necessary to enter upon said above described property for the purpose of construct-
ing, maintaining, repairing, altering or reconstructing said utilities, or making
any connections therewith, without incurring any legal obligations or liability
therefore, provided, that such construction, maintaining, repairing, altering or
reconstruction of said utilities shall be acc7mpllshed in such a manner that the
prlvate .improvements existing in the rights)-of-way shall not be disturbed or
damaged, they will be replaced in as good a condition as they were immediately
before the property was entered upon by the Grantee,
The Grantor shall fully use and enjoy the aforedescribed premises, including
the right to retain the right to use the surface of said right-of-way if such use
does not interfere with installation and maintenance of the utilities. however,
the grantor shall not erect buildings or structures over, under or across the
right-of-way during the existence of such utilities.
This easement, shall be a covenant running with the land and shall be binding
on the Grantor, his successors, heirs and assigns. Grantors covenant that they
are the lawful owners of the above properties and that they have a good and lawful
right to execute this agreement.

(DEVELOPER INSTALLED STUBS)
A developer will be granted a credit of 60% of the current 3/4" water service cost
for installing the stub portion of the water service when he makes a meter applica-
tion. This credit is based on a portion of Ordinance #3056, City of Renton,
Washington, which amends Chapter 2 of Title III (Departments) of Ordinance a1628
entitled "Code of General Ordinances of the City of Renton" pertaining to the Water
Department, relating to charges, installations, fees and procedures.
Section 3-206, Subsection (F) as amended:
(F) Whenever it is deemed prudent, in case of a new development
of subdivision, to install the service from the main to the
property line, hereinafter referred to as "stub service"
prior to co?Wletion of street construction, the City will
provide such service for sixty percent (m) of the then
current installation cost for such service. At such time
that meter installation is requested, the remaining balance
of the then current, rate shall be collected and paid for by

General Statement of Policy
For Work in Street Right-of-Way
Permit and bond must be issued prior to any work.
No utility shall be placed within five feet of ar.; City underground utility except
when crossing the respective utility.
When crossing a City utility (watermain, storm dra',n, sanitary sewer) , the utility
which is crossing will be cased in steel , P.V.C. Schedule 80 heavy, or P.V.C.
encased in concrete one foot on all sides.
Asphalt and concrete street paving shall be sawcut to a minimum depth of two inches.
Oil mat streets may be spade cut.
All surface concrete, pavement, sidewalks, curbs, gutters and driveway approaches
shall be sawcut to a minimum depth of twc inches or removed to an existing expan-
sion joint.
8ackfill material shall be compacted to 95% m3ximum dry density. Questionable
material shall be tested by a certified materials testing lab at the contractor's
expense. Unsuitable material shall be removed from the site.
A temporary cold mix asphalt patch shall be placed on the day of initial excava-
tion with a permanent, sealed patch to be placed to City of Renton policy within
ten days. Call for subgrade inspection prior to placement of final patch.
Approved plan to be on site at all times during construction.
Traffic control shall be in accordance with U.M.T.C.D. Part 'iI - Contact Traffic
Engineering, 235-263U.
All street closures, partial or full , shall be approved by the Street Superintendent
24 hours in advance.
City of Renton to be notified 24 hours in advance of any work at 235-2615 and
235-2631 . Also notify Valle Comm. Center at 852-2121 24 hours in advance of work
(Police and Fire Departments.
The hours of work in street right-of-way shall be limited to 8:36 a.m. to 3:30 p.m.
on weekdays only unless otherwise approved in writing by the Design Engineer at
235-2635.
Trenches will not he left open over night without prior written approval of the
Inspector.
Job sites are to be kept in a clean and orderly manner at all times. Sweeping,
flushing and other means shall be used to comply with this requirement.

Attached is the watermain easement for the above-referenced
project for your review. The only item lacking is the siting
of the fire line detector check vaults by the sprinkler
consultant.
A few of the bearings were revised for the centerline, and
they are indicated in the easement. We will forward a revised
plan and completed easement document once we have received the
detector check vault locations. In the meantime, could you
please review the mainline and easement so that checking of
the vault connections will be the only remaining item.

Subject : Fire flow Analysis for the Crowne Pointe Development
Dear Edgar:
A computer analysis simulating a fire at the proposed Crowne Pointe
Development has been performed to determine the fire flow capability of the
City' s water system. The analysis was based on the existing water system,
with the proposed 8-inch diameter watermain extension through the site as
shown on the attached figure.
Results of the analysis indicate that the available fire flow from Hydrant
No. 1 is approximately 1,544 gpm and approximately 1,597 gpm from Hydrant
No. 2 at a residual pressure of 20 psi ir, the main adjacent to the fire.
This results in a total combined fire flow capacity of 3,141 gpm. However,
the velocity of the water in the proposed 8-inch diameter pipeline is
approximately 10 feet per second. Although this flow rate is physically
available, there are potentially dangerous and severe consequences
associated with allowing that flow rate to occur. Reducing the velocity of
the water to within Insurance Services office' s guidelines of 8 fps
maximum, which is used by the City of Renton, would result in a total
derated fire flow capacity of 2,506 qpm.
The fire flow capability for this analysis was computed on Insurance
Service Office' s (ISO) criteria, which is used by the Washington Survey and
Rating Bureau. In accordance with the ISO criteria, the water system was
simulated experiencing a maximum day demand with the single largest source
of supply, Well No. 8, out of service, i .e., due to failure, maintenance,
etc. A summary of the operational conditions used in the analysis is as
follows-
- Minimum service pressure of 30 psi in the service area during
normal demands and 20 psi during fire demands.
- Well Nos. 1, 2 and 3 are in operation while Well No. 8 is out of
service.

- Springbrook Springs is supplying the system at 1,300 gpm.
- Monroe Avenue Pump Station is out of service.
- Highland' s Pump Station is operating at 1,200 gpm.
- The Mt. Olivet Pump Station is operating at 1,700 gpm.
- The Windsor Hills Pump Station is operating at 1,950 gpm.
- The "ighland' s Reservoir and Highland' s Elevated Tank are both in
operation.
