Raymond Avenue Raymond Avenue SW 12-inch Watermain Crossing of I-40$ (W-712) ;
Watermain and requested aop,oval of the project , authorization for
CAG 080-84 final pay estimate in the amount of $4,392.06, commencement
of 30-day lien period, and release of retained amount of
$2,242.75 to Grant Construction Company if all required
releases have been received (total construction cost:
$48,488.26) . Council concur,
Final Approval Public Works/Engineering Department submitted LAG 040-84,
of Garden Avenue Garden Avenue North Street Improvements (LID 328) ; and
Improvements requested approval of the project, authorization for final
(LID 328) pay estimate in the amount of $11 ,242,79, commencement of
CAG 040-84 30-day lien period, and release of retained amount of
$23,976.36 to Gary Merlino Construction Company if all
required releases have been received (total construction
cost: $480,922. 14) . Council concur.

CORRESPONDENCE letter was read from Elsie Chissus, 2313 NE 9th Place, Renton,
Spring Clean-Up thanking the City for the spring clean-up program, which gives
Program senior citizens a "lift" in enabling them to maintain their
own homes.
OLD BUSINESS Transportation Committee Chairman Mathews presented a report
Transportation recommending concurrence in the staff recommendation to
Committee accept the rate of $0. 12 per square foot for a five-year
Boeing Lease term for lease rate at Renton Municipal Airport by The
LAG 877-65 Boeing Company (LAG 877-65) for the 1985-1990 period,
effective 6/l/B5. Also recommended was referral of the
lease agreement to the Mayor and City Clerk for execution.
MOVED BY MATHEWS, SECONDED BY TRIMM, COUNCIL CONCUR IN THE
C'1MMITTEE REPORT. CARRIED.
Master Plea Transportation (Aviation) Committee Chairman Mathews presented
Update a report recommendinq approval of the recommendation of the
Public Works Department to approve the proposed Letter of
Agreement contract for the first phase of the Master Plan
updete, and authorize the Mayor and City Clerk to sign the
contract. The first phase includes preparation of scope of
work only. MOVED BY MATHEWS, SECONDED BY TRIMM, COUNCIL
CONCUR IN THE COMMITiCE REPORT. CARRIED.
Aero-Paint Systems For information only: Transfer of lease assignment LAG 02-73,
Lease Assignments Aero-Paint Systems to Volco, Inc. and LAG 02-73, Aero-Paint
Tabled Systems to "289 Ease Perimeter Road, Inc." have been tabled
pending receipt of further information.
Renton Municipal Chairman Mathews reported that the bid award for the Renton
Airport Water Municipal Airport Water System Improvements Project is being
System Bid Award held due to request by low bidder, Bay Cities Construction,
Inc. to be released because of a bid error.
Traffic Signal Councilman Clymer recalled when the Central Business District
2nd and Burnett was beaut'fied in the early 1970's, Council adopted several
ppolicies governing sigr;ing which resulted in removal of costly
signs in certain instances because they did not comply with
standards for size and design. He expressed great concern
regarding recent installation of traffic control devices on
S. 2nd Street and Burnett Avenue which do not comply with
established Council Sign Cod! policies, and felt they should be
removed. Mayor Shinpoch indicated her intent to investigate
the matter.
Community Services Community Services Committee Chairman Keolker presented a
Committee report recommending that the five-year contract with Fa,, rway
Maplewood G�1` Advertising, Inc. for provision of tee signs at Maplewood
Course Tee Signs Golf Course be approved subject to review and approval by
the City Attorney. The contract specifies that Fayrway
Advertising, Inc, will provide tee signs at no cost to the
City. Each sign will have an advertising plate which will

RE: RENTON AIRPORT WATERLINE CROSSING CONTRACT
EXTRA WORK
Dear Bob:
In accordance with our signed contract, dated December 3, 1984, we
agreed to the following Scope of Work:
"Connect an existing 8-inch diameter waterline near thr fuelinq
area in the southeast corner of the airport with an existing 8 inch
diameter waterline found in a traffic island on Logan Street, just
outside the soutneast corner of Renton Airport. Total new length
approximately 500 L.F. of 12 inch diameter and 450 L.F. of 8 inch
diameter".
During contract negotiations we discussed a favorable route of going
south of the fuelino area and then turning northeast to Perimeter Road.
Going west of the fueling area and then northeast to Perimeter Road was
discarded due to possible conflict with a proposed lease and new hanger.
All people concerned felt the south route would be most favorable.
When I met with you and Ron Olsen shortly after approval of the contract,
I was asked to include the following items of work itt the original
contract:
o Abandoning a 6 inch diameter high pressure waterline.
o Extend the 12 inch diameter waterline several hundred feet farther
up perimeter road, going beyond Aero-Paint hanger.
o Install a 10" x 12" tee with valve and box for a future deluge fire
system.
0 Replace an existing fire hydrant, made inoperable by abandoning of
the above mentioned 6 inch diameter waterline. This would neces-
sitate an additional 200 + L.F, of waterline from Perimeter Road
going southwest towards the original fire hydrant.

0 Install new watermeter for service to Aero-Paint, since original
became inoperable by abandoning 6 inch diameter wat� line.
I agreed to these additional items, at no increase in fees, as a leans
of accommodating the City of Renton.
After preparing the ink on mylar drawings as agreed upon, I brought
drawings for review which were 80 percent complete. I intended for you
and Ron to review the drawings and provide comments. I would then in-
corporate the comments into the drawings and be prepared within a few
days to submit the drawings at 100 percent complete.
At the time of the 80 percent complete review we were told that since we
had already added 200 + L.F. of waterline to install a new fire hydrant
why don' t we disregard the south route around the fueling area and in-
stall a new line west of the fueling area and connect that direction.
We concur that the west route is more practical , considering the addi-
tion of the new fire hydrant. However, since adding the new fire
hydrant was a result of abandoning the 6 inch diameter waterline, and
neither the new fire hydrant nor abandoning the 6 inch waterline were a
part of the original Scope of Work, this route change is extra work.
Going west of the fueling area will require additional work on the fol-
lowing items:
o Coordination with Boeing regarding location of new hanger.
o Additional field survey
