff be dischargedto the Cedar River.
The City,therefore, requests that Metro designs and constructs, as soon as
possible the modification to the 12-inch storm drain which should have been
provided in the 42-inch construction.

Claim for Damages to City Storm Drain - Cedar River Park

In January, 1985 Metro rejected a claim for damages
to a City of Renton storm drain in the Cedar River
Park allegedly related to construction of Metro's
Cedar River Interceptor in 1962. In early Novet.ber
of 1985, during discussions between Metro and the
City regarding the proposed extension of the agreement
for sewage disposal, Metro agreed to reevaluate the
City's claim. Towards that end, we requested an
accounting of the costs that the City incurred to
repair the storm drain, which we received from the
City in December.
We are now in the pro-ess of reviewing the claim
and developing a proposed settlement. It is Metro's
intent to resolve this claim as equitably as nossible.
We hope to propose a settlement in the very near
future.
Mr. Bob Bergstrom of the City's engineering division
called me January 10 regarding this claim and seemed
to be quite apprehensive about its disposition.
