Dear Ron:
You requested clarification of our initial letter on the fire flow
analysis for the RVTI Health Building. The City's Comprehensive Water
Plan of 1983 examines the system with the condition that the Mt. Olivet
Pump Station is out of service and the Monroe Street Pump Station is
pumping at 2000 gpm. Under these conditions, the system will provide
2250 gpm fire flow at the Health Building from two hydrants.
We mentioned the possibility that the Monroe Street station would shut
down on low suction pressure. In further investigation this seems un-
likely. There are two Byron Jacksom pumps at Monroe Street: a 2 stage
14 GM with a duty point of 1500 gpm at 150' TOM and a 3 stage 12 GM with
a duty point of 1000 gpm at 150' TDH. With a depressed suction head the
pumps move back on their performance curves to lower flows with the 14
GM having a noticeably flat curve. The numbers from the curves (enclosed)
are:

The effect is that the difference between the assumed 2000 gpm and the
actual flow is available for fire flow or lessens the total demand with
corresponding lower head losses.
There are naturally system advantages to have Mt. Olivet pumping whenever
Monroe Street is also pumping. This could be done using the start signal
for a Monroe Street pump to start a similar sized Mr. Olivet Pump. (This
would be in addition to the existing reservoir level control ).
Mt. Olivet could also start on low system pressure sensed at either pump
station. Sensing at Mt. Olivet is simplest as no telemetry is involved;
however Monroe St. is the sensitive point in the system.

a problem which appears marginal at worst.

Health Building Fire Flow
Dear Mr. Olsen:
We have examined the 1.a'_er system supplying the fire hydrant at the
new RVTI Health Buildina. The hydrant with the dead end B" supply
line will supply 2250 gpm with 20 psi minimum residual pressure un-
der the following operating conditions:
Mt. Olivet Pump Station is operating.
Highlands Ground Reservoir is in service.
OR
" + Mt. Olivet Pump Station is out of service,
Windsor Hills Pump Station is operating,
Highlands Ground Reservoir is in service,
Monroe St. Pump Station is not pumping.
If Monroe St. Station is pumping,
Windsor Hill Pump Station is operational ,
Mt. Olivet is out of service then two hydrants
are required to produce 2250 gpm.
It sppears likely that a large fire demand with Monroe St. pumpina
and Mt. Olivet out of service will shut down Monroe St. with low
suction pressure. The flow would then be available to the hydrants.
