the right, without prior notice or proceeding at law, at such times as may be
necessary to enter upon said above described property for the purpose of construct-
ing, maintaining, repairing, altering or reconstructing said utilities, or making
any connections therewith, without incurring any legal obligations or liability
therefore, provided, that such construction, maintaining, repairing, altering or
reconstruction of said utilities shall be accomplished in such a manner that the
private improvements existing in the rlght(s)-of-way shall not be disturbed or
damaged, they will be replaced in as good a condition as they were immediately
before the property was entered upon by the Grantee.
The Grantor shall fully use and enjoy thL aforedescribed premises, including
the right to retain the right to use the surface of said right-of-way if such use
does not interfere with installation and maintenance of the utilities. However,
the grantor shall not erect buildings or structures over, under or across the
right-of-way during the existence of such utilities.
This easement, shall be a covenant running with the land and shall be binding
on the Grantor, his successors, heirs and assigns. Grantors covenant that they
are the lawful owners of the above properties and that they have a good and lawful
right to execute this agreement.

the right, without prior notice or proceeding at law, at ssch times as may be
necessary to enter upon said above described property for the purpose of const"ct-
ing, maintaining, repairing, altering or reconstructing said utilities, or making

SUBJECT: Fire-Flow Analysis for the Proposed
Highlands Village Development
Dear Mr. Darrow:
This letter summarize the fire-flow capabilities of the City of Renton's
water system to supply the proposed Highlands Village development. three
computer analyses simulating a fire at various locations in the development
were performed for the purpose of determining the fire-flow capability of
the City's system. The analyses were based upon a 16-inch main on Grant
Avenue South and 12-inch loops throughout the development.
Results of the analyses indicate that the available fire flows in the
development are in exe.:. of 5,00C gpm. However, the velocity of the water
in a section of pipeline on Puget Drive SE was approximately 14 feet per j
second or 30 percent greater than that allowed for by the Washington Survey
and Rating Bureau.
Berating this segment to a „ .imum ailo• able velocity of 10 feet per
second results in fire-flow capabilities for the development as listed

The fire-flow capability for all three analyses were simulated with the
water system experiencing a maximum day demand as according to the Insurance
Service Office (ISO) criteria, which is used by the Washington Survey and
Rating Bureau, the local rating company. However, the criterion that the
single largest source of supply was out of service (ie., due to failure,
maintenance, contamination, etc.) was not used. The largest source of
supply to this area is the City's Talbot Hill booster pump station. To
treat this system as being out of service would be unreasonable and would
grossly reduce the City's ability to supply fire-flow capability. In
addition, it was assumed that the Rolling Hills reservoir was in operation
with a drawdown of approximately 5 feet.
Copies of the computer output have been retained in this office for

PUBLIC SERVICES
1. Fire Protection
Fire protection services to the proposed development will be ;ro-
vided by the Renton Fire Department. Renton has been assigned a Class
4 fire insurance rating from the Washington Survey and Rating Bureau.
First response to a call from the site would be from Station
NO. 11. located at 211 Mill Avenue South. This station has a full can-
plement of pumpers, ladder trucks and aid vehicles, with full-time
personnel on duty 24 ours per day. The station utilizes a 1750 gallon
per minute (GP") pumper, a diesel powered 100' aerial ladder and a
aiesol powered Aid Unit with two paramedics. Emergency medical aid

would also be provided from Station Na. 11. Currently, response times
to the general site vicinity .are approximately 3.67 minutes for a
fire-related call and aPP-oximately 2.63 minutes for an emergency
medical aid call.
Average costs per call are $110 for fire responses and $60 for
emergency aid responses. These costs include only man hours and equip-
ment for a 1/2 hour call and do not include other additional support
service costs (Source: Mr. Jim Matthew, Fire Marshal, City of Renton
9-8-81).
Impacts
The construction of 324 multi-family units will require fire pro-
tection and emergency aid services to be provided by the City of Renton
Fire Department. An estimated 5 fire-related calls and 18 to 19 emer-
gency aid calls will result from a development of this size. Approxi-
mate response time to the site would be four minutes.
Based on the Fire Department's share of the 1981-82 City budget,
the added population from project development would result in added
costs totaling approximately $16,600 annually, fcr the provision of
fire protection and emergency ail services to the site (source: David
Clemens, Planning Department).
According to Mr. Jim Matthew of the Fire Department, the
Department is presently sufficiently staffed to provide adequate pro-
tection services to the site. A fire flow analysis for the proposed
development has been conducted. Results indicate a fire flow capacity
of approximately 5,000 gallons per minute. This capacity should be
well wi hin the required fire flow for the proposed development.
However, the actual required fire flow and its availability can only be
determined at the time definite building plant and 'he application for a
building permit are submitted. (A summary of tha -ire flow analysis is
contained in the technical appendix published as a separate volume on
file at the office of the Environmental Review Committee, City of
Renton).

The cumulative '"Ct of other res,dential and commercial develop-
sent in the area may, however, require additional manpower and equip-
ment to effectively provide fire prote,.,.ion services 1n the nlar
future.
The nature of the proposal has been reviewed by the Fire Marshal
in relation to its provision for access for fire protection and emer-
gency aid vehicles, he has determined that additional access from the
north will be required for secondary emergency access to the site.
Such access will be provided from Grant Avenue South from the north,
1t is proposed that the access will be via a non-paved, rock surface
Patti with oien ditches for drainage. It is further proposed that the
access roadway be designed to accrnmadate emergency vehicles only,
Requi.•ements for the design and composition of secondary access roadway
are lependent upon submission of plans, acquisition of necessary ease-
ments, if any, and approval from the appropriate city departments. A
sufficient number of fire hydrants will be placed on each north-South
circulation road as well, in order to assure adequate fire flow and
accessibility to all portions of the proposed development.

A- Tax revenues generated from the developrent could help offset
the cost of additional fire protection and emergency aid
services. Based an an estimated construction value of
$11.664,000 and applying the 1981 tax rate of 9.609, the
protect could generate approximately $112,080 in tntal annual
property tax revenues. The City of Renton would ultimately
receive approximately $34,600 of the total amount per year. A
Portion of that share could be applied toward offsetting addi-
tional costs for fire protection and emergency aid servi^es.

South from the north, in order to assure adequate service to
the site.

2. Police Protection
Existing Conditions
Police protection services for tae proposed development would be
provided by the City of Renton Police Department. Response to calls
for service would be from vehicle patrols or from the central station
at the Municipal Building, 200 Mill Avenue South. According to Lt. Don
Persson of the Department (see letter of 9/8/81 contained in the tech-
nical appendix), the present ratio of officers to population for the
department is 1.8 officers per thousand people. This is below the
national average of 2.1 per thousand.
The Renton Police Department currently employs 59 commissioned
officers. In the first six months of 1981, the Patrol Division of the
Department reSIonded to 11,316 calls for police service. The primary
types of crime found in the vicinity of the project site are residen.
tial burglaries, domestic assaults, car prowls and rape.
Impacts
The proposed development will result in approximately 23 addi-
tional calls per month for police services. The approximate response
time to the proposed development would be five minutes in case of an
emergency and 20 minutes for non-emergency calls. The approximate cost
per call to the Department would be $121 for a total of approximately
$33,396 per year as a result of the proposed development.

3. Water
Existing Conditions
The proposed development is located within the jurisdiction of
the City of Penton Pdblic Works Department. An existing 8-inch water
main runs along South Ethier Road and serves the residential develop-
ments located south of the project site. An 8-inch water line runs
along South Eagle Ridge Drive as well and serves development to the
east. The Country Rills Apartments to the immediate west contains
12-inch water mains which can be extended to serve the proposed
development.
Impacts
The proposed development will result in increased water demand and
will require the extension of existing water lines to serve the site.
A preliminary water system has been designed and a fire flow analysis
on the system has been completed. Results of the analysis indicate a
fire flow capacity of approximately 5,000 gpm. This capacity should be
adequate in terms of water pressure and availability for fire
protection.
The water system to be utilized on the site %ill be built accord-
ing to the City of Renton Pablic Works Department specifications. The
proposed water system is a loop system that has three pressure zones on
the site. The main branch of the systen (containing two pressure
zones) will se; ice the majority of the site and will cover primarily
the upper elevations of the development (see Figures 3 and 4). This
branch extends north from the existing line on South Ethier Road. A
small loop will serve toe lowest portion of the site. This loop
extends from existing lines in the Country Rills Apartments to the
west, and then loops back into the same system. The entire system as
planned, will contain I2-inch pipe. All extensions to serve the site
will be financed by the proponent.

4. Sanitary Sewer
Existing Conditions
Sewer service for the project site is under the Jurisdiction of
the City of Renton Public Yorks Department. An existing 12-inch
ductile iron sanitary sewer line is located in or near the ravine
(drainage Swale on the western boundary of the site).
Impacts
The proposed development will result in increased sewage flows. A
preliminary sanitary sewer system has been designed for the site.
Approval of this system must be obtained from the City of Renton Public
Yorks Department prior to any extensions.
The current system is a gravity system that will utilize 8-inch
pipe. The 8-inch lines will connect to the existing 12-inch ductile
iron sewer line located in or near the ravine (see Figures 3 and 4).
All extensions to the existing sewer system will be financed by the
proponent.

S. Storm Drainage
Existing Conditions
Presently, there is no closed storm water drainage system on the
site. water either percolates back into the ground, ponds or flows
Off the site in the form of runoff. Currently, a 12-inch storm drain-
age line, located along South 18th Street, serves development to the
southeast. Additional 12-inch lines run along South Eagle Ridge Drive
serving residential development to the west. All of these 12-inch lines
intersect in Grant Avenue South, south of the South Ethier Road inter-
section. From there the storm runoff is transferred to an open channel
south of Puget Drive via a 21-inch pipe. It follows this open channel
down the hill, where it eventually discharges into the Black River
Channel. Connection to this existing system is available for the
proposed development. The impact on the available natural storage of
the Black River drainage basin from project development is discussed in
the Water section.
Impacts
The total volume of runoff from the site will increase due to a
greater amount of impervious surfaces. The storm drainage system for
the site will be designed as required by the City of Renton. For a
further discussion of impacts on storm drainage, refer to the Water
section. (See Figures -, and l for the location of storm drainage lines
on the site.)

Dear Mr. Borneman:
Two computer analyses simulating a fire at the proposed Highland Village
Apartments have peen performed for the purpose of determining the fireflow
capability of the Renton Water System. The first analysis was based on the
existing System conditions with 590 pressure zone supply to the developmen'_provided by the existing 12-inch main on Grant Avenue South and the
proposed 12-inch main on Southeast 18th Street. The second analysis was
based on the addition of the future Rolling Hills 490 pressure zone
reservoir to the Water System, with 590 pressure zone supply provided only
by the proposed 12-inch main on Southeast 18th Street.
Both analyses were performed based on:
1. Buildiag N having the highest risk, requiring 3,250 gallons ter
minute (gpm) flre'low capacity;
2. 12-inch diameter pipeline on Grant Avenue South north of Southeast
18th Street to the site of the proposed development;
3. 8-inch diameter pipeline loops throughout the development with two
pressure reducing stations west of Grant Avenue supplying the
western section of the development:
4. B-inch diameter pipeline from Eagle Ridge Drive connecting to the
8-inch diameter pipeline north of Building U providing additional
490 pressure zonp supply to the western section of the
development;
S. the Rolling Hills reservoir was in operation with a drawdown of ,
approximately five feet.
Results of the first analysis indicate that a 3.250 9pm fireflw demand
would result in a residual pressure of approximately 80 pounds per square
inch (psi) in the main adjacent to the fire. For the .second analysis, a

31250 We fireflow, demand would result in a residual pressure of >0 psi in
the main adJ&Cent to the fire. In both conditions, the velocity of the
water in the 8-inch pipeline loops throughout the development was less than
11 feet per second (fps).
The fireflow capability for both conditions was computed using the
Insurance Services Office (ISO) criteria which is used by the Washington
Survey and RAting Bureau, the local rating company. However, the criterion
that the single largest source of supply was out-df-service (i.e., due to
failure, maintenance, contamination, etc.) was not used. The largest
source Of supply to the Talbot Hilt area is the City's Talbot Hill Booster
Pump Station. To treat :his System as being out-of-service would be
unreasonable, and would grossly reduce the City's ability to supply
fireflow capability in this area.
Copies of the computer output have been retained in this office for future
reference. Please contact me if you have any gc--tions or comments

4. Sanitary Sewer
Existing Conditions
Sewer service for the project site is under the jurisdiction of
the City of Renton Public Works Department. An existing 12-inch
ductile iron sanitary sewer line is located in or near the ravine
(drainage Swale on the western boundary of the site). �II!
Impacts
The proposed development will result In increased sewage flows. A
preliminary sanitary sewer system has been designed for the site.
Approval of this system must be obtained from the City of Renton Public i
Works Oepartment prior to any extensions.
The current system 1s a gravity system that will utilize 8-inch
pipe. The 8-inch lines will connect to the existing 12-inch ductile
Iron sewer line located in or near the ravine (see Figures 3 and 4).
All extensions to the existing sewer system will be financed by the
proponent.

Evfsting Condit,ons
Presently, there is no closed storm water drainage system on the
site. All water either Percolates hick into the ,;round, ponds or flows
Off the site in the form of runoff. Currentl„ a 12-inch storm drain-
age line, located along South lath Street, serves development to the
southeast. Additional 12-inch lines run along South Eagle Ridge Drive
serving residential development to the west. All of these 12-inch lines
intersect to Grant Avenue South, south of the South Ethier Road inter-
Section, Fran there the storm runoff is transferred to an open channel
south of Puget Drive via a 24-inch pipe. It follows this open channel
down the hill, where it eventually discharges into the Black River
Channel. Connection to this existing system is available for the
Proposed development. The impact On the available natural storage of
the Black River drainage basin from project development is discussed in
the water section.
Impacts
The total volume of runoff from the site will increase due to a
greater amount of impervious sur'aces. The storm drainage system for
the site will be designed as required by the City of Renton. For a
further discussion of impacts on storm drainage, refer to the Water
section, (See Figures , and 4 for the location of storm drainage lines
on the site.)

6. Solid Waste
Existing Conditions

Solid waste collection in the project site area is conducted by
the General Disposal Company, which rents dumpsters ranging in size
from one to forty ya Mc. The solid waste is then transported to the
Renton Transfer Station on N.E. 4th Street and ultimately disposed of
at the Cedar Hills Landfill off of Maple Valley Highway.
Impacts Ill

Development of the proposed project would result in an increased
demand for solid waste collection services. This increased demand can
be adequately absorbed by the General Disposal Co., according to a
company spokesperson.

relocation of the proposed water main on Graut Ave, from the east
side of the Street to the west side, the contractor constructing
the improvements is proceeding with its installation. We wish to
thank you for your quick review of the revised pans. This has
allowed the contractor to continue hill work as scheduled.

reflecting the shift of the fire hydrants from the east side of

Re: Water Distribution System for the proposed development of
Highland Village by Lincoln Property Company
Dear Mr. Olson:
I have completed my analysis of the two alternate water distribution systems
we discussed in our meeting of December 22, 1982 and would like to take
this opportunity to restate the alternate systems and comment on a possible
solution.
The fire flow armlysis, performed by Mr. Richard Harbert of RH2 Engineering,
determined the 3,250 ypm required fire flow to the site could be provided
by a 12" diameter watermain along the proposed Grant Avenue South extension.
As we all agreed, the connection point for this 12" watermain into the
existing city water system would be approximately 200t feet east of the
Grant Avenue South - Ethier Road intersection at an existing 8" watermain.
This connection would be made regardless of which alternate plan is chosen.
The City's comprehensive water distribution plan for this area calls for a
three million, gallon storage tank nearby. This will result in substantial
revisions to many aspects of the existing water distribution system such as
pressure zones, supply source and pumping routes. Due to the complexity of
the future networks and numerous possible solutions to provide fire flow to
the development, an obvious single connection and interconnecting distribution
plan does not exist. We have however, with the assistance of Mr. Harbert's
computer analysis, reduced the possible solutions to the following two:
ALTERNATE NO. 1 (Proposed by this office and verified as adequate by RH2
Engineering to supply the required fire flows to the
proposed development site.)
This solution is to interconnect the proposed water distribution system for
Highland Village to an existing system in the adjacent development of
Country Hills. Due to pressure zone differences between the two systems,
a pressure reducing valve assembly (PRV) would be required at the connection
point. This connection (and 200 feet of 8" watermain) would be made solely for
the purpose of increasing the existing available fire flow to Country Hills.
The proposed development of Highland Village would not benefit of this

Because the pressure zone boundaries will change upon construction of the
new storage tank, a revision to an existing connection on South Puget Drive
would have to be made. This would involve disconnecting an existing 12"
main along Grant Avenue South from an existing 16" main located on the
north side of South Puget Drive and reconnecting said main to an existing
12' main located on the south side of South Puget Drive.
The anticipated construction cost of this alternative for the 200 ft. of
8" main, the PRY and South Puget Drive crossing and connection would be
approximately $19,600.00. No additional engineering or surveying would
be required fnr this alternate.
ALTERNATE NO. 2 (Proposed by you for the City of Renton)
This solution is to interconnect the prop ,ed water distribution system
for Highland tillage to an existing 8" main in Eagle Ridge Drive. This
crosstie also would be made primarily to increase the existing available
fire flow to the Country Hills complex. However in this case the pressure
zones would be equal and the Highland Village system could draw from this
connection. This connection would consist of 500 ft. of 10" watermain
and would require crossing the existing creek that traverses the westerly
portion of the Highland Village site.
Due to future pressure zone revisions planned by the City to relieve existing
high pressure areas, installation of two PRV's would be required under this
solution - one on Benson Road South and another on Ethier Road. You stated
at our meeting the City would probably require the developer of Highland
Village to share in the cost of construction for these two PRV's on a 50-50%
basis.
The anticipated construction cost of this alternative for the 500 ft. of 10"
watermain, PRV's, creek crossing, clearing, and additional engineering and
surveying would be approximately $25,000.00.
Based on the above and our estimates of the costs of the two alternates, we
can only arrive at the conclusion that the first alternative is the more
advantageous to Lincoln Property Company. Both systems serve both develop-
ments equally well and since we can find no reason for expending an additional
b6,D00 to provide the same result, we must opt for the less expensive of
the two.
If you can provide us with a valid reason for installation of the second
alternative whereby we can justify the $6,000 to Lincoln Property Co., we
will certainly reconsider our decision. i might suggest that if the City
were to install both PRV's at its own expense, this would weigh heavily
in favor of the second alternate. You might consider that L.P.C. is virtually
committed now to installing two PRV's along Grant Avenue South so that the

City might intertie with the existing system north of Highland Village
now served by the City of Seattle. Your and our position with L.P.C.
would be much more tenable if we could show an equal burden on the
developer and City for improvements which are fundamentally for the City's
benefit.
Obviously, these items must be addressed and resolved before the final
design of either system. A timely response would he appreciated. Should
you wish to discuss this further, please don't hesitate to call.
