Mercer island, WA 91;040 Subject: Fireflow Analysis - Service L;nen Supply Ruilding 903 South 4th Street - Renton, Washington Dear Mr. Rousso: An additional analysis of the City of Renton's Water System was performed for the purpose of determining the capability of the City's system to supply 3.750 gm from the proposed fire hydrant located mid-block on Wells Avenue South between South 4th Street and South 5th Street. The analysis was based on the existing City of Renton Water System, with the proposed R-inch diameter water main replacement on Wells Avenue South from South 4th Street t0 South 5th Street. The location of this hydrant is shown on the attached figure. Results of this analysis indicate that the available fireflow is in excess of 3.750 gpm, However, the velocity of the water in the purposed 8-inch diameter main on Wells Avenue South is approximately 14 feet per second (fps) which is in excess of the Insurance Services Office (ISO) criteria of B fps maximum. Although this flow rate Is physically available, there are potentially dangerous and severe consequences associated with allowing that flow rate to occur. Upsiting the proposed watermain replacement along 4ell, Avenue to a IO-inch diameter pipeline will reduce the velocity of the water in this watermain to within ISO maximum criteria of less than B fps. In the absence of upsizing this section of watermain, fireflow capability would be reduced substantially to approximately 2,450 gpn. The fireflow capability for this analysis was based on the Insurance Services Office's (1$01 criteria, which is used by the Washington Survey and Rating Bureau, the local rating company, in accordance with ISO criteria, the Water System was simulated experiencing a maximum day demand, with the single largest source of supply, Well No. B, out of service due to failure, maintenance, etc.). A surmary of .ne operational conditions used in the analysis follows: Mirnimuin service pressure of 30 psi in the service area during normal demand, and 2n psi during fire demand. This expansion Appeal Report of the building did not permit Service Linen Supply Company of 10/7/85 to extend or expand its non-conforming use. The record CU-039-85 indicated that no new employees would be hired because of this addition nor would the plant capacity be increased. Rather, this addition permits a circulation of the air within the use to conform to certain health requirements.
