Said heretofore mentioned grantee, its successors or assigns, shall have the right, without prior notice or proceeding at
law, at such times as may be necessary to enter upon said above described property for the purpose of constructing,
maintaining, repairing, altering or reconstructing said utilities, or making any connections therewith, without incurring
any legal obligations or liability therefore, provided, that such construction, maintaining, repairing, altering or
reconstruction of said utilities shall be accomplished in such a manner that the private improvements existing in the
right(s)-of-way shall not be disturbed or damaged, they will be replaced in as good a condition as they were
immediately before the property was entered upon by the Grantee.
The Grantor shall fully use and enjoy the aforedescribed premises, including the right to retain the right to use the
surface of said right-of-way if such use does not interfere with installation and maintenance of the utilities. However,
the grantor shall not erect buildings or structures over, under or across the right-of-way during the existence of such
utilities.
This easement, shall be a covenant running with the land and shall be binding on the Grantor, his successors, heirs and
assigns. Grantors covenant that they are the lawful owners of the above properties and that they have a good and
lawful right to execute this agreement.

1. Power is underground all along last Valley Highway. Puget representative
anticipated power going in along S.W. 27th Street before development of site.
2. Pnget Power may need to install a switch cabinet near intersection.
3. Transformer will possibly be installed next to driveway.
4. It was requested that when a power plan is available, copies be given City
of Renton inspectors.
5. Power easement will probably be 10 feet of property frontage.

6. In order to relocate a street lighting junction box in the way of construction, a
drawing should be developed to show proposed relocation. City reserves the
right of whether to approve the submitt d drawing. The drawing should be
submitted to Phil Chase in the City's Transportation Division.
TELEPHONE
1. Representative was not present. Telephone Company already has a vault at
southeast comer of site.
FIRE PREVENTION
1. Contractor stated there will be no work done in East Valley Road.
2. Skylights need fusible link and mechanical release also.
3. City has a normal 7 - 10 day turnaround oil fire sprinkler plans.
4. Jim Gray said the City would probably not have a problem with using hydrants
across the street for fire protection during tilt-up construction.
5. Riser needs sleeve and shackle rods.
6. Archer will be the sprinkler contractor.
7. All existing fire hydrants must remain in service. All new hydrants should be
wrapped in burlap prior to acceptance by City.
8. Contractor stated there will be no on-site fuel storage tanks.
9. 48-hour advance notice should be given to Fire Prevention in preparation for
witnessing sprinkler hydro test. Test is 200 psi for two hours. Fire Prevention
is to witness full volume flush into sanitary sewer (storm sewer okay if line is
chlorinated). Flush with thre,:2 1/2" hoses or 4" hose.
10. Access will not be available all the way around the buildin..
11. All closures of City valves must be coordinated with City of Renton
construction inspector in advance. A double check valve assembly will be
required on fire hydrant for construction water use.
12. Upon substantial completion, applicant may apply for temporary occupancy.
There will be a 10 day review by the City. The City uses its own electrical
inspector.
WATER
1. Archer is the utility contractor
2. Detector double check valve assemblies and doable check valve assen+;iies most
be signed off by a certified inspector.
3. No deduct meters are allowed. Use a separate meter for lawn irrigation.
4. The City went through the required procedure for testing, flushing, and
chlorinating the water lines prior to connection to the "ity mains. Items
discussed include:
a) Vertica! roses are required at ends of water lines - these serve as pig
launches and sediment traps.
b) Water lines must be pigged out using polypig. Contractor should furnish
}..g but sometimes City furnishes.
c) Water lines must be pressurn tested at 150 psi plus static head, which
usually works out to 20G220 psi. Whole loop tested, not portions of
loop.
d) Water lines must be chlorinated. No dry chlorine is allowed. Applicant
rents a pump and obtains chlorine from thr.City.

e) Water purity tests are required. City lab picks up purity samples on
Wednesdays. Applicant will need to use courier service to submit
samples on other days.
5. Water line flushing water should be drained into sanitary sewer only.
6. Water lines and fittings are to be polywrapped.
7. Thrust blocks must be formed. concrete used must be delivered to the job (no
on-site mixes). Use Class B concrete. If mucky, go back to civil for possible
dead-man block design.
8. Improvement deferral process through the City Board of Public Works was
discussed.
9. In case of utility line conflict, the water main is to be lowered.
10. Construction staking is required for easements. Staking shall be marked so as to
be understandable to inspector. ESM will perform staking. City will record
easement.
11. Applicant must sign authorization of special billing and water servic,.
application forms.
12. Connections to City mains are made by the City. City changes for time and
materials. Contractor performs excavations and supplies materials and the City
crew makes the connection. Contractor stops 10' from main, City connects.
13. Crushed rock backfill to grade is required in City right-of-way.
14. As-built drawings are the responsibility of the owner. They should be prepared
as construction progresses. At time of submittal to the City, they should be
stamped by a P.E. or P.L.S.
15. 24-hour in advance inspection request is required. All work must be inspected
by the City prior to backfill. Inspection number is 277-5570.
16. Major changes should be submitted to the City engineers from the applicant's
project engineer.
17, Waterline alignment lies within a railroad easement. Applicant stated there are
no doors on that side of building. To contractor's knowledge, no spur track is
proposed. Based on these considerations, City will not request the line to be
relocated.
STORMWATER
1. An inspection tee is required on the downstr zrn side of the oil/water separators.
2. Final adjustments to grade must be made on filets and catch basins prior to
paving.
3. Backftlling requirements are the same as for water mains: 95% compaction
under pavement, and crushed rock to grade in City right-of-way.
4. The' .iporary erosion control plan is an important e!ement of the design, and
must be implemented.
5. Plan drawings show the proposed pipe materials to be concrete pipe. Upon
receipt of a letter rrom applicant, the City will consider the use of alternate
materials.
$• ZTARY SEWER
1. Contractor should pothole sidesewer to establish depth and location.
2. A second cle nout is requires behind the sidawalk (at the location of the test
tee).

4. Trench shoring and safety is the contractor's responsibility. The appropriate
agencies will be notified if the City inspector sees significant safety violations.
