This letter summarizes the results and procedures used to determine the firefiow capability of the City'e System to fight a fire at this location. The analysis is based on the existing City of Renton Water System,with the addition of the following water system improvement: A 10-inch diameter watermaiv loop around the proposed mini storage buildings with the end points of th,loop connecting to the existing 12-inch diameter watermain located in Sunset Boulevard. The proposed improvement used to determine the firefiow capacity for the project is displayed on the attached figure. The results of the analysis indicate that the fireflow capacity of the City's System with the improvements is approximately 3,383 gallons per minute(GPM)at a residual pressure of 20 psi in the watermain located at the northwest section of the project near Building E. Where the Water System wag experlencing pineiine water velocities in excess of 9-feet p-r second, the corre1ponding fiowrgre was reduced so that the velocity of the water in the pipeline was lees than the Insurance Services Office(ISO)maximum velocity criteria of 8-feet per second. Operating the system with velocities in excess of 8-feet pei second may result in physical damage to the water system. The firefiow capability for this analysis was computed using the Insurance Services Office (ISO) criteria, which is uted by the Washington Survey and Rating Bureau, the local rating company. In accordance with ISO criteria,the Water System was simulated experiencing a maximum day demand with the single largest source of supply,Well No, 8, out of service Ie.g.,due to failure, maintenance, etc.). No franchise utility representatives were present. 2. Only Puget Power was notified, although there is no pressing work. 3. The existing fire hydrant on Sunset needs to be raised 1 foot. The hydrant will also need to be wrapped in burlap until it is back in service. 4. Inspection items to be checked include thrust blocking, and wherever there are "cut-ins" to the existing water main. Johnson Pre-Con Page 2 WATER 1. There is an existing 3/4" water service that is galvanized. It was decided that it is most economical to cut off the existing galvanized service at the main. The City will perform this work, and the applicant will pay the City. 2. Domestic water and irrisation meters will be cut into the existing water main by the City. Water meter applications will need to be filled out by developer. 3. A wet tap will have to be done and can be done by a certified list -f contractors. 4. The tailpiece on the new water service lines will be left for installing Backflow Prevention Device(s). 5. Since the water service lines are a short run, the lines can be swabbed with chlorine solution and flushed into the sanitary sewer. 6. Pressure testing will be required at (150psi above static pressure) or at 250 psi for a period of 2 hours. TRANSPORTATION I. A tr..;tic control plan will be required since there is some construction within City right-of-way. This plan shall be submitted to and approved by Phil Chase. 2. Truck hauling is restricted from 7:00- 8:30 a.m. and 3:30 - 6:00 p.m. Right- of-way work hours are from 7:00 a.m. - 3:30 p.m. 3. Paving requirements for the parking area are 2" Class B asphalt installed on 4" top course. Road patches in City right-of-way shall be in accordance with City Standards. 4. City standard driveway detail will need to be used for replacing existing driveway, since existing driveway is in sub-standard condition and will need to he improved 5. Subgrade must be inspected before paving starts. SANITARY SEWER 1. Call out line as a ductile iron line on plans for side sewer. 2. Sanitary sewer that is the existing 8" line shall be located and staked out and determined whether or not the line needs to be moved (as shown on the plans). The building line and property line shall be staked and the existing sewer will be potholed. 3. Everything else is standard installation of side sewer and clean-out. 4. A grease interceptor shall be installed if a restaurant is proposed, and it must be sized per UPC requirements, Appendix H. 5. The Department of Health needs to sign off on the grease interceptor, and they require that these not L^ located too close to potential food handling areas_ STOP WATER 1. A maintenance agreement will be required for the existing storm detention system, previously built for Leady Mini-Storage. 2. An access easement is also required by the City for maintenance, and the form has been supplied to the owner. 3. All temporary erosion control shall be in place before construction begins. 4. All new storm lines are to be flushed before perman-rt occupancy. 5. Some debris likely in the existing storm detentior system, so the owner of Leady Mini-Storage should be contacted to clean out facility before tapping into the detention system. Johnson Pre-Con Page 3 OTHER 1. The construction permit will have two conditions: a. A bond is required for all work to be done in City right-of-way. b. An access easement is needed prior to occupancy.. 2. A $500 bond will be required fog the water line wet tap. 3. As-built drawings are the responsibility of the owner and shall be certified by a P.E., or L.S., and be accepted by the City. This is a condition of final occupancy o-nd acceptance of this project. Baima and Holmberg will be doing the as-builts. 4. The best method is to keep a set of as-builts as they go, which will include the private improvements.
