GENERAL 1. Contractors are advised to only use sets of drawings stamped and signed by the City of Renton for constructing utility and transportation improvements 2. Contractor is responsible for as-built drawings. As-built survey records are very important. Ail bends on waterlines should be shot,and horizontal and vertical control for all bends established. Backfill should not be placed prior to survey of waterline. The sewer line can be surveyed after backfill because manholes give access to the lines. As-built drawings must have a P.E.or L.P.S. stamp. Final occupancy will not be granted until receipt and approval by City of utility and transportation improvement as-built drawings. 3. Contractor must call for City inspection before 3:00 p.m.on previous day. a. Construction in the 13 foot easement can not proceed until the easement transfer is approved by the City. 5. The fill material placed on the proposed lots is for temporary storage and work on Division I. It may not be used to fill and grade this plat. 6. The approved plans do not constitute a fill and grade permit or grant any rights to fill and/or grade the proposed lots. CONTRACTORS: Swanson Homes(Dan Swanson)will be the general contractor and will be responsible for sr,eat improvements. Briere Construction (Gerry Briere)will install the u ilities (sewers,water, storm). Signal Electric will install the street lights. FRANCHISE-UTILITIES: Michael Yoshitomi was present for Washington Natural Gas and Roger Curtis was present to represent the other utilities(Puget Power,telephone,cable TV). L� i Pre-Con Minutes Swan Meadows II Page 3 1. The franchise utilities require copies of the approved construction drawings before they draw up their plans. Dan Swanson will provide copies of the approved drawings to the franchise utilities. 2. The - war, gas,telephone,and TV cable will be in the same trench. The staking and trench cons..uction will be done by the contractor. 3. The City requests that a blueline drawing showing the location of all franchise utilities in redlines be submitted for the City's review and approval prior to installation of the franchise utilities. The blueline drawing should be submitted at least two weeks prior to installation for City review, The City will respond with a short memo to approve the locations or identity any Potential problems or conflicts. 4. The City requested that all franchise utilities be located a minimum of 5'to 10'away from City utilities. 5. Each franchise utility must apply for a se arate permit(prior to construction)for construction in existing or future City right-oi-way(ROW 6. Dan Swanson will have to show the location of roof tightlines on a blueline drawing(along with the other'ranchise utilities). The City prefers a loop s) atem installed outside of the City ROW to connect the tightlines for the individual homes,then connect to the stormwater lines. Dan Swanson will also need to show the location of the driveways and wheelchair ramps on tho plans. FIRE PREVENTION: 1. Contractor must call 911 a minimum of 24 hours in advance to schedule work in City right-of- way,or for street closures. 2. Contractors must maintain emergency access to;i structures at all times. Emergency access must be a minimum 20'wide. Trenches may be temporarily plated to provide emergency access as long as adequate traffic control is provided on the site. 3. All existing fire hydrants must remain in service. All new hydrants should be wrapped with burlap until accepted by the City. Inspectors will notify Fire Prevention when the hydrants are ready for use. 4. Permits will be required for all on-site fuel storage tanks. _ 5. All closures of existing City water valves must be coordinated with the City of Renton construction inspector in advance. A double check valve assembly and hydrant meter will be required on fire hydrant for construction water use. This may be obtained from the City by contacting the 4th floor Customer Service counter and posting the required deposit. WAFER 1. Briere Construction (255-0115)is the utility contractor. Pre-Con Minutes Swan Meadows 11 Page 4 2. The water line at the north end of the project does not need a blow-off assembly,but will be connected to the existing City water line. Abdoul Gafour provided a sketch to Gerry Briere on how this should be accomplished. The engineer should formalize the sketch as a change order and resubmit it to the City for approval. 3. The City went through the required procedure for testing,flushing,and chlorinating the water lines prior to connection to the City mains. Items discussed include: a) Vertical crosses required at ends of water lines-these serve as pig launches and sediment traps. b) Water lines must be pigged out using polypig, c) Water lines must he pressure tested at 150 psi plus static hear,which usually works out to 200.220 psi for a two-hour period. To be witnessed by City inspector. Pressure loss { to be less than 5 psi. Test entire waterline before service installation(corp. stops can't dwithstand the pressure test). d) Water lines must be chlorinated. No dry chlorine is allowed. Applicant rew, a pump and obtains chlorine from the City. City crew assists with chlorination. e) Water purity tests are required. City I %picks up Purity samples on Wedresdays. Applicant will need to use courier servi„ to submit samples on other days. Purity tests are taken by the inspector at blow-offs and hydrants. 4. Water line flushing water should be drained into sanitary sewer only. 5. Thrust blocks must be formed. Concrete used must be delivered to the job(no on-site mixes). 6. Construction staking is required for all water mains. :taking shall be marked so as to be understandable to the inspector. 7. Applicant must sign authorization of special billing ind water service application forms. Applicant must also sign a stub service form. 8. Connections to City watermains are made by the City. Contractor performs excavations and supplies materials and the City crew makes the connection. Install line about 10'short of existing main. Allow at least two working days to schedule connection. 9. Crushed rock backfill to grade is required in City right-of-way. Recycled concrete may be used in lieu of crushed rock backfill. Pit run type material may be considered for use in backfill by the construction inspector. 10. All changes must be shown on as-builts. 11. Inspection requests are required 24-hours in advance. Inspection number is 277-5570. All work must be inspected by City prior to backfill. 12. Major changes should be submitted to the City engineers from the applicant's project engineer. Pre-Con Minutes Swan Meadows II Page 5 13 Water mains shall be provided with a minimum of 3-foot cover. 14. In the event of utility conflicts,route watermain beneath conflicting utility line using vertical bonds and thrust blocks. 15. Maximum pipe joint deflection permitted is 9'per joint or one-half the manufacturer's recommendation,whichever is less. 16. Do not pour thrust block concrete over bolts. Call for inspection when pouring thrust blocks. 17. Once the City is satisfied with water purity tests,the inspector :vill coordinate City crew assistance in installing waterline connection. 18. Hydrant runs cannot be polypigged. They must be flushed. 19. If the contractor wishes to use City water for construction purposes,he must check out City hydrant meter and bsckfiow prevention device. 20. The water system must be fully operational prior to plat approval. 21. The City requests submittal of as-built drawings(even in redline form)prior to approval of construc+ad utilities. This could be provided as part of the franchise utility location submittal. 22. The contractor's surveyor must shoot all major waterline fittings, including bends. 23. The City requires certified as-built drawings for 0 utilities and transportation improvements, stamped by a P.E.or L.P.S.Good vertical and horizontal control must be incorporated into as- buiR drawings. 24. Install setter and tail pieces after other utilities and curbs are installed(to prevent damage to tail pieces). 25. For the hydrant on NE 12th St.,use a long body transition coupling(ROMAC,available from H. D. Fowler). City will perform the cut-in on the water main. Pothole the main and the City crew will come out and measure the O.D.for the coupling. STORMWATER 1. The storm line in the 13-foot wide easement,between the two homes,will be Ductile Iron from manhole to manhole, instead of using casing. 2. All stormwater lines must be flushed and lamped prior to approval. 3. Final adjustments to grade must be made on inlets and catch basins prior to paving. 4. Backfilling requirements are the same as for water mains. 95%compaction under pavement and crushed rock to grade in City right-of-way. Backfill is tested in lifts for compaction. High quality pit-run type material may be considered for approval by the inspector 5. Applicant must use approved temporary erosion control plans(installed first thing at site). Plastic stormwater piping may be bedded to springline with pea gravel. Sand may be used for backfill except for in right-of-way,which requires crushed rock or recycled concrete. 8. Pea gravel should be used around the detention pipe. SANITARY SEWER: 1. The contractor is responsible for any damages that may occur to the homes next to the 13 foot easement. 2. Class 50 ductile iron pipe is required for sanitary sewers where fill is less than 4'deep. r x applications where fill is between 4'and 15'deep, PVC may be used. 3. Changes must be su:.ntitted by the engineer to the City for approval. a. Tunnel Systems will do the boring work for the sewer. The boring pit will be south of thu homes and will be excavated by Briere. Provide good fencing around the pit to prevent children from ... ± entering. 5. The pipe in the casing must use treated wood for skids and be filled with blown sand. As an Oernative,CALPICO steel setting rings may be used. Consult manufacturer for spacing requirement. No sand is needed if setting nrgs are used. In either case,use grout to seal the ends of the casing. 6. C,-ushed rock backfill is required in City right-of-way. The City needs to receive an analysis indicating that the proposed material meets WSDOT standards. Backfill must be compacted to 95%in paved areas. Recycled concrete may be used in lieu of crushed rock. High quality pit- run type material may be considered for approval by the inspector. 7. TV inspection will be required for the new sanitary sewer. 8. All sanitary sewer notes on plan drawings apply. 9. Record the locations of all existing side sewers encountered on NE 12th St. and the details of reconstruction on the as-built drawings. 10. Trench shoring and safety is the contractor's responsibility. The appropriate agencies will be notified if the City inspector observes safety violations. 1 Manholes must be channeled,and shall be grouted(inside and outside). 12. Final adjustments to manhole rims must be made prior to paving. Patrhing around manholes needs to be asphalt(concrete not acceptable). 13, If an old septic tank or drain field is encountered during construction the applicant must inform aid coordinate construction activities with the King County Health Department. 14. Screw in a plug at connection point,flush out line with screen on downstream end prior to T.V. inspection. 17. All new side sewers shall be installed at right angles to the main sewer line per City of Renton Standards. `a 18. The easement between Lots 4 and 5 for the storm and sewer line may be recorded on the face of the final plat. When the plat is recorded,the following statement shall be placed on the face of the plat:'Vehicular access shall be maintained through easement at all times. Work on weekends must be coordinated in advance with City construction smices. Inspectors will require overtime payment on weekends. Do not work earlier than 8:30 a.m.on weekends. Overtime requests must be worked out in advance with inspector and Ron Nelson($50.00 per hour charge). 7. Luminaire locations must be identified for composite utility plan. Luminaires must be located a minimum of 10'from the edge of th< driveway (including side wings). ` 8. Truck hauling will be limited to the hours of 9:30 a.m.to 3:30 p.m. Streets shall be clear of equipment and clean by 3 30 p.m. Hauling may occur from 8:00 a.m,to 3:30 p.m.for work in ROW along NE. 12th St. The inspector may alter this if neighbors complain. 9. Do not install the street sign in a driveway. TREE REMOVAL 1.
