I am advising you that the fire hydrants are required to be relocated, as a result of building overhangs being too close to the hydrant location. At the time the water plan was reviewed, it was not indicated that the planter areas were to be covered. A site inspection was conducted by the Fire Chief and Fire Marshal and it was noted that the building overhang nearly extends over the hydrant on the Benson Road site. It will be necessary for this hydrant to be relocated west of the planter area beside the driveway to Benson Road. The rear hydrant, if covered in the same manner, will require relocation to tite planter area east of the present location. The fireflow capability for the analysis was simulated based on the Insurance Services Cffice' s (ISO) criteria, which is used by the Washington Survey and Rating Bureau, the local rating company. In accordance with ISO criteria, the water system was simulated experiencing a maximum day demand. However, the criteria that the single largest source of supply was out of service (e.g . , r `, failures , maintenance, contamination, etc,) was not used. The 1 lest source of supply to the Talbot Hill area is the City' s Talbot H1 , , Booster Pump Station. To treat this system as being out of servic, would he unreasonable and would grossly reduce the City' s ability to stioply fireflow capability to this area. In addition, it was assumeti that t;,e Rr1 ling Hills Reservoir was in operation, with a drawdown of approximately five feet. Further, the System was analyzed with the proposed rn-site water System improvements of an B-inch diameter water main along the north side of the property, from Benson Road to the existing 8-inch water main on Ethier Road. Results of this analysis indicate that the available fireflow at the site of the proposed de—lopment is in excess of 4,000 gallons per minute (gpm), the stated fireflow requirement. However, the velocity in the 8-inch diameter water mains on Benson Road and on the north and east sides of the development is in excess of A feet per second. Although this flow rate is physically available, there are potentially dangerous end severe consequences associated with allowing that flow rate to occur. Reducing the velocity in these mains to 8 feet per second would result in a maximum fireflow capacity of approximately 1,250 gpm for both Hyarant Nos. 1 and 2. This results in a total available fireflow capacity at the site of the proposed development of approximately 4,000 gpm. Stated differently, Physically there is substantially in excess of 4,n00 gpm although a safe, derated capacity would be 4,nDn gpm. 1410 Market Street,P.O.
