This contract is revised as :ollowsr
Revise the spill containment Ponds and leak detection system ;��
as follows:
1) Replace the concrete slab-geumembrane connection detail
shown on sheet 126 of the contract plans with the details
shown on sheet 5 of 8 of this change order as described
below:
Lower the concrete pads under the spill containment pond
liner At the inlet and outlet pipes by one foot and
eliminate the curbed edge.
Extend the spill pond liner around the pipes and pipe
supports. Connect the liner to the corrugated outlet pipes
by placing ELPO (XR-5) and HDPE bouts around the pipes and

extrusion weld all seams.
Construct the J inch by 12 inch channel sections used as
supports for the outlet pipes with a concrete base su that
the membrane can be Attached, as shown on the detail on
sheet 6 of 8 of this change orde,.
2) Place an adtllU onal 4

parallel to the lung axj of the North containment pond, as
shown 11, section A-A on sheet 124 of the contract plans and
as directed by the Engineer.

CHANGE ORDER NO: 23 -All other sections of leak detection underdrain shell be
constructed as shown on section A-A on sheet 124 and the
I= detection detail shown on Sheet 126, except that HOPE
liner will be installed Lelow the geonet and underdrain pipe
and the ELM liner will be installed above the geonet. HOPE
boots will be required wherever the underdrain pipe
penetrates the HOPE.
Additional compensation for constructing or rebuilding the
leak detection u,derdrains, other than the 100 lineal feet
specified in this change order will not allowed.
Four now lump sum items shall be full compensation for all
labor, equipment, and Ntor:als to perform the work:

Attached for your review and approval is change order M 23R. This
change order includes additions and revisions to the spill
containment ponds and the leak detection system designed to protect
City of Renton aquifer including the following issues:
1) Lower concrete pads and continue spill pond liner under all areas
of pipe or pipe support penetrations.
2) Place additional liner under north spill pond parking lot and
extend the original 30 mil PVC lints by approximately 17 feet.
3) Place PVC pipe in the one inch diameter holes in the leak
detection catch basin type 2.
{ 4) Rebuild 100 feet of the North Pond leak detection underdrain.
Issue B1-Pipe and pipe apDpOrt penetraGlOrta 1pt0 spill liner
The contract plans show spill liner consisting of two geomembranes,
geonet, sand and concrete. we were concerned that the aiscontinuity
of the spill liner under the inlet and outlet pipes would allow
seepage to penetrate below the spill liner.
we consulted with the spill liner supplier, the. City of Renton, and
the prime contractor to determine appropriate modifications. Spill
liner installation at Pico and pipe support penetration points will
be modified as follows:

a) Liner to corrugated metal outlet pipes. The connection of the
liner to the corrugated outlet pipes will use the XR-5 (ELPO) liner
boots. The membranes and boots will be anchored to the concrete slab
and the boots will extend over the mastic covered pipe. A neoprene
boot and stainle-.s steel clamps will fasten the boot to the pipe.
All joints and seams will be extrusion welded.
b) Liner to pipe support. The liner will be connected to the 3 x 12
inch channel pipe supports by placing a concrete pad at the support
base, and fastening the membrane si,nilar to the slab-geomembrane
detail shown on sheet 126, The top of the concrete pad will then be
filled with an oil resistant mastic.
c) Liner to concrete inlet pipes. The liner will be attached to the
concrete pad below and to a section of the pad which will be mounded
around the top of the pipe, similar to the connection for the pipe - -
support.
d) Liter to 8 inch underdrain. This connection will be similar to
the corrugated outlet pipes.
Payment for this work will be under a new lump sum item "CO23-Pipe 6
Spill Pond Connect-LS in the emount of $9,000.00.

Issue M3-PVC nipples in leak tletection catch basin
The plans showed 1" diameter drainage holes in the bottom of a Type 2
catch basin. Bob Dyer proposed that PVC nipples be installed in
these holes to capture leakage so that it can be sampled, rather than
having it all drain out irinediately. Contract plan sheet 126 is
shown in attachment D.
Payment for this work will be under a new lump sum item "CO23-Leak
Detect PVC Nipples-LS" in the amount of $175.00.

Tha intention of the designers wan for the leak detection underdrain
for both spill ponds to be contained by the geonet above and the ELPO
liner below as shown in section A-A on plan sheet 124.
This requirement is clear for the south pond, as detailed in auction ;,�t
A-A on sheet 124. This requirement is reasonably clear for the 28
feet of underdrain lying on the transverse axis of the north pond or
shown in the leak detection detail on plan sheet 126. This
requirement is not reasonably clear for the 100 feet of underdrain
running parallel to the longitudinal axis of the pond.

This 300 foot section was constructed prior to the placement of the
geomembranes and before the realization that the bottom geomembrane
should be placed under the leak detection underdrain. This drain
will be removed and replaced according to section A-A on sheet 124.
Payment for this work will be under a new lump sum item "CO23-Rebuild
Spilt. Underdrain-LS" in the amount of $1,275.00.
Total payment under this change order is $14,725 under four new pay
items as follows:
Issue 1: Payment for this work will be under a now lump am item
"CO23-?ipe 4 Spill Pond Connect-LS in the amount of $9,000.00.
Issue 2: Payment for this work will be under a new lump sum item
"CO23-Add Liner N. Spill Pond-LS in the amount of $4,275.00.
Issue 3: Payment for this work will be under a new lump sum item
-0O23-Leak Detect PVC Nipples-LS" in the amount of $175.00.
Issue 4: Payment for this work will be under a new lump sum item s
"CO23-Rebuild spill Underdrain-LS" in the amount of $1,275.00.

RESPONSE: At the suggestion of the City of Renton.the Washington Slate Department of
Transportation has agreed to design and install a Iwdfnll liner that will be placed adjacent to the
highway and extend out 151u 54)feet an either side. The hear will be covered with soil for landscaping
and ad in containing Ilse spill. This linter will be used to contain any spillage or leaking ounslde the
roadway. This area will then be drained via perforated pipe to a retention pond. Ilse of the time will
prevent hazardous materials that we transported on 1-705 from spilling met the jersey barriers and
directly hdfltraling into the aquifer.
RESULTS: The project is in the design phase rylh:now. Therefore,we have no results on the
performance. The City expects Ilan the liner will contain mail spills or leaks that discharge men the
jersey harrier and contain vehicles not retained by the barriers. Once in If*lined area the soil will
absorb much of the contamination and allow for the removal of contaminated soil for dispvW an an
acceptable site. The ground will be sloped to collect any communicated drainage in a perforated pipe
that will transport it to a page lined holding pond where it also can be controlled and prevented front
entering file aquifer. This system should prevent spills,such a the 19M tanker accidem,from
infiltrating through the ground to the aquifer.

Ray Sledd and Forrest Dill toured the project site on November 2nd.
At that time, they mutually agreed on revised spill liner limits to
miss telemetry vaults and a monitoring well. Based on their
discussion, Guy F. Atkinson has provided us with a detail showing
these changes.
We need written confirmation by letter or FAX that the drawing
provided by our Contractor is consistent with the City's intention.
As soon as we have received your concurrence in this change, we
will authorize our Contractor to proceed using the revised spill
