Purpose of Checklist:
The State Environmental Policy Act (SEPA), chapter 43,21C RCW, requires all
governmental agencies to consider the envirenmentsi Impacts of a proposal before making
decisions. An environmental impact statement (EIS) must 'va prepared for allproposals

of this Checklist is to provide information to help you and the agency identify impacts
from your proposal (and to redoce or avoid impacts from the proposal, if it can be done)
and to help the agency decide whether an EIS is required.

This environmental checklist asks you to describe some basic information about you-
proposal. Governmental agencies use this checklist to determine whether the
environmental impacts of your proposal are significant, requiring preparation of an EIS.
Answer the questions briefly, with the most precise information known, or give the best
description you can.
You must answer each question accurately and carefully, to the best of your
knowledge. In most cases, you should be able to answer the questions from your own
observations or project plans without the need to hire experts. If you really do not know

PUBLIC HEARING: After reviewing the Building and Zoning Department
Report, examining available information on file with
the application, and field checking the property and
surrounding area, the Examiner conducted a public
hearing on the subject as follows:
The hearing was opened on March A, 1986. at 9:00 A.M. in the Council Chambers of the
Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner.
The following exhibits were enterec into the record:

of posting and publication, and other Information
pertinent to this request.

The hearing opened with a review of this application by Roger Blaylock, Zoning
Administrator. He stated the request is to construct a building to house three existing
water wells, two chlorine rooms and a separate room to house fluoride equipment. Th6
property is located in Liberty Park north of City Hall. Referring to the criteria to be
considered for „ny Site Plan approval. Mr. Blaylock stated the ERC reviewed this
application and issued a declaration of non-significance: impact on the site as a result of
this construction will be modified pedestrian access: a twlldwg currently on the site will
be removed: there will be approximately 1200 ft. less of open space: the new building will
compliment the current structure in the picnic area and will be approximately 1584 sq.
ft.. The newly constructed building will contain removable skylights to provide access to
the wells should they need to be removed or repaired.
Continuing, Mr. Blaylock advised this proposal complies with the Comprehensiva Plan and
is part of the recreational area designated for Liberty Park. At the present time the
Chlorine used in the swimming pool is stored in the pool structure. This new building will
eliminate that potential hazard and provide greater safeguards. He stated there should
not be any modification in general and emergency access, there will be no impart on the
parking lot and traffic circulation will not be affected. A concete walkway nas been
included around the building. It was pointed out that the chlorine is currently stored
on-site, in large tanks. There will be a leak detector device located in the now building.
Fluoride that is to be used in the city's water system will also be stored in the building.
Mr. Blaylock recommended approval of this request.

The Hearing Examiner called for testimony in support of the application from a
representative of the Parks and Recreation Department. There was no one wishing to
testify, but available for questions was Dennis Breznikar from the Renton Parks and
Recreation Department. He did state that the Parks Department has reviewed with the
Fire Department, evacuation procedures that would be used should there over be a leak in
the stored chemicals. He had no further comments.
There was no one also in attendance to speak in support of, or in opposition to th;s
proposal,and no further comments from staff. The hearing was closed at 9:25 1.M.
FINDINGS.CONCLUSIONS d DECISION:
Having reviewed the record in this matter, the Examiner now makes and enters the
following:
FINDINGS:
1. The applicant, the City of Renton. Department of Public Works, has requested
approval of a Site Plan for the complete renovation of an existing well-house
building.
2. The application file containing the application, the State Environmental Policy Act
(SEPA) documentation, the Building and Zonino Department Report, and other
pertinent documents was entered in the record as Exhibit 01.
3. Pursuant to the City of Renton's Environmental Ordinance and SEPA (RCW 43.21C.
1971. as amended), a Declaration of Non-Significance has been issued for the
subject proposal by the Environmental Review Committee (ERC), the responsible
official.
4. Plans for the proposal have been reviewed by all City departments affected by the
impact of this proposal.
5. There was no opposition to the subject proposal from any member of the public.
6. The subject site is located near the southeast corner of Liberty Park, just south of
the park pool.
7. The site is within she Shoreline Management Zone, and is subject to a separate
review process not part of this proceeding.
B. The site is part of the original townsite and was zoned P-1 (Public/Quasi-Public)
with the adoption of the original zoning overlay in 1953.
9. The map element of the Comprehensive Plan designates the area in which the
subject site is located as suitable for the development of recreational uses, but
does not mandate such development without consideration of other policies of the
Plan.
10. Th- proposed structure will house not only wells 1. 2 and 3 in separate rooms or
chambers, but also two (2) chlorine moms, one for the wells and one to serve the
Liberty Park Pool, and a separate room for fluoride equipment. There will also be
two smaller separate rooms in which chlorine cylinders wi!l be stored.
II. The building will be hexagonal in shape. mimicking the nearby picnic shelter.
Existing landscaping will be maintained in the new design.
12. The chlorine facility will be monitored and the Fire Department is aware of the
operation. Emergency procedures have been developed in case of any leakage.
13. The structure will not modify the recreational opportunities, but will decrease the
open space by approximately 1.200 sq ft.
14. Skylights and removable walls have been incorporated into the facility to
accommodate the equipment and provide access for equipment replacement should
that be necessary.

DECISION
I. The proposed use appears to serve the public use and interest. Obviously the
project is of a public nature but has been designed to minimize intrusion into the
existing;ark landscape.
2. The building will replace an old worn out structure with a modem building modeled
after the new picnic shelter located just to the west of the subject proposal.
5. The scale of the project is such that it will have little affect on the general public,
the park or neighboring uses. It is automated and only requires routine
maintenance. There will ba little or no traffic. employment or other impacts from
the proposal.
4. The equipment, particularly the chlorine opera.,on. is monitored and should not
present any undue safety concerns.
DECISION
The Site Plan is approved.

Ths Appearance of Fairness Doctrine provides that no ex parte (private one-on-one)
communications may occur concerning land use decisions. This means that parties to a
land use decision may not communicate in private with any decision-maker concerning the
proposal. Decision-makers in the land use process include both the Hearing Examiner and
members of the City Coumil.

openly rebut the evidence. Any violation of this doctrine would result in the invalidation

The subject Shoreline Management Substantial Development Permit was
received by this office on April 15, 1986. The review period by the
Department of Ecology and the Attorney General's office will
terminate 30 days from the receipt date.
If no notice of appeal is received, construction pursuant to the
permit may commence following expiration of the review period,
provided that all other federal, state and local laws regulating
such construction have been complied with.

Re: 1paporary Permit to Develop Urder Application for Change to
Certificated Rights 886-D, 887-D, 5835-A, 5636-A and 5838-A
Dear Mr. Olsen:
This is in response to your request for a Temporary Permit to develop
the three (3) new wells drilled to replace the old wells under the
referenced five 15) certificates. This request has been favorably
omsidered by our Resource Man><agment Staff.
The intended results of this change will be to relocate the water rights
and equalize the withdrawal rates from each of the relocated wells
without loss of seniority or aitering the total instantaneous quantity
of water approved on these certificates.
This equalization can be accomplished plished by a dire,t change to the points
of withdrawal from each old well to the applicable new well with the
exception of certificates 5836-A and 5835A. Certificate 5836-A for
Well 2 will requires for paper purpose three (3) new points of withdrawal
to each new well to enable this equalization. Certificate 5835-A for
Well 3 will be maintained for standby, therefore the ctnange will be
processed as an additional point of withdrawal allowing use from either
point but not exceeding the total approval quantity of water.
After considering this, we find your request consistent with State Water
Code Sections 90.03.250 through 90.03.290 RCN which deal with proper
showing for temporary approvals, and 90.44.0% FCW which ties in the
ground water code; you are hereby granted a Temporary Permit to develop
your system subject to existing rights and the following conditions:
1. A Water Well Report for the completed well shall be sutmitted
by the driller to the Department of Ebology within thirty (30)
days of oxnpletion of this well.
2. Installation and maintenance of an access port as described in
Ground Water Bulletin No. 1 is required. An air line and
gauge may be installed in addition to the access port.

3. All water wells constricted within the state shall meet the
minunm standards for construction and maintenance as provided
u Ier BLW 18.104 (Washington Water Well Construction Act of
11,71) and Chapter 173-160 WAC (Minimum Standards for
Construction and Maintenance of Water Wells).
4. Aquifer test shall be under the supervision of a competent
grand water hydrologist and procedures shall conform with
WRIS Information Bulletin No. 30 (copy attached). 'Reis data
will be subject to review by our Technical operations Section.
5. This temporary permit will remain in effect during the
pendence of these applications for change, unless sooner
revoked by the Director, Department of Ecology.
6. The granting of this temporary permit shall in no canner he
construed, by inference or otherwise, that subject application
shall ultimately be approvrid.
