I am assuming that lack of these drawings will not delay
aprroval of the temporary occupancy certification, but if
this is not the case, oz if there are other problems that
will affect temporary occupancy, please advise me
immediately.

This memo will confirm our conversation of 1-27-88 regarding water service in
Cedar River Park and construction of the new community center.
Jack Crumley has approved the elimination of the 6" water main through the
construction area for a limited period of time until the new main can be in-
stalled. Glen Gordon has also approved this removal provided that the remaining
fire hydronts service the CARGO Theatre and other portions of the park can
maintain flows of around 800 ga' =ons/minute. He is aware that the hydrant
nearest the fluoridation building will be removed during the construction period.
Be assured that the installation of the new 12" main will he made as expeditiously
as possible. The contractor understands that this is a top priority. This part-lon
_ of the project will be monitored carefully. The period of interruption will be
minimized.
I hope this information is sufficient to allow us to secure a foundation permit
for the project. If there is any problem, please advise me '.mmediately.

The following is to address a number of comments received from the City's final plan review,
1. Storm Water Utility Comments:
A We have provided a 750-gallon oll/water separator in addition to CB s2.
B. We have designed the stone drain system to serve the entire site by open channe'
flow as requested prior to our design development submittal. The flat nature of the
site and the numerous potential utility interferences required that we use a
minimum 24 inches of pipe cover as opposed to the 30 inches requested. In our
experience this has proven satisfactory. The majority cf the new system exceeds 30
Inches of cover.
C. We have not provided a separate TESC plan. 1 he site is basically flat with
landscaping and vegetation at the boundaries to serve as natural sedimentation
con4oi. In addition, the Construction will be phased which means we cannot
anticipate the appropriate location for sedimentation and erosion control at !his time.
To ensure that proper TESC measures are taken, we have required that the Contractor
submit a plan which reflects his sequence of work to the City for their approval.
2. Water U- ity Comments: At your u,.ection and per Mr. Ran Olson's review comments, the
waterline has been changed from 8 to 12-Inches. This comes after a. proval of the design

In the past yo,: have indicated to me that the City Parks Department is proposing
the construction of a community recreational area in the vicinity of the well. On
August 20, 1987, you submitted and architechural plan layout.
The review of the layout indicates that all surface runoff water on the parking lot I
in the :icinity of the well will ,e diverted away form the well site and eventually `(
collected in the storm drain. The proposed sanitary sewer should be located a
minimum of 200 feet from the well source. This is strongly recommended by this
office because the well is very shallow and hence susceptible to contamination by
any major leak in the sanitary sewer line.
Based on these understandings the subject project is SATISFACTORY in !
accordance with WAC 248-54. i

3.01 INSTALLATION

utilizing the nire (9) point technique.
7. The acoustic gain sha: l be measurd at 6db below
feedback utilizing a sound source of band limited pink
noise set at BOdbA/one foot . The noise source shall be
placed one foot from a sound system microphone. The
system shall be turned on witl all normal operating
microphones installed. A measurement shall be taken
}' with an SPL meter utilizing the "A" weighted scsle at
. � equivaien` . --stic distance and at the last seat of
the theatre. The acoustic gain shall meet the specifed
acoustic gain requirement of 15db within 3db.
B. Provide equalization to attain direct sound field
frequency response, that is within +/- 3db from ( IOOHZ
to 10,000HZ) with a 12db roll off below 400HZ and above
600HZ, at any seat in the audience covered by the
loudspeakers.
9. The system shall deliver a minimum of (85db) average
program level with additional IOdb peaking margin at an
acoustinc distortion.
3.04 WARRANTY:
A. A one year warranty covering all components, equipment, and
workmanship shall be submitted in writing, this warrabtyy
will begin on the final acceptance date.
