agreements are prepared, the following is a recap of our meeting:
Stewart Request for Latecomer and Participation
Referring to sketch we approved latecomers for Section A to 8 (shaded
yellow) and approved participation frum Point C to E. at 50% of mater-
ials (cross hatch red).
Arensberg Latecomer Request
Approved with stipulation that in agreement the latecomer would pay only
if they connected to Arensberg System. they could elect to go some
other route and not be tied to this development.

Honorable Mayor and Members of the City Council :
As a requirement of my short plat, I have been required to replace an exist-
ing 2" steel water with a new B" D. I. water and an additional fire hydrant.
This new water will benefit adjacent properties and properties across the
street. This water main has also been oversized from a 6" to an B" water
main to meet the area's needs.
' I respectfully request that the City participate in the material cost of the
oversizing of this water main per Resolution "2164, and that the City grant
me a latecomer's agreement so that adjacent properties will be required to
share in tl,e cost if this v.ater main improvement , and also if any funds have
been received for participation in the installation of this project that
they also be granted me fcr this project.
The properties that will receive benefit are sF -wn on the attached Y.xhibit A.
Attached hereto are the cost data for the installation and engineering revi-
sions required for the change from 6" to 8" pipe.
The City is also requesting that a 117 LF of additional main be installed
from the corner of my development to the existing main at Union Ave. N.E. to
complete the loop of this area at this time. I would also request the City
contribute the cost of this additional 117 LF.
I c ^ also requesting the City pay for a fire hydrant that is requested by
the Fire Department. The new lots formed by my short plat 049-85 are within
the 300' requirement of the City from an existing hydrant located on N.E. 19th
Ave. Please note the report and decision (File 6SP-049-85 and W-060-85,
conclusions, Item k4) which are attached.

SUMMARY OF ACTION: Building and Zoninq Department Recommendation:
Short Plat and Waiver approved with conditions set
out in staff report.
Hearing Examiner Decision: Short Plat is approved,
with condition;. Waiver is denied.

DEPARIMENI REPORT: received by the Examiner on August 12, 1985.
PUBLIC HEARING: After reviewing the Building and Zoning Department
Report, examining available information on file with
the application, and field checking the property and
surrounding area, the Examiner conducted a public
hearing on the subject as follows:
The hearing was opened on August 20. 1985, at 9:25 A.M. in the Council Chambers of the
Renton Municipal Building. Parties wishing to testify worn affirmed by the Examiner.
The following exhibits were entered into the record:
Exhibit 01 - Yellow file containing application, proof
of posting and publication, and var'ous documentation
pertaining to this request.
Exhibit 02 - Short Plat Map
The following information was reviewed from the staff report by Roger Blaylock, Zoning
Administrator. The subject site is 0.83 acre of property which the applicant wishes to
develop into 3 single family lots, with a waiver of off-site improvements on S.W. 19th
;:reef. Existing zoning in the area is primarily G-1 and R-1. The Comprehensive Plan
tails for the area to be single family, and access to thi property is dinetly off of 19th
Street. The property is surrounded by single family residences and vacant property. It
was noted there has been previous short plat approval on the west side of the subject site;
i services have been extended into the area; the sower system will have to be extended into
the site; and Coco lot exceeds the 7200 sq. ft. minimum requirement. The subject site has
dimensions of 225 ft. by 160 ft. The site had been a part of the Honey Crock moratorium
area, but the moratorium has now been lifted by the City for construction purposes.
Mr. Blaylock continued with a review of staff comments which included a requirement by
the Fire Department that a water main be installed replacing the 2" domestic line along
N.E. 19th Street and a hydrant to be placed at the intersection of N.E. 19th and ,helton.
The Engineering Department has recommended that off-silo improvements be installed
and the request for a waiver of 'Seso improvements be denied. It is the fueling of the the
Traffic Engineering Department that power lines running north and south between :ots 2
and 3 he placed underground; an nasement of Ip ft. be required on property fronting on
19th N.E.; and that off-site improvements be required at the time, building takes place en
the site. It was noted that the applicant is not actually requesting a waiver of
improvornonts, but more appropriately a deferral. The applicant wishes to defer the
improvements until street grades can be determined and an LID formed. With this in mind
it was noted that this request should probablv be presented to jho Public Works
_Qyoar m nt for review. Mr. Blaylock stated if it is a matter dealing with a life/safety
situation, staff would not recommend a deferral or'waiver, but In this Instance there is

Mr. Van Parys continued stating betweco lots 2 and 3 there are power limes that serves
another resident. Ho does not wish to tan burdened with the cn^t to place those lines
underground on his property as it could be fed through that resident's access, not his. The
lines are overhead, and as far as he knows there is not a legal easement across his
property that would permit the lines to exist over his property. The Hearing Examiner
Inquired of the applicant if_he would constdet g-Farittnq an on semont between lots 2 and 3
for his neighbertb'place the power tires underground. 1 tin applicant stated he would have
no problem with that suggestion, but It was pointed not that the. adjoining propert'yldoes
have access which wculo lead the applicant to suggest that the power lines should bypass
his personal property and be fed directly onto the adjoining property. It was suggested by \
the Fitaminer that the applicant speak with his neighbor and try to determine how long the i
lines have been in place and the circumstances under which they were placed there. It
�. was also suggested by staff that Mr. Van Parys contact the Pc•srr Company and further j
disctvs_thismatterrfhe-applicant had no further comments.

FINDINGL CONCLUSIONS h DECISION:
Having reviewed the record in this matter, the Examiner now makes and enters th3
following:

FINDINGS:
1. The applicant, Don Van Parys, has requested approval of a Short Flat on
approximately .83 acres together with if Waiver of the required off-sits
improvements.
2. The application fill, containing the application, the St•tr Environments) Policy Act `
(SEPA) documentation, the Building and 7_oninq Department Report. and other
pertinent documents was entered in the record as Exhibit 41.
3. Pursuant to tho City of Renton's Environmental f]rdimncn and SEPA (RCW 43.21C.
1971, as amended)• thin subject proposal has been determined exempt from
environmental review by the Environmental Roview Committee (ERC), the
responsible official.

of the subject site.
12. The water line serving the site is 2 inches and •Aaff recommends that it be sized up
to servo the 3 new lots. Fire recommended the, installation of a new hydrant at the
corner of 19th and Shelton. A utility easement of 10 feet parallel to 19th is
required to serve the subject site.
CONCLUSIONS
1. The :mV*sed 3 lot subdivsion appears to serve the public use and Interest. The new
lots will permit In-filling of an existing neighborhood in which many, if not all the
necessary Infrastructure Improvements exist.
2. The ultimate development will increase the tar base of the City and provide
additional residential opportunities in the City.
3. The fact that the area does not have an extensive off-site Improvement quotient
would appear to justify the waiver requested, but at the same time improvements
In the area should not be entirely foruclosod. Rather than issue an outright waiver.
the applicant should request a deferral of the improvements, or at least some of
them. from the Poard of Public Works. e
n. The installation of a fire hydran' seems excessive for an area in which the addition
of the new lots is minor compared to the existing stock of homes. Especially, when
` a hydrant is legated in the opposite direction approximately the same distance, the
I.'I � burdon should not be placed so extensively upon this sole applicant.
5. The. appli.ant will have to upgrade the water lines serving the subject site, extend
the sewer line 1:3 serve the subject site and provide the necessary undergrot
of utilities. The powerline crossing the subject site does not appear to be of
the applicant and the responsibility for it is not the appicant's. v D

City departments in dealing with and considering the installation of
utility lines within thq City,
A. All Utilities within the City of Renton will be
extended in a manner in and aloni� rou�cs which comply
with the comprehensive plans of the City of Renton.
B. If no such comprehensive plan exists, then the
utilities will be extended and installed in a manner
as to best serve the citizens of the City of Renton
C. it is realized and acknowletlj;cd by the City Council
that the select ^oute or routes may not necessarily be
the shortest or mvst inexpensive route for the installation
