Since the area in the vicinity of the subject site has historically experienced soil percolation and stormwater drainage problems, the city appeale,l the county's issuance of the DNS on the proposed project. Since then, the city has been working directly with the church, King County BALD, King County Boundary Review Board staff, and area residents in order to identify and mitigate all of the potential impacts which may be created by the proposed project. The following is a list of the issues and the agreements which hsve been reached: NOTICE OF INTENTION - Martin Luther King Church June 3, 1988 Page 3 1. Connection to City Utilities On February 1, 1988, the Renton City Council authorized the church to connect to city utilities provided the church sign a covenant to annex in exchange for sanitary sewer connection approval, and provided the church pursue annexation to the city. The church has since signed all required paperwork, including a covenant to annex (see Exhibit 3). 2. Stormwater Drainage and Runoff The area in the vicinity of the subject site has historically experienced Stormwater drainage problems. The church is working with the city's Public Works Department to redesign the stormwater drainage system so as to not further aggravate the problem. Upon approval of the Stormwater plans, the city will withdraw its appeal of the county's DNS. 3. Conformance with City Fire -odes The subject site lies within the jurisdiction of King County Water District 90. However, the district is unable to provide adequate fire flow. The district has released fire flow water service responsibility to the City of Renton while maintaining responsibility for domestic water service (see Exhibit 4). 4. Annexation to the City of Renton The total assessed valuation of all of the properties west of the church property to the existing Renton corporate limits is $1,181,898. Of this total, the church represents 5.6%. On March 1, 1988, the Policy Development Department conducted a community meeting to determine whether the owners of other unincorporated properties in the vicinity of the church desired to be included in an annexation. All other property owners declined to participate in an annexation. On April 18, 1988, the Renton City Council voted to allow the church to connect to city utilities with the understanding that the property would eventually annex to the city as indicated on the signed covenant to annex form (see Exhibits 3 and 5). GENERAL INFORMATION Existing Land Uses The Martin Luther King Church property is currently undeveloped. As discussed above, the church has applied to King County for building permit approval to construct a church facility on the site. The subject site has a 1988 assessed valuation of $66,700. The property is currently zoned RS-7200 in King County (see Exhibit 6). This zone Provides for single-family residences and other related compatible uses such as churches, schools and libraries. A minimum lot size of 7,200 square feet is required. The City of Renton's comprehensive plan designates the subject site as single-family residential (see Exhibit 7). This designation is placed upon areas intended for detached single-family dwelling units and related compatible low density uses. NOTICE OF INTENTION - Martin Luther King Church June 3, 1988 Page 4 Existing land uses in the vicinity of the subject site consist of single-family residences on platted parcels to the west, and scattered single-family residences on large lot parcels to the north, east and south. Public Services The subject site is located within the jurisdiction of King County Water District 90. The district will provide consumptive water to the subject site via an 8-inch water main under SE 116th Street (see Exhibit 8). Due to limited water pressure, the district has released fire flow water service responsibility to the city (see Exhibit 4). A 10-inch Renton water main is located under NE loth Street immediately west of the subject site (see Exhibit 8). The subject site is not located within a sewer district. Sewer service can be provided by the city via a connection to an existing 8-inch main under NE 10th Street/SE 116th Street (see Exhibit 9). Fire service is presently provided by King County Fire District 25's Station 1 located at 12923 - 156th Avenue SE (see Exhibit 10). The original application utilized water service from your District as well as an on-site septic system. Due to a history of septic tank failures in the vicinity of the subject site, as well as the site's proximity to an existing Renton sewer main, the City requested that the Church connect to City sewer and that annexation proceedings begin on the property. In addition, it is our understanding that Water District 90 cannot provide the necessary 2,000 GPM fire flow required for the proposed Church development. In order to avoid the delay that would result from postponing construction of the Church until the annexation is finalized, the Renton City Council has authorized the Church to connect to City utilities prior to completion of the annexation. This connection is contingent upon Water District 90's release of the subject property from its jurisdiction. Martin Luther King Jr. Memorial Baptist Church has signed the necessary documentation to begin annexation proceedings (copy attached). Therefore, we respectfully request that the Water District 90 Board of Commissioners review and sign the enclosed release of jurisdiction statement. City residents in the vicinity of the %uthar King Cash Area proposed Martin Luther King Church site, located in King County, had expressed concerns to Council regarding access and aggravation of storm wale, runoff problems as a result of development on the subject site. 'rhe matter was referred to the Administration for review and report back. The City, King County and the Church have since met and an issue paper has been prepared which identifies and resolves the following issues: 1) Utilities - agreement by City to allow connection of property to City water and sewer service (history of septic failures exist in the vicinity), 2) Annexation - agreement by Church to pursue annexation if extension of City utility systems to the property is permitted; 3) Storm Water Runoff - agreement by Church to work with City to redesign drainage system; 4) Fire Code - review of building plans by City to determine if Code is met, and requirement of -we fire hydrants on site; 5) Future Devt.opment - upgrade to Code of site prior to construction of school on southerly portion; 6) Off-Site Improvements (not required by King County) - Deferral of required curbs, gutters and sidewalks until remainder of site developed; 7) On-Site Improvements - Deferral of parking lot paving, etc. until remainder of site developed Policy Development Department recommendation was reed as follov-s: 1) that the City, County, Water District #90, and Charrh continue to work together to redesigr the site's storm water and fire flow systems to meet City cods and to mitigate any potential adverse impacts the project may create; 2) that Council authorize the subject property to connect to City sewer and water service, provid-d that the Church signs a covenant to annex as well as all other required documentation to begin annexation proceedings. and 3) that upon submistion of signed annexation petitions by the Church, the City issue -crtifiaates se oer and water availability, and the Church be allowed to •in Y,ilding pen„it from King County.
