We further request a latecomer agreement be drawn up so that adjacent properties will be required to share in the cost of a portion of the 8" water main on South 134th Avenue South (Langston Road). Attached map illustrates route developer would propose, main as water department requests and area latecomer agreement requested. WHEREAS it is advisable to provide and establish definite guidelines and standards concerning the installation of utility lines within the City, and WHEREAS the City does hereby set forth such appropriate guidelines for the benefit of the various departments of the City NOW THEREFORE BE IT RESOLVED BY THE CITY OOUNCIL OF THE CITY OF RENTON, WASHINGTONiAS FOLLOWS: , SECTION I: The following standards and guidelines are hereby ostabli-thed and shall be' generally adhered to by the various City departments in dealing with and considering the installation of utility lines within th4 City, A. All Utilities within the City of Renton will be extended in a manner in and along routes which comply with the comprehensive plans of the City of Renton. B. If no such comprehensive plan exists, then the utilities will be extended and installed in a manner as to best serve the citizens of the City of Renton C. It is -realized and acknowledged by the City Council that the selected route or routes may not necessarily be theshortest or most inexpensive route for the installation of such utilities but will best serve the City over an extended period of time, D. If the route as established by this Resolution is significantly more expensive than other potential routes then the City will study such routes and if it is determined that said routes are for the general benefit -f the City, but significantly more expensive for the f abutting landowners or others sharing in the expense of w •� the installation of the utilities, the City may participat*:Li r;.. in the payment of the installation of such utilities as :' ' ':• long as the system is within the City limits. The project number 1s W-843 and the final. watermain plcn was approved by the Public Marks Dlractor cn January 3, 1586. During the fall of 1985, Ron Stewart and I worked through various designs of the proposed water system to achieve the requirements of looping the water system in order to meet the required fire flows for the area. Attached herewith is a sketch showing the final approved route fo: the new watermain. This route was approved by the Public Wnrks Director and runs from point A to point E as shown on Exhibit A. Also during this period of time, Stewart 8 Assoclat quested a latecomers agreement and cost participation from the City for the Installation of this proposed watermain because of the benefits to other adjacent properties. The Public Works Oepartme-'. recommended that the City approve a latecomers agreement in 0akesdale Avenue SW, from Point A to 3 as shown on the attached Exhibit A. It was also recommended that the City participate monitartly, in the amount of 50%, for the cost of materials from point C to E in South 134th Street as denoted on Exhibit A. On January 20, 1986, the Utilities Committee authorized this latecomers agree- ment and cost participation. King County Road Construction Permit - issued to the City of Renton March 3, 1986, and designated as w-303-86. 2. City of Seattle Utility Crossing Permit - issued to and accepted by the City of Renton, May 90 1986, and designated as U85-013. A copy of this permit Is attached and labeled as Exhibit R. That portion of watermain, covered by the permit, is Shown as point B to point C on Exhibit A. Construction on this project began in the early summer of 1986. Samish Construction Company was the contractor hired to install the off-site improvements and utilities. In July of 1986, Samish Construction Company could not install the watermain over the Seattle watermain as designed and approved by the Seattle water Department Crossing Permit (Exhibit B). My inspector in Formed me that the Samish Construction Company had started to excavate under the Seattle water Department pipelines to make the crossing. However, the design crossing (as approved by the Seattle Permit) was not possible due to insufficient cover over the Seattle water _,epartment pipelines. I told the Inspector to stop construction until the roblem could ba resolved. 1 then contacted Ponl Engineering to inform their, of their design problem. Samish Construction Co. , the inspector, Pool Engineering and myself met at the job site later that day and discussed the problem. I stated to Pool Engineering that any agreements for their services would have to go through the developers of this project, and that the project could not proceed until they amended the City of Seattle Crossing Permit to show their .._„ c-.a>ing alignment and plan. As 1 recall, it took several weeks to resolve the design problem and to complete the construntion of the crossing. I hope that the above will clarify the events that took place during that period. Knoll Plat - Underground Utilities Don, I have observed the installation of the underground utilities (power, gas, telephone, cable T.V,) within the subject plat by Pilchuck Const. and determined that the backfill and compaction do not meet our specifications. Due to heavy rain, the native material which was used for backfill is supersaturated and muddy and cannot be compacted to 95% max, density. Also due the location of the above trench near the sidewalk, the material behind the walk is sloughing off and will cause undermining of the walk. I have mentionned this to Pilchuck's foreman Neil Van Whyk and his response was that he is doing what the utility companies are telling him to do and also that Dick Shaffer, owner's representative advised him to do, and that is the way he bid the job. I have also mentionned this to Dick Shaffer. I recommend that compaction tests be taken along the area behind the walk and the utilities trenches and all portion of the sidewalk which is under- mined be removed and replaced. Compaction tests should also be taken along the easement areas for the sewer main and storm system. With the assistance of Mr. Ron Druce of the City of Renton Water Department, two water flow tests were conducted on May 20, 1986. Separate flows were conducted from hydrants on Garden Avenue and Houser Way. The first test involved flowing Hydrant No. 61 on the west side of the roadway between the PACCAR Parts Warehouse and the MIS Building. Two 2-1/4-inch Factory Mutual nozzles with 0.85 flow coefficients were used. Static and residual pressures were recorded on Hydrant 60, located to to the northwest of the Paccar Parts Building. Static pressure was 70 psi. A flow of 1682 gpm (pitot readings of 48 and 38) was recorded at a residual pressure of 65 psi. The second test involved flowing one 2-1/4-inch Factory Mutual nozzle on each of two hydrants. Flows were from Hydrants No. 240, located near the intersection of 6th Street, and No. 44, loc+tea near the intersection of 5th Street. Static and residual pressures were . carded at Hydrant 191, located on -he east aide of Garden Avenue, south of bth Street. Initially a single flow was made from Hydrant Fi. 44. Static pressure was again 70 psi. From one 2-1/4-inch nozzle, a flow of 1012 gpm (picot 62 psi) was obtained at a residual pressure of 68 psi. Flowing two 2-1/4-inch ^.ozzles yielded a `'low of 1906 gpm (pitoc readings of 55 and 55). The 70 psi static pressure dropped to a residual pressure of 66 psi.
