Renton, WA 98055 RE: 24" Waterline Along Talbot Road from Renton Village Place to Grady Way Dear Council Members: During the building permit process for Two Renton Place, the Renton Village Company was requested by the City of Renton to complete the water main loop along Talbot Road from Renton Village Place to Grady Way. According to our engineers, a 12" waterline would satisfy the needs for future development on the Renton Village property. During our discussions with Ron Olsen, he relayed the fact that he would prefer to have a 24" line to meet the needs of the City. Therefore, we agreed to have installed a 24" waterline with the understanding that the City would pay for the cost to upsize that pipe from the 12 ' which would satisfy our requirements, to the 24" that would satisfy the City' s require- ments. This letter is tD advise you that this project is now completed and I am enclosing copies of letters from our sub-contractors, who have identified the cost difference between the 12" and 24" waterline. Those costs are as follows: 1 . Cost difference between. 12" and 24" pipe per Hos Bros. , $64 ,976 .00. 2. Engineering for 24" waterline per CH2M Hill, $5,100.00. 3 . Soils investigation by Geo Engineers, $8,461.61. TOTAL COST TO UPSIZE PIPE TO 24" , $78,537 .61. The owners of the Renton Village Company are now asking for that participation. Everett Johnson Renton Village Company 15 South Grady Way Renton, Washington 98055 Dear Everett : This letter is in response to your requesi for an estimate of the additional engineering costs incurred by the Renton Village Company in the design of a 24-inch water line rather than a 12-inch water line in Talbot Road South Had we originally set out to design a 12-inch water line , the following would be different : o We would have been less concerned about settlement of i the pipe since the unit pressures would be one-half of those for a 24-inch pipe. o We would have been less concerned about thrust restraint since the thrust at a 12-inch fitting is 38 percent of that at a 24-inch fitting- 0 We would have been less concerned with vertical clear- ances er- ances since the 12-inch pipe requires roughly lf the space , and since the allowable joint deflections for 12- inch pipe are twice those for 24-inch pipe . As a result of these differences , our design effort would probably differ in the following respects : o We would not have requested the field geotechnical investigation performed by GeoEngineers, Inc . o We would not have made extensive office geotechnical analyses regarding settlement and horizontal bearing values . We estimate that this effort cost about $4 , 000 . o We would not have designed the settlement monitoring vaults . Had we originally set out to design a 12-inch water line , the following would be different : o We would have been less concerned about settlement of the pipe since the unit pressures would be one-half of those for a 24-inch pipe . o We would have been less concerned about thrust restraint since the thrust at a 12-inch fitting is 38 percent of that at a 24-inch fitting. o We would have been less concerned with vertical clear- ances since the 12-inch pipe requires roughly one-half the space , and since the allowable joint deflections for 12-inch pipe are twice those for 24-inch pipe. As a result of these differences , our design effort would probably differ in the following respects : o We would not have requested the field geotechnical investigation performed by GeoEngineers, Inc . o We would not have made extensive office geotechnical analyses regarding settlement and horizontal bearing values . We estimate that this effort cost about $4 , 000 . o We would not have designed the settlement monitoring vaults . We estimate that this effort cost a! gut $800 . During our discussions with you, you relayed the fact that you would prefer to have a 24" line to meet the needs of fhe City. Therefore, we agreed to have installed a 24" waterline with the understanding that the City would pay for the cost to upsize that pipe from the 12" which would satisfy our requirements, to the 24" that would satisfy the City' s requirements. Had we originally set out to design a 12-inch water line , the fol]oving would 9 different : o We would have been less concerned about settlement of the pipe since the unit pressures would be one-half of those for a 24-inch pipe . o We would have been less concerned about thrust restraint since the thrust at a 12-inch fitting is 38 percent of that at a 24-inch fitting. o We would have been less concerned with vertical clear- ances since the 12-inch pipe requires roughly one-half the space, and since the allowable joint deflections for 12-inch pipe are twice those for 24-inch pipe. As a res-ilt f these differences , our design effort would probably differ in the following respects: o We would not have requested the field geotechrical investigation performed by GeoEngineers, Inc. o We would not have made extensive office geotechnical analyse regarding settlement and horizontal bearing vel:.;s. This was not a major effort, but at least $2-300 could have been saved. Most other aspects of the design effort would be the same for either size pipeline. We probably would not have used restrained joint pipe in the northern portion of the project , however, this would impact construction cost; not design cost .
