Subject: Fireflow Analysis for the Proposed 902 Sunset Blvd. NE Apartment
Complex
Dear Mr. Stromberg:
An analysis of the City of Renton's Water System has been performed t,�r
the purpose of determining the available water supply to fight a fire a;
the proposed apartment complex located at 902 Sunset Boulevard NE. The
analysis is based on the proposed 12" diameter watermain extension for the
development which, connects the watermain on Sunset Boulevard North to the
existing 8" diameter watermain located on the property north of the
proposed development. The location of the proposed project and proposed
watermain extension is shown on the attached figure.
Results of the analysis indicate that fireflows at the proposed development
will be in excess of 4,900 gpm. However, the velocity in the watermain on
Sunset Boulevard NE and in the watermains through the proposed development
would be in excess of 8 fps. Although this flow rate is physically
available, there are potentially dangerous and severe consequences
associated with allowing that flow rate to occur.
Reducing the velocity of the water in the watermain to 8 fps at the
location of the proposed development would result in a maximum fireflow
capacity of 4,053 gpm. In accordance with the Insurance Services Office's
criteria, the analysis simulated the Water System experiencing a maximum
day demand with Well Nos. 1, 2, and 8 in operation and the Talbot Hill
Reservoir out of service. Further, the Mt. Olivet Reservoir is in
operation and the Mt. Olivet Booster Pump Station is providing supply to
the 435 Pressure Zone. The derated fireflow distribution is displayed on
the attached figure. A summary of the operational conditions used in the
analysis is as follows:
1. Minimum service pressure of 30 psi in the service area during
normal demand and 20 psi during fire demand.
2. Well Nos. 1, 2, and 8 are in operation while Well No. 3 is out of
service.

3. Springbrook Springs is supplying the System at 1,300 gpm.
4, Monroe Avenue Pump Station is out of service. The Highlands Pump
Station is operating at 1,200 gpm. Mt. Olivet Pump Station is
operating at 1,700 gpm. The Windsor Hills Pump Station is out of
service.
5. The Highlands reservoir and elevated tank are both in operation.
6. The Talbot Hill reservoir is out of service while the Mt. Olivet
reservoir is in service.
A copy of the computer output is retained in this office for future
reference. Please contact me if you have any questions or comments

EASEMENT AGREEMENT
7 } ; THIS EASEMENT AGREEMENT is made as of the , day of
19 between the persons named in the
following recitals:
WHEREAS, ROGER STROMBERG (hereinafter referred to as
"Stromberg") , is contemplating a construction project on the
Stromberg Parcel legally described on attached Exhibit A and
shown on attached Exhibit B and to satisfy the applicable

requirements of the City of Renton, Washington, Stromberg needs j
to procure certain easement rights over abutting real property
belonging to RONELLE H. ASPLUND, JEAN L. JOHANSON, PETER E.
JOHANSON, and the Estate of PERRY JOHANSON (hereinafter referred
to ae "AJS") , which property is legally described as the AJS
Parcel on Exhibit A and shown on Exhibit B; and
WHEREAS, Stromberg and AJS are desirOLS of entering into an

agreement whereby AJS provides to Stromberg the easement rights
Ihe requires for his proposed construction project in
consideration of Stromberg's payment to AJS of particular funds
and grant to AJS of comparable easement rights over the Stromberg
Parcel for the benefit of the AJS Parcel;
NOW, THEREFORE, the undersigned parties agree, covenant and
warrant as follows:

A. AJS hereby grants to Stromberg for the benefit of
the Stromberg Parcel an easement over the AJS Parcel at the
location indicated by cross-hatching on attached Exhibit B for
purposes of ingress and egress for fire department access via the

gate to the existing fire lanes on the west side of the AJS
parcel . Also, AJS grants to Stromberg for the benefit of the
Stromberg Parcel an easement over the AJS Parcel at the location
indicated by shading on Exhibit B for the construction and
maintenance of .. ten-inch water line connecting to the existing
ten-inch water line on the west side of the AJS Parcel . Said
fire gate shall be of minimum width necessary so ab to be in
conformance with the Renton Fire code and said fire gate must be
located as close to the building as the Renton Fire Code permits.
B. In consideration of the foregoing easement and
right of access Stromberg hereby agrees to pay to AJS the sum of
$10,000.0o, $1,000.00 of which shall be payable upon execution of
this Agreement, the balance shall be payable on April 1, 1986, or
l whenever formal construction commences, whichever occurs sooner, as a
condition precedent to the continued effectiveness of all easements granted b, AJS,
a dl further Stromberg hereby grants to AJS, for the benefit of the
�S. AJS Parcel, a similar easement for fire department access from
the existing fire lanes on the west side of the AJS Parcel via
the access gate on the southwest corner of that parcel over the
road marked by cross-hatching in Exhibit B to the fire lanes

Stromberg on the north side of the Stromberg parcel .
C. Ditches for the water line easement on the AJS

not remain open any longer than twelve (12) working days after
2s the ditches have been constructed by Stromberg. Should Stromberg
fail to meet the above deadlines, Stromberg shall pay as
liquidated damages, not as a penalty, to AJS the sum of $50.00
per day until all such work has been satisfactorily completed.
Stromberg shall be financially responsible for the construction
and repair of the ditches and of the water lines and for the
filling of the ditches and constructing of the access routes and
gates for the fire department. Said ditches must be filled so
that the area ! s suitable for parking vehicles by the above
mentioned deadline. The area must be paved by Stromberg within
sixty (60) days after the ditches are filled. The surface of the
pavement shall be smooth, although two inches of settling shall
be permissible.
D. The easements granted by Stromberg herein with
respect to the Stromberg Parcel for the benefit of the AJS Parcel
and the easements granted by AJS herein with respect to the AJS
Parcel for the benefit of the Stromberg Parcel shall all run
perpetually with the land so that such easements will benefit and
burden all present and future owners of these parcels.
E. The undersigned parties further agree to execute
any and all easements documents and recording instruments

necessary to finalize and formalize this transaction.
F. Stromberg further agrees to hold AJS harmless
from any potertidl liabilities associated with the construction
presence of the gate and waterline which arises due to the fault
Of Stromberg.
G. Stromberg further agrees to be responsible for
the reasonable maintenance and repair of the fire gate and
associated fence, which he deems to be necessary under the
circumstances.
H. This easement agreement is subject to written
approval of the City of Renton to the extl t the city or one of
its departments has jurisdiction under the state or local law, or

regulations over provisions thereof, including without limitation
Renton Fire Code Section 10.207.
IN WITNESS WHEREOF, the parties have signed this Easement
Agreement and approval thereof has been endorsed by the City of
Renton.
