We have been delayed in the delivery of the Report to the City due to the need to accomplish several items of work related to the project which were not included in the original Scope of Work. These items include: 1. Our proposed drilling location for the new wells is in an area previously encumbered with interfering utilities, including water lines, sewer lines, and telemetry conduit. In the Spring of 1985, 0rant Construction installed a new 24--inch water line through the Park and an addendum was added to this contract to relocate the interfering water pipelines. This procedure minimized relocation costs, saving both bidding and mobilization costs, and res0 ted in a minimum disturbance of the Park, 2. The interferirg telemetry conduit was relocated during the Telemetry and Power Conduit project, again to save costs and minimize Park disturbance. 3. The interfering sewer line in the proposed drill ;. } location was also relocated when it failed in duly. Rather than repairing the broken line, it was abandoned and relocated away from the new well construction area. 4. Well pump and Motor No. 2 failed 1n August, 199S, necessitating emergency pump and motor replacement, new station piping, and installation. 5. The decision of I)SHS and the subsequent tentative approval by DOE to allow relocation of Well No. 3 to the same location as Well Nos. 1 and ? occurred in mid-September. 1410 Market Street,P,O,Box 1180,Kirklano,Washington 98033(208)82 7-8400 Mr. Richard Houghton March "2, 1995 Page 97 6. Preliminary option from DSHS recognizing this project as "grant eligible" was accomplished during October. 7. Acquisition of Maple Valley Golf Course earlie, this year. As a result of the above items, we have completed or will need to complete the following items that are not included in our Pre-design Report Scope of Work: 1. Prepare plans to relocate water lines. 2. Prepare plans to relocate telemetry lines. 3. Prepare plans to relocate sewer line. 4. Increase pumping capacity of project to include the relocation of Well No. 3. 5. Prepare a Comprehensive Plan amendment to receive Referendum 38 grant i�nds. 6. Prepare Grant application. 7. Prepare contract documents for exploratory well drilling it Maple Valley in conjunction with the drilling of Well Nos, t and 2. Work has been progressing smoothly on this project, and we expect to complete the Pre-Design Report by February 4, 1986. If this new deadline meets with your approval , would you please sign a copy of the letter acknowledging your acceptance and return it to us. Thank you for your consideration in this matter. I want you to be sure that everything is complete. Cleaned up, asphalte, and sodded prior to May 20th in hoth parks. (I know the well house will still be under construction.) I also noted (from my window) that our crews waited until the sod was put down and then came back to hwk up the irrigation meter. In the process they made a mess of +he new sod. Please look into this and get whoever worked on this connection back down here and do it over. You may wish to check with Bergstrom on this. I have spoken to him already - go through Bernie to get this re-done. Ron. I know everyone is busy and that we are short-handed but that is no excuse for doing a shoddy job. Now that we have had a temporary cooling in the weather, it is important that some items of the new motor rebuild and also the complete motor and pump replacement of the original Well No. 2 equipment be documented so that there is a clear understanding of what has been furnished to the City. Would you please respond in writing at your earliest convenience to the following points: 1. What work was performed in repairing/rebuilding the new motor which burned? Was it restored t0 new or better than new condition? Specifically, what damage was noted to the new motor by the crmpany which did the rebuilding? Z. Would you please state the acceptable current draw versus the actual current draw based on present conditions and also include a list of the current performance specifications for this motor, Such as insulation class, service factor, etc? 3. Please provide three (3) sets of maintenance manuals for this pump and motor so that they can be incorporated into an overall operation and maintenance manual for the new Well Nos. 1 and 2 Building which is currently being designed. I have attached a copy of the pump curve for the Model 14 HXB Pump from the Peerless catalog and have indicated the appropriate impeller size, Based on discussions with the City's staff, it is our intent to test the capacity of the Peerless Pump and Motor to determine the actual capacity and verify its relationship to the pump curve. The work which was performed was to completely rewind the motor. You asked whether it was restored to better than new condition - the rhances are the insulation that is now in the motor is better than when it was new. When the motors are new they are statea Class B or better insula- tion. It was rewound with Class H wire and Class F insulation. This means that the motor can stand higher temperatures than Class B insulation without breaking down. The thing that must be remembered is it is very possible the new motor was �'so Class F and Class H, as sometimes the factory furnishes this even though t,e only order Class B and the nameplate says Class B. The motor was completely burned on all three windings. The man at the rewind shop said it looked like it had been stalled. This would, of course, go back to .lie auto-transformer that was in the start mode for too long a period of time. We could probably go on arguing bout whether the motor was defective from the factory or the auto-transformer being too slow to come across the line was the cause of the failure I have been around these auto-transformer motors before and have seen '.he same thing happen with absolutely no damage to the motor. The US Mator man felt it shouldn't go that fast. The man at the rewind shop felt it had been abused. In any event, we were able to put enough pressure on LIS Motors to get it rewound. This motor has a 1.15 service factor. Please bear in mind this is based on Class B insulation. Because of your Class H and F components in the motor it could actually b,ve a higher service factor. Of course. I wouldn't recommend it. When I was at the job site it was drawing about 234 amps. This is in my mird perfectly acceptable. I don't like to get these things up near the service factor, which in your case would be 262 amps. I like to use the safety factor for any voltage unbalance, frequency unbalance, etc. The maintenance manuals you asked for are enclosed. If you have any further questions, please advise. Yours truly. WHEREAS the City desires to engage the Consultant to provide Professional services for the initial investigation of ground water sources within the City's Maplewood Golf course properties as a Cart the services provided in the drilling and the development of Wells No. 1. 2, and 3. PIIRPOSF: The purpose of this Addendum Shall he to provide engineering services for the initial investigation of the quantity and quality of ground water reSOWrces located within the confines of the City's Mapiewond Golf Course Propertfas. Such initial investigation will he ihmited to the drilling and Pvaination of one test well at an approved location near the golf course access road. The Services shall he provided in accordance with the following scope of work: I. Initial Evaluation. Test Well Siting and Coordination A. Rased on review of available hydrogoologic data, provide a recommended location for the drilling of a test well. R. Coordinate and obtain approval of the test wail location from the Park Department. f.. Establish schedule for test wall drilling, requirements to minimize interference with golf course activities, and requirements for property restoration effected by Pquillment access and well consiruction. D. Coordinate with the Park nepartmlrnt to assn-P acceptance of all completed restoration work. II. Test. Woll nrilling and nevplopmant A. Provide subcontractor qualified for the accomplishment of the drilling, devPlnomenf anA tastinq of a 9-inch diameter test well. Test well drillinq anticipates the following work to he accomplished: 1. Construction of a 12-inch surface seal . 2. rurnishing of one 9-inch drive shoe. 3. Drilling and casing of an 9-inch test well to a total depth of ISO feet. 4. rnrniShing of 10 lineal fret of 8-inch screen and related fittings. S. Providing 15 hours of crew labor anticipated to he required for the installation of the screen and the developnent of the test well. 6. Furnishing and installing 175 lineal feet of plywood roadway for protection of turf between existing access and the well location. 9. Restoration of turf, including the installation of 1,600 square feet of sod. Ill. Supervision of Well Installation and Testing A. Observe the installation of the 8-inch diameter test well to a depth of 150 feet. R. Collect representative samples of aquifer materials for grain size analysis for the purpose of estimating aquifer permeability and for sizing of the well screen. C. Direct performance of short-term hailer draw-down tests during the drilling operation to allow for the estimation of aquifer transmissivity in yield prior to conducting formal pumping tests. F. Prepare a detailed geologic log of the test well, F. Provide recommendation for the depth interval for installation of a temporary well screen required for an aquifer pumping test. G. Observe and record the pumping test results. H. Obtain a representative water sample during the pumping test. Make field measurements to establish relative elevations between Coe well casing and the nearby Green River. IV. Analysis and Recommendations A, Prepare an analysis of pump test data to determine and evaluate aquifer transmissivity, specific capacity, potential well yield, and possible aquifer houndriles. R. Based on the results of the drilling and test pumping, prepare recommendations for additional evaluation of the golf course site, including consideration of additional test wells, permanent production wells, additional , more extensive pumping tests, or other recommended additional surface geophysical methods of aquifer expiration. C. Should the initial test well indicate unfavorable conditions for the development of high capacity production wells at the site, provide preliminary recommendations to the City for a program evaluation of other potential sites for production wells. SCHEDULE: The Consultant's time for the completion of the original Contract, Addendum No. 1-86 and Addendum No. 2-96, are not proposed to be modified by this Addendum 3-86. The Consultant's time for the completion of the scope of work set forth in this Addendum 3-96 shall he 15o calendar days from (date).
