This letter is a recommendation of award for the Well nos. 1, 2, and 3
Production Well Drilling, Sealed bids were opened for the project on
September 26, 1996. Armstrong Well Drilling, Inc., was the low bidder on
the project, with a bid price of 5146.255.00 excluding Washington State
Sales Tax. The enc neer's estimate for this Project is $142.000.00.
We have worked with Armstrong Drilling in the past, and have found their
work to he of the highest quality.

1. General Issues
A. Interferring utilities and Coordination
Utilities required to be marked were discussed including the
power feed to Well Nos. 1, 2, and 3, tolemetry cable, and
existing ab,mdoned sewer. Contractor will call to obtain
marking of power and other outside agency utilities that may
exist, the City will mark its utilities including its power
cables located within the drillino site. Contractor will
locate and remove existing son-Lary sewer that has been
abandoned.
B-C. Project schedule and completion time. The time required for
completion of the job was reviewed with the contractor. The
Contract provides for completion within seventy calendar days
of Notice to Proceed. The contractor had not prepared a
project schedule for review at. the Pre-Construction
Conference, However, the Schedule was discussed in some
depth. The contractor identified a time requirement of
approximately five days for the drilling of each well. He
pointed out that if each well was to he drilled, developed,
and test pumped prior to the drilling of the next well , he
would be unable to perform work on the contract white the
screen for each well was being ordered. After some
considerable discussion, the following schedule for
performance of the work was agreed to as the most efficient
and expedient:
1. Drill Well No. 1
2. Evaluate and order screen for Well No. I and order
identical screen for Well No. 2
3, While screens are being evaluated and ordered, drill
Well No. 2.

S. Simultaneously with evaluating material in Well No. 2
and ordering screen for Well No. 3, set screen in Well

and development of Well Na. 2, set screen in Well No. 1,
develop Well No. 1. If equipment is not available,
perform this work after completion of Welt No. 2.
7, Drill , set screen, develop, and test pump Well No. 3,
R. Perform such additional , multiple well testing as
determined necessary by the City in accordance with the
bid items as set forth in the Contract.
9. Complete cleanup and restoration of the site and all
required contract paperwork, reports. samples, and
submittals.
Critical to this schedule is the time required for
obtaining the screens. The contractor was requested to
research with the screen manufacturer the time for
fabrication and the most efficient means of transporting
the screens to the job site. If additional costs for
transportation are required to meet the performance of
the schedule, the Citv mill consider a change order for
this purpose. The contractor indicated that he would
start in approximately three weeks. Work would begin on
either Monday, December I or Monday, December 8. The
contractor to notify the City and RN2 Fngineering a
minimum of two full working days in advance of this
start.
D. Site Access and Preparation
The City pointed out that access needs to he maintained to
existing Wells 1 and 2 for the City maintenance crew. Also,
the City has awarded a contract for fluoridation of its water
supply and the contractor will require access to Wells 1 and
2 and will perform saw site work which could interfere with
the well drilling contract. The contractor was reouested to
coordinate with the fluoridation contractor to avoid
conflicts in the scheduling of work. The contractor proposed
to use a waste pit located central to the three wells an an
adjacent smaller overflow pit from which he would pump excess
water to the sanitary sewer system. Fencing of the site was
discussed, and it was concluded that the contractor should
fully fence his working area including removable sections to
allow access during working hours. These sections will be
replaced at the conclusion of each day's work and at week's
end, The City pointed out it was important to restrict
access to the work site and the contractor's equipment as
well as to contain the project working area within a confined
space.

F. Working Hours
The contractor advised that at this time of the year the
hours of daylight limit his working hours, and that working
hours would probably he confined to a maximum of 7:30 AM to
5:DD PM, The City had no objection to these hours.
F. Contractor Job Facilities
The contractor will provide a dry shack, and it was agreed
that electrical heaters would be used in order to limit any
potential contamination to the aquifer. Power is available
at Wells 1 and 2 for the contractor's use. The contractor
indicated his equipment will consist of the drill rig and
service truck which will he located within the site. He also
indicated that a minimum amount of materials would he
maintained on site and probably only those necessary for the
Current day's work. In any case, all materials and equipment
left on site would he confined within the fenced area.
G. Pay Estimates
The City provided 'he contractor with the schedule for
payments by the City, and RH2 Engineering indicated that the
City would process Payments once monthly and that the request
for payment should be in the offices of RH2 Engineering two
Wednesdays before the payment approval date of the City
Council .
H. Contract Documents
The contract documents suhmitted by the contractor and
executed by the City were reviewed, and all documents
required including the Certificate of Insurance and
Affirmative Action Compliance were in order. A copy of the
executed contract documents were provided to the contractor,
J. Inspection/Contract Ad rinistration
The contractor was advised that the contract administration
will be handled by RH2 Fngineering with Ron Reinke being
project engineer responsible. Ail contract administration
decisions including scheduling and coordinating of inspection
personnel, testing, and contract compliance will be handled
through RH2 Engineering, Hart Crowser, and Associates,
subconsultant to RH2 Engineering, will be responsible for
the hydro-geolonical evaluation of the (trilling and
recommendations in regard to the screening, development. and
testing of the completed wells. Lor: Herman of Hart Crowser
and Associates will be the party responsible for this effort.
Personnel of RH2 Engineering will also participate in the
observation and inspection; these persons will inclode Mark

K. Change Orders
The City's procedure for change orders was reviewed with the
contractor. Any work performed for which payment in addition
to that provided by the contract is required shall be agreed
to verbally by the responsible City officials In advance of
its performance. Written change orders will be issued at the
conclusion of the project for the extra work performed and
payment made as part of the final compensation of the
contract.
II. Technical Issues, Well Locations, Staking
A. The proposed well locations were reviewed based on the
preliminary configuration of the layout of the pump house and
mechanical piping. The locations will be finalized and
accurately staked in the field using rebar and appropriate
reference stakes. The contractor was advised that it is
critical that the wells be drilled as closely as possible to
the staked location. Attached to this memorandum is a copy
of the site plan showing the well locations and identifying
them by number,
R. Tree Interference and Removal
The City advised that the maple tree located within the
drilling site will be removed by others. The interference of
the tree roots was discussed at length, and it was concluded
that the contractor should excavate by hackhoe and remove any
tree roots that may interfere with the sanitary seal or the
drilling operation prior to proceeding to drill each well.
This method was agreed to hn preferable to removing the tree
stump and roots which would unduly disturb the drilling site.
C. Waste Material/Wastewater
The contractor's plan for handling of the wastewater was
discussed, it was pointed out to the contractor that them
wi l l pr&ably he a substantial amount of material that the
contractor must remove from the site, and he indicated that
he would have trucks available to perform this work.
D. Materials
The contractor was reminded of the contract technical
specifications requiring certification of materials as
meeting the specification requirements. The well drill shoe
was also discussed. The contractor explained the type of
drive shop that he would have fabricated to use in each well.

E. Contract Specifications in regard to Reports, logs, and
Samples
These were discussed including the contract requirement for
the compiling of a model of the well strata. The need for
video taped inspection of the wells after completion was also
addressed.
F. Disinfection
The contractor was reminded of the contract provisions
requiring the disinfection of all equipment and materials
used in the drilling and devlopment of the well . RH2
Engineering requested notification in advance of the well
rig disinfection in order that they could verify that this
had been accomplished. RH2 engineering expressed its concern
about contamination of groundwater by transport of bacteria
between sites.
G. Existing Wells
The City proposes to not operate Wells 1 or 2 while the
contractor is performing drill work or development work
within the aquifer. However, if the City encounters a
problem; it may be necessary to use this well and the
contractor was advised that he would have to cooperate to
meet the City's needs in this respect. It was concluded that
the activities could be coordinated to the best interests of
both the City and the contractor.
H. Testing/samples
Pump testing was discussed at some length. It was concluded
that the full requirements of the pump testing program needed
will not he fully known until the initial well is pump
tested. it is the intent that the fir>t well will be given a
complete step test and 24-hour pump test. The testing of
subsequent wells may be reduced in scope. Hart Crowser
pointed out the desirability of being able to monitor one of
the new wells while the first well was being pump tested. It
was, therefore, agreed that the schedule previously :iscussed
which would allow for pump testing Well 2 first would be the
ideal condition, particularly if water levels In Well 1 could
be observed concurrently with this testing. Screening of
Well 1 would allow this, but if not, it may also he possible
to observe water levels by not closing off the aquifer to the
drilled casing.

Well Screen Delivery
Dear Ron:
)aul 0uerna of Johnson Well Screen fmpany called at the request of John
Armstrong to advise me of the methods for quick delivery of the initial
screens needed in the drilling and development of Wells 1, 2, and 3.
Apparently, the screens of the size needed for Wells 1. 2, and 3 would be
manufactured by Johnson Well Screen Company in Minnesota. Two methods of
quick delivery from Minnesota are available:
1. Same day air freight. The estimated cost is $6,500 for one
screen, I presume by "same day air freight", they mean that the
screen will be delivered from Minnesota to Seattle in the same 24
hour period. Truck delivery of the screen after arrival in
Seattle will likely take another day,
2. Dedicated auto freight. The estimated cost for the dedicated
transport of two screens from Minneapolis to Seattle is $1.800.
Dedicated auto freight will require approximately twn days to
reach Seattle from Mirnesota. We believe that this method will
meet the City's scheduling requirements at an economical cost. We
recommend the City con,ider authorizing John Armstrong to nsp this
method of shipment of the initial two well screens, and agree to a
contract change order for the increased freight cost.
Mr. Ouerna indicated it will take two days to fabricate the screens. He also
indicated that sore of the paperwork requir-d for the order could be processed
ahead of time to avoid any delay in the fabrication schedule.
Assuming two days to determine the screen size required, two days for
fabrication and two or three days for shippping, it appears the screens can he
on-site within six or seven days on completion of drilling of the initial
well . This schedule will allow the drilling of the second well to be
completed before arrival of the screens. Roth wells could he screened and
developed simultaneously, giving us the opportunity to moritor one well while
we test pump the other,

closely as possible. There is some risk in ordering two screens
simultaneously before the second well is drilled, but I believe the risk is

A. STATUS
As of Friday morning, May 1, 1987, the Contractor had completed the drill-
ing, screen placement, development, and test pumping of Well No, 1, and the
drilling, screen placement, and initial development of Well No. 2, At the
time of visitation to the job site, the Contractor was preparing to place
the surface seal for Well No, 2. The work remaining to be completed on
Well No. 2 includes the installation of the test pump. step test, and 24
hours continuous test, and final completion of well development using the
test pump. No work has been accomplished on Well vo. 1.
R. SCHEDULE
The recent perind of dry and warm weather has accentuated the need to
develop a schedule for the completion of the work which allows for the
City's use of existing Wells 1 and 2 within 24 hours of notice to the
Contractor,

Ray Sled advised that the pump testing and surge development using the test
pump produced substantial'y more turbidity at Wells 1 and 2 than the actual
drilling of new Wells 1 and 2. However, he indicated that a time period of
24 hours was sufficient to clear the turbidity from the existing wells
prior to discharge to the system.
Rased on these considerations, the following schedule was agreed upon
between John Armstrong, Jr., of Armstrong Drilling Company, and Ron Heinke
of RH2 Engineering:
1. Contractor is currrently in the process of installing the surface
seal for Well No, 2, which should he completed on May 1st.
2, The Contractor indicated he will work this weekend, Saturday, May
2nd, and Sunday, May 3rd. During the weekend, he will set the
test pump in Well No, 2 and do initial pumping to further develop
the well if time allowed. Once the test pump was installed, the
drill rig will be moved over onto Well 3 in p,-eparation to drill
Well 3.
3. On Monday, a decision t0 proceed with the test pumping of Well 2
will he made by RH2 Engineering and the City Staff, based on the
weather forecast for the remainder of the week. If it appears
that the weather is going to became dry and warmer by mid-week,
the test pumping will be delayed unt;l the weather becomes wetter
and cloudy.
Approximately three days will be required for test pumping,
including allowances for two separate step tests, and a 24 hour
continuous test. if test pumping of Well No. 2 is delayed on
Monday. May 4th, the Contractor will proceed with drilling of Well
No, 3, which is expected to take five days to complete. The
Contractor may also initiate drilling of Well 3 concurrent with
the test pumping of Well 2 on Monday, May 4th, if he has suffi-
cient personnel to accomplish both activities.
The schedule for work beyond the week of May 4th through May Rth will be
addressed during that week. Again, it is agreed that the Contractor must
be prepared to suspend all operations which would impact the water quality
during the use of existinq Wells 1 and 2 upon 24 hours' notice. It is also
my current understanding that the Renton Park Department desires that the
f.ontractor he permanently off the site at the time the swimming pool at
Liberty Pare is open. We will confirm this requirement within the next
week.
Rased on the constraints of the City's requirement to be able to use
existing Wells I and 2 if the weather creates water demands that make it
necessary and the Park Department's desire to have the Contractor nff the
site by approximately the end of the month, it may became necessary to
suspend work on the drilling contract prior to the completion of drilling,
development, and test pumping of all three wells, if this becomes necess-
ary, we hope to have completed the drilling, scream installation and
initial development of Well 3, the installation of the screen and the
initial development prior to the Contractor moving off the site for an
extended period of time,

Armstrong Drilling Inc, has completed all work on the subject contract in
accordance with the contract plans and specifications as modified by
change orders No. 1 and No. 2. We recommend the City's acceptance of the
contract and the disbursement of final payments to Armstrong Drilling ;nc.
in accordance with the contract conditions. Attached to this letter are
the following items for your use in ompleting the contract documentation
and processing the final pay estimates for Armstrong Drilling Inc.:
1. City of Renton Monthly Manpower utilization Report for time period of
June 13 through June 21, 1987.
2. City of Renton Monthly Manpower Utilization Report for period of July 1
through July 14, 1987.
3. A copy of contract change order No, 1, substituting stainless steel
riser pipe in the screen asswmblies installed in Wells No. 1, 2 and 3,
for iron pipe as provided in the contract specifications. Contract
change order amount is $8.418.83. The original change order has been
forwarded to Armstrong Drilling Inc. for signature and will be
forwarded to the City when returned by the contractor,
4. A copy of contract change order No. 2, providing for the drilling and
development of a 56-foot, 12-inch diameter irrigation well on the
City`s Maplewood Golf Course addition as authorized the Park
Department. Change order amount - $9,792.13. The original change
order has been sent to Armstrong O: illing inc, for signature and will
be forwarded to the City when received from the contractor,
5. Contract Progress Pay Esi.;�wte No. 2 covering the final payment to the
contractor for all work pe-formed under the terms and conditions of the
contract including change orders 1 and 2 above.

6. Supplemental Worksheet to Progress Pay Estimate No. 2 showing the
allocation of the pay estimate amour's to the Park Department for the
irrigation well and to the Punlic Worxn Department for Well Nos. 1. 2
and 3.
7. The State Fxcise Tas Department's Notice of Completion of Public Works
Contract. All items of the notice have been completed except the
formal date of work acceptance which should be inserted by the City
when the foetal date of acceptance is established.
We have requested Armstrong Drilling Inc. to forward to the City their
affidavit of Payment of Previaling Wages.
The original contact amount, based on the es-imated quantities of work
contained in the contract bid documents, including sales tax is
S158,101.65. The final Well Nos. 1, 2 and 3 contract amount, excluding the
work performed for the Park Department, is S141,121.83. The lower final
contract amount is primarily attributable to a reduced requirement for
development and other hourly work and for pump testing.
Also enclosed is the final report of our sub-consultant Hart Crowser 8
Associates, detailing the final construction of the well, the test pumping
conducted, the calculated well yields and the recommendations for pump
capacity and placement.

Enclosed herewith are the original and one copy each of rhange Order Nos. 1
and 2. Both copies of each change order have been signed and dated by
Armstrong nrilling, inc. We recommend the change orders be approved by the
Public Works Director.
In accordance with your verbal instructions Progress Pay Estimate No. 2
forwarded by our 'etter of August 17. 1987, was modified to exclude payment
for the above change orders and the revised pay estimate was delivered to
yaj for processing and payment. Progress Pay Estimate No. 3 which includes
the payment for Change Order Nos. 1 and 2, is attached to this letter.
This 's the final progress pay estimate for Armstrong Drilling, Inc.
We have requested that Armstrong Drilling, inc., send to you directly
signed copies of their manpower utilization forms for June 13-21, and July
1 - 14. A summary of the time periods worked by the contractor, and a
hrief description of the work performed during the time period is enclosed
as you requested.
I trust the information contained herewith will allow you to complete the
process of acceptance of the contract of Armstrong Drilling, In_ and
payment of the final contract amounts.

The work necessary ircludes the folluwnig:
1. Repair rain gutters damaged by the r^_cer-t snowfall.
2. Repair monerative wall ventilators and louvers in the chlorine and
fluoride rooms.
