WATER PRODUCTION WELLS
Sealed bids will be received until 2:30 p.m., September 26, 1986. at the
City Clerk's Office and will be opened and publicly read in the 4th Floor
Conference Room, Renton Municipal Building, 200 Mill Avenue South.
The work to he performed within 70 calendar days from the data of
commencement under this contract shall include but not be limited to:
Drilling, logging, testing, and development of three 24-inch diameter
water production wells.
The City reserves the right to reject and/or all bids and to waive any
and/or all informalities.
Approved plans, specifications, and form of contract documents may be
obtained at the Publir 'arks Department at the Renton Municipal Building
for a fee of $25. each set plus $5.00 to cover postage, if mailed.
A certified check or bid pond in the amount of five (5%) percent of the
total amount of each bid must accompany each bid.
The City's Fair Practices and Non-"iccrimination Policies shall apply.

to monitor for matrix effects and purging efficiency. The control limits represent

Attached are copies of the laboratory analyses of water
samples collected from City of Renton production wells 2 and
8: Three samples were collected at your request to
determine whether there was any petroleum product
contamination resulting from the Olympic Pipeline Company
spill. The laboratory results do not indicate the presence
of petroleum contamination.
411 of the samples were collected on October 13, 1986.
Duplicate samples were collected from production well 8;
these samples are denoted as sample l and sample 2 on the
attached data report. Sample 3 on the -,t.tached report was
collected from production well 2.

ATTACHMENT TO VARIANCE APPLICATION NO,
JUSTIFICATION FOR VARIANCF APPLICATIOTt—
CITY OF RENTON DEPARTMENI OF PUBLIC, WALKS
WELL KOS. 1,2.3 REHABILITATION
This justification is for a building setback varianca for a new well
building in Liberty Park adjacent to the City's existing swimming pool.
The need for a new well building has been documented in the predesign
report for this project, titled Well Nos. 1, 2. 3 Rehabilitation, aot
includes the complete demolition of the existing well buildings, and the
reclamation of this area for park and public uses. The new well building
is to be located within the in-foot building setback limit for arterial
streets and, therefore, a variance is needed for construction.
The following justification corresponds to Section VTI of the variance
application procedure, Items A through O:
A. The steel casings in the City's existing Wells I and 2 located smooth
and adjacent the Henry Moses Swimming Pooi are severely corroded and in
need of replacement. The rppl Acement wells must he completed and
placed in service before the existing wells can be abandoned.
Otherwise, the r.ity's water supply will he insufficient to meet its
summer perind demand. The new wells must be driI -�d as close as
permissible to the existing wells to assure penetration of the same
geologic formation and obtaining wells of Pgoal capacity, Well 3 is
being redrilled in this locatio-i bpcausp the current location is
susceptible to potential pollution from adjacent land-use activities.
The redrilling of these welis in close proximity to the existing well,
assures the City's ability to maintain its existing water rights in
this location by transferring them from the existing wells to the new
wells.
Due to these hydrogeologic and water right requirements, the new wells
and the building housing the wells must be located immediately adjacent
to the existing well building. Existing park buildings and park
equipment occupy both ,he north and west areas adjacent to the existing
wells. The area to the south of the wells is not large enough to
accommodrttp the new building, therefore, the only available site is to
the east as shown in the va^lance application site plan. All of the
underground utilities in this Area have boon constructed to Accommodate
the building at this site, aoi this location is the Park nepartment's
preferred location for the building.
B. The lncatioi of the building, As shown in the variance application site
plan, will he an improvement to the park Area and Its public
usability. The architecture of the new building is consistent with
Park napartment improvements. At the completion of construction, the
existing well buildings will he removed And this area reclaimed fnr
public use, possibly a viewing and picnic area for pool users. The neoi
building will not impact traffic or parking on Houser Nay, And the
demolition of the existing buildings will improve views of the river
for pool users. The area that the new building will occupy is
currently unused, therefore, this project will not he dptrimental to
the public welfare or injurious to the property.
C. This variance application does not constitute agrant of special
privilege, since this property is not available for general dev Ploiment
and, therefore, there are no other users to impact. It should be noted
that the existing pool building is also within the 30-foot setback
limit.
D. The variance for the proposed building is for sethacks only, and is
required to complete this project and provide potable water supply to
the City of Renton. No other variances are rpquPsted. This project
cannot proceed with the proposed well building cotslde the building
setback line,

Subject: Coordination between Water Fluoridation Project and
Wells 1, 2, 3 Drilling
Gear Ron:
As you requested, this letter presents our recommended plan for coordinating
the work of Armstrong Drilling during the drilling of Wells 1, 2, 3 and Imco
fonstruction Company durinr, construction of the fluoridation facilities. This
proposed schedule should minimize the probe' '� that fluoridation of the water system will be interrupted by the well dry ,nq efforts.
Our latest schedule from Imco states that they will have an operational
fluoridation system at Wells 1 and 2 by February 1, 1987. The fluoridation
facilities between Wells 8 and 9 will be operational by February 23. 1987.
Our agreement with Armstrong Drilling indicates that we will issue a
notice-to-proceed sometime in February, 1987. We, therefore, recommend that
the notice-to-proceed be issued to Armstrong during the week of February 73 to
27. This will assure us of an operational fluoridation system at Wells 8 and
9, prior to commencing work at Wells 1 and 2.
In summary, the schedule will be as follows:
1. Operational fluoridation at Wells I and 2 February 1
2. Operational fluoridation at Wells 8 and 9 February 23
3. Issue Armstrong Drilling a Notice-to-proceed February 23
