At its regular meeting of September 12, 1983. the Renton City Council
recommended placement of the proP..sed Mobile Now Park Ordinance and
sumi,ry ordinance on second and final reading for adoption on
September 19, 1983. Sectior 0-21 7.1 of that ordinance regarding
increased installation permit fee has been revisal tc reflect no
increase, and the fee will remain at $5.00. The City Council also
recommended referral of the subject matter of mobile home parks to
'e Planning Commission and the City Council's Planning it Development
.mmittee for further study and disu..sion with rupresuntatives of the
mobile home park industry. You will receive notification of those

AUDIENCE COMMENT Charmaine Baker, 3713 Meadow Avenue N., representing Renton
RAPT Production Municipal Arts Commission, extended a special invitation to
of Two-Act Play Mayor Shinpoch and Council members to a premier reading of an
by Ed Harkness, original two-act play by E0 Harkness on Friday, September 9,
History of 1983, at Carco Theater. Mr. Harkness, poet and playwright,
Renton in 1940's was commissioned for a one-year pilot program through a grant
application to Washington State Arts Commission sponsored by
the Renton School District and Renton Arts Plan Together (RAPT) ,
consisting of 12 different arts groups formed to keep the arts
alive and well in Renton. Mr. Harkness has been teaching
classes to various school and senior citizen groups, and has
written the play, a history of Renton during the 1940's, as a
stipulation of the grant. Since attendance at the production
is by invitation only, response by August 26th was requested.
Highland Village Building t Zoning Director Ronald G. Nelson apprised the Council
Development - of findings resulting from Renton Hill Community Association
Renton Hill request for information regarding new development at the end
Community of Crant Avenue S. (Highlands Village). According to Mr, Nelson,
Association all work accomplished to date appears to conform to Council
policy and requirements established by the city prior to the
issuance of the building permit, including construction of a
cul-de-sac within a utility easement designated as greenbelt,
and dedication of a 60-foot right-of-way to continue northerly
from the cul-de-sac to Grant Avenue with improvement of 20
feet of that right-of-way required to allow emergency access
to the new development. That road will be tented and locked
to prohibit unvutho, ized access, with requirement for
installation of landscaping and hydroseeding on the remaining
40 feet. Mr. Nelson anticipated cooperation between the city,
Renton Hill Community Association, and the contractor during
the project, with a good working relationship evident at this
point.

for the installation, maintenance and operation of the following facilities
across the City of Seattle's 30-foot-wide East Side Supply Line easement right of Way:

Dear Mr. Loman:
Our Public Works Depart^ent is nearing completion of our review of your engineer-
inn plans for sanitary sewers, water distribution, on-site storm d qe and
the off-site storm drainage ditch on King County land behind the Ma, ood Plat.
This letter is to update you on the additional progress required.
these plans do not include the Union Ave. S.E. street Improvements, nor the
permanent off-site drainage system that you have proposed draining on to the
King County land to the west and the utilization of the natural water course.
Engineering Items Needed
the Union Ave. S.E. Street Inprovement plans, which have not been approved,
have these issues to be resolved; provision of an access control gate at the
end �,r Union Ave. S.E. ; provision of underground power conversion; provision
of pei ranent street lighting and provision of permanent traffic control and
traffic signage. This plan will require approval of the Traffic Engineer,
as well as Don Monaghan and myself.
The permanent drainage plans for this project are only approved up to the
contr, l structure. Utilization of an overflow dispersal trench as an interim
syst• r during construction is allowed. However, your proposal for making
this r permanent outlet, is of course, subject to the King County Department
of t„biic Works, the downstream property owner. We encourage you to contact
the Lourty on this item, as well as obtaining an easement for the permanent
drainage ditch behind the Maplewood Plat.
Your project site does require a revised permanent site grading plan. We are
espe, lally concerned about the final grading along the edges of your developed
site. We request that this plan be submitted as soon as possible. Before any
work on the site begins, an approved, finished grading plan must be submitted
to the Public Works Department.

Easements and Non-Renton Permits Needed
The water and sanitary sewer utility ease-cents are needed prior to the pre-
rorstruction conference. All the water system, behind the meter points, must
be on a City easement. The main trunk sanitary sewer through the mobile home 'park to the Phase 11 of Leisure Estates sewage pump station must be on a City
easement. Later transfer of ownership to the C;ty will be required.
The future road along your south and westerly margins must be conveyed to the
( ity for utilities and roadway purposes. This conveyance nust be provided prior
to any further site work.
The City of Seattle Mercer Island Pipeline occupies the "stern one-half of
Union Ave. S.E. , which we have a permit for, but only for roadway purposes.
the proposed watermaIn and storm sewer crossings must be reviewed and approved
by the City of Seattle Water Department. The permanent operational permit for
these two utilities must be obtained before construction Is allowed, or before
erection of any structures on the site.
City of Renton Public Works Permits
Your Public Works construction permits are being phased as you have requested;
however, we have concerns that you do not exceed the authorized phases. We
have previously issued Permit P-5472 for sanitary sewer construction on the 10.5
acres of Phase 1's 87-unit portion. Your most current application is for storm
drainage for the entire on-site storm system, as well as the interim dispersed
trench system, and for water system construction on the
87-unit portion, 10.5 acres of Phase I 's
Additional permits will be required for: Water and Sanitary Sewer for the
remaining two phases, as well as off-site storm drainage and the Union Ave. S.E.
street improvements. 1 would like to discuss with you the timing and phasing
of your applications for the Tema ining work.
