Our previous analysis consisted of determining the City of Renton water distribution system's capability for providing fire flow to the Renton Shopping Center- area and is documented in our November 13, 1984, letter to you. A copy of this letter was forwarded to Tom Hansler of Baugh Construction. Baugh Construction subsequently submitted a copy of the November 13, 1984, letter to Ron Olsen, City of Renton Utilities Engineer, for his consideration. Mr. Olsen concurred with our opinion that the city's water distribution system had the capability to provide the fire flows to the Renton Center vicinity. However, Mr. Olsen was concerned that the center's onsite water system did not have the ca- pacity to deliver the required 'ire flow within the city's criteria. The water system con- sists of a 12-inch connection with a 6-inch meter to the City of Renton water system at the southwest corner of Rainier Avenue ana Sunset Boulevard (SR 900) . Approximately 600 linear feet (LF) of 12-inch pipe connect the 10-inch shopping center pipeline loop to the city's water system. The 10-inch loop consists of approximately 2,200 LF of pipe. CITY OF RENTON CRITERIA The City of Renton 1983 Comprehensive Water Plan, page 95, documents the city's criteria for water system facilities. The criteria that apply to this analysis are as follows: o During fire conditions, the minimum pressure at any major risk and in the remainder of the system is 20 psi in the water main (ISO criteria) . 0 Under emergency conditions, such as a fire, the velocity in a transmission main shall be less than 8 fps. o General fire flow criteria from pag= 86 of the city's 1983 Comprehensive water Plan designates a minimum fire flow range of 2,000 to 3,000 gpm for commercial and business park complexes. HYDRAULIC ANALYSIS Based on the attached utility site drawing, the center's water system was modeled assuming the existing pipe to be 25-year-old steel pipe. A minimum fire flow of 3,000 gpm was modeled for the Sears Unit with the hydrants located at nodes 4, 5, 8, and 9, each flowing 750 gpm. The supply of 3,000 gpm was from the City of Renton 12-inch connection. Result 1 The fire flow in this result is restricted because of the 6-inch water meter. The 6-inch water meter appears to be a standard propeller-type meter. In our discussions with Baugh Mr. John Stoddard Page 3 January 7, 1985 S18199.A6 Construction and the city, the meter was tentatively identi- fied as a Hersey-Sparling; however, this has not been veri- fied. The flow range in a 6-inch water meter, depending upon the manufacturer, ranges from 800- to 1,500-gpm maximum flow rate. The Hersey-Sparling meter is rated for 900 gpm. Therefore, a bypass around the meter with a detector check valve or a larger meter that has a 3,000-gpm capacity will be required. Result 2 Assume that 6-inch meter does not limit flow and either a bypass or larger meter is in place. The flow through the existing 12-inch pipe has a velocity of 8.6 feet per second (fps) , exceeding the city' s velocity criterion (8 fps) for the minimum fire Vow requirement, 3,000 gpm. Result 3 Assume that a bypass around the meter and another 12-inch connection to the city's water system are installed from SW 7th Street. There are no velocities above 5 fps. Also, there is 45 psi available at connections to the city' s water system and the Renton Center residual pressures are in the 40- to 45-psi range. RECOMMENDATIONS Following, based on the analysis results, are the proposed impro••ements that should be considered by Renton Shopping Center to meet the 3,000-gpm fire flow and the city's criteria. 1. Install a 12-inch bypass with a detector check valve around the existing 6-inch flow meter or another flow meter with a larger flow range to accommodate the fire flows. 2. Install a 12-inch connection in the southwest corner of the shopping center to the city' s SW 7th Street pipeline. 3. Have a corrosion analysis performed on the existing shopping center pipeline to confirm the pipe material integrity. Fire flow from 16-inch pipeline along Rainier Ave- nue South at the northeast corner of the shopping center 2. Fire flow from the location in. No. 1 and the 12- inch pipeline located southwest of the south shop- ping center parking lot The analysis results were as follows. Alternative 1: 5,600 gpm with a 40 psi residual pressure Alternative 2: 7,500 gpm with a 48 psi residual pressure The reason the residual pressures for each of the alterna- tives were 40 and 48 psi respectively is because pressures below this residual amount will cause negative pressures in adjacent system piping. Olsen, Utility Engineering SUBJECT: Water System Improvements and Meter installation at RENTON SHOPPING CENTER There have been several meetings with regard to the changing of the existing system which is private, to the proposed public system, on the Renton Shopping Center area. The last meeting was held July 21, 1986 at which time John Stoddard, representative for Renton Center, stated that they were starting to locate the stubs going into the existing buildings. At the present time, I have received nothing in the way of drawings from them with this infor- mation on it. At the July 21 meeting, I had also requested to meet with their engineers so that we coul,! make sure the water plans submitted would be satisfied as to scale and size. Mr. Stoddard said he would arrange such a meeting. To date, no meeting has been held or set up. 1 I talked with the contractor who was doing the water line and told him i the City would be setting the water meters, but a set of plans would have to be submitted to the City for approval prior to this installation. I also stated that he could not start on the 12" tie line until a water plan was received and approved. I have heard no further response from him. Tom Gilford is their general contractor for this water distribution system. Mr. Stoddard will take care of the plans, etc. Ron Olson will make contact with Utility billing and his staff to determine for Mr. Stoddard how permits for meters are going to be handled and who will install the meters - city people or hired contractors. Mr. Stoddard will have the loc .tion of the meters by the 30th and plans should follow within a day or two. Mr. Olsen indicated that there may be a two to three week wait for meter installation. Timing for the inner-connect to Hardie and J.C.Penney's relocation are planned to occur together the first part of August. Mr. Stoddard •gas told he could obtain City approved sprinkler plans for building B so t :•t the work could innerrelate. Ron Olsen wanted to meet with those doing the drawings for the water plans to assure that City procedures would be followed. Mr. Stoddard said he would arrange such a meeting. We adjourned the meeting with the understanding that plans for meters, etc. would be complete next week. Olsen, Utility Engineer RE: Renton Shopping Center Fire Flow Demands and Requirements This memo is to follow up on what has occurred with regards to under- standing the fire protectiun system at the Renton Shopping Center, and to list the requirements needed to approve Building Permits to be issued. The City has received an updated fire flow analysis written by CH2M Hill for said shopping center. It appears that there will be sufficient fire flows when the 12" watermain connection is made to t',e loop and the 6" meter system removed from the main. The shopping center has taken a coupon from the 12" AC main presently serving the shopping center. This coupon will have to be certified that it is the same coupon that was removed from the main because when the City asked for the coupon at the time of its removal , it was denied to them. We later received a coupon that is presumed to be the same coupon that is removed. In my estimation which is only visual , it appears to be in good shape. This sample should be submitted to C11211 Hill to do an analysis per their recommendation in their letter dated 1-7-85. Water plans for construction still have to be submitted. These plans wil . have to include the following: 1. An as-built of the existing main system with regards to location, approximate depth, and material 2. An easement has to be provided to the City for said transfer of main. 3. Construction plans for the new installation in the southwest corner as well as construction plans showing the removal of the meter in the northwest corner. C ror Ronald Nelson June 27, 1986 Page 2 4. Details of the detector check and domestic meters to be installed will have to be supplied. r 5. Plans showing the relocation of the main underneath the bank and Rai positive location of said main will have to be verified. 6. Upon acceptance and approval of said plans, the Water Shop and/or an authorized fire prevention company, will have to certify existing fire hydrants are operational before final acceptance by i Bill of Sale to the City for maintenance of these mains.
