We5ley, Director December 23, 1986 4 ,er—J ✓ Washington State Department of Transportation Mr. Chuck Hathoway Highway 99, Suite D Lynnwood, Washington 98036 Dear Chuck: This is the recap of our meeting on December 11, 1986 at 9:00 a.m. in the 'Renton Municipal Building. Departments attending were WSDOT, City of Renton Traffic Division, Engineering, and the Parks and Recreation Department. It was my understanding t`at the DOT needed additional property from the Rent:in Parks Department Maplewood Golf Course property for a slope easement. The area needed was on the southeast section of the golf course adjacent to the railroad right-of-way. At this time we discussed the possibility of trading said property for various improvements to the highway, proposed trail, and golf course. Item (1): We would like the DOT highway design to include tae new relocated entrance road to the golf course at the signalized intersection of 131st Avenue SE. The renovation of the golf course will eliminate the existing entrance road and the new road will be off the 131st Avenue SE intersection. This will provide a safe intersection for the ingress and egress for golf course traffic. The design change was made after previous discussions with DOT to facilitate safer traffic movement by including the entrance into the new traffic signal design. Item (2): I expressed to you the Park beard's concern for some type of buffering between the highway and the golf course on the southeast portion between station 1451 + 44.00 to station 1441 + 23.94. This buffering would oe in the nature of landscaping and some type of fence. concrete or metal structure to reduce the noise. We are receptive to your engineer's design as to material and structure. Item (3): You expressed the DOT would rebuild that, portion of trail where the new construction would be eliminating the existing railroad bed. Other portions of the proposed trail to be constructed by others. 200 Mill Avenue South - Renton, Washington 98055 - (206) 235-2560 WSDOT Page 2 Item (4): We discussed the railroad trestle bridge and you agreed that the DOT would work up a cost estimate for relocating the bridge to the north of its present location. It was understood that the relocation of the bridge would be part of the negotiations for the property needed by the DOT for slope easement. Previous proposals by *JOT included a pathway from the golf course under the new bridge, over the old one and onto a pathway east of the river running underneath both bridges. This access would he unnecessary if the trestle were moved at least for golf course usr. Item (5): The existing Maplewood streaa, location was a concern voiced by your agency and ours, and it was agreed that the DOT would participate in relocating the strepm during the DOT construction or with the City's golf course project. Phis item also could be part of the negotiations for the property ueeded by DOT.The City would proceed with a concept design and discuss this idea with the Washington State Department of Fisheries. Item (6): We discussed the need for fencing along the remainder of the golf course property to the east. This could possibly be worked into part of the noise barrier. Item (7): both agencies agreed on concrete curb, gutters, and sidewalks along the roadway. During this meeting we discussed the possibility of a concrete sidewalk behind the Norwav Maple trees between stations 1456 471.02 to 1470 + 52.80 on the southwest side of the golf course. Since our meeting, I have made a site visit and there is not sufficient space for a concrete sidewalk between the maples and new cyclone fence. So at this time I would like for the DOT to consider placing the sidewalk to the south of the trees. My reason for this is that the left turn lane for the golf course is not necessary since the entrance road will be relocated to 131st Avenue SE. Item (8): We discussed the need for adequate street lighting along the new construction to 1.31st Avenve SE and you indicated that lighting was part of the construction program. When 1 reviewed the plans from DOT, I saw no proposed luminaries fTim station 1470 + 52.80 to 1451 + 44.00 in the direction west to east along the new highway. The street lighting should be extended along the golf course frontage. A WSDOT Page 3 Item (9): During the meeting I inquired if the need for a v-4 statement ►} was in order for this project, and the indication was no. Colx. VOL- staff please clarify this so that I can report back to Lne Re,, ci Park Board. Item (10): In addition, the Utilities Department has indicated to our department that a water main extension be a part of this project from the Maplewood residential neighborhood east across the Cedar River.
