SUBJECT: Road Permit for Expanding of Naches Avenue Adja�ant to Admac Site, File SA-057-86, V-0 I spoke to Jeanette today about the Admac site plan review file which included approval of the extension of Naches Avenue along the Admac site. Jeanette's review of the file shows that the Hearing Examiner approved the site plan and roadway extension subject to the preparation and filing of covenants. Jeanette discussed the matter with Barbara Moss today telling her that until the required covenants are in and approved by the Examiner, the approval is not complete. Therefore, technically, there are no approvals for the extension of Naches on the Admac Building. Jeanette mentioned that Baroara will provide these covenants to the City an Monday for Fred's approval. 1 feel that based upon this information, the permit for the extension of Naches Avenue should not be issued until Fred approves the covenants and the file is complete. Report E-884-14, Dated November 1, 1985 Entitled "Geotechnical Engineering Study, Valley 405 7usiness Park Phase III, SW 7th ,( Street near Powell Avenue SW, Renton, Washington" Dear Ms. Moss: This letter addresses the issues brought up by the City of + Renton Public Works Department regarding the pavement design and storm drain support at the subject location. 1 Based on a review of the plans and the geotechnical data for the proposed construction as detailed in References 2 and 3, we submit the following observations and design recommendations: 1) Site Conditions Earth Consultants, Inc. (ECI) drilled Boring B-11 at the intersection of Naches Avenue SW and SW 7th Street. The log of the boring is presented in our report E-884-14 dated November 1, 1985, for the subject project. Boring B-11 encountered loose to medium dense silty sands and sandy gravels to a depth of twenty (20) feet. Below twenty (20) feet were very dense sands and gravels. , 1805 136th Place N.E., Suite 101, Bellevue,Washington 98005/Bellevue(206)643-3780/Seattle (206)464-1584 Ms. Barbara Moss E-884-14 March 28, 1986 Page Two 2) Pavement Design The proposed pavement design consists of: 4 inches Asphalt Concrete 6 inches Crushed Surfacing 7.5 inches Class B Gravel Base The above pavement design is based on a projected ADT traffic of 34,034 vehicles, 5 percent of which are assumed to be trucks. With an assumed R Value of 40 for the subgrade, a Traffic Index of 7.15 has been computed according to Washington State DOT procedures. 3) Storm sewer Support The proposed sixty (60) inch storm sewer can be supported conventionally with bedding and backfll conforming to APWA standards. Dewatering wells or sump pumps may be required to lower the water table during construction. All bedding and backfill materials need to be compacted to a minimum of 90 percent compaction according to ASTM D-1557-78 (Modifi( -tor). The top twelve (12) inches of rackfill below the roa-way should be compacted to 95 percent of the Modified Proctoi Standard. Due to the granular nature of materials encountered, we do not expect the storm drain to require pile support. Settlements, if any, are expected to occur during the construction period. Previously, you had asked the median be 30 feet shorter to provide a pocket for vehicles turning left into the west driveway of Natches. You had reasoned that with the longer median, although the two-lane roadway begins transitioning down to one lane immediately beyond the driveway, drivers traveling north would still be impaired by vehicles making the left turn. Leason Pomeroy Northwest and First City Equities felt strongly that the longer median would not create a traffic problem. I understand that in consideration of the client's position you are allowing the median to retain its original length although it is against your recommendation.
