Subject: Leakage Ten for Uatermaln In Monster Road - W-1006 -
Dear Jerry:
This letter is to inform you that the specifications in Metro contract documents for the
above subject project, regard;ng the allowable leakage for testing watermain, do not meet
Renton Standards Specifications and APWA (1988 Edition) Standards for watermain testing.
.. A copy of the above APWA Section 7- ?
11-3(11) is attached for your reference.
According to Metro's specification (Section 15055-3.30 B) the allowable leakage during test
period is 4 times the ampunt allowed by APWA and Renton Standards Specifications.
You are hereby notified that leakage test of the new watermain shall be performed per the
above APWA Standards.
Please advise your contractor of the above testing method. Please contact me at 233-2631 if
you have any questions,

Leakage from buried water pipeline systems shall be less
than O,.OS gallon per hour per inch die ter per 100 feat of
buried piping. Pressure to water piping system
shall be in accordance with PWA 70- and shall be done
in the presence of a representatLve o the City of Renton.
The City of Renton ■hall be notified not lass than 24 hour■
before the test is conducted.
C. GRAVITY SEWERSt
Testa shall be done in accordance with APWA 62-3.10 A, B.
C, D and E. The City of Renton shall be notified not less than
24 hours before conducting the test.
3.O4 CLEANING AND FLUSHING
A. GENERALt
Piping systems shall be cleaned following completion of
testing. The Contractor may, at their option, clean and test
sections of buried piping systems. Use of this procedure,
however, will not waive the requirement for a full pressure
test of the completed systam. Unless specified otherwise,
piping 21 inches in diameter and smaller shall first be cleaned
by pulling a tight fitting cleaning ball or swab through the
system.
B. WATERLINESt
Water pipelines shall be poly pigged and disinfected
'following construction. See City of Renton "Water Standard
Detail - Dechlorination". Dry chlorine powders will not be
allowed as a disinfectant.

Dear Mr. Christeneeni
Attached is a partial drawing of Monster Road Drawing No. 303.
As you know the drawings have been approved subject to
thrust block restraint cha+.gea.
In the enclosed Metro has presented the preferred method
y for testing the watermain. The method utilises ecology
blocks at the ends of the test pipe to resist the thrust
of the test pressures. The method will include the placing
- the ecology block at the cross flange and compacting the
fill to assure that no movement occurs. The block will
be backfilled and compacted to existing grade. This method
has been proven in the field . i previous occasions.
To allay the City of Renton concerns if the unlikely occurs,
that the cross moves, the contractor will be responsible
for locating that movement.
Upon completion of testing, the contractor and the City
of Renton will perform the connections. The contractor
will place the thrust blocks to the dimensions required
on Drawing No. 303, utilizing concrete which will allow
the system to be activated within the ten hour time frame
required by contract. Outside testing services will be
utilized to &store that the concrete compressive strength
is obtained.

Please objectively consider this method. It is a d' .ferent
method than the City of Renton has requested but it meets
the criteria for testing and commissioning of the watermain
in a safe manner.
Metro has continuous on-site inspection on the project
to assure that the contractor performs the project as specified.
This will assure compliance with the above method for the
watermain testing and commissioning.
