As-BUILT REVIEW AND PROJECT COMPLETION REQUIREMENTS
Dear Don:
The Construction Services Section of the Public Works Department has reviewed the civil
improvement asbuilts for the subject project and has approved them subject to the
following corrections:
- Sheet WI of 6 shall be revised to reflect the asbuilt tie-in of the new 12"
watermain to the existing 16" watermain located at the north end of the
subject project. See attached inspector's sketch of tie-in for additional
information.
- Sheet W6 of 6 shall be revised to reflect the revision of the 8" DDCVA to a
4" DDCVA. Revision shall include all revised fittings, and locations as a

result of the different DDCVA.

The testing and acceptance of sanitary sewer lift stations A and B is required prior to any
occupancy of the subject project, be it pre-occupancy or final occupancy. Please
coordinate the testing of tnese lift stationr through the Public Works construction inspector
as well as with the Public Works sewe• maintenance staff.
The to..pwing 'information is necessary to complete the Public Works Department's
requirements to finalize the subject project:
Cost Data Inventory form for Water, Sanitary Sewer, Storm Water, and Street
Improvements including Street Lighting. The items listed on the form shall
be only those items to be conveyed to the City for ownership. The
quantities shall match those shown on the asbuilt drawings. A blank cost
data form is included with this letter.
G - Bills of Sale for the items listed on the Cost Data Inventory including Storm,
Sanitary Sewer, Water and Street Lighting. Bill of Sale forms are included
with this letter.

- Certified backflow device test reports for the irrigation meter as well as the
DDCVA for the fire system and its bypass meter.

Dear City of Renton:
We Pacific First Federal Savings Bank, hereby establish, at
the request and for the account of Renton Ridge Associates,
in your favor this Irrevocable Standby Letter of Credit
#7215, in the amount of Eighty Nine Thousand Seven Hundred
Fourty Three and 27/100 U.S. Dollars ($89,743.27) , to
finance certain improvements to the Renton Ridge Associates
property.
The purpose of this letter is to insure that the
improvements listed below are completed for the project
known as Renton Ridge Apartments.
This Letter of Credit shall be effective immediately and
shall expire on the earliest of the following dates:
1. Our close of business on the business day
coincident with or immediately following June 12,
1991.
2. The date on which there shall be a drawing of the
full face amount of this Letter of credit; or
3. The date on which the Renton Ridge Associates shall
have aelivered to you a valid certificate of
Cancellation of the Letter of Credit and
substitution of alternate letter of credit, in a
form and drawn on a principal institution
acceptable to the City, at which time you shall
cancel this Letter of Credit and return it to us.

We hereby irrevocably authorize you to draw on us by
delivering to us in accordance with the terms and conditions
hereof, your sight draft or drafts, with each such draft
accompanied by your signed and dated statement detailing the
reason for the draw-down in an aggregate amount not
exceeding the amount shown above. More than one draft may
be presented so long as the entire amount of such drafts
presented in connection therewith does not exceed the amount
available hereunder. Each draft and Certificate presented
hereunder must be dated the date of presentation to the
Bank.
Any draw-down presented prior to 10:00 a.m. which is in full
compliance with the terms of this Letter of Credit will be
honored by our payment to you of the draft amount bye wire
transfer of immediately available funds for the attention of
the person specified by you in such draft, no later than
1:00 p.m. on the business day coincident with the date of
presentation of such draft. Any sight draft so presented
after 10:00 a.m. will be honored no later than 11:00 a.m. on
the business day next succeeding the date of presentation of
such draft.
Drawings may be made under this Letter of Credit in
accordance with the terms hereof. More than one drawing may
be made under this Letter of Credit as described above.
Any presentation under this Letter of Credit must be made as
herein specified to the Letter of Credit office of the Bank.
This Letter of credit is subject to the Uniform Customs and
Practice for Documentary Credits of the International
Chamber of Commerce, Publication No 400 (the "Uniform
Customs") as in force on the date of issuance of this Letter
of Credit. This Letter of Credit shall be deemed to be a
contract made under the laws of the State of Washington and
shall, as to matters not governed by the Uniform Customs, be
governed by and construed in accordance with the lawe of the
State, including without limitation the Uniform Commercial
Code of the State of Washington (the "UCC") . In the event
of a conflict between the terms of this Letter of credit and
either of the Uniform Customs or the UCC, the Letter of
Credit shall control. As between the Uniform Customs and
the UCC, the Uniform Customs shall control.

Anything to the contrary in Article 45 of the Uniform
Customs notwithstanding, this Letter of Credit is intended
to remain in full force and effect until it expires in
accordance with it's terms.

We Pacific First Federal Savings Bank, hereby establish, at
the request and for the account of Renton Ridge Associate:;,
in your favor this Irrevocable Standby Letter of Credit
#7215, in the amount of Eighty Nine Thousand Seven Hundred
Fourty Three and 27/100 U.S. Dollars ($89,743.27) , to
finance certain improvements to the Renton Ridge Associates
property.
The purpose of this letter is to it.sure that the
improvements listed below are completed for the project.
known as Renton Ridge Apartments.
This Letter of Credit shall be effective immediately and
shall expire on the earliest of the following dates:
1. Our close of business on the business day
coincident with or immediately following June 12,
1991.
2 . The date on which there shall be a drawing of the
full face amount of this Letter of Credit : or
3. The date on which the Renton Ridge Associates shall
have delivered to you a valid certificate of
Cancellation of the Letter of Credit and
substitution of alternate letter of credit, it. a

We hereby irrevocably authorize you to draw on us by
delivering to us in ccordance with the terms and conditions
hereof, your sight o:aft or drafts, with each such draft
accompanied by your signed and dated statement detailing the
reason for the draw-down in an aggregate amount not
exceeding the amount shown above. More than one draft may
be presented so long as the entire amount of such drafts
presented in connection therewith does not exceed the amount
available hereunder. Each draft and Certificate presented
hereunder must be dated the date of presentation to the
Bank.
Any draw-down presented prior to 10:00 a.m. which is in full
compliance with the terms of this .Letter of Credit will be
honored by our payment to you of the draft amount bye wire
transfer of immediately available funds for the attention of
the person specified by you in such drat, no later than
1:00 p.m. on the business day coincident with the date of
presentation of such draft. Any sight draft :;o presented
after 10:00 a.m. will he honored no later than 11:00 a.m. on
the business day next succeeding the date of presentation of
such draft.
Drawings may be made under this Letter of Credit in

Traffic Control- The contractor shall obtain an approved traffic control plan prior
to obstructing traffic on Aberdeen Ave. N.E.
Working hours on Aberdeen Ave. N.E. shall be limited to 8:30
a.m. to 3:30 p.m.
Aberdeen Ave. N.E. shall be swept and flushed daily as needed.
Contractor shall submit equipment approvals to Traffic engineer
aad sha;i not install any equipment prior to approval.
Contractor shall contact Traffic Engineering at 235-2620, 24 hours
prior to required inspection time.
Ail trench work shall be left open until inspected.
Fire Department Access to site shall be maintained at all times to the satisfaction of
the Fire Department.
New hydrants shall be covered with burlap bags until approved
and operational.
Hydrotest of sprinkler system shall be per Fire Department
requirements. Contact Fire Prevention at 235-2642 prior to
installation.
Contact Fire Prevention regarding requirements if storing fuels
on-site.
Any changes to the plans regarding sprinkler system shall be nade
through the 6eveloper's engineer and shall be subject to the

Storm Water
Division: Interceptor ditches shall have rock check dams installed at a
minimum of wary 100 feet as needed.
Interim catch basin protection shall be installed during
construction per oetail on plans.
Existing creek channel shall be left open and shall be free of
debris and siltation.
TESCP shall be installed and approved prior to any grading or
other construction. Clearing will be allowed to facilitate need.; of
TECSP installation only prior to approval of TESCP.

Sedimentation pond has a riser and control structure to facilitate
siltation; if inadequate, contractor shall install a baffle fence
between the inlet and outlet of the pond.
Public Works will periodically inspect TESCP to insure that it is
adequate to facilitate the project.
Hydroseeding of graded area shall be accomplis!ed prior to date
stipulated on plans.
Temporary construction entran shall be installed prior to any
other construction on the proje— If found to be insufficient,
contractor will be required to lengthen entrances or install a wheel
wash facility.
Storm pipe on site shall be CMP Treatment I and HD poly pipe as
shown on the plans.
CMP requires pea gravel bedding to the sprit gline of the pipe.
95% compaction required in paved area, 90% elsewhere.
Contractor will use Cascade Testing or Te-ra Assoc. for materials
testing.
Contractor shall meet on site with City Inspector prior to starting
work to review site.
City may require contractor to test storm pipe if deemed

Oil/water separator shall be raised to finish grade by use of
approved risers.
Oil/water separator lid shall be capable of HS20 loading.

standards.
Pump stations installed on project shall be Smith & Loveless unless
otherwise approved by the City.

Compaction test shall be 90% in unpaved areas, 95% in paved

Thrust blocks shall be plywood formed and of sufficient size per
City Standards.
Hydrants shall be covey type as indicated on plans.

I would like to request a status report on the utility work being done under Permit No.'s
P-7317 (10-4-89) and P-7322 (10-6-89) (copies attachfd). These two permits were issued
to install the sanitary sewer and storm sewer on-site utilities QJILY for the Renton Ridge
Apt. project.
The reason partial permits were issued was to allow the contractor to install sanitary and
storm sewer lines on-site before the rains came and because the developer encountered a
delay securing a S89,743.27 bond to cover the off-site work.
KBI, as developer, said they would produce the bond by mid-November.
Please advise if the contractor has stayed within the confines of his partial permits and if
the bond is forthcoming.

Dear Mr. Kesler:
It is the intent of this letter to acknowledge receipt of your August 30, 1989 letter requesting a
Latecomer Agreement for reimbursement toward the original cost of a 12" and a 16" watermain to
be installed in Aberdeen Ave. N.E. (public right-of-way) to serve the above-referenced
development.
I am :ding your letter of petition for two reasons. First, application has not been made for the
Construction Permit to install the off-site watermain to be covered by the Latecomer Agreement,
together with other improvements in public right-of-way. In order to issue the permit and
conduct work in the street right-of-way for your project, a bond must be posted in the amount
of $89,743.27. It is my understanding that your company has encountered a delay in securing the
bond to install all your off-site improvements. When the bonding issue is resolved and upon
payment of the applicable fees, the Construction Permit can be issued.
Secondly, per City Latecomer Ordinance No. 4189, a $1,000.00 Administration and Processing Fee
is now due in order to begin the preparation of the Latecomer Agreement.
When 1 recei%- the $1,000.00 Processing Fee and the Construction Permit is issued, declaring your
intent to proceed with the project, I will continue with the processing of your Latecomer request.

I would like to request a status report on the utility work being done under Permit No.'s
P-7317 (104-89) and P-7322 (10-6-89) (copies attached). These two permits were issued j
to install the sanitary sewer and storm sewer on-site utilities QRjy for the Renton Ridge
Apt, project.
The reason partial permits were issued was to allow the contractor to install sanitary and
storm sewer lines on-site before the rains came and because the developer encountered a
delay securing a $89,743.27 bond to cover the off-site work.
KBI, as developer, said they would produce the bond by mid-Nove�aber.
Please advise if the contractor has stayed within the confines of his partial rcrmits and if
the bond is forthcoming.

Dear Mr. Kesler,.
I have reviewed your computations wi h regards to �versizing costs for the above referenced
project and feel that there are som, errors in what you have proposed to us for our
consideration.
The minimum size waterline that coul i serve your apartment complex, based on fire flow
requirements of 3,750 gallons per minute, would be a looped 10" waterline at a maximum
velocity of 8 feet per second We had originally talked about what the Utility Department
would recommend and support to the Utilities Committee This was the City granting of a
latecomer's agreement for the installation of the 12" main from Sunset to N.E. Park Drive and
on the estimated cost of a 12" main from N.E. Park Drive to 12th Street; with the City
possibly picking up the oversize between a 12" main and a 16' main. It should be noted that
if - ingle family residential connections are requested, they will be charged a latecomer
fe, in an equivalent 8" main, and existing residents would be connected at no charge.
The other alternative, if you do not like the above option, would be to request the City
participate in the cost difference between a 10" and 12" main, and a 10" rod 16" main. If this
method of reimbursement were chosen, the Utility Department would not support your
request for a latecomer's agreement. The reason for not supporting the latecomer's agreement
on this option, is that the agreement would be too complicated with the City picking up
oversize from 10" to 12/16", the developer picking up 8" to 10". It should be noted that if
single family residential connections are requested, they will be charged a latecomer fee based
on an equivalent 8" main, and existing residents would be connected at no charge.
