W-718 WELL #9PUMP HOUSE WTR- Inspectoi 's Correspondence--& Memos BEGINNING od lOF FILE FILE TITLE .1 71 $ Swp�oLy uReeS 0� VJTR� -C 11�10u�e C i'FY�A1S�ec-1dR'S CaRPPSPWfI- ZNCQ �Me1ft0T PRECONSTRUCTION CONFERENCE CITY OF RENTON WELL NO. 9 PUMP STATION -A preconstruction conference was held at Renton City Hall on September 4, 19B4, at 3:00 p.m. The conference was attended ' by representatives of the City, the Contractor, the Engi- neer, the WSDOT, and Puget Power, as shown on the attached list of attendance. Barry Barnes, CH2M HILL, conducted the meeting. The conference began by everyone introducing themselves and stating who they represent. The representative of Renton Police Department stated that the project would not affect the Police Department, and then left the meeting. The representative from Puget Power, Juan Paraiso, said that Puget Power will install lines to supply the pump station with power. The Contractor stated he would like Puget Power to start work as soon as possible. Barry Barnes asked Ron Olsen, Renton, what the status of the contract was. Ron Olsen stated that the contract was not yet executed, and that it would be at least until Septem- ber 11, 1984, before the contract would get through the Mayor's and City Attorney's offices. Barry Barnes stated that one particular change to be noted is that CH2M HILL is the Engineer for the project and will be an agent for the Owner. This is a change from the Con- tract Documents. i The Contractor stated he would like to start work immedi- ately, and asked Ron Olsen if the work could begin without an executed contract. Ron Olsen said no work could begin, and no equipment was to be mobilized to the job site, until the contract was executed. Ron Olsen stated he still needed to review the insurance and bonding information that the Contractor brought to the conference. The Renton Parks representative stated that many people use the park, and stressed the need for safety. Barry Barnes pointed out that the Contract Documents require a two-stage a-foot fence. The locations of the fence must be coordi- : .ited with the Engineers and the Parks Departments. It was also pointed out that safety shall be the responsibility of the Contractor. Juan Paraiso asked the depth of plants. The parks people stated the ball of the plants will be about 2 feet and there- fore the power lines must be at least 3 feet below the ground se5534AA1 surface. Barry Barnes pointed out that note 8, sheet 1 of • the drawings require the Contractor to encase the power lines in concrete at existing utility crossings. Ron Olsen asked if the Contractor had a project schedule. The Contractor said he would first do the storm sewer exten- sion and then the following: adjust valve vaults, catch basins, etc.; storm sewer work; water lines, footings; encase power lines; and the access road. The Contractor stated that his final schedule should be complete by the end of the week. The contractor asked if he had to do all the staking. Barry Barnes replied yes. The WSDOT representative was asked about the permit, and said he would expedite the issuance of the permit if possi- ble. Jim Dingfield, CH2M HILL, stated that it had been about 2 months since the permit application had been made. The WSDOT said they are dc .g work along the ramp regarding barriers. Puget Power stated that the Contractor must stake the vaults ano final elevations, and mark the utilities before Puget Power could begin work. The Contractor asked when Puget Power could begin work. Puget Power replied they could w start less than 2 weeks after being given notification. Actual construction will take 1 week. Renton Parks, the Contractor, and Puget Power agreed to leave the power line trenches open at atility crossings until the Contractor poured the necessary concrete to encase the lines. The parks people wanted the trenches to be properly barricaded. The Contractor said he saw no reason why the trenches needed to be open for very long. Barry Barnes pointed out note 7, sheet 1 of the Drawings. This note requires coordination between Contractor and Puget Power at the transformer vault location. Barry Barnes asked the Contractor to send shop drawings to Angie Mirly, CH2M HILL, P.O. Lox 91500, Bellevue, Washington 98009-2050. Barry Barnes stated that monthly progress pay- ments should be worked out between the Contractor's superin- tendent and delm-llctIr". John McElroy, CH2M HILL, will be the construction observer. The Contractor said his superin- tendent will be Marshall Williams. Ron Olsen gave the Contractor several forms to be submitted with pay estimates, and gave John McElroy and the Contractor a payment schedule. John McElroy and the Contractor's superintendent are to get together at least one week before the date on the payment schedule in order to provide enough rb time for the City to process the estimate and issue a check. se553CAA2 . Barry Barnes pointed out the Contract Documents state that only 60 percent of the pump and motor will be paid for until final startup, and the total iob has a 5 percent retainage, Barry Barnes then asked that all correspondence be with CH2M HILL, the engineer. The Contractor was given six sets of Contract DOelments, including six sets of full size Drawings. The Contractor stated he had not completed a construction schedule, but would have it by the end of the week. Ron Olsen stated that the Contractor must be very careful with the storage of fuels, paints, and solvents necause of the possibilit} of well field contamination. Barry Barnes stated that the Contractor's superintendent must be present at all time any work is being performed. Ron Olsen said that John McElroy must be notified, in ad- vance of the day to day construction schedule in order to avoid any unnecessary trips to the site by him. Everyone agree that weekly meetings were not necessary. The Contractor wanted to make connecti,.iis to water mains. Ron Olsen said no, the City will make the connections, and that the Contrac' .,ust test and sterilize the lines prior . to connections. Barry Barnes stated that safety as the Contractor's respon- sibility, and that C112M HILL needs a gravel submittal and a concrete mix submittal from the Contractor. The Contractor said he had located the extension of the 12-inch storm drain to the river, and that much of the grass on the site is dead. Ron Olsen told the Contractor to take a lot of pictures prior to starting work. The Documents require sod replacement for all areas disturbed by the construction. Barry Barnes pointed out that the Contractor must pay a deposit for a fire hydrant meter. The Contractor was told CH2M HILL needed four copies of shop drawings. The Contractor said he would use Utility Vault Company to supply the precast vaults, and asked if he could scrap existing brick catch basins and replace with precast vaults. Ron Olsen agreed. The Contractor stated he would be subcontracting the pump house roof, and that Canem Systems would be his electrical subcontractor. • se5534Ah.3 Ron Olsen said the Contractor must get building permit, and that the insurance coverage provided by the contractor did not provide the $5,000,000 umbrella coverage required, and also that the Contractor's bond did not include the taxes. The Contractor agreed to get the building permit, and up- grade the insurance and bonding. Barry Barnes told the Contractor that the Owner-Selected equipment was Wallance i Tiernan by TMG Services, and Byron JackFon pump. Equipment provided by TMG must be per the Wal'.ace 6 Tiernan pre-bid submittal. Shop drawings for these will be required. Barry Barnes told the Contractor that CH2M HILL would want design computations and shop drawings for the pump house roof. Jim Saviage, Renton, said all chlorinated water must go into sanitary sewer. The Contractor asked if he could just dechlorinate. Renton said no. We reviewed the engineering services agreement that exists between the City and C112M HILL. This agreement explains the responsibi'.ities of both CH211 HILL and the onsite observer. Copies of the pertinent pages from the agreement were made and given to Mr. Ruppert. It is understood that Mr. Ruppert will be emplo 'ed by the City to observe the construction of well No. 9 and will re- port directly to me during the course of the project. It is our intent to administer this project in the same manner as if Mr. Ruppert were one of our own employees. In light of this, !re has been instructed to maintain daily diary on the form provided by us. Copies of the diaries are to be submitted to CH2M HILL at the end of each week. Mr. Ruppert was given a copy of the preconstruction confer- ence minutes and we went over them in detail. We also re- viewed the major elements of the project. It is our understanding that the Contract has been executed by Puget Constructors and is currently being reviewed by the City. It was agreed at the preconstruction meeting that Puget Power would leave the trench open at utility cross- ings and that Puget Constructors would install the necessary concrete encasements and complete the backfilling. The Con- tractor is also to coordinate the connection at the trans- former vault with Puget Power and provide staking for the project. Mr. Ruppert is to verify the field staking loca- tions with the Drawings. The contract documents call for a two-stage fence. Instal- lation of -' is is to coordinated with the Parks Department, Contractor, and construction observer. Safety at the project site is the Contractor's responsibility. The observer is to inform the Contractor if potentially unsafe conditions are noticed, but is not to direct the Contractor on how the situation is to be remedied. This procedure is • necessary to protect the City from unnecessary liability exposure. Should the contractor fail to remedy the situation, proper authorities with jurisdiction over construction safety are to be notified. In any event, items such as this are to be documented in the observer's diary. Mr. Ruppert agreed that, under normal circumstances, field directives to the Contractor are to be followed up in writ- ing. Verbal communication is encouraged, however. Dennis Burke is the project manager for Puget Constructors and Marshall Williams will be the superintendent at the site. Progress payments are to be processed by CH2M HILL. Mr. Ruppert is to establish with the Contractor, the percentage complete for each specification section and the quantities of materials on hand. This is to be submitted to CH2M HILL at least one week prior to the City's established payment schedule cut off date. shop drawings and other submittals will be processed by CH2M HILL. As discussed, the centerline of the buried • pump discharge pipe shall be installed at elevation 37.0 as called out on Sheets 1 and 7 of the drawings. The profile of the storm sewer, between the proposed catch basin and proposed manhole, shall be revised per our review comments. We recognize that installing the pump discharge pipe at a shallower elevation would reduce your costs. However, the design elevation provides the necessary depth of bury in addition to the intended headroom within the meter vault. Due to the physical difficulty caused by the apparent impos- sibility to provide tubes in the discharge head similar to the B-J pump in Well Nob the following decisions have been made: o Provide 2 on,e-inch vents, with goose-necks, inside the discharge head window. o Provide one only 2-inch galvanized tube down, the well to the end of the pump column. This tube will hang freely in the well close against the casing but will not be strapped to the pump. It will be cast in the concrete foundation block exiting at, or near, the top of the block, pref- erably to the west. Present were: City of Renton - Ron Olsen . Barney Ruppert luget Constructors - Dennis Burke C112M HILL - Barry Barnes Ron Olsen opened the meeting stating a desire to establish better communication to avoid problems such as had been occurring. Dennis Burke wished to discuss the inspection procedures required by the cit ;. It was agreed that Barney Ruppert was the site inspector with CH2M HILL providing him backup now that the underground • pipe work and access road were completed. The city had se241k1 requirements regarding building and electrical inspection • and these must be adhered to. It would not be possible for Puget to deal with only one person on inspection. There was discussion on the chlorination room partition wall where it had not been possible to pour concrete at the same Lime as the other footings. The site conditions were explained to Puget with backup from recorded notes. Puget stated that there had been many changes on the iob that had caused a conflict with the intended schedule for construction. Some of these items were: • o Location of Metro sewer o Elevation of the 1--inch drain line o Connection to the 12-inch discharge line and con- flict with eleva,iens o Delay in testing due to high point created o Requirement to raise the roadway and buildinq 1 foot o Difficulties with probe tube configuration o Conduits added across the access road o Problems in raising the fire hydrant The city crews were stated to be repairing the hydrant and there seemed to be some conflict in determining what actually • happened. se2Elk2 Dennis Burke wished to be informed of problems as they occurred, but it was stated that his representative on the site should keep him informed. A discussion took place on submittals which the contractor intended to forward. Chlori- nation equipment, electrical, epoxy flooring, and rebar steel had all been processed. A sample of the masonry was required. Also, there were requirements regarding submit- tals for roof trusses and seamless roofing. It was agreed that a reasonable turnaround time by CH2M HILL for submittals would be 2 weeks and CH2M HILL would try to respond. • There was discussion on the permits that the contractor was required to have for the work and there had been some con- fusion in that area. In the fallowing week, Puget intended to do: o Trees and plants o Floor slab and sidewalk poured o Drainlines with thrust blocks o Probe tube, rebar, slot# well casing, place pump foundation block o Test the 6-inch and 12-inch piping • se2<lk3 • There was a discussion on travel time applying to force account work and this was tabled for examination. Dennis Burke requested interpretation of placing mortar in cold weather and whether any latitude from the specifica- tions would be permitted. He would be informed by CH2M HILL. Due to a misunder- standing that approval had been given at the last meeting, high-early cement had been used on slab pours without spe- cific permission. No objection was raised. Puget Constructors had run a pressure test on the 12-inch blow-off piping which was successful after repouring the end thrust block which moved. Test not witnessed and must be repeated. There was a discussion on coordinating with the City Inspec- tor the planning and performing of work. There had been • problems in this area resulting in the inspector making se5544D1 M___ needless trips to the site and work being performed without • inspection. The City required that the job superintendent attend all future meetings. This was agreed. There might be a change at City request from the approved Aurora chlorine pump. CH2M HILL will investigate. There could be no site work until after Christmas. Then possibly on Monday, December 31 onwards there would be gen- eral clean-up and fine grading if the weather permitted. No junipers would be planted yet. Puget Constructors would check for safety on subsidence at the backfilled excavation over the 42-inch Metro pipeline. Pump delivery was overdue. It might be installed when deliv- ered irrespective of other work. CH2M HILL would check on the desirability of installing the electric motor. Except for site grading and possible pump installation there would be no site activity until early January. Masonry samples were yet to come. Masonry subcontractor would be Easthill Masonry, of ]ssaquah, subject to CH2M HILL approval vet to be given. Next p:: estimate request must be from CH2M HILL to the City by January 2, 1985. Puget Constructors would supply detail to back-up some of the extra cost requests that have been made. CH2M HILL would attempt to process the extra work payment for January 2. Gentlemen: Subject: Renton well 9 Pump Station Submittals Because of the delays which are occurring in mail delivery from Olympia to Seattle, and therefore probably in the re- verse direction, this letter hand-carried to the site is intended to give approval of certain items of construction in advance of your receipt of the usual stamped copies that will follow. Certain items may have already been verbally dealt with. Snarling Meter The certified factory test data is approved. The meter may, therefore, be installed at your convenience. Work Schedule (March 2, 1985) As discussed at the meeting on March 6, the new construction schedule indicated that all work would be completed within the contract period and is, therefore satisfactory. How- ever, we urge you to maintain or accelerate that schedule to avoid a time overrun. Preformed Metal Roofing The metal roofing sample in approved with the Colonial Red color. The specification G7412, page 2, requires two copies of the manufacturer's printed installation instructions. Please supply for the city inspector's use before installa- tion commences. Attention is drawn to the required 5-year guarantee prior to final acceptance of the roofing. Chlorine Room Fan Your letter of March 6, giving notice of your intention to claim for extra work on this item, has been tabled for fu- ture consideraticn. Your submittal of March 12 has been the subject of conversations between us, and additional data is anticipated. It is believed that the above covers all outstanding submit- tals. If this is incorrect please inform us. The Metro crossing will be the subject of a separate letter.
