SHINPOCH May 23, 1985 MAYOR MEMORANDUM TO: Larry Warren, City Attorney FROM: Richard Houghton, Public Works Director SUBJECT: W-775 Ponderosa Estates Acquire System from King County Water District E58 As part Of the above acquisition, an . ter tie to the City water system in Tiffany Park is required. This intertie line requires an easement across private property. The only practical location is on the common lot line between Lots 3 and a of Ponderosa Estates. The property owners were not amenable to granting an easement and suggested they might be willing to grant for $20 per square foot. Several months of sporadic negotiations have brought the demands down to S2.35 per square foot and improvement of an additional driveway on each lot. A copy of their signed proposal is included with a sketch of the property. This proposal is the best we can accomplish by negotiation but it presents two problems. 1. The price represents approximately the correct selling price of the land not the 112 value expected to pay for an easement. .lAu 2. The driveway cost cuts are closer to the respective property lines than the five feet required be current regulations. This project needs permits from the City of Seattle to cross their Cedar River Pipeline and if we are to complete the acquisition this year as requested by Water District 058 and the Council, we must secure the right-of-way and make permit application soon. Our question to you is, Can you recommend accepting this offer in lieu Of 90in4 through the condemnation process for the same easement? There are no other workable alignments for this intertie.
