SUBJECT; Naches & Phase III Certificate of Occupancy
Pursuant to our telephone conversation with Arlene Hyat with Renton Engineering,
a maintenance bond for $77,350.00 will be required for Naches Avenue, as part
of the city's conditional acceptance. A punchlist will be formally issued with
the maintenance bond requirement shortly.
Per Arlene's conversation with Don Monagham, Naches Ave. 's acceptance is not
tied to Phase III's Certificate of Occupancy issuance. It is our understanding
that Titan will pursue to have the Certificate of Occupancy issued sometime
this week.

Per• my telephone conversation with Arlene Hyat, Renton Engineering Department,
on August 13, 1987, they do not have a standard form for the required Naches Ave.
maintenance bond. The City will accept the bonding company's format for the one
year and the $77,350.00 bonding requirement.
The $77,350.00 bond amount is 15% of the total construction cost ($515,675.33),
typical requirement for a post construction maintenance bond on street work for
the City.

SUBJECT: NACHES AVENUE S.M. PAVING
Ladies and Gentlemen:
This letter is to notify you that the asphalt paving installed on Neches
Avenue S.W. and S.W. 7th Street, is unacceptable and does not meet the City
of Renton and APMA Standards for asphalt paving. The following physical
flaws can be observed:
The finished surface shows non-uniform texture and grade. Also, the
ravelling of aggregates along all curb lines and at ,Joints.
. At the Intersection of S.M. 7th and Neches Ave. S.W. , there are low spots
around manholes.
Final adjustments to all existing and new manholes, valve boxes and inlet
grates is required after the paving is comple!e. Refer to Section 53-3 of
APWA Standard Specifications (1981) regarding the procedures of the
adjustments.
. Five core samples of the asphalt must be tested to verify quality,
pavement thickness and compaction.
Please advise as to what steps you propose to take to correct the
deficiencies. Further, be advised that no work Is to be performed without
inspection by City forces.
