Utility Company (outside): No representatives were present from the following: ?uget Sound Power and Light Co., U.S. West Communications, Washington Natural Gas Co., T.V. Cable Company or Water District #107. III. Utilities - City (In-House): No representatives were present from the following: (T Water. Waste Water, Transportation or Maintenance Services. K.m Scattarella from Storm Drainage expressed that great care should be .aken with the storm water run-off from the site and that the erosion/sedimeitation control system should be instal,ed before any construction work starts on the site. He also was concerned about the bio- _ filtration swale on the east side of the site, and said that it should be hydro- seeded as soon as possible. This area is very sensitive to erosion and sedimentation is carried down stream to Lake Washington which is only a half mile or less away. Duane Mannon and Scott Miller both acknowledged the City's concern with the erosion/sedimentation control from the site. a Mark Wetherbee from the Construction Services Division will be the inspector for the civil improvements (Public Works items) on the project. Mark stated that he also had concerns with the erosion/sedimentation in this area of the City as he has had many problems with the apartment project just east of this site. IV. City Departments: No representatives were present from any other Department of the City. Preconstruction Minutes-K.L.U.A, Building Page 2 V. The Environment: The project coordinator Paul Lumbert restated the City's concerns about erosion/sedimentation problems in this area of the City. He also said that the project will be constructed following the City's standards for Public Works construction and that approved project plans must be used and be on- site. VI. Traffic Control and Safety: Traffic control plans must be submitted for all work in the street (Lake Washington Blvd.) and approved the Transportation Division of Public Works Department. All work in the street area will follow the M.U.T.C.D. standards fot veKcular and pedestrian traffic. The contractor will follow the safety standarus of WISHA/OSHA. VII. General Construction Discussion: Paul Lumbert discussed the sanitary sewer (main line) and the approval needed by the developer from Water District #107 to connect to their sewer system. There was also some discussion re: payment to Water District #107 of any utility connection fees they have and that the City will not issue any construction permit for Public Works off/on site improvements until such fees are paid to the District. Duane Mannon of Koll Construction has been in contact with the manager of ., the water/sewer district and will take plans to him to review on the sewer connection as well as settling the question re: utility system fees to be paid to the district. Mark Wetherbee explained how the inspection process works and made a suggestion re: the water line installation which would speed up or help the constnlrtion time frame at the time of the City's water maintenance crew rr., ,..ing the needed cut-in connection. Paul Lumbert stated the c sncerns of the Fire Department which are no wood building could start before the new fire hydrant was in operation and ..hat they would like to be notified 48 hours in advance of any inspection re: fire service to the building system.
