After completion of these requests, the Committee recommended that the Fire Department Master Plan be returned to the full Council for scheduling of a public hearing and formal adoption of the Plan. When utilities are installed in a new plat, the following order of Installations usually occur. First they install the sanitary sewer and the side sewers because they are the deepest, then the watermain, followed by the storm sewer. Our requirements are that the sanitary sewer be televised, the watermain be purified and tested, and as-built prior to allowing the water stub services being installed. It is also required that a drawing showing the as-built locations and proposed water service locations with relationship to all other proposed utilities, such as gas services, underground telephone service, underground power services and transformers, light standards and It's power location, for the following reasons: Too often we see water services and fire hydrants run on top of the sanitary sewer stub, which creates problems in the future. We have also seen water services and power lines coming in at the same corner, causing maintenance problems at later dates. We have seen, as in Henderson's case, their design for the light poles which sat right on top of sanitary side sewer stubs, one fire hydrant was on top of a side sewer, and one trans- former for the power system was located on top of the sanitary sewer system. It should be noted that the design of the sanitary sewer stubs does not always end up in it's proper location for many reasons. It is the opinion of this office that the time expended in requiring this as- built requirement, saves the citizens and the City at later dates, sub- stantial savings in time and money. It might also be noted that in Henderson's development, Sunset Trails, the water line Is still not completely as-built because the contractor never Installed it where it was designed, nor were as-builts made at the time the main was installed.
