In the past two days 1mco has completed the hookup of the fluoridation system
' including the day tanks, saturator;, feed pumps, bag feeder, and have installed most
of the grating. The chlorination system is ready for final piping. The remainder of
the chlorination equipment has been delivered to the job site.

3:00 p.m. - Kelly informs Tony that imco is going have trouble getting a UL Inspector
on-site until Wednesday. The Building Department has required that a UL label be
posted on the motor control center before startup and testing.
imco is ready to proceed with s}stem startup and testing, and are working on
miscellaneous equipment such as tl,e emergency shower hose racks, and assorted louvers
and ventilation grates.
City park crews are breaking up the sidewalk between the pool and existing well house
in preparation for pouring a new sidewalk.
Punch list items:
1. There are gaps below several of the doors in the Fluoridation and Chlorination
Roams
2. The rockeries along the loading dock and the electrical equipment do not have
smooth, level tops.
3. The painting around the exterior door frames is not acceptable.
a. The grout between t' , exterior face of the calls and the concrete columns is
cracking and uneven from place to place.
5. Tne rain gutters and flashing on the east and west corners have warps.
6. Grating edges that have been cut need to be re-resined.
7. The ventilation louvers into the Pump Room are unsatisfactory.
8. The electrical conduit in the pipe gallery needs to he rerouted underneath the
pipe.
9. The painting edge at the top of wall panels in the Pump Room is uneven.
10. The rain gutters leak.

' The MCC did not arrive on-site yesterday as scheduled and is expected today. The
transformers were delivered yesterday and installed in place, but still have have not
been wired.
f9:30 a.m. - The concrete subcontractor is preparing the sidewalk along Houser Way as
well as the loading dock ramp. The concrete for the sidewalk has been delayed until
' 11:30 a.m.
Sam from the Parks Department arrived on-site and expressed his concerns to Kelly:
1) Sam would like the landscaFing and sod squares oo the east side of the job site
' switched from what is shown on the plans, keeping the sod areas adjacent, 2) Sam
would like the concrete mowing edge up behind the rockery to match that of the
existing, and 3) Sam is concerned with the saw cutting along the sidewalk done by
' unto. Kelly Brown promised Sam that it would be fixed to his satisfaction,
it began to rain during the pouring of the sidewalk, and the subcontractor G'.d not
get the freshly poured concrete covered. Tony informed the concrete subcontractor
' that the concrete must be finished so it is satisfa^tory to the City.
Kelly was informed by Ron Olsen that he may have occess to dismantle and to reinstall
' the existing fluoridation equipment one week prier to the system startup.
Tony informed Kelly that the rain gutter is severely leaking on the east and west
sides of the building.
Kelly informs Tony that the sidewalk will be covered and will be refinished later.

Imco continues piping the chlorine and fluoride solution lines, and have most of the
valve boards installed. The chemical feed pump control panels have been installed as
well as the sprinkler syste, control panel . Two of the four sprinkler system
deactivation panels have also been installed.
' The concrete subcontractor plans on pouring the sidewalk on Tuesday morning, June 7,
19R8.
' Tony informs the electrical sub to only cross the pipe gallery pit at the 24.inch
stainless steel tee, and to keep the c *dint running along the pipe, underneath the
' pipe, and secured with either a tie-wrap or some other approved method.

' 10:30 p.m. - Installed during the past two Jays were: valve boards, the grating in
the pipe gallery, the stairways into the pipe gallery, the pressure gauges on the
12-inch main, the flammable cabinet in the Pump Room and in the Fluor;dation Feed
Room. Imco has put together three valve boards partially complete, and some of the
piping in the saturator pit has been installed. Two of the feed pumps are ready to
be hooked up as well as the booster pump in the Mechanical Poom.
' The rubber seal between the double-doors in the Fluoride Storage Room does not close
completely and allows air into the room. The fixed louvers in the exterior doors
have been installed.
' Kelly informs Tony that the transformers will he on the job site Monday, June 6,
1988. The foreman for Triad "lectric informs Tony that the.power to the pump motors
will be tried the next day. Triad has seven crewmen working on-site today.
The joor between the Fluoride Rooms has been cut in preparation, for installing a
window.
The replacement louvers for the Chlorine Rooms have been delivered and installed.
These louvers are capable of a tighter fit and an removable from the outside of the
' building.
Tony reminds Mark Fowler of Triad to relocate the electrical conduit running along
' the 12-inch waterm.,,: in the pipe gallery pit to underneath the pipe.

8:30 a.m. - The cabinets for the sink in the Fluoride Feed Room have been delivered
to the job site. The floors in the north half of the building are ready to be walked
on. The painter is on-site this morning and is sanding the exterior doors in
preparation for another coat of paint.
9:00 a.m. - Progress Meeting with loco
in attendance were Tony Pardi, Dan Ervin, and Kelly Brown.
Points discussed:
' The major point discussed was the schedule. Kelly was informed that next Friday imco
is supposed to be ready for system testing and startup according to the approved
' submitted schedule. Kelly states that because of delays in getting equipment such as
the transformers and chlorination equipment imco will not be able to make this
schedule. He estimates that imco will be able to startup the pumps around June 9 or
10, 1988. Kelly informs Tony and Dan that the chlorine equipment supplier has stated
' that the chlorine equipment has not been shipped yet and, if necessary. Kelly can
install some temporary equipment.
t Tony requested that Kel ,y make a list of the outstanding field work including a price
summary and Tony will follow-up with the completed field order.
The landscaping subcontractor is expected on site later this week or next week to
finish the rockery.
imco is going to get the sanitary sewer retelevisioned next week.
' Dan informs Kelly that Frank Imhof has to get Change Order No. 7 signed as soon as
possible, and has to select an arbitrator by Friday.
' Dan asked Kelly to write a letter summarizing the schedule as determined by the
promised arrival dates of the equipment that has not been delivered yet. Kelly is to
' include in this letter the dates that he ordered the equipment and make a proposal on
getting the system on line and operational as soon as possible.
The flooring subcontractor is finished with all of the floors except for a final coat
' in the pump room, and because of spills and stains that have occurred in the last
week, they request that the final coat wait until the end of the project when they
will repair the damaged areas and then apply the final coat. Tony approved the
' request.

required replacement sections on the asphalt on Houser Nay. John stated to Kelly

of Houser Way. it was decided that Houser Way would be repaved as fellows: starting
just north of the steps at the bathhouse, out about 15 feet, south to just north of
' the caanhoie, east to the centerline, then south to the bridge. Anything west of this
description is to be repaved.
Ray Sled was also present to discuss the transfer of the fluoridation equipment from
the pool gallery to the new well bulling. Ray said that the Pqui pment can he out of
service for a maximum of one day. It was decided that the transfer of equipment
could he made in 1 to 1-1/2 days. Kelly Rrown will coordinate with Ray Sled as to
the actual time of the transfer of equipment.

' imco crews worked both Saturday and Sunday of the previous weekend to complete the
ceiling in the Pump Room and to remove the scaffolding.
' The rucKery subcontractor installed the rockery by the loading dock wall and around
the electrical equipment on the south side of the project. There is still finishing
work to be completed on the two rockeries.
' The flooring subcontractor acid-washed the concrete floors in the Well Building on
Monday. May 16. 1988.
8:30 a.m. - Imco has one crewman using a small batkhor to prepare for the forming of
the curb and gutter on Houser Way. The sidewalk subcontractor plans on pouring the
curb and gutter later this day or tomorrow. Tony requested he compact the native
' material prior to putting a layer of 4-inches of structural backfill crushed rock and
then compacting that before pouring.
1:00 p.m. - Imco's sidewalk subcontractor has formed the curo and gutter along Houser
' Way and still plans on pouring either today or tomorrow depending on the weather.
Tony asked him to put down 4-inches of crushed rock and compact it with a hand
compactor before pouring the curb and gutter.
tA crewman infomos Tony that the left lane of Houser Way will be open for traffic by
3:00 p.m., and that he will place cones along the broken edge of the asphalt. ,mco
was .'eminded on May 16, 1988 by the Renton Police Department that the traffic lanes
have to be open by 3:00 p.m, everyday.
The flooring subcontractor is not working today; he still ha: the heaters going to
' dry the floor after the acid-washing. The floors do appear dry at this time.

' IMCO has been pouring the sidewalks around the building sir-e 9:30 a.m. they are now
approximatemly 80% complete. Also, the painter is working, and he is painting the
walls and ceilings in the chlorine and fluoride rooms.
IMCO has one-third of the wood slats up in the pump room. The roofing subcontractor
has installed the rain gutters. They do not meet the criteria of being straight and
without warps.
Kelly informs me that IMCO will be working Friday, Saturday, and Sunday, possibly, in
order to get ready for the flooring sub to put the Torginol down on Monday.
' Kelly informs that IMCO had removed the half dam out of the saritary sewer manhole in
order to television the sewer main and they have been waiting for acceptance from the
City before re-installing the half dam.

Kelly called and informed me that the transformer inside the building has arrived and
that it is larger than the housekeeping ped that was rnured fol it. t was agreed
tha`. Kelly would add apprnxi-ately six inche, to the housekeeping ^ad in order for
the transformer to fit. W.0 agreed to dowel into the f;oor and the existing
housekeepin5 pad and to �-ave the flnering suh do that area at the pump roan of the
builoing last.
IWO has started putting the cedar trim at the ceiling level in the fluoride and
chlorine roams.
IMCO is arproximately 75% finisN d installing the insulation in the pump room,
' ;n stead of painting the insulation black, they are using tar paper to cover the
insulation.
I informed Kelly that the door between the fluoride storage and fluoride feed does
not have a window In it as is shown on the plans. The sidewalk sutcontractor will
install expansion joints at the building corners and along the bathhouse and along
the well building opposite the retaining wall, and they will install expansion joints
perpendicular to the building at the concrete columns, and intermediately between
wall panels.
IWO is going to pour the sidewalks Friday morning at 7:30 a.m.

Eric Davidson with Metro called me earlier to verify the fact that the gravity sewer
to Metro Manhole has been approved by the City. I told him to contact Ron Olsen
:egardin,, that point. He also inquired as to whether or not a half dam had been
installed in the upper half of the connection at the Metro Manhole. I told him 7
would verify it with Kelly.
IMCO is approximately 90% done. with ti;e sprinkler system piping and they are now
drilling the penetrations through the sheet rock.
The electrical sub has set the boxes for most of the lights in both the north and
south halves Of the building. The roofing sub finished up the additional flashing in
the underside of the roof overhang. He still has yet to install the rain gutters.
The sidewalk sub is on-site this afternoon, and he informed Kelly that he would be
out tomorrow to start forming up the sidewalks,
' Dan informed Sam of the Parks Department that they can start Putting equipment into
their chlorine roans in about three weeks. Kelly informed me that the floor Sub
would be out next Monday to start work on the floors.

problem that we are having with the flashing. The flashing is not fitted properly
and is therefore uneven on each side of the building.
A crew of one is working on sacking and sanding the loading dock wall . A crew of one
is working on installing the door hardware. A crew of three is +orking on the
electrical conduit in the pump room.
tI told the electrical sub to run any and all of the electrical corduit in the pump
room vertically down from the ceiling to minimize the amount of conduit on the w4:1 .
Also, any conduit at ceiling level should be above the wood slats.
At another meeting the roofing contractor said that he would get the flashing fixed

The roof decking and flashing has been finished. The roof is finished except for the
' rain gutters. The interior sheet rock ceiling has been installed in the north half
of the building and the HVAC is approximately 50% complete. The electrical sub has
installed about 50% of the electrical conduit above the ceiling in the north half of
' the building. The stairs on the east and west side of the building have been
installed, as well as all the housekeeping and pump support columns.
Also, the thrust blocks in the pipe gallery have been poured. The grating for the
t pipe gallery has been delivered to the job site, as well as the grating for the
fluoride pit. The grating for the fluoride pit and the method of flashing in the
cupola is not satisfactory, and Kelly has been informed that they must close up the
' slats with a larger piece of neoprene to keep out insects.
IMCO has started installing the wood slats in the south half in the pump room.

11:00 a.m. - Kelly is informed that the electrical subcontractor cannot run the
electrical duct bank horizontally, but has to conceal the electrical conduit above
the wood slats. This is per the earlier agreement with Roy Carr,

structural steel, and three crewmen are pulling wire through the electrical conduit.
3:00 pie. - Imco has three crewmen installing the two windows in the center wall ,
along with laying more brick. Three crewmen continue work on the roof structural
' steel , and three crewmen continue pulling wire through the electrical conduit.
Kelly informs Tony that the Building Inspector will be on-site to inspect the middle
bond beam the following day, and the cement mason should be at that point by that
time.
Remaining work on the roof structural steel includes: 1) installation of the 3-inch
' channel sections on the outskirts of the roof overhand, 2) skylights and skylight
frames and, 3) installation of roof decking. The roof decking subcontractor will be
on-site on Monday, April 11. 1988 to install the roof decking.
t 4:00 pie. - cement masons finish up for the day. Three crewmen have laid brick up to
the top of the previously installed windows. Three crewmen continue to work on roof
structural steel , and the electricians are done for the day.
' Kelly informs Tony that the pump motors will only be gone for 2 or 3 days.
Tony informs Kelly that a continuous weld is necessary in the pump room only on the
steel plate that is just above the wall panel and just below the box section. The
reason being that the steel plate will be visible when finished. The continuous weld
is not necessary in the north half of the building.
Tony instructs the electrical subcontractor that the Chlorine Storage Roar No. 2 is
not to be used as originally designed, and to delete the chlorine detector and add an
' extra convenience outlet in the south wall for a total of three. The pa. Ic button
will still be installed, as well as the chlorine sprinkler disable button.

cup.-la roof steel was done differently than detailed, Kelly was asked to finish the

Kelly discussed with Tony and Dan several problems concerning the grading, Kelly

Chastain, Parks Department, has informed Kelly that There are plans to replace the
gutter and sidewalk south of the pool and north of the r,isting well house building.

The cement mason asks Tony if the masonry walls will be tied into the concrete
rolunns, as it had not been shown on the play-. Tony contacted Dan Say of Ratti ,
' Perbix, and Clark and he suggested that it would be a good idea. The mason will use
No. 4 dowels at four foot spacing.
11:00 a.m. - Three Imco crewman place the outermost structural steel on the roof, and
one crewman does generals cleanup.
11:40 a.m. - A load of CMU arrives on-site.

The City will not pay for additional rockery due to the fact that larger
-lectrical equipment is to be used. Also, the City will take into consideration a
rockery that would be slightly higher than the three foot planned dimension,
however, from the layout on the jobsite, the rockery will not be as high as stated
in Imco's letter to RH2 Engineering. A five foot height would be more practical .
' Imco is to provide the Intent to Pay Prevailing Wages on all classifications of
work performed on the job site. Several classifications are still missing. Imco
is to send the Monthly Manpower Utilization Reports from all subcontractors. Imco
' is to provide RH2 Engineering with a letter stating how they plan on fixing the
non-draining portions of the floor slabs.

running up the interior of the wall to a minimum, and all light boxes are to be of an
interior type.

the electrical equipment, two crewmen preparing the weld casings to be cut off later

pipe gallery and saturator pit have been rejected due to the fact that IMCO welded
the corners of the gradient edge supports, which nas destroyed the galvanizing. He

it will not cause problems with his schedule.

' pull box on top of the existing 12-inch ductile iron pipe.
10:00 a.m. - Tony contacts Pacific Testing Laboratories regarding the concrete pour

' Kelly was asked by Tony when the asphalt patch on Houser Way would occur; Kelly said
he has discussed this with the asphalt company, and a cold patch will be put in when
it dries up.
Kelly informs Tony that a new, non-leaking crane will be brought on-site on Tuesday.
March 1, 1988. and the leaking crane will be removed from the job site.
The City crews are working on the new watermain. There still ap?ears to be a leak in
the section that the City laid. Kelly stated that the hole on the west side needs to
be filled up by Monday, March 7. 1988 because they are going to start putting panels
' in place.
Cne Imco crewman is working on the stub-out with PVC for the roof drain.
The City crews state the 24-inch watermain is holding the pressure.
The Water Department representative states that pressure was placed on the 24-inch
main, and the purity test came back it passed. Kelly is asked by Tony if he would
like the final connection made this day.
9:30 a.m. - Imco has two crewmen working on the concrete column forms, one crewman
working on the roof drain pipe, and one crewman working on the rebar on the loading
dock.
The equipment on site today is: boom truck, backhoe, and leaking crane.
The southwest roof drainpipe stub-out was backfilled with native material and was not

Kelly informed Tony that the City crews tested the waternain with the valve in Houser

with the backhoe, and removed a 4-inch diameter branch. Kelly was instructed by Tony

piping gallery to meet MISHA requirements.

t 11:00 a.m. - Tony talks with George Stahl concerning the fixing of the broken
telemetry lines. Kelly had informed George that Imco was under contract to perform
the work and Imco will fix them. Jack rrumley's requirement is that Imco get the
' telemetry line repaired by February 24. 1988 at 12:00 p.m., or the City crews will do
it and bill Imco.
Imco will install both the telemetry and power pull boxes. Tony informs George that
the power box was to be a larger box, and was paid for by change order. The pull box
that had been taker. out of the ground had been delivered. Tony informed Kelly that
the locations for Puli Roxes 4 and 5, as shown on the electrical plans, are
' unimportant as lorg as they are away from the sidewalk, and out of the loading dock.
While George was investigating the size requirement of the new poi.er box, it was
determined it needed to be larger than the pull box that Imco has on site.

installing the original power pull box.

9:30 a.m, Weekly meeting with IMCO. Present were Ron Olsen, Pan Ervin, Tony
Rarni, Calvin, and Dean Irwin. Points covered included 1) a discussion was held on
who was to make the east Connection; a final decision was not made at the meeting.
Howevpr, alternative methods of connection were discussed. We told IMCO that we
would have a water service detail to them by the end of next week. Dan also
t irformed Calvin that he needs to get the sanitary sewer plugged hecause Eric
Davidson has called several times and is concerned. Also, we requested that they
shackle the fittings coming out of the 4" tap instead of the thrust block. The
thrust block makes getting to the fittings difficult at best. Dean says that they
will be pouring the wall panels next week and Ron requested that he contact him in
order to nail down the time so that the Building Departmem: can be present for
inspection.
' 11:00 a.m, IMCO is working on backfilling and installing the remainder of the roof
drain pipe. They have encountered a 16" ductile watermain coming out of the east
' side of the existing well house and I informed them that if they want( i to they
could just cut it off. It has been abandoned.
11:30 a.m. Dan has reported to me that the City plans on making t e connection,
' The connection is not going to be made as designed. Instead, we are going to turn
south outside of the well house building ;nd tee into the 24" watermain that runs
east and west. I have asked Calvin to expose existing 24" where we plan to make
connection to find the invert elevation of the existing pipe.

30 minutes, the pressure had dropped to 211, a change in pressure of 7 lhs. per sq.
inch in 30 minutes. However, the pump was not. working properly. They. therefore,
could not pump water back into the system to increase the pressure back to 218. Imco
' is using the Hitachi Hog to hold a mon-backfilled section of the 24-inch main in
place.

the pump support pads this morning and they are preparing the pipe gallery foundation
for a 10:00 a.m. concrete pour tomorrow. Kelly informs me that he has called the
building department to arrange a rehar inspection, first thing Thursday morning.
Kelly informs me that IMCO marked the locations of the damaged sprinkler wipes out in
the park yesterday afternoon. And coordinated with the Parks Department on getting
them repaired. The Parks Department is here now repairing the sprinkler lines.
Kelly informs me that Sam Chastain is happy. Kelly informs me that they rescheduled
the concrete pour for 12:3n p.m, tomorrow.
10:00 a.m. - IMCn is running the low pressure air test on the 24" main, A crew of 3

to uncover and sweep clean the cover of the METRO manhole. 21 install a half-dam at

' Sled would like the 1-1/2 inch water service line taken from the 4-inch sprinkler
pipe inside the mechanical room instead of at the 24 inch wate. main to minimize the
amount of connections and fittings of pipe. Kelly B^own says he does not have a

elevation of the sanitary sewer at the cleanout is 33.07 instead of the 33.43 per
design. This was due to the fact that the invert at the manhole was done in error.
' However, this error works in our favor since there is a minimal amount of fall
between the floor drains in the pipe gallery and the cleanout. Calculations show
that we will not he able to obtain to 2% fall from the floor drains in the pipe
gallery to the cleanout per das`gn. IMU piins on pourinq the hasp for the thrust
1 block for the 45' bends later on this afternoon.

of geometric constraints, they can't get the 8 turn-buckles around the upper 45' bend
as shown on the detail and the drawings. The most they can get is 5. The concrete
' truck is scheduled to arrive at 1:30 p.m, to pour the base only,of the thrust block.
They have all the rebar in place, as well as the turn-huckles. The landscaper was on
site He has a question on how much topsoil is required and where it is required.
' The specifications detail the makeup of the topsoil but not where and how much.
1:30 p.m. - IMCO is pouring the base of the thrust block. Also, up to this point
they have elated the forms around the first well casing for the pump support pad and
' have laid 50% of the pipe for the floor drains in the pipe gallery pit. They are
using schedule 40 ARS pipe. While pouring the hasp. for the 4hrust Klock, IMCO did
not pump out the water that is standinq at the lower end of the thrust block. There

' the name of the representative from PTL. On the existing 12" ductile iron pipe
running west out from Houser way there was a Cap that has been damaged by IMCO during
excavation. Jeff used a nuclear densometer to measure the moisture content and the
density of the soil .

was poured at 1:15 p.m, i reminded Kelly that the all sprinkler pipe that was
' damaged or broken during construction was to he capped and marked for future repair.

well-house was broken. A temporary repair was made with a 6-inch C,MP 11ipe.

' Tony Pardi will leave the job site for two hours this morning.
' 1:00 p.m. - A crew of two continues work on the excavation. Kelly Brown is not on
the job site.
2:00 p.m. - Imco has crew of two working on excavation for the thrust block for
' 24-inch main.
3:00 p.m. - Imco broke one of the valve boxes for the existing 24-inch butterfly
' valve.
Kelly Brown returns to site. Rick Harbert and Dan Ervin appear on site and informed
' Kelly that the City has had some complaints about the Project so far and he should be
more cautious in cleaning up and working in a more orderly fashion or he will be
charged.
' The City plans on making connection to the 24-inch ductile iron watermain on
January 1, 1988.
3:45 p.m. - Kelly states that a sweeper truck will arrive in the morning on
January 7. 1988 to clean the street and sidewalk. Kelly asks that Sam Chastain be
contacted to see if the broken drain pipe can be fixed with Schedule 80 PVC.
' 1:00 p.m. - Imco has a crew of three working on preparation of the thrust block for
24-inch main.
' 4:30 p.m. - Imco finishes up for day. Kelly states that excavation will continue for
the pipe gallery foundation, and finish compaction of sanitary sewer on January 7,
1988.

An Acme truck delivers the 24-inch ductile iron spool .
10:00 a.m. - Imco has a crew of three installing the ?A-inch ductile iron spool , a
crew of one backfilling the sanitary sewer, and a crew of one working on the western
p.rt of the 74-inch watermain. The Surveyor is not on site today.
e11:00 a.m. - Imco has a crew of two working on the sanitary sewer. Rackfilling is
heing done with an Hitachi HO9 and compacting follows.
' 12:45 p.m. - Imco has a crew of two working on backfillinq of the sanitary sewer, and
a crew of two working on the 24-inch water,nain.
' The Parks Department is removing some srurubbery from the south end of the Project
site.
Kelly was informed that the boom truck is leaking a small amount of oil , and it needs
to be taken off-site or diapered.
1:30 p.m. - The City has been contacted about shutting down the 7.4-inch watermain in
order to do the tie-in some time tomorrow. The 24-inch watermain lies just over the
concrete pipe which is the old wellhouse by-pass pipe.
George, City of Renton, wants Kelly to inform him when he wants the watermain shut
down.

' 2:00 p.m. - Kelly Brown leaves job site. Imco has one man working on the 24-inch
watermain, and 2 crewmen working on the backfilling of the sanitary sewer. A grader
has been brought on site to assist in the backfilling,
3:00 p.m. - Two small leaks appear on the water pipe that runs along the east side of
the hathhouse, and Imco proceeds to fix them by tightening up the union which had
' just worked loose.
3:30 p.m. - Imco has a crew of two working on backfilling, and a crew of two working

The boom truck continues to leak, and Kelly Brown was reminded to get it off-site or
place a tarp under it.
George talked to Ray Sled and it was determined that the street watermains will be
shut-off in the morning of January 6, 1988 and will sit overnight so Imco can make
' tap in the 24-inch main Thursday Torning, January 1, 1988.
4:30 p.m. - Clean-up begins. Site is readied for the plumber to install floor
drains on January 6, 1988.
Excavation will begin on thrust clock for 24-inch main on January 6, 1988.

Kelly Rrown was reminded of the broken pool drain pipe that was broken during
' excavation and he said it would be fixed upon the completion of the sanitary sewer.
Imco chained the easternmost transformer back to the westernmost transformer for
security should the bank fail .
' Kelly had some confusion as to some of the footing elevations on the foundation plan.
It was explained to him that the top of footing was different than the top of pipe
gallery slab.
9:00 a.m. - Imco has a crew of four working on the sanitary sewer, A Hitachi P09 is
being used for excavation, a small backhoe for backfillinq, and a dump truck to move
the excess material off-site. A crew of one continues to work on the telemetry pull
box.
' 9:30 p.m. - Sam Chastain, parks Department. called Dan Ervin to say he was
unsatisfied with the compaction job at the Park by Imco. Pacific Testing
Laboratory, will be contacted to run some density tests.
9:45 a.m. - Contact was made with Pacific Testing Laboratories. Density tests were
scheduled for the morning of January 5, 1g88.
10:00 a.m. - Imco has a crew of three working on the sanitary sewer, and a crew of
two working on the 24-inch watermain. Excavation continues for the 24-inch tee to
the west using a small backhoa.
' Imco has not used the compactor all morning, just the backhoe is being used to
baCkfill the sanitary sewer.
During excavation an additional 2-inch waterpipe was found running approximately
parallel to the sanitary sewer about five feet to the east. This pipe had not been
marked during locates. It has a depth of approximately three feet.
' There is a small water leak caning from the waterpipe that crosses the sanitary sewer
at the cornier of the bathhouse. The leak is ar the sprinkler vault.

' 11: 30 a.m. - Imco installs first sanitary sewer tee.
11:45 a.m. - Dave, the Surveyor, arrives on site.
1-nO p.m. - Imco has a crew of four working on the sanitary sewer, and a crew of one
' working on the 24-inch main. Excavation for the tee continues.
Imco has determined that the galvanized pipe that Crossed the sanitary sewer at the
door to the bathhouse is a gas line and are removing it. The galvanized pipe gas
pipe had been abandoned.
The capped watermain shown on the sanitary sewer profile is going to cause some
' interference.
Kelly states that a representative from the Water Department will come to the site to
' either lower the pressure or shut-off the watennain that will interfer with the
excavation of the sanitary sewer.
Ray Sled, Water Department, arrives on site. Kelly Brown will ask Ray to turn off
the watermain.
1:45 p.m. - The second tee for the sanitary sewer is installed.
t2:00 p.m. - Dan Ervin arrives on site.
' Imco now has a crew of five working on the sanitary sewer. It has been determined
that the watermain in question lies directly above the sanitary sewer, and is an
abandoned section of pipe. Imco is removing it.

3:00 p.m. - Imco has excavated the sanitary sewer out past the bathhouse.

to look at the METRO manhole. Imco is now excavating around the manhole for that
reason. The manhole will be bored today at approximately 2:00 p.m.
' 9:00 a.m. - Imco broke off a sizable branch from the tree by the METRO manhole.
Kelly was instructed to be more careful , and to saw off the broken end.
' 9:30 a.m. - Dan Frvin arrives on-site. Dan agrees to approve rusted butterfly salve
if Ray Sled also approves it.
' A Parks Department representative visits site and has roncerns about the storage in
the parking lot, and that damage would be done. T stated Imco had received
permission from Sam, from the Parks Department. an,esentative was going to
check back with Sam to make sure Imco is following 9 _,lies.
Imco has the south face of the METRO manhole exposed, and they are awaiting the
' arrival of METRO representative.
Kelly. Dan, and I discussed alternatives to the roof piping system that we have
designed. The concern that because of the adjustment in grade of the well by-pass
' piping, that there will not be enough cover once the roof drain piping is placed.
Ray Sled informed me that Ron is on vacation, and implied that he has no problem with
the rust on the inside of the butterfly valves. He said he would appreciate it if
IMCO could put some plywood up against the open ends of the pipe in the ground.
Eric Davidson, METRO, is on site. He asked Imco to unload the back of METRO manhole
to relieve the soil pressure from that side.
10:00 a.m, - Concrete Coring Company. from Seattle, arrives on site. Also on site
' this day are the Project Foreman, the Surveyor, and four crew.
11:30 a.m. - Well by-pass piping installation continues by a crew of three. A leak
' is noticed underneath Imco's boon truck, Kelly is informed.
11:45 a.m. - Coring is begun on METRO manhole.
2:30 p.m. - Al . Parks Department, informs Kelly Brown that he does not want them to
use the west side of the bathhouse area for moving their equipment back and forth.
Some grass had been torn up, and Al asks Kelly to replace some sections. They reach
' an agreement to continue using that strip of grass as an access between the parking
lot and the construction site, so long as they repair and replace all damaged areas.

1 3:00 p.m. - Kelly questions what type of tests. are we requiring for the well hp-pass
piping. I told him I would check on this.
1 The METRO representative remains on site. The core drilling was completed at 115
p.m.
1 Because of the hour, Im:o said they were going to leave the METRO manhole open.
Kelly Brown was instructed to install adequate barriers around the perimeter of the
hole. Eric Davison, METRO, was satisfied with the coring of the manhole.
Dan Ervin informed Kelly Brown that the well by-pass piping will be tested at 225
pounds per square inch, therefore, Kelly has sized the required concrete blocking
with that requirement in mind.

installed the new 48-inch well by-pass storm manhole, length of pipe has a 45• bend,
the second length of pipe, tee, reducer, and well by-pass piping to Well No. 1.
9:15 a.m. - Imco found another interferring ductile iron water pipe running
' perpendicular to the existing 24-inch main. It is suspected that it is the stuhout
from the tee. It is located west of both butterfly valves, which is contrary to our
records.

' Imco proceeds to dig holes for the well by-pass manhole and well by-pass piping with
a crew of three. In the process, a PVC conPvit running by the manhole was broken. A
Hitachi Hog is being used. Imco feels the two pole boxes located adjace^t from
Hauser Way should be removed. Dan Frvin suggested they cut the line At that spot and
' reroute it next to the bathhouse above grade.
10:30 a.m. - Base of manhole is placed. Four inches of oea gravel was place
underneath.
Ray Sled, City of Renton, will pick up the extra two pole boxes from imcc.
Kelly Brown. Dave, the Surveyor, and five laborers are at the site.
11:30 a.m. - Imco is concerned with the 11-1 /4' hend adjacent to the smaller
' transformer. They would like to consider using a 45' bend just under the building
footing, and tying back into the 24-inch main. Mark Semrau will be contacted to make
that adjustment on CAD.
' 12:35 p.m. - Imco states the well bypass pipe, as designed, .ill pass through the
approximate centerlinp of the existing 74-inch main. Ron Olsen and Dan Frvin were
cnntacted: they directed that the well by-pass piping be moved up to cross over the
' top of the 24-inch ductile iron pipe.
I:DO p.m. - Kelly Brown was notified of the interference, and informed to raise the
' fi-inch by-pass piping just under two feet. I received a Notice of Change order to
sign and will hand deliver to Ron Olsen. Imco spent an additional fifteen minutes
discussing whether additional changes needed to he made.
' Frank Imhof arrives on-site.
One pole box adjacent to Hauser Way was removed and placed on sidewalk outside of
' fence. Kelly grown is asked to remove it as soon as possible.
1:20 p.m. - Verbal direction was given to ,iroceed: at 2:Oo p.m. work was actually

2:00 p.m. - It was agreed to wrap the well by-pass piping in plastic, as well as the
' fittings.

Mark Semrau was the Observer for the first part of the day.
8:00 a.m. - The Contractor damaged a telephone line while excavating for the 24-inch
watermain located under the new building.
Kelly Brown requested clarification concerning what was to be wrapped with plastic
Curing the installation of the watemains. According to Sections 7-77.3(09)A and
' 7-11.3(13), transition couplings and all fittings are to be blocked with concrete and
shall be wrapped with ployethylene plastic.
Rick Coco, from the City. located all the water mains and telemetry conduits for the
Contractor. Washington Natural Gas also marked the gas mains. The gas mains shown
on Sheet 5 of 40 does not match the recent markings by the gas company.
Some of the fittings have rusted. Ray Sled said additional coating is not necessary
if the Contractor wraps the entire pipe and fittings.
' The Contractor has had difficulty with the NJ jcints on the 24-inch MJ x FL fitting
located below the pipe gallery. Two representatives from N.O. Fowler ro. came to the
job site to assist them.
' Pacific Northwest Bell Co, worked on repairing the damaged telephone lines.
The Contractor's survey crew staked out the sanitary sewer from the new building
location to the MFTRO sewer.
Kelly questioned the rigidity of the piping diagram as shown Co Sheet 22 of 40.
Kelly feels that there are too many unrestrained mechanical joints on many of the
piping runs.
3:30 p.m. - Tony Pardi returns as Observer for the Project.
Imco is using the southeast corner of the parking lot north of the bathhouse for
storage of additional mater•als. The have PVC pipe and pea gravel stored there.
The telephone company, when repairing the telephone lines, spilled a silicone-type
fluid on the ground. Kelly had the material removed by backhoe and will remove it
from the site December 23, 1987,

Imco spent the first part of the morning moving materials on-site, such as: 6. R,
12, 24-inch ductile iron pipe, assorted fittings, and a new by-pass manhole.
10:00 a.m. - The Piping Plan was discussed with Kelly at which time he pointed out
the need for some vertical restraint on the pipe surrounding the 6-inch pipe control
valves, specifically the vertical runs of the ductile iron pipe. I told Kelly we
' would be sending out a thrust restraining detail .
Kelly informed me that the Parks Department did not OK the use of the bathhouse
' restroom, therefore, Sanikan is heing hrought on-site.
12:00 p.m. - Sam Chastain, Parks Department, showed Kelly Rrown a peace where they
can haul excavated material , The location is 3rd and Union, approximately one-half
mile from the job site.
Imco begins excavation starting with the piping pit, pump roan floor, then the north
' half of the building.
2:00 p.m. - Kelly was informed to get a flagman with an orange vest and a sign to
better control traffic on Houser Way when moving the dirt off-site. A flagman was
placed, along with a "Road Construction Ahead" sign several hundred feet up on Houser
Way.
' 3:00 p.m. - Excavation begins for the pipe gallery. Imco plans on laying the lower
pipe gallery pipe on December 22, I987. Kelly was reminded that all surface rust
must he removed from the ductile iron pipe and then covered with tar, at which time
' he was quoted DOT Spec. Sec. 7-11. which covers the handling of ductile iron pipe.

11:30 a.m. Three lengths of sanitary sewer pipe have been installed. There is now a
crew of five working on the sanitary sewer. No one is working on the 24" watermain,
Imco is using an Hitachi H09 for excavating the sewer and small backhoe for
backfilling the excavation.
' 11:45 a.m. Imco has installed a total of four lengths of sanitary sewer using a crew
of four. One crewman backfills and compacts.
1:00 p.m. Imco continues working on sanitary sewer. Excavation to the bathhouse has
been accomplished with a crew of five.

Kelly instructs that easternmost transformer be chained back to keep it in its

asked to get it repaired.
Existing well by-pass manhole is leaking near the new inlet. Kelly was asked to get
it repaired.
1 9:40 a.m. Wells 1 and 2 have come on and discharge is backing up into the new
manhole,. Kelly was concerned that the roof piping system, as shown now, will cut
through the existing well building, which means it could not he installed until after
the demolition. He asked if he could reroute it for installation at this time. He
was told he may do so as long as it does not cause any interferences.
' Imco has used a short section of PVC" pipe to temporarily repair the power conduit.
9:45 a.m. Imco now has a crew of five at the job site.
Excess material and asphalt is being taken off-site by a dump truck,
' Imco has their compactor on site: no oil leaks are evident.
10:00 a.m. Digging for the trench for the roof drain piping begins.
10:45 a.m. Imco has determined that the roof drain piping will cross the 24"
watermain at a point where the top of the watermain is at an elevation of 39.59.
Imco was told to go over the top of the watermain with the roof drain pipe to avoid
' conflicts with the other 24" watermain as it ties back into the building. With this

' Dave, the Surveyor, informs me that the minimum cover that we will have on the roof
drain pipe is 24". This is only for a short section.

11!00 a.m. Kelly contacts street cleaners who are expected to be on site in the
afternoon to clean the parking lot.
12:DO noon Imco continues to determine how to route the roof drain pipe; problems
with other utilities are present.
! 12:15 p.a. Street cleaner appears on site.
Imco uses small backo to excavate for the roof drain pipe. They use the Hitachi H09
to install the 24" main to the east. Half the crew works on 24" main to the east,
and other half is working on 24" main to the west.
1:45 p.m. Imco backfills east of the 24" vertical tee, and are using a compactor.
Kelly was asked to give 24-hour notice prior to starting any foundation work, and
' after they are done compacting and backfilling.
3.00 p.m. Kelly Rrown leaves .lob site for the day. A crew of three are working on
' backfilling of 24" main into the bui'ding.
3:30 p.m. Imco finishes day by reinstalling fence and cleaning up street.

Imco was already pouring the first thrust block for the well bypass piping, as
required, when 1 arrived on site. I instructed Kelly to scrape the concrete away
from the bolts on the tees and bends. They had not done an adequate job of forming
' up the thrust blocks. At 8:45 AM Sam Chastain, Renton parks Department, was on site
and instructed Kelly Brown on keeping the Park orderly and clean and some additional
requirements. I instructed Kelly to take the necessary precautions while excavating
for the sanitary sewer iy the tree. They are now excavating by the tree, and the
' hank looks very unstable.
10!30 aim. IMCO has hooked a sling around the tree and connected that to a backhoe
to attempt to support the tree while excavating. It is their intention to get the
bracing in as soon as the trench is deep enough. Rick and Dan came on site since Sam
Chastain had called Bob Bergstrom to complain about the .use of materials in the
parking lot. Rick and Dan told Kelly to not use the parking lot for stockpiling
materials and to clean up the parking lot 1y the end of the day. Kelly was also
instructed not to use Houser Way to move the Hitachi HOS. Ry the end of the day IMCO
is to have the parking lot cleaned and all materials removed and hosed down. Also,
' the grass is to be raked and sawdust put down in muddy areas. The street is also to
be cleaned.
t Yesterday, 12128/87, IMCO had a crew of two men working approximately three hours on
putting together the 24-inch 45' bend and other fittings in preparation for pitting
it into the ground. On site today are Kelly Brown, nave, the surveyor, and a crew of
1 five. They are all working on the gravity sewer. They are using the Hitachi HO9 for
excavation.
l0:DO a.m. Dave, the surveyor, is leaving the job site until tomorrow mcrninq. Fric
Daw on, METRO, left at approximately 10:30 AM. He was satisfied with the connection
to the METRO manhole.
' 10:40 am. They laid the first pipe length of ductile iron pipe out, of the METRO
manhole. From the METRO manhole, a full-length ductile iron pipe was laid, and a
transition coupling, then PVC pipe.
They are using a small backhoe to load up pea gravel and to backfill the excavation
around the METRO manhole.
1:00 PA. They have stopped work on the sanitary sewer and are now laying the pipe
going into the well bypass manhole. Imco is bricking up the easternmost knockout
in the well bypass manhole. It seems to me that they have decided to go with the
' Alternative roof drain system which we laid out yesterday.

1:30 p,m. Started excavating ,or the 24" watermain by the existing wells. I warned
Kelly of the power conduit crossing their intended excavation. George from the City
of Renton came by to pick up the pulibox Imco had pulled out of the ground,
2:00 P.R. Two .aen are working on hackfill {ng the METRO manhole and cleaning up the
Parking lot. Two men are working on the excavation of the 24" main, and one man is
' working on the grouting of the well bypass manhole. Dan Ervin arrived on site. He
suggested calling Pacific Testing Labs to have them do compaction tests on a periodic
basis. I informed Kelly that he needs to get a compactor on site. I cautioned Kelly
about the fact that we will have sc a testing done on their compaction. He informed
' me :hat their compactor was broken and another will be on site tomorrow. He also
said they will do some additional compacting around the METRO manhole. I instructed
him to get ribbon, wires, and barricades around the pit which is still open. I also
' instructed him not to put sawdust in the muddy area. Approximately 40' from the
METRO manhole, INCO broke a concrete pool drain line which will need repair.
By the end of the day they had located the 24" watermain to which they are
connecting. They had removed all materials from the parking lot. However, the
cleaner had not arrived yet.
