Geotechnical Engineering Study Proposed Restaurant Renton, Washington E-3365 , dated 10/14/87 Gentlemen: At your request, and within the scope of our proposal , we have reviewed the referenced reports , and discussed the proposed design and construction plans with you and your contractor. The purpose of our review is to evaluate the conditions existing beneath the subject site and, on the basis of these data, to provide practical and economical alternatives for utility line relocation and support . we understand you have discharged your previous geotechnicai engineer , Rittenhouse Zeeman and Associates, before angacing us as your geotechnical engineer of record for these services. Project Description On the basis of our data review, performance of our referenced study, and our discussions, we understand you propose to develop the majority of this site by constructing two structures in add tion to the proposed restaurant. One stricture, at the south end of the site, is to be a one-story retail facility and will be built in the 1805 1361h Place N E .to 101,Behevue.Washsngton 98005 Bellevue 12mi 6433+8t1 Seattle(206)464 1584 222 E 261h St,eet.SWe 103,PO Boa 111744.Tacuma.Wathinglon 98411-9998 TacMa 12061272-6608 Douglas Mulvanny, Architect E-3365-1 November 5, 1987 Page 2 near future, while the other eastern builr1ing, a three-story office structure, will be constructed in the future. Both buildings are to be pile supported. Coupled with this construction is a utility line installation program incorporating a new sanitary sewer , a storm drain and a water main. Your most pressing concern at this point is to deter- mine the most suitable location for these lines and the most appropriate method of supporting them. These problems are compounded by the presence of varying thicknesses of peat which underlie much of the central and southern parts of the site. The peats, and in some areas organic and clayey silts, range up to about thirteen ( 13) feet, or more, in thicknes and , in spite of some earlier surcharging efforts , are still relatively soft and compressible. Because of these conditions, you ar- also concerned about the options available for support of both the utility lines and catch basins and manhole structures. [rater Line Your civil engineer and Mr . Chuck Lie of cur office have pre iously discussed potential water line relocation efforts . Based o , their discussions , and our in-house review of the presently available data, we concluded the most practical and economical location for this line was to move it to the east and north away from the deeper compressible soils . Yo ,r revised water line plans now indicate the line is to enter the site free+ Northeast 43rd Street in the access road between the two proposed buildings, then to extend in a generally northerly direc- t_on for about three h-ndred ( 300 ) feet to a point about level with the north end of the proposed eastern structure. At this point, it will make a right angle turn and extend to the west for about one hundred ( 100 ) feet where it makes another right angle turn to the north. It then extends to the north to exit at the nortnern site boundary. Based on the subsurface conditions encounteredi in the bo-,ings and test pits within close proximity to this line , we believe this relocation will tend to place vir-ually the whole line in the sc7ewl- t more competent and less settlement susceptible soils . By so dc, ig, we believe it will be possible to support this utility in the , .,isting reasonably compact site fill soils . While the scattered underlying compressible soils in this area are likely to undergo some movement , we feel the earlier preloading efforts coupled with removal of between two and three feet of Earth Consuhants, Inc. Douglas Mulvanny, Architect E-3365-1 November 5, 1987 Page 3 surficial fill , and the use of flexible couplings or joints, will be sufficient to counteract such movement . Providing the above precautions are taken, we believe the long term risk of settlewent- related utility line damage is likely to be low and of a degree acceptable to a prudent person. A concrete thrust block, will be located at each of the right anqle turns in this line to resist the internal water pressures . we believe , on the basis of the subsurface data presently available, these thrust blocks can be located in and supported on the recom- pacted in-place soils without suffering detrimental settlement- related movements . It should be possible to accommodate any minor movements that do cccur by the use of the above mentioned flexible pipe joints . Sanitary Sewer At the present time, it appears that the instaLla:ion of a sanitary sewer line to serve the entire site is unnecessary , particularly since the eastern building which will rely on it most is not being built in the immediate future. However , it will be necessary to provide a sanitary sewer tie-in for the southern building and the proposed restaurant. Since there is an existing sanitary line just to the west of the site, it appears to us the most practical option is to tie these two buildings directly into this line by the shortest possible route. The City earlier ` ndicated that the existing line is constructed predominantly on a -11 which aas placed after all soft and compres- sible soils were overexcavateu. Some sagging in the vicinity of the property line was observed in a recent television evaluation of the line, but it was apparently on the order of only about two and one- half inches and was not seen as detrimental to that line. The city dces not expect this existing line to undergo any significant `ature settlement-related movement . In the case of the proposed restaurant, we believe the supporting soils are sufficiently competent that, provided flexible joints are used , this connector should not be subject to settlement-related damage . In the southern building the potential alignment is underlain by moderate to substantial amounts of compressible soil . The proposed tie-in connector now extends c. out fifteen ( 15 ) feet from the building to the existing sanitary line . Since the building and the existing line are essentially fixed in place, it is possible this tie-in could be subject to settlement which could lead to pipe or Earth Consultants, Inc. Douglas Mulvanny, Architect E-3365-1 November 5 , 1981 Page 4 ccnnection ruptures . To avoid this , we believe it will be ap- p-opriate to include a flexible joint at about the midpoint of the line and at the building to accommodate any pipe movement without damage. Alternatively, you could support this line on driven timber piles, but this could cause the pipe to be too rigid and, although we do not envisa-_ this problem over such a short distance, it could suffer possible overstressing an3 failure over time. Since the existinq line is relatively shallow, the City has indicated it will not require temporary shoring of the connection excavation. Looking to the future, your civil engineer has also indicated a proposed location for an extension from an existing manhole in Northeast 43rd Street which is located approximately one hundred ( 100) feet east of the western site access road centerline. This extension, which must be installed before or during future LID- related road improvements, will be connected to another manhole in the landscaped area between the sidewalk and the street. The future sanitary line will then extend to the east in this landscaped area to serve the eastern building . We believe it likely the extension from the street to your propeic, will need to be pile sunported, but this can be addressed in more detail in the future once your development plans for the eastern building are finalized. If piles are used to support any of the lines , we recommend as a minimum requirement that each pipe joint be pile supported. you should consult either your structural engineer or the sanitary pipe manufacturer to determine if the pipe will span the distance between piles without suffering overstressing or potential breakage . If their opinion indicates additional piles should be :sed at the pipe midpoints , such additional piles should also be installed . We understand this should present no real difficulty since your piling contractor will already be mobilized to install the building fcundations , and an additional few piles should not add signifi- cantly to the project cost . Storm Drain Th- last of these lines, and the one that appears to pose the major problem, is the storm drain line.i This line comprises a combination of twelve ( 12) and twenty foul- (24 ) inch diameter corrugated metal pine (CMP) which directs flow towards and connects to a buried fifty-four ( 54) inch diameter detention tank. This detention tank, one of a pair, will be bedded on generally competent materials and is unlikely to undergo settlement-related movement of any sig- nificance. However, the storm line extends over a considerable dopth of compressible peat and organic silt . Thies line also incorporates several catch basins which are, we understand, settle- ment sensitive. Earth Consultants, Inc. Douglas Mulvar.ny, Architect E-3365- 1 November 5, 1987 Page 5 Given these conditions , what ire the potential risks involved in storm drain installation? First, there is a risk the catch basin structures could settle relative to the line. If this were to occur , it is likely the connections between the structure ar.: the line would rupture partially or completely. This would probably lead to periodic leakage from the structure or the line into the surrounding soil . In time, this would cause a softening and deterioration of the soil , most of which forms a pavement subgrade, and would probably result in slow deterioration of the pavement which would ultimately require a relatively expensive remedial treatment including some degree of repaving. Secorei , there is the risk the structures could remain undisturbed and thL line could sag between structures. Over time this would probably result in pipe joint leakage or possibly pipe or joint fracture. The results would then be similar to those described above. Lastly , both of the above situations could occur with similar results . In our opinion , none of these scenarios is acceptable. To avoid them, we believe there are two practical and economical support alternatives available to you . The first , which essentially eliminates the disk of any catch basin or pipe settlement , is to pile support the full length of the line. As pointed out earlier, your piling contractor will be on-site and it will be a simple and reasonably economical step to add a few piles. However, the same support criteria outlined for the sanitary line will apply here , too. Furthermore , this will create a "ric,?.d" pipe which will now stay in- place while the surrounding ground settles . This will create a "hump" in the pavement over time and this could be a more severe problem than that caused by a small degree of settlement . The second alternative, and the one we recommend to you, consists of providing some additional "stiffening" to the catch basin 's support- ing subgrades , the inclusion of flexible pipe joints , and the addition of some extra drainage material around the pipe . The subgrade stiffening can be achieved by placing a layer of relatively f stiff Tensar SS-1 Geogrid on the recompacted structure subgrade and overlaying and encompassing it with about twelve ( 12) inches of compacted granular structural fill . The area of treatment should extend at least five feet beyond the perimeters of the structure. By this means , the structural loads can be distributed over a greater area , thereby reducing the contact pressures and, as a result, reducing the potential for settlement. Earth Consultants, Inc. Douglas Mulvanny, Architect E-3365-1 November 5, 1987 Page 6 As an additional precautionary measure, the bottom of the trench excavation should then be recompacted with a plate tamper , then lined with an impermeable membrane and covered with a layer of clean free draining grave) or washed _ock . Approximately twelve ( 12 ) inches should be sufficient. Impermeable visqueen sheeting or a geotechnical fabric liner will be adequate for lining purposes . This lined drain layer should be connected to the relief drain which will be installed beneath the detention tank, thereby providing a means of transporting any future leakage to discharge under control to the north of the site . The flexibly connected pipe should then be bedded on this free- draining layer. Trench backfill should then be placed and compacted carefully to 90 percent of maximum dry density, as determined by ASTM Test Designation D-1557-78 (Modified Proctor ) , up to a point two feet beneath final site grade. The upper two feet should be .:ompacted to 95 percent of the maximum dry density to provide a sound pavement subgrade. This and/or the gravel layer would then provide a path for leakage and would allow it to be directed to the catch basin structures without causing any significant deterioration to the surrounding soil-- . Another precautionary measure is to place a sheet of geotechnical fabric over the backfilled trench alignment to help reduce the potential for traffic-induced trench fill settlements. The fabric, and we recommend a Mirafi 500X or its equivalent, should extend at least five feet beyond each side of the trench and should be placed immediately on the prepared and compacted roadway or parking area subgrade. This fabric will provide some additional strength to the pavement section and will help to distribute the traffic wheel loads ov'r a greater area of subgrade. In turn, this will tend to reduce the traffic affects on the compacted trench fills , thereby reducing the potential degree of settlement. Because of the potential for differential and irregular settlements beneath the, pavement areas, you may also wish to extend the geotech- nical fabric over the more heavily trafficked subgrade areas . Over the long term, we believe this could prove beneficial to the pavement performance. Earth Consultants, Inc. Douglas Mulvanny, Architect E-3365-1 November 5, 1987 Page 7 Limitations and Additional Services The opinions and recommendations provided in this letter are based on the subsurface conditions encountered in our referenced study and recorded in the earlier Rittenhouse Zeeman and Associates ' study , the design information you provided us , and our experience and engineering judgement. They have been derived in a manner consis- tent with that level of care and skill ordinarily exercised by other members of the profession currently practicing under similar conditions in this area . No warranty is expressed or implied. You should also understand that subsurface conditions are subject to a wide ranee of variations both between exploratory locations and over time . You and your contractor should be prepared for this and should make provision for dealing with such variations in both your budget and schedule . Because of the relatively complex and settlement-susceptible conditions , the potential difficulties involved in utility line installation , and the need to monitor subsurface conditions, we recommend you retain us to review the final design plans to verify our recommendations have been properly interpreted ana included in plans and specifications . In addition, as a measure of continuity, we recommend you retain us to provide geotechnical cons -ruction monitoring services during utility and pile Foundation installation . This will allow us to make modifications to our original recommenda- tions should conditions warrant, and to provide an immediate and ongoing source of expertise and judgement to help keep your contrac- tor on schedule and avoid work stoppages. If we are not retained to perform these services , ECI cannot be responsible for the perfor- mance of utility trench preparation or backfilling , or for the performance of catch basin, thrust block, or utility line foundation support systems, or for any other geotechnica�ly-related aspect of the project . Geotechnical Engineering Study Proposed Restaurant Renton , Washington E-3365, dated 10/14/87 Gentlemon: At your request, and within the scope of our proposal , we have reviewed the referenced reports, and discussed the ccoposed design and construction plans with you and your cnntractz r. The purpose of our review is to evaluate the conditions existing beneath the subject site and, on the basis of these data, to provide practical and economical alternatives for utility line relocation and support. We understand you have discharged your previous geotechnical engineer, Rittenhouse Zeeman and Associates, before engaging us as your geotechnical engineer of record for these services. Project Descri tQ ion on the basis of our data review, performance of our referenced study, and our discussions , we understand you propose to develop the majority of this site by constructing two structures in addition to the proposed restaurant. Your most pressing concern at this point is to deter- mine the most suitable location for these lines and the most appropriate method of supporting them. These prob.ems are compounded by the presence of varying thicknesses of peat which underlie much of the central and southern parts of the site. The peats , and in some areas organic and clayey silts, range up to about thirteen ( 13 ) feet, or more, in thickness and, in spite of some earlier surcharging efforts , are still relatively soft and ccxpressible. Because of these conditions , you are also concerned ab%ut the options available for support of both the utility lines and catch basins and manhole structures. Water Line Ycur civil engineer and Mr. Chuck Lie of our office have previously discussed potential water line relocation efforts . Based on their discussions , and our in-house review of the presently available data, we concluded the most practical and economical location for this line was to move it to the east and north away from the deeper compressible soils . Yc,r revised water line plans now indicate the lin.: is to enter the site from Northeast 43rd Street in the access roa,l between the two proposed buildings, then to extend in a generally northerly direc- tion for about three hundred ( 300 ) feet to a point about level with the north end of the proposed eastern structure. At this point, it will make a right angle turn and extend to the west for about one hundred ( 100) feet where it makes another right angle turn to the north. It then extends to the north to exit at the northern site boundary. Based on the subsurface conditions encountered in the borings and teat pits within close proximity to this line , we believe this rc-location will tend to place virtually the whole line in the somewhat more competent and less settlement susceptible soils. By so doing, we believe it will be possible to support this utility in a the existing reasonably compact site fill soils . While the scattered underlying compressible soils in this area are likely to undergo some movement , we feel the earlier preloading efforts coupled with removal of between two and three feet of Earth Consultants. Inc. Douglas Mulvanny, Architect E-3365-1 November 5 , 1987 Page 3 surficial fill , and the use of flexible couplings or joints, will be sufficient to counteract such movement . Providing the above precautions are taken, we believe the long term risk of settlement- related utility line damage is likely to be low and of a degree acceptable to a prudent person. A concrete thrust block will be located at each of the right angle turns in this line to resist the internal water pressures . We believe , on the basis of the subsurface data presently available, these thrust blocks can be located in and suppDrted on the recom- Iacted in-place soils without suffering detrimental settlement- related movements. It should be possible to accommodate any minor movements that do occur by the use of the above mentioned flexible pipe joints . Sanitary Sewer F.t the present time, it appears that the installation of a sanitary sewer line to serve the entire site is unnecessary , particularly since the eastern building which will rely on it most is not being built in the immediate future . however , it will be necessary to provide a sanitary sewer tie-in for the southern building and the proposed restaurant. Since there is an existing sanitary line just to the west of the site, it appears to us the most practical option is to tie these two buildings directly into this line by the shortest possible route. -he City earlier indicated that the existing line is constructed predominantly on a fill which was placed after most of the soft and compressible soils were overexcavated. Some sagging in the vicinity of the property line was observed in a recent television evaluation of the line, but it was apparently on the order of only about two and one-half inches and was not seen as detrimental to that line . In the case of the proposed restaurant, we believe the supporting soils are sufficiently competent that, provided flexible joints are used , this connector should not be subject to settlement-related damage . i In the southern buildino the potential alignment is underlain by moderate to substantial amounts of compressible soil . The proposed tie- in connector now extends about fifteen ( 15 ) feet from the building to the existing sanitary line . Since the building and the existinq line are essentially fixed in place, it is possible this tie-in could be subject to settlement which could lead to pipe or Earth Consultants. Inc. i Douglas Mulvanny, Architect E-3365-1 November 5, 1987 Page 4 i connection ruptures . To avoid this , we believe it will be ap- propriate to include a flexible joint at about the midpoint of the line and at the building to accommodate any pipe movement without damage. Alternatively, you could support this line on driven timber piles , but this could cause the pipe to be too rigid and, although we do not envisage this problem over such a short distance, it could suffer possible overstressing and failure over time. Since the existing line is relatively shallow, it is likely the connection excavation will not require temporary shoring, though it will need to meet appropriate federal , state and local safety standards . Looking to the future , your civil engineer has also indicated a proposed location for an extension from an existing manhole in Northeast 43rd Street which is located approximately one hundred ( 100 ) feet east of the western site access road centerline. This extension , which must be installed before or during future LID- r_lated road improvements, will be connected to another manhole in the landscaped area between the sidewalk and the street. The future sanitary line will then extend to the east in this landscaped area to serve the eastern building . We believe it likely the extension from the street to your property will need to be pile supported . That being the case, we recommend driven timber piles with a minimum tip diameter of eight inches be used. They should be located at each pipe joint and at mid-span of each pipe section. We recommend they be driven at least tour feet into the underlying denser native soils. If piles are used to support any of the lines , we recommend as a minimum requirement that each pipe joint be pile supported . You should consult either your structural engineer or the sanitary pipe manufacturer to determine if the pipe will span the distance between piles without suffering overstressing or potential breakage. If their opinion indicates additional piles shculd be used at the pipe midpoints , such additional piles should also be installed. We understand this should present no real difficulty since yo:'r piling contractor will already be mobilized to install the building fcundations, and an additional few piles should not add signifi - cantly to the project cost. Storm Drain TFa last of these lines , and the one that appears to pose the major problem, is the storm drain line. This line comprises a combination of twelve ( 12) and twenty four (24 ) inch diameter corrugated metal Pipe (CM.P ) which directs flow towards and connects to a buried fifty-four ( 54 ) inch diameter detention tank. This detention tank, one of a pair, will be bedded on generally competent materials and Earth Consultants, Inc. Douglas Mulvanny, Architect E-3365-1 November 5, 1987 Page 5 is unlikely to undergo settlement-related movement of any sig- nificance. However, the storm line extends over a considerable d,?pth of compressible peat and organic silt . This line also incorporates several catch basins which are, we understand , settle- ment sensitive. Given these conditions , what are the potential risks involved in storm drain installation? First, there is a risk the catch basin structures could settle relative to the line. If this were to oc=ur , it is likely the connections between the structure and the line would rupture partially or completely. This would probably lead to periodic leakage from the structure or the line into the surrounding soil . In time , this would cause a softening and deterioration of the soil , most of which forms a pavement subgrade, and would probably result in slow deterioration of the pavement which would ultimately require a relatively expensive remedial treatment including some degree of repaving . Second, there is the risk the structures could remain undisturbed and the line could sag between structures . Over time this would probably result in pipe joint leakage or possibly pipe or joint fracture . The results would then be similar to those described above . Lastly , both of the above situations could occur with similar results . I.n. our opinion, none of these scenarios is acceptable. To avoid them, we believe there are two practical and economical support alternatives available to you . The first , which essentially eliminates the risk of any catch basin or pipe settlement, is to pile support the Cull length of the line. As pointed out earlier, your piling contractor will be on-site and it will be a simple and r-asonably economical step to add a few piles . However, the same support criteria outlined for the sanitary line will apply here , too. Furthermore, this will create a "rigid" pipe which will now stay in- place while the surrounding ground settles . This will create a "hump" in the pavement over time and this could be a more severe problem than that caused by a small degree of settlement . The second alternative, and the one we recommend to you, consists of providing some additional "stiffening" to the catch basin 's support- ing subgrades , the inclusion of flexible pipe joints , and the addition of some extra drainage material around the pipe . The subgrade .stiffening can be achieved by placing a layer of relatively stiff Tensar SS-1 Geogrid on the recompacted structure cubgrade and Earth Consultants, Inc. Douglas Mulvanny, Architect E-3365-1 November 5, 1987 Page 6 overlaying and encompassing it with about twelve ( 12) inches of compacted granuler structural fill . This fill should be placed in loose lifts not exceeding six inches in thickness and compacted to at least 95 percent of the maximum dry density, as determined by ASTM Test Desiynation D-1557-78 (Modified Proctor) . The area of treatment should extend at least five feet beyond the perimeters of the structure. By this means , the structural loads can be dis- tributed over a greater area , thereby reducing the contact pressures and, as a result, reducing the potential for settlement. As an adc.itional precautionary measure , the bottom of the trench excavation should then be recompacted with a plate tamper, then lined with an impermeable membrane and covered with a layer of clean free draining gravel or washed rock . Approximately twelve ( 22) inches should be sufficient. Impermeable vi.squeen sheeting or a oeotechnical fabric liner will be adequate for lining purposes . This lined drain layer should be connected to the relief drain which will be installed beneath the detention tank, thereby providing a mans of transporting any future leakage to discharge under control to the north of the site. The flexibly connected pipe should then be bedded on this free- draining layer . Trench backfill should then be placed in loose lifts not exceeding ten inches in thickness and compacted carefully tc 90 percent of maximum dry density, as determine-3 by ASTM. Test Designation D- 1557-78 ( Modified Proctor) , up to a point two feet beneath final site grade. The upper two feet should be compacted to 95 percent of the maximum dry density to provide a sound pavement subgrade. This and/or the gravel layer would then provide a path fcr leakage and would allow it to be directed to the catch basin structures without causing any significant deterioration to the surrounding soils. Another precautionary measure is to place a :.beet of geotechnical fabric over the backfilled trench alignment to help reduce the potential for traffic-induced trench fill settlements. The fabric, and we recommend a Mirafi 50OX or its equivalent, should extend at least five feet beyond each side of the trench and should be placed .zrmediately on the prepared and compacted roadway or parking area subgrade. This fabric will provide some additic;zal strength to the pavem^it section and will help to distribute the traffic wheel loads over a greater area of subgrade. In turn, this will tend to reduce the traffic affects on the compacted trench fills, thereby reducing the potential degree of settlement. Earth Consultants, Inc. Douglas Mulvanny, Architect E-3365-1 November 5 , 1987 Page 7 Because of the potential for differential and irregular settlements beneath the pavement areas , you may also wish to extend the geotech- nical fabric over the mere heavily trafficked subgrade areas. Over the long term , we believe this could prove beneficial to the pavement performance. Limitations and Additional Services The opinions and recommendations provided in this letter are based on the subsurface conditions encountered in our referenced study and recorded in the earlier Rittenhouse Zeeman and Associates ' study, the design information yoL, provided us , and our experience and engineering judgement. They have been derived in a manner consis- tent with that level of care and skill ordinarily exercised by other m,,rrbers of the profession currently practicing under similar conditions in this area . No warranty is expressed or implied. You should also understand that subsurface conditions are subject to a wide range of variations both between exploratory locations and over time. You and your contractor should be prepared for this and should make provision for dealing with such variations in both your budget and schedule . Because of the relatively complex and settlement-susceptible conditions , the potential difficulties involved in utility line installation, and the need to monitor subsurface conditions, we recommend you retain us to review the final design plans to verify our recommendations have been properly interpreted aad included in plans and specifications . In addition, as a measure of continuity, we recommend you .retain us to provide geotechnical construction monitoring services during utility and pile foundation installation. This will allow us to make modifications to our original recommenda- tions should conditions warrant, and to provide an immediate and ongoing source of expertise and judgement to help keep your contrac- tor on schedule and avoid work stoppages . If we are not retained to parform these services, ECI cannot be responsible for the perfor- mance of utility trench preparation or bacKfilling , or for the performance of catch basin, thrust block, or utility line foundation support systems, or for any other geotechnically-related aspect of the project. f Earth Consultants, Inc.
