In the event Union Square constructs improvements upon any portion of the Property described on Exhibit C, ("Parcel C"),which makes it necessary to relocate the water line, Union Square shall be entitled to move the water line and modify the location of the Easement to another portion of Parcel A, provided that water service to Parcel B is not interrupted or diminished other than a temporary inte:aption for a switch over to the new line. Union Square will give reasonable notice to Windsor Place of said interuption. In such event, Windsor Place shall reimburse to Union Square one-half of the cost of relocating the water line from Parcel C to a new location over Parcel A. 3. Windsor Place will install the rater main at an elevation that will be acceptable to the City of Renton based on Union Squarc's proposed grading plan. This will require Windsor Place to fill certain areas and place the pipeline in suita�ly compacted fill material. The placement and compaction must be approved by a soils engineer approved by Union Square. Windsor Place will obtain approval from the adjoining property owners for any fill materials placed on their property, and up against their building; or construct a retaining wall along the property line where needed. Windsor Place may 1b choose to install the water main at the existing grade and reimburse Union Square for "all costs" of moving the pipeline to a higher elevation when it grades and fills its site. "All costs" shall include engineering, labor, materials (except till), permit fees, and applicable sales taxes. (M1lk R 4. Windsor Place agrees that it will, at its expense, have Vic location of the water line determined and staked by a licensed surveyor. Windsor Place or its surveyor will give Union Square written notice when the staking is completed and Union Square must object to the location of the staking by notice in writing to Windsor Place or its surveyor within five business days after receipt of the notice. If Union Square does not object, the location shall be automatically api -oved and Windsor Place may ecmmenee construction of the waterline. 5. Windsor Place should take all reasonable measures necessary to keep the waterline construction area safe and secure during the construction period. Windsor Place shall indemnify and hold Union Square harmless from and against ary cost, claim, expense or liabilty, inc9uding reasonable attorneys' fees, arising out of the construction :•f said water line by Windsor Place. 6. Windsor Place shall restore the property and any landscaping or improvements on the property to its condition prior to commencing construction but they shall have no obligation to restore any junk trees or bushes existing prior to landscaping. 7. This Agreement and the convenants contained herein shall run with both Union Square and Windsor Place's land and shall inure to the benefit of and be binding on all subsequent owners. 8. Renton, Washington 98055 Subject: Windsor Place Apartment Complex Fire Flow Analyses Dear Mr. Tan: Four additional computer analyses of the City of Renton's Water System were performed for the purpose of determining hydrant flow distribution to fight a fire (fire flow) at the site of the proposed Windsor Place Apartments located on the west side of Anacortes Avenue NE between NE 6th Street and NE 4th Street. This letter summarizes the results and procedures used in determining the hydrant flow distribution for each analysis. The analyses are based on the existing City of Renton Water System, with the addition of both eight-inch and twelve-inch diameter water main im- provements on the site of the proposed project and with connection paints to the existing System at 1) NE 5th Street, 2) NE 4th Place, and 3) the intersection of NE 4th Street and Anacortes Avenup NE, The improvements used to determine the hydrant fire flow distribution for each of the analyses were as based on the water system plans for Windsor Place dated March, 1987, and as displayed on the attached figures. In all four analyses, the location and number of hydrants analyzed were as directed by ESM in your transmittal dated August 21, 1987. The selected hydrants were modeled based on simultaneous operatiiii, with each hydrant operating at its maximum capacity jased on a 20 psi pressure residual in the main adjacent to each hydrant. The results of the analyses for the four locations within the proposed project are summarized in the attached figures. Where the velocity of the water in the distribution system was in excess of 8 feet per second (fps) , the maxin,um flow rate for these sections was derated to Insurance Services Offices (ISO) maximum allowable velocity of 8 fps. The resulting derated capacities for the simulated hydrants are displayed on the attached figures. it is important to note that the capacities at the hydrant locations identified in the attached figures represent only the available and derated wain capacity for these hydrants under simultaneous operation. This is not consistent with City criteria since the City requires at all locations around a building that the fire flow requirement be met. Selection of a differ- ent combination of hydrants may result in different hydrant capacities. Further, where a specific hydrant's capacity exceeds 1,000 gpm, multiple hydrants will be necessary since the maximum hydraulic capacity out of a 5-1/4-inch MVO hydrant is approximately 1.000 gallons per minute. The flow distribution presented for each analysis displays the available capacities for that simulation. Another item of significance is the consideration of a hydrant or hydrants which may he out of service at any time and, there- fore, reduces the fire flow capability. The fire flow capability for these analyses was based on ISO criteria, which is used by the Washington Surveying and Rating Bureau, the local rating company. In accordance with ISO criteria, the Water System was simulated experiencing a maximum day demand with the single largest source of supply, Well No. 8, out of service (e.g., due to failure, maintenance, etc.) . A summary of the operational conditions used in the analysis follows: Service pressure of 30 psi in the service area during normal demands and 20 psi during fire demands ° Well Nos. 1, 2, and 3 are in operation, while Well No. ° is out of service ` Springbrook Springs is supplying the System at 1,300 gpm ° Monroe Avenue Pump Station is in operation at 2,000 gpm Highlands P,.mp Station is out of service Mount Olivet Pump Station is operating at 1,700 gpm • Windsor Hills Pump Station is operating at 1,950 gpm ° Highlands Reservoir and Highlands Elevated Tank are both in oper- atinn with the Highlands Reservoir experiencing three feet of drawdown, and the Highlands Elevated Tank experiencing five feet of drawdown. This letter summarizes the resuiLS and procedures used to determine the fireflow capability of the City's System to fight a fire at this location. The analysis is based on the existing City of Rentor Water System, with the addition of both eight-inch -nd twelve-inch diameter watermain improvements on the site o° the proposed project and with twelve-inch diameter connection points to the existing System at 1) NE 5th Street, 2) NE 4th Place and 3) the intersection of NE 4th Street and Anacortes Avenue NE. The improvements used to determine the fireflow capacity for the project are displayed on the attached figure. The results of the analysis indicate that the fireflow capacity of the City's System with the improvements is approximately 4,391 gallons per minute (GPM) at a residual pressure of 20 pounds per square inch (PSI) in the watermain on NE 5th Street adjacent to Building S. However, the velocicy in the existing eignt-inch diameter watermain and the proposed 12-inch diameter watermain extension on NE 5th Street trom Anacortes Avenue NE to Union hvenue NE is in excess of eight feet per second (FPS) . Although this flow rate is physically available, there are potentially severe and dangerous consequences with allowing that to occur. In accordance with the Insurance Services Offices (ISO) maximum velocity criteria of eight feet per second, reducing the velocity of the water to eight fe t per second in the watermain on NF 5th Street from Anacortes Avenue NF to Union Avenue NE results in a reduced fireflow capacity of approximately 4,073 gallons per minute in the water wain adjacent to proposed Building S. The velocity of the water within the remainder of the propc.,ed water system additions is within maximum Insurance Services Offices (ISO) criteria of eight feet per second. In accordance with ISO criteria, the Water System was simulated experiencing a maximum day demand with the single largest source of supply, Well No. B. out of service (e.g., due to failure, maintenance, etc.) . A summary of the operational conditions used in the analysis follows: ° Service pressure of 30 PSI in the service area during normal demands and 20 PSI during fire demands ° Well Nos. 1, 2, and 3 are in operation, while Well No. B is out of service ° Springhrook Springs is supplying the System at 1,300 GPM ° Monroe Avenue Pump Station is in operation at 2.000 GPM ! "ghlands Pump Station is out of service ° Mount Olivet Pump Station is operating at 1.700 GPM ° Windsor Hills Pump Station is operating at 1.950 GPM Highlands Reservoir and Highlands Elevated Tank are both in operation with the Highlands Reservoir experiencing three feet of drawdown, and the Highlands Elevated Tank experiencing five feet of drawdown.
