Said heretofore mentioned grantee, its successors or assigns, shall have
the right, without prior notice or proceeding at law, at such times as may be
necessary to enter upon said above dscribed property for the purpose of construct-
ing, maintaining, repairing, altering or reconstructing said utilities, or making
any connections therewith, without incurring any legal obligations or liability
therefore, provided, that such construction, maintaining, repairing, altering or
reconstruction of said utilities shall be accomplished in such a manner that the
private improvements existing in the right(s)-of-way shall not be disturbed or
damaged, they will be replaced in as good a condition as they were immediately

Enclosed is a letter that was sent to the Moen Company
instructing them to do their required survey of the Renton
Vocational-Technical Institute project. As the letter
indicates, it is solely to expedite the issue of utility
as-builts. If Moen does not comply with the request, the
district will proceed with the as-built survey.
Hopefully, this will satisfy the requirements of the letter
from the Department of Public Works dated Duly 14, 1988.

Dear Larry:
We request you perform your final property survey as outlined in Section
01040-1.C5. This is being requested at this time solely to expedite the
issue of utility cs-builts.
Your refusal to furnish the required utility as-builts which shall comply
with the subject specification has put the uwnet in jeopardy toward occu-
pancy of the Campus Center, as well as creating delay toward occupancy of
the Electronics Building.
Furnishing your final property survey at this time in no way shall be
construed to relieve the Contractor of the requirements of the bid docu-
ments.
Should you refuse to perform the as-built/survey work, we will invoke
Section 05500-1.11 as follows.
"Right of the Owner to Do Work: Should the Contractor neglect to
prosecute the work properly or fail to perform any provision of the
agreement, the Owner, forty-eight hours after the delivery of written
notice to the Contractor or his representative as designate? in Para.

Dear Mr. Nelson:
Our firm has been retained by Mr. Henry Balko to assist him in responding to your
concern regarding grading activity that took place on his property. We have been in direct
contact with officials from the State Department of Fisheries, as well as Mr. Dan Price of
the City of Renton Utility Department. We have conducted a site visit and have directed a
contractor to perform temporary erosion control measures. 1 believe most of the erosion
measures have been implemented except for hydroseeding, which is scheduled in the immediate
future.
The concerns of the State Fisheries Department are being resolved and will be
incorporated in the design of a proposed housing project with commercial development that
is in the planning stage on this parcel. I will be sending a copy of my correspondence with
Mr. Kurt Buchanan of tLe Fisheries Department to you for your files.
Please contact Mr. Dan Price in the Stormwater Utility Denartment of your office if
you need any clarification of the temporary erosion procedures that are being completed on
site. If anything further needs to be accomplished at this time, please be sure to let me

Dear Mr. Yeager.
It is the intent of this letter to state the City's requirements regarding the ss-built
engineering drawings for the Renton Vocational Technical Institute, Phase 11.
Upon completion of construction of all utility lines, it is the responsibility of the
owner/developer to have an as-built plan prepared. The owner/developer must also
submit a Bill-of-Sale tramfening the utility lines over to the City of Renton for
ownership, operation, and maintenance.
Enclosed please find copy of the Rel.ton Municipal Code, Section 3-243; a COPY of the
'Conditions and Standards for Constructing Utility Developer Extensions to the City
Water System'; and Ordinance No. 3056 which speaks to the As-built plan requirement.
Please note that item No. 14, under City of Renton General Notes, states that'the
Contractor as well as the Engineers shall keep .s-built drawings! This requirement is
also mentioned verbally at the Pre-Construcc:m Conference for the project.

GENERAL INFORMATION AND REQUIREMENTS
1. Plans Deform any construction can start, the Developer, the Contractor or
agencies appointed by them, shall submit to the City of Renton
Department of Public Works (Utilities Section), complete construction
plane over all proposed utilities to be installed.
No construction shall start before the final approval of the project
tames from the Public Works Director, whose wiitten signatures shall
appear on each drawing. The signed original shall remain in above
mentioned office until complation of the 1.70ject.
Information about location of existing water, sanitary and strom
s^ters can be obtained from the Public Works Department.
For location of power, telephone, gas, and other underground utilities,
contact the respective companies.
2. Permit The Developer and/or the Contractor @hall be responsible for obtaining
all necessary county and City permits.
Any Contractor working withing City Limits shall carry a City of Renton
business license.
A street break permit will be required any time any work is being
done in the City of Renton right-of-way.
3. Pipe, Fittings, Installation, Etc. All pipe fittings, fire hydrants, valves
and other appurtenancest excavation, installation and backfill shall
comply with APWA Standard Specificati,.•na, City of Renton Standard
Specification, Recommended Standards for Sewage work& and any new
or other newly adopted specifications prior to approval of any
project.
4. water Services Each building shall be served via a minimum 3/4" water meter.
Tapping of mains and installation of all meters shall be done by
City forces. 3/4" and up to 2" will be furnished by the City.
Any larger meters shall be furnished by the Developer or the
Contractor.
No now building shall be served water unless an adequate sized water
line, based on water service and fire protection (6" minimum)is
existing or will be installed in front of such property prior to
completion of said building. The cost of the waterline, if not
existing, shall be the Developer's responsibility.
5. Cross Connections At any locations the City finds there could be danger of a
cross connection such as other than City supplies water being used
in the same plumbing system, sprinkling of lawns, etc., an approved
back£lw prevention shall be installed.
This shall be installed after the meter and be maintained by the
owner.
6. Prior to Construction The Utilities Superintendent and Inspector shall be
notified prior to construction.
The Contractor is also responsible for notifying all companies
having underground utilities in the construction area. Any damage
to existing underground and/or above ground utilities shall be the
Contractor's responsibility.
7. SEWER SERVICES Each building shall be served by a separate side sewer and
building saver. Tapping and installation of pipe shall be
done by the Developer under the inspection of ee City.
a. CONNECTION TO EXISTING MAINS All disconnection and/or connection to existing
water main shall be done by the City forces at the Developer's
or the Contractor's expense. All disconnection/connection
to ewer shall be done by the Developer.
The contractor shall supply all necessary pipe, fittings, and
other appurtenances needed.
9. INSPECTION OF NEW UTILI"'Y EXTENSION Utility Department's Inspector shall

30. ACCEPTANCE OF NEW UTILITY EXTENSIONS Before any new main can be accepted by

material list and a Bill of Sale to the City.
If any portion of the utility line'to be maintained by the
City is On private property, a 15' minimum width segment

parties.

SPECIFICATION FOR PLANS
1. PLANS, GENERAL All plans shell be on a reproducible cut sheet 22" x 34"
including title block and a place for the City Public
Works Director to sign when plans have been approved.
All plans shall be plan drawing. The Utility Department can
request profile drawings to show relationship to other under-
ground utilities and/or where the water Sine shall cross rail-
road tracks, streets, rivers and drainage ditches and/or any
other places where it would clarify construction.
When more than one sheet is required to cover all of the
construction area, an additional plan preferable scale 1"
300' will be requirsi. Preliminary plans can be on regular
print paper.
2. THE PLAN DRAWING (Scale']" 40') or (1" - 20') . The plan drawing shall show
clearly the relationship of the water main to existing and
proposed underground utilities as well as its relationship
to street paving, curb, gutters and sidewalk.
All valves, fire hydrants, fittings and other appurtenances
shall be called out and fully located by stationing along
centerline of street, or base line of easements, etc.
3. THE OVERALL DRAWING (Scale 1" - 1001) . The overall map shall show the relation-
ship of the new utility win to all existing and proposed under-
ground utilities. Also the approximate location of the valves,
fire hydrants, catch basin and manholes shall be shown.
The only dimension or callouts necessary on this map are the
various utilities and their approximate location off the
centerline.

maintain drainage from his excavation at'all times. The Contractor
is also responsible for removing all excess and/or rejected
material to own disposal site.
11. ACCEPTANCE OF WATERMAINS Prior to acceptance of the system, the installation
shall be subjected to A hydrostatic pressure test of 150 to 250
psi, as outlined in APWA 74-2.12 for cast iron, and all leaks
or imperfections developing under said pressure shall be remedied
by rontrartor before final acceptance of the system. ndhe

all work connected with the tests and conduct said test in the
presence of Utilities Department Inspector.

13. TEMPORARY PATCHING Temporary Cold Mix Asphalt Patching shall be required
in all roadway@ where pavement has been removed or where deemed
necessary by the City Engineer or the Utilities Inspector.
14. ASPHALT STREET PAVING RESTORATION Asphaltic concrete pavement shall be
accomplished in the following manner:
a. Remove the upper six of bsckfill and compact the tench
With a vibratory compactor.
b. Place 6" of 5/8" minus crushed rock and compact ad th

c. Place 4" of Class "B" Asphaltic Concrete in a manner
to conform to City requirements.
d. All joints will be sealed with hot asphalt liquid where

the trench with vibratory compactor.
Repave the trench with a standard 6 sack mix with 2% Calcium

If an asphalt overlay exists, the concrete cement will be brought
to the grade of the existing concrete cement and an overlay of
Class "B" Asphalt shall be placed and brought to existing grade.

8. All eater main 10 inches and smaller to maintain a minimum cover of 36 inches below
finish graft. All water main 12 inches and large. shall be at a minimum of 48 inches
below finish grade. Where utility conflicts occur, water mains are to be lowered to
clear.
9. All water mains shawl be pressure tested and disinfected in accordance with the
specifications of the City of Renton and the Washington State Health Department. All
pressure testing shall be done in the presence of a representative of the City of Renton.
30. A preconstruction conference is required prior to any construction,. A minimum of 3
(three) Working days notice is required for scheduling. Prior to scheduling the precon a
permit information sheet must be supplied to the Utility Engineer's Office. Twenty-four
hour notice will be required prior to starting new construction.
11. It shall be the contractor's responsibility to secure all necessary permits prior to

12. Installation of corporate stops, water services, lines and meters shall not be done until
all service agreements, meter applications, construction permits, and payment of fees

Department of Public Works. All necessary excavation and materials to be supplied by the
contractor and be on-site prior to City notifications.
14. Inspection will be accomplished by a representative of the City of Renton. It shall be
the contractot-s responsibility to notify the Utility Department 24 hours In advance of
backfilling all construction. The contractor as sell as the Engineers shall keep as-
built drawings.
15. Contractor to provide plugs and temporary blow-off assemblies for testing and purity
acceptance prior to final tie-in.
16. All joint restraint systems (shackle rods, runts, bolts, etc.) shall be as manufactured by
the Star Manufacturing Company of Columbus Ohio cr equal approved in writing by the
Department of Public Works.
17. Asphalt and concrete street paving shall be sawcut to a minimum depth of two inches. Oil
mat streets may be spade cut. All surface Nncrete, pavement, sidewalks, curb, gutters,

18. A temporary cold mix asphalt patch shall be placed on the day of initial excavation with
a permanent, sealed patch to be placed, to City of Renton policy, within ten days. Call

open over night without prior written approval of the Inspector.
19. For City projects such as telemetry conduit, the PVC pipe used shall be schedule 40 in
unimproved areas and schedule 80 under improved areas. All chemical process lines shall

AMENDING CHAPTER 2 of TITLE III (DEPARTMENTS) OF
ORDINANCE NO. 1628 ENTITLED "CODE OF GENERAL
ORDINANCES OF THE CITY OF RENTON" PFjtTAjWING TO
THE WATER DEPARTMENT;RELATING TO CHARGES,
INSTALLATIONS, FEES AND PROCEDURES
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON DO
ORDAIN AS FOLLOWS:
SECTS I: There is hereby added a new sub-section to
be entitled sub-section (C) of 3-204 (Connection to Water Main) of
Chapter 2, Title III (Departments) of Ordinance No. 1628 entitled
"Code of General Ordinances of the City of Renton" reading as
follows:
Section 3-204 (C) - Connection of Water Main
In the event that a water main is not available as hereinabo a set
forth but a customer is able to obtain service by extending
such
line, by means of an easement or similar right, across adjacent or
neighboring property to a point where such main is located, then the
Public Works Director may sign a Temporary Service Agreement" with
such customer allowing service until such time as a main is available
in front of such property. At such time the customer shall then be
required to connect to such main in front of his property and pay
the then applicable fees therefor.
SECTION II: Existing Section 3-206 of Chapter 2, Title
III (Departments) of Ordinance NO- 1628 entitled "Code of General
Ordinances of the City of Renbn" is hereby amended to read as follows:
Section 3-206 as amended - Fee original Installation:
(A) The sum of Three hundred dollars ($300.00) for a
three-fourths inch (3/4") connection. the fee therefore
(g) For a one inch (1") connection
shall be determined by the actual cost of labor, equipment and material
plus fifteen percent (15%) thereof; and the applicant for such connectio:

shall deposit with the City the minimum sum of three hundred dollars
($300.00) which payment shall be made to the Director of Finance or
her designated representative handling collection for the Water
Department. Sich payment shall be made before the work of connecting
the main line with the property is initiated; provided, further, that
whenever said deposit is insufficient to cover the total fee as
herein specified, then the deficiency shall be charged to the property
for which such installation was made and sucl. charge shall constitute
a lien thereon; in case the cost of such installation is less than the
amount of deposit, then any such difference shall be promptly refunded
to the owner who applied for such installation and made the deposit.
(C) In all cases where the service connection is larger
than one inch (1"), the fee therefor shall be three hundred dollars
($300.0u) per inch as provided for in subsection (B) hereinabove
and the applicant for such connection shall, at the time of applica, .ion,
pay unto the City the deposit computed at three hundred dollars ($300.00
per inch which shall be applied as set forth in subsection (B) hereinabove
(D) All meters shall be the same size as the tap and
service connection.
(E) Whenever it is desired to have a meter removed or
reinstalled the owner of the premises supplied, or to be supplied,
by such meter shall file an application at the office of the utilities
Engineer and shall pay the cost in full for such removal or reinstallatior
(F) Whenever it is deemed prudent, in case of a new
development or subdivision, to install the service from the main to
the property line, hereinafter referred to as stub service" prior
to completion of street construction, the City will provide such
service for sixty percent (60%) of the then current insta�lation cost
for such service. At such time that meter installation is requested,
the remaining balance of the then current rate shall be collected and
paid for by such developer or sub- divider.

SECTION III: Existing Section 3-21J of Chapter 2, Title
III (Departments) of Ordinance No. 1628 entitled "Code of General
Ordinances of the City of Renton" is hereby amended to read as
follows:
Section 3-210, as amended: Whenever the owner or occupant
of any premises desires to discontinue the use of water for a period
of not less than one (1)month he shall make written application to
have the water turned off and pay all arrearages in full. The water will
be turned off and turned on again, with a charge of five dollars ($5.0O)
payabla at the time of turn off, but no remission of rates will be
made for a period of less than one (1) month or without the application
prescribed in this Section.
SECTION IV: Existing Section 3-224 (F) of Chapter2,
Title III (Departments) of Ordinance No. 1628 entitled "Code of General
Ordinances of the City of Renton" is hereby amend d to read as
follows:
Section 3-224 (F) , as amended: Private Water; Fire Service:
Services for fire protection must be metered or detector. checked.at the
expense of the owner and fitted with such fixtures only as are needed
for fire protection and must be entirely disconnected from those used
for other purposes. The charges for such fire protection services
are hereby established as follows:
$2.00 per month per inch of fire meter size.
No charge will be made for water used in extinguishing fire if the
owner or occupant of the premises where such fire occurs gives written
notice to the office of the Utilities Engineer within ten (10) days
from the date of such fire. In no case will any tap be made upon any
pipe used for fire service purposes or any tank connected therewith,
nor shall the use of any water be permitted through any fire service
nor through any pipes, tanks or other fixtures therewith connected for
any purposes except the extinguishing of fire on such premises or
testing flows for fire control purposes.

Section 3-232, as amended: The rates for metered service
supplied to premises outside the City Limits shall be in an amount R
equal to double the rate fixed for water service supplied to residents
within the City for the same quantity of water as hereinabove specified,
effective until July 1, 1976. Thereafter, tTe rate for non-resident
users shall be reduced by ten percent (10%) as per the following
schedule, until such time as the non-resident rate is an amount
equal to 1.5 times the residential City rate. Thereafter it shall
remain at said rate of 1.5 times the residential rate, to-wit:

SECTION VM Existing Section 3-241 (B) of Chapter 2,
Title III (Departments) of Ordinance No. 1628 entitled "Code of
General Ordinances of the City of Renton" is hereby amended to read
as follows:
Section 3-241 (B) , as emended: The special connection
charge imposed by this Ordinance shall be paid into the Utility Fund
and shall be computed as follows: The number of units of property
frontage to be served by the water distribution system, determined
in the manner prescribed in RCW 35.44.030 and .040 for determining
"assessable units of frontage", shall be multipled by the actual
local improvement assessment per unit of frontage for such facility
in Renton for the year in which the water main to which the property
I.s to be connected was constructed and accepted as completed.
In addition to the aforestated cost of "assessment" there
shall be a charge of seven percent (78) per annum added to such cost
but in no case shall such charge be in excess of 150% of the original
assessment cost.
SECTION VIIS There is hereby added a new section to
Chapter 2, Title III (Departments) of Ordinance No. 1628 entitled
"Code of General Ordinances of the City of Renton" to be entitled
Section 3-243, to read as follows:
Section 3-243: Developer Extensions to the Utility System.
The City's Utility Division shall publish from time to time a "Conditions
and Standards for Constructing Utility Developer Extensions". All
devele, :r extensions shall abide and fully comply with said standards.
From time to time these "Standards" shall be updated in accordance
with the American Water Works Association (AWWA) Standards, Insurance
Services Office (I.S.O.) requirements, the American Public Works Associatio

(APWA) Standards and with prevailing good practices relative to such
extension and installations.
SECTION IX: Any and all Ordinances or parts of Ordinances
in conflict herewith are hereby repealed.

General Statement of Policy
For Work in Street Right-of-Way
Permit and bond must be issued Dior to any work.
No utility shall be placed r:ithin five feet of any City underground utility except
when crossing the resperLive utility.
When crossing a City utility (watermain, storm drain, sanitary sewer), the utility
which is crossing will be cased in steel , P.V.C. Schedule 80 heavy, o, P.V.C.
encased in concrete one foot on all sides.
Av:;ialt and concrete street paving shall be sawcut to a minimum depth of two inches.
Uil mat streets ma, be pade cut.
All surface concrete, pavement, sidewalks, curbs, gutters and driveway approaches
shall be sawcut to a minimum depth of two inches or removed to an existing expan-
sion joint.
Hackfill material shali be compacted to 95% maximum dry density. Questionable
nwterial shall be tested by a certified materials testing lab at the contractor's
expense. Unsuitable material shall be removed from the site.
A temporary cold mix asphalt patch shall be placed on the day of initial excava-
tion with a permanent, sealed patch to be placed to City of Renton policy within
ten days. Call for subgrade inspection prior to placement of final patch.
Approved plan to be on site at all times during construction.
Traffic control shall be in accordance with U.M.T.C.D. Part VI - Contact Traffic
Engineering, 235-2630.
All street closures, partial or full, shall be approved by the Street Superintendent
24 hours in advance.
City of Renton to be notified 24 hours in advance of any work at 235-2615 and
235-2631. Also notify Valle Conn. Center at 852-2121 24 hours in advance of work
(Police and Fire Department- .
The hours of work in street right-of-way shall be limited to 8:30 a.m. to 3:30 p.m.
on weekdays only unless otherwise approved in writing by the Design Engineer at
235-2635.
Trenches will not be left open over night without prior written approval of the
Inspector.
Job sites are to be kept ii a clean and orderly manner at all times. Sweeping,
flushing and other means shall be used to comply with this regw rement.
