IG�I� �'jp i 1' .r W'0 ATTACHMENT CITY OF RENTON SCOPE OF WORK HOUSER WAY NORTH-STEEL MAIN REPLACEMENT(W.1019) PURPOSE The City needs to establish a high pressure water distribution system to supply adequate fire flow capabilities to an industrial area including the PACCAR site. This project will provide the design and construction of a pipeline segment required to maintain a low pressure system,of domestic service,parallel to the new,high pressure system. TASK 1 -Obtain and Verify Existing Facilities Information Oblective: To obtain accurate mapping and field verification of locations of existing uN lass,streets,and rights-of-way needed for alignment and connection designs of the new pipeline. Aproach: Meet with City staff to oMain all pertinent exisfin mapping data of existing cilities and perform field verification of that information while identifying additional existing facility information not shown on maps. Product: A base map of the Construction cortidor which will he used for design and construction drawings. TASK 2-Prepare Environmental Impact Statement(EIS)Checklist O ective: To provide information to help identify environmental inspects from the pro pas pro oct(and identify ways to reduce or avoid impacts)in order to help decide whether an En is reouirod. .AJoproach: Obtain the necessary information to fill out an Environmental Checklist,in i ccoraanee with SEPA Rules(WAC 197-I1.960),and Complete the checklist on the City of Rentol forms. Dear Property Owner: In order to improve the North Renton Industrial Area with sufficient fire protection, and per the City's 1983 Comprehensive Water Distribution Plan, a new high pressure zone has been designated to allow sufficient service to the needs of this area(see site map attached). h - This proposed change will effect your current water service. The new pressure tone will increase1 from approximately 70 pounds per square inch (psi) to approximately 125 psi. This change in pressure will require you to install one or more pressure reducing valve(s) (PRV). This is in compliance with Building Code requirements, which require PRV's to be installed with a pressure greater than 80 psi. This pressure change could not only effect your domestic service, but also your fire sprinkler system and any irrigation system that you may presently have. In order to facilitate this pressure Anne conversion, the City intends to replace an existing e5 year old 12" diameter steel watermain with a new 16" diameter ductile iron pipe watermain along Houser Way North from North ath Street. 850 feet South and 167 feet East to Sunset Blvd. The City has contracted King Co. of Sumner. When the above types are combined,the result is a COMBINATION AIR VALVE(CAV). The COMBINATION AIR VALVE fs available In a single body,as shown here,or in a duplex arrangemenl,see Back Page The single body is most popular due to Its smeller overall size and resulting space saving nsde a valve vault However,it is only available to size a Inches. HOWIT WORKS:Sizes 1"thru 6"incorporate a poppet(or plug)which rests freely tside the lever frame The center stem of the poppet has SMALL ORI FICE thru it When water enters the main valve body,it raises Ina float and float arm which puts the needle,attached to the arm,in contact with the poppet stem while lifting the poppet to the Shutoff position against the LARGE ORIFICE. As au accumulates inside the main valve body,the wNsr is displaced.the float arm falls away from the poppet stem to expocs the smell orifice and the pocket Of air is vented.Water re-enters the main valve body,lifting the float arm back to the shutoff position and the cycle repeats,as air accumulates As long as the main valve body is under pressure,the poppet slays closed--because the pressure differential across the large critics is more than the poppet can overcome—hence the poppet stays closed However,for any reason a negative pressure occurs,inside the main valve body,the poppet will drop open to allow air in n,,d prevent vacuum from forming in the pipeline Size 6"functions in the same manner,but nstead of a poppet,a float is used for shutting off the large orifice and a separate internal float operated lever mechanism is incorporated with a small orifice for venting pockets of air. Received your memo dated 5-21-91 regarding Merlin plans on above projects. 2. Reference my memo to you dated 5-14-91 giving my traffic control recommendations, - copy attached. ? `- 3. Reference Houser Wy plan at N 3rd St by Merlin: a. The plan directs traffic down to one lane. My recommendation was for two lanes. b. The plan has no Traffic Control Plan Form showing hours of work, etc. The`is required per your project plan details. A copy is attached. The detail sketches L' may oe attached. (7un./an —P A- �.l+w.ts11 c. The Merlin plan makes reference to numerous signs as T-1, T-IT, T-5, etc. 1 can find no reference to these designations. Our standard details, as well as those of WSDOT, and the Federal Highway Administration use designations scch as W-20- 1, W20-5, W41-21L, etc. His plans should be consistent with these accepted guidelines. 4. If it is impossible to maintain two lanes of traffic on N. 3rd St, please advise me accordingly, We may have to develop a different approach. 5. The Puget Drive SE plan appears adequate, apart from inconsistent sign numbering designations. However, no hours of work were stipulated on the Merlino plan. 6.
