This letter summarizes the results an(, procedures used to determine the fireflow capability of the City' s System to fight a fire at this location. This analysis was based on the existing City of Renton Water System, with the addition of a 12-inch watermain loop along the Airport' s west perimeter road. The Water System improvements modeled in the analysis consisted of a 12-inch extension beginning at the intersection of Lake Avenue South and Airport Way, north to the west perimeter road , west and north along this road to the existing I2-inch watermain adjacent to the West Hill Rooster Pump Station. The analysis results indicate that the fireflow capacity at the site of the proposed hanger additions is approximately 4,700 GPM at a residual pressure Of 20 psi in the main adjacent to the site. However, the velocity in the existing eight-inch diameter watermain on Lake Avenue South between Tobin Street South and Airport Way is in excess of eight feet per second . Although this flow rate is physically available, there are potentially dangerous consequences associated with allowing that flow rate to occur. Reduction of the velocity in this main to eight feet per second results in a reduced de-rated flow rate of approximately 3,863 gallons per minutes. Either of the following two alternatives would provide additional fireflow capacity: replacement of the existing eight-inch diameter watermain on Lake Avenue South with 12-inch diameter pipe, or extension of the proposed 12-inch diameter watermain east along the perimeter road to the existing eight-inch main in the Airport access road. Implementation of either alternative may reduce the high velocity observed in the existing eight-inch main on Lake Avenue South, consequently increasing the allowable fireflow, capacity to the proposed improvements . Fire protection requirements are going to be a major concern based on the very preliminary review accomplished by Fire Prevel.tion. Since this property is already served by an older water main it will be nece- ssary to wait until the selected final configuration of the development is confirmed, together with the determination of fireflow capacity needed, before we can decide what we need to do ref. the basic water system. Immediately following the Conditional Use Permit Hearing on it was suggested to Fancher that the first thing to do would be to obtain a fireflow analysis, because of the �. elir.linary indication re hydrants, etc. Since then we understand that a' a-naiiie hangar site layouts have been sub- mitted to the Fire Department for fireflow review. Fancher has also been negotiating with the Fire Department for their acceptance of the existing Boeing hydrants. A computer analysis of available fireflow has not yet been obtained as far as we know. Obviously the intent of the multi-year water utility plan is to accomplish a gradual upgrading of the City water system on the fiele w;.ich reduces dependency on Boeing's private system, improves the capacity and reliability of the City system and thereby improves fire protection and supports development. Bear in mind that the Airport is handleri in a different way compared to the usual development of property in the City. We have identified Utilitv Improvements on the field as a long rar,ge program toward which airport reve- nues will be allocated each year, su�ject to Council approval of budget requests. Bob Bergstrom March 21 , 1986 page Two If Fancher's contractor has been given information based on the more usual developer responsibilities then a further explanation may be necessary in respect to the Airport plan ref. the intent to provide an eventual basic level of service at approximately 3500 gpm. Any up-sizing of our proposed mains plus any on-site looping or additional hydrants will still , of course, be the developer's responsibility. Obviously the choice of prioritization for the currently budgeted West Peri- meter Road extension of water main (with sewer) was tied to the previous requirement that hangar development would occur on the Apron "B" area just south of the municipal hangar. Also, it provides for upgraded service to Jobmaster if required and for new service to the M;h+ripal Hangar (both water and sewer). The next Thases of the planned water main, i .e. continuing southerly along West Perimeter Road and easterly along S. Perimeter Road were originally programmed in the 1987-1988-1989 time period because there was no evident close-in developmental need. We need to prepare for the eventuality that these future phases may have to be advanced so that the Fancher development will ;lave the basic upgraded system earlier if the fireflow requirements make it necessary. Please pre- pare a preliminary cost estimate for the extended water main on W. and S. Perimeter Roads and coordinate your system requircments with the sewer design on W. Perimeter Road. To support this development the City is proceeding with a plan to install a new water main on the west side of the field. However , the hangar projects will be ready for construction before the City's water main is available for use. Renton's Fire Marshal , Glen Gordon, has agreed to allow the hangar projects to proceed provided that a Letter of Authorization can be obtained from the Boeing Company allowing the City Fire Department to use Boeing's water system on the airport should the need arise, pending completion of our own water main. APPLICANT: FANCHER FLYWAYS, INC. FILE NO. CU-103-85 LOCATION: 243 West Perimeter Road at the Renton Municipal Airport. SUMMARY OF REQUEST. Approval of a Conditional Ise Permit to allow the construction of two aircraft hangar buildings having approximately 6720 sq. ft. and 4500 sq. ft. respectively to house seven aircraf. or, property zoned P-I. SUMMARY OF ACTION: Building and Zoning Department Recommendation: Approval with conditions. Hearing Examiner Decision: Approved with conditions. BUILDING d, ZONING The Building & Zoning Department Report was DEPARTMENT REPORT: received by the Examiner on February 4, 1986. PUBLIC HEARING: After reviewing the Building and Zoning Department Report, examining available information on file with the application, and field checking the property and surrounding area, the Examiner cunducred a public hearing on the subject as follows: The hearing was opened on February 11, 1966, at 9:05 A.M. in the Council Chambers of the Renton Municipal Building. Parties wishing to testify were affirmed by the Examiner. The following exhibits were entered Into the record: Exhibit d I - Yellow file containing apoli,:ation, proof of posting and publication and other documents pertinent to this request. Exhibit N2 - Site Plan. Exhibit #3 - For illustrative purposes only. brochure showing full fab 6700 sq. ft. building to be utilized. Exhibit 04 - For illustrative purposes only. brochure by Atlantic showing the proposed 4500 sq ft. building. Presenting a review of the proposal was Roger Blaylock, Zoning Administrator. He set out such information as the 1.65 acre of property is to be used to add two aircraft hangar buildings t house seven aircraft. Utility plans will have to be approved and improved for the subject area, and the Fire Department noted there will need to be provisions for access to the inside hangar area from West Perimeter Road. Tne water main system to be utilized must provide 3 fire hydrants at locations to be approved by that department. The present hydrants are not properly located and are the property of the Bcaing Company. Mr. Blaylock stated the Building Department Is requestlr a fire wall be provided on the west building near the office. No other buildings are permitted within 40 ft. of these buildings without exterior walls. Approved grading and drainage plans will have to bu approved by the Cily, the proposa! compiles with the criteria to be considered for a Conditional Use, the project is ccmFetible, meets the height and bulk requirements of the zoning classification, is similar ir, function and use, there Is a demand for this use, traffic circulation will not be modified, nose and glare will be no greater than those now at the airport. and landscaping will be moderately provided. Mr. Blaylock continued stating the existing parking lot may not meet City standards for dir+anslons and requirements but the Code does not specifically set out parking requlremen.., for aircraft hangars. Usually in small aircraft operations the owner of the aircraft may park their car under the wing of the aircraft, move the aircraft and then park the car where the aircraft was located. CU-103-85 February 24. 1986 Page 2 Mr. Blaylock advised it was staff's feeling that this method of parking would be acceptable to the City, and no special parking arrangement need be persued for parking at the hangars. Continuing, Mr. Blaylock referred to a letter from the Public Works Director stating both of the Perimeter Roads are not public streets but are a private access to the airport. This means no setbacks are required on the Perimeter Roads. Public access to the airport is off Rainier Avenue, the adjacent parking lot should be upgraded to meet Ci'y standards, and staff supports the recommendation for approval of this proposal. Calling for testimony from the applicant or their representative, responding was: Bob Mickel 9244 N.E. lath Bellevue. Washington, 98004 Mr. Mickel stated he feels the report presented was adoquate and fair but questioned the requirement of additional fire hydrants by the Fire Department questioning why the additional protection is being required since they are not increasing the number of aircraft or people on the site. The buildings are essentially non-flammable, and if the site is not adequately protected now, he feels it may be the responsibility of the City to upgrade and protect their investment. The applicant is only asking to build hangars for aircraft that are currently using the site. Mr. Blaylock stated he could not address the Fire Department requirements but felt they were based on established City Codes for the construction of new buildings. The Hearing Examiner stated the applicant should work with the Fire Department at the time they obtain the building permit with regard to the additional fire hydrants and the placement of water mains. It was clarified that there would not be landscaping at the rear of the western or northern hangars, and Mr. Mickel stated the existing landscaping in the existing parking lot and the area around the existing office building should prove sufficient to conform with the City requirements. The area north of the existing building Is paved in gravel, the area to the east is a combination of gravel, grass, etc. so there should be no need for further gravel work at this time. The Hearing Examiner called for further testimony, there was no one else wishing to speak in favor of or in opposition to this matter. Wishing to comment on the lease for this property, representing staff was: Vince Lee Public Works Coordinator City of Renton Mr. Lee advised the lease on this property has already been signed and has no conditions attached to it. l he proposal for the development of these hangars was presented to, and approved by the Aviation Committee and the City Council, subject only to the provision that all administrative procedures be followed. This hearing is a part of those procedures. Mr. Lee stated it was the initiative of Fancher Flyways, Inc. to place the hangars on this property, and this development is highly encouraged by the City. If a Conditional Use Permit could not be issued it would only mean that the hangars could not be built at this time. but the lease would not be affected at all. It is felt hangar space Is needed on this area and again. Mr. Lee stated this proposal has the full support of the Aviation Committee and the City. There being no further testimony or comments from staff, the hearing was closed at 9:35 A.M. FINDINGS, CONCLUSIONS h DECISION: Having reviewed the record in this matter, the Examiner now makes and enters the following: FINDINGS: 1. The applicant, Fancher Flyways, Inc., has requested approval of a Conditional Use Permit to allow the construction of two aircraft hangar buildings at the Renton Municipal Airport. 2. The application file containing the application, the 'stata Environmental Policy Act (SEPA) documentation, the Building and Zoning Denartment Report, and other pertinent documents was entered in the record as Exhibit 41. Fancher Flyways, Inc. CU-105-85 February 24, 1986 Page 3 3. Pursuant to the City of Renton's Environrr.3ntal Ordinance and SEPA (RCW 43.21C. 1�71, as amended), a Declaration of Non-Significance has been Issued for the subject proposal by the Environmental Review Committee (ERC), the responsible official. 4. Plans for the proposal have been revie.ted by all City departments affected by the Impact of this proposal. 5. The subject site is located at the extreme southwest corner of the airport at 243 West Perimeter Road. 6. An existing building and unpaved surface are located at the site. 7. The map element of the Comprehensive Plan designates the area in which the subject site is located as suitable for the development of public and quasi-public uses, but does not mandate such development without consideration of other policies of the plan. The Airport Plan obviously suggests activities supportive of aviation. a. The subject site is zoned P-1 (Public/Quasi-Public). 9. The applicant proposes constructing two separate hangar buildings. The larger building will be approximately 6,720 square feet, while the smaller building will be approximately 4,500 sq ft. Seven aircraft will be housed in the two facilities. 10. The structures are metal prefabricated buildings. The buildings will be approximately 20 feet high (smaller building) and 13 feet high. 11. The Fire Department has indicated that the current fire flow water supply is not standard. Fire Department approval will be required of all fire flow and hydrant requirements. 12. Building and Zoning recommended parking at the ratio of 1 stall for every 200 feet of office space. Parking for hangars is generally provided by the airplane storage location. 13. The applicant will be paving the unpaved areas of the site. 14. The applicant has secured a lease from the City, and any improvements made to the property are made solely at the applicant's request. They are not required as part of the lease nor was the lease contingent upon the subject proposal. CONCLUSIONS 1. The applicant for a Conditional Use Permit must demonstrate that the request is In the public Interest, will not impair the public health, safety and welfare, and in addition. Is in compliance with the criteria found In Secti_o 4-748(C) which provides in part that: a. 'he proposal generaily conforms with tha Comprehensive Plan- b. There is a general community need for the proposed use at the proposed location: c. There will be no undue Impacts on adjacent property: d. The proposed use Is compatible in scale with the adjacent residential uses, if any; e. Parking will not occur in required side yards and that traffic movement and circulation will be safe; f. Noise. light and glare will not be adverse: 9. Landscaping shall be sufficient to buffer the use: h. Adequate public services are available and will not be burdened by the proposal. The requRste conditional use appears justified and Is approved. Fancher Flyways, Inc. CU-103-95 February 24, 1986 Page 4 2. Many of the criteria for a Conditional Use Permit are not entirely app?icable to a use located at the airport. The airport is a distinct property, and Nhile some Off-site impacts can be anticipated, they are not unusual for an airport location. The proposed use, new hangars, is compatible with the designation of the site as an airport in both the Comprehensive Plan and the Airport Master Plan. The hangars are supportive of aviation. 3. Staff indicated a shortage of hangar space in the general area and the applicant's proposal will help fill the need for additional space. There apparently is a community need which cannot be served at very many locations. 4. The buildings proposed, prefabricated buildings. are generally in scale with other development at the airport. They will not exceed 20 ft. in height. Like many of the existing hangar buildings, they are metal walled ane generally open. 5. There will not be any appreciable Increase In noise, light and Aare as a result of this development. 6. Adequate public services are available and will not be burdened by the proposal, although the water supply for fire suppression will have to be modified to meet the Fire Department requirements. 7. Parking for the office will have to be at the usual ratio of I stall for each 200 feet of office space. DECISION The Conditional Use Permit is approved subject to the following conditions: I. The parking for office uses, if any, will have to be I stall for each 200 square foet of office space. 2. Fire Department requirements for fire flow and hydrant spacing will have to be accomplished. CU-103-85 February 24, 1986 Page 5 Pursuant to Title IV, Section 3015 of the City's Code, request for reconsideration must be filed in writing on or before March 10, 1986. Any aggrieved person feeling that the decision of the Examiner is based on erroneous procedure, errors of law or fact, error in Judgment, or the discovery of new evidence which could not be reasonably available at the prior hearing may make a written request for review by the Examiner within fourteen (14) days from the date of the Examiner's decision. This request shall set forth the specific errors relied upon by such appellant, and the Examiner may, after review of the record, take further action as he deems proper. An appeal to the City Council is governed by Title IV. Section 3016. which requires that such appeal be filed with the City Clerk, accompanying a filing fee of $75.00 and meeting other specified requirements. Copies of this ordinance are available for Inspection or purchase in the Finance Department, first floor of City Hall. The Appearance of Fairness Doctrine provides that no ex parts (private one-on-one) communications may occur concerning land use decisions. This means that parties to a land use decision r--y not communicate in private with any decision-maker concerning the proposal. Decision-makers in the land use process include both the Hearing Examiner and members of the City Council. All communications concerning the proposal must be made in public. This permits all interested parties to know the contents of the communication and would allow them to openly rebut the evidence. Any violation of this doctrine would result in the invalidation of the request by the Court.
