Attention: Carin Brown SUBJECT: CITY OF RENTON, WELL NOS. 1.2-3 O & M MANUALS Dear Carta: Thaak you for the revised electrical section for the 0 & M manuais for the above referenced project. I have reviewed these, and believe that there arc still some items missing. I have listed these below, however, please let me know if this information is already included, and I missed it. 1. The electrical wiring diagrams for the electronic motor starters, (from Siemens), do not show field changes that were made by Mark from Triad Electric. The field changes must be shown. 2. The electrical wiring diagrams for the fluoridation system pump central panel, and the chlorine rinsing system control panel are not included. These were constructed by Triad, and were also modified in the field. 3. A warranty section should be included, which contains all of the equipment warranties, and the flooring and roofn6 warranty. 4. It appears that the wall ventilator and ceiling ventilator sections have been interchanged. In addition, the wall ventilator section is not complete in that it does not identify the models that are installed or an exploded parts section. 5. A section must be added for the chlorine room ceiling louvers and dampers, and the chlorine room wall louvers and dampers. 6. Please provide a suppliers list for all non-mechanical equipment including: gratingg railing spprinkler nozzles paint llwring sky lights pipe supports paint cabinet work bench writing desk wall hydrants hose bibs floor drains sink & faucet equipment signs 7. This is done as a result of the chlorine leak detection system being installed at Wells 1, 2, and 3 so that the Fire Department is the first party aware of that alarm condition. Unfortunately, it will take another 4-5 months to complete the installation of the City's new Data Logger which will have special alarm segregation capabilities. As a result, when the Data Logger is operational, the telemetry system alarms can be segregated, and the Fire Department would then only be called in the event of a chlorine gas leak or fire. However, today we are re-programming the automatic dialer at the City Shops so that the Fire Department is alerted to any and all alarm conditions, and this procedure will be used until the Data Logger is operational, if you concur. Thank-you for your continued cooperation and prompt assistance in this matter. Re: Renton Wells,1,2 63 Box 1180 "Gutter Damage" Kirkland, WA 98033 Attn: Dan Ervin Gentlemen: During the major snow storm experienced this winter, the snow pack on the pump station roof ripped the metal gutters off the building, when the temperature inside the building warmed the metal roof causing the snow to release and slide off the roof. This is a common occurrence in areas of heavy snowfall where metal roofs are used with metal gutters. To correct the damage, the gutters will require replacement or removal to avoid a repeat of this problem in the near future. The problem is not covered by warranty as you indicated in your previous correspondence, as this damage is due to design and is not a result of faulty materials or workmanship. Until monies owed by the City on pay eatirated 8 and 9 are paid. we cannot pay our electrical subcontractor for work completed and our electrical subcontractor is unable to pay off his suppliers and release the outstanding liens against the project. i Your failure to make timely payments on this project has caused ourselves, our subcontractors and suppliers undue burdens and is creating problems an other projects as a result of the Cities failure to make timely payments. The last time I spoke to you, I was informed that payment for estimates number 8 and 9 were being held because of some additional notes required on our as-built drawings. Those drawings were submitted to RH2 Engineers on August 15, 1988 and we never heard a word about as-builts until the drawings were returned to our office on December 16, 1988 with a request for added details. Dan Ervin informed us he had lost the drawings in RH2's office which created the 5 month delay in returning them to us. As I explained to Dan we have every intention of providing the additional as built data however we cannot tolerate the Cities refusal to make timely payment on the contract and cause interruption to ourselves our subcontracts and suppliers. If we do not receive payment for monies owing from August and September pay estimates number 8 and 9 by January 17, 1989, we will assume the City to be in default of their contract payment and no further data will he provided or warranty work performed until monks ! owing are paid. flit a3o9 G,u Me.ae, Brmgrmm Nuwwtm 99226 i 171 City of Renton January 11. 1989 Page 2 We are not trying to take a hard line but you are A to 5 months delinquent on Payments and we feel the City is not living up to their contract requirements.
