Engineering Supe rvisor Re: Tiffany Park Pump Station Recommended Modifications and Costs Dear Bob: Proposed modifications to the Tiffany Part Supply Dump Station that Ron Olsen, you, and I discussed last week are documented in this letter. Corresponding cost estimates for construction and design engineering services have been developed and are stated here. Recognizing that time is of the essence, 1 have also prepared an engineering fee estimate and an authorization to perform the engineering services fo- your consideration. In order to provide the City with maximum flexibility in detenmiring the level of modifications that can be financially accommodated at this point, the proposed modifications have been grouped together in sets that can be constructed separately, most likely by diff+rent subcontractors. There are four sets of proposed modifications; 11 Electrical and Control Work, 2) Roof Replacement, 3) Masonry Work, and 4) Sitework. Each of these items will be discussed in more detail in the following paragraph, 1. ELECTRICAL AND CONTROL WORK Presently the existing Power supply panels and control capabilities are unreliable, function improperly at times, and are unsafe in some respects. It 1s Proposed that the existing power supply and control panels be replaced and that the new panels be located on the inside of the north wall, since that wall has the most free space available for this purpose. Further, this would allow the pump station to remain in an operational mode while these modifications are being performed. Other electrical modifications include t) provision of a wall-mounted unit heater, 2) incorporation of a motor-driven fan to force air movement through the building, and 3) provision of flourescent lighting at in adequate level for working. Control modifications include replacement of the existing pressure switch and control relays with a new pressure transducer which provides the capability for a low pressure 1410 Market Street,PO.Box 1180.Kirkland,Washington 98=(206)827.6400 CITY OF RENTON August 24, 1983 Page 2 start-up and high pressure shut-down of the lead pump in the pump station which is completly compatible with long range needs. Also included under this wort item would be the conversion from an overhead power supply to the pump station to an underground power supply which is located approximately 70 feet from the station. 2. ROOF REPLACEMENT The existing roof is in a state of disrepair since obvious leaking and warping have occurred in numerous areas. The roof is approximately twenty years old, which is a reasonable life expectancy for a built-up wood roof. It is proposed that this roof be replaced with a current technology wood roof and that the existing wood hatches be replaced with skylights. The best alternative roof covering has not yet been identified, although numerous alternatives exist such as cedar shakes, roofing tile, corrugated metal, composition shingles, or a built-up roof. Originally, concrete or steel beam roofing members were considered as a replacement for the wood joists, but it was concluded that the existing concrete masonry unit walls .nay not have adequate structural strength to carry the increased load associated with a concrete or steel beam roof. 3. MASONRY WORK There are six existing 16-inch by 24-inch openings with blocked metal screws in the existing station and only two of these need to be used for ventilation purposes. The remaining four openings should be filled with concrete masonry units to match the existing structure. The existing door has been severely damaged from what are apparently bullet holes, and the door needs to be replaced. The door which was originally specified on the plans was supposed to be 6 V in height, and it is obvious that a door of lesser height was substituted. A new door should be provided with a height of 618". Therefore, some grout will need to be removed above the existing doorway. The building exterior should then be sandblasted to remove all paint and a clear sealer applied above grade. In order to be consistent with current City Standards, the interior floor should also be sandblasted and coated with Torq'nol It is presumed that the City's Staff will remove the existing electrical panels after the replacements have been put into service and paint the wall where the panels were located to match the remainder of the station. 4. SIIEWORK The suction and discharge piping daylight on the outside of the building and these pipes are currently enclosed in sawdust and plywood enclosures. It is recognized that this was a temporary solution, and that in order to properly protect these pipes from freezing and vandalism, it is our recommendation that a berm of varying heights be placed against the building exterior. The berm would be covered with a ground cover such as ivy which requires virtually no maintenance while grossly improving the exterior appearance of the building. This would harmonize better with the existing part setting and residential neighborhood. CITY OF RENTON August 24, 1983 Page 3 COSTS The estimated costs for constructing the recommended modifications and also for Providing engineering services is shown in the following table. It is emphasized that the construction costs for a small project such as this are highly dependent upon factors beyond our control, and, therefore, these construction costs could vary significantly. The end product of the design services would inc'ude three sheets of plans ready for bid by individual subcontractors illustrating the work items identified. It is anticipated that these bids would be obtained from contractors listed on the City's Small Works Roster and in accordance with procedures required in obtaining bids on that basis. A detailed set of specifications would not be provided for this work. However, equipment to be used would be identified on the plans. It is recognized that the City's preference is to use a fixed fee basis for engineering services, and therefore, a contingency has been added to the estimated design fee shown in the attached Table for design services. As stated previously, the City can elect to accomplish any combination of the work items stated and the design fees for each of these would be as shown in the Table. It is proposed that the contents of this letter be used as the scope of work for providing design services in order that subcontractors can bid and construct the recommended modifications. The three sheets of plans would consist of 1) site plan and modifications to the building exterior, 2) a revised plan and sections for the building interior showing piping and other appurtenances, and 3) the electrical and 'ontrol panels and wiring diagrams. An Authorization to Proceed is attached to this letter which references the scope of work stated herein and the design engineering fees shown for accomplishing this work. If the recommended modifications, scope of work, and proposed fee are acceptahle, Authorization To Proceed can be provided by signing the two original Authorizations for Professional Services, retaining one, and forwarding one original to us. Engineering Supervisor Subject: Tiffany Park Pump Station Rehabilitation Scope of Work for Services During Construction Dear Mr. Bergstrom: This letter contains the proposed scope of work and fee estimate for Services During Construction of the Tiffany Park Pump Station Rehabilitation, This scope of work and fee estimate is based upon using the City's inspector as the primary on-site inspector for the project since we understand that to be the City's preference. Our fi m would be available on an as-needed basis to review submittals and visit the site as necessary if conflicts rrise which the City's inspector cannot resolve. Our scope of work is as follows: 1. Review proposed equipment substitution for conformance with project plans and specifications. 2. Review electrical equipment submittals and detail layouts and wiring diagrams for conformance with the project plans and specifications and compliance with the National Electrical Code, 3. Review roof design submittals and details for conformance with the project plans and specifications and compliance with the Uniform Building Code. 4, Inspect surface preparations and coating application for conforrance with SSPC requirements as set forth on the project plans. 5. Assist construction particit ants with inter-contractor coordination to minimize conflicts and construction time. 5. We suggest that our servires be performed on a time and expense basis using the list of rates for services attached to this letter. We expect that the total cost for our services during constriction will be less than $3,000.00. If the scope of work and the fee basis are satisfactory, acceptance of this proposal can be provided by signing the Authorization for Professional Services included as Attachment 8, retaining a copy, and forwarding the original to us. If you would prefer to use a fixed fee basis, we will provide the City with such a proposal. Please contact me at your earliest convenience if you would like to review this proposal.
