from SW 34th to SW 27th
We have noted several problems on Oakesdale Ave. SW between SW
34th and SW 27th as a result of the roadway being constructed yet
withuut any traffic. Problems noted have been dumping of garbage,
vandalism of the street light system and drag racing on weekends.
As a result, we are proposing to close Oakesdaie Ave. SW at SW

Attention: Mr. Ron 01sen, Water Engineer
Subject: Monster Road Fireflow Analyses
Dear Ron:
Two additional computer analyses along Monster Road have been performed to
determine the fireflow capability of the City' s Water System during the
period when the existing 12" main on SW 7th Street is out of service due to
construction of the P-1 Channel . The analyses were performed based on the
ity' s existing system with the improvements and modifications to the
existing system as shown in the attached figures including the proposed 12"
diameter watermain for Metro's Renton Wastewater Treatment Facility from SW
7th Street to Monster Road. Both analyses were performed at a hydrant near
Container Corporation of America.
Results nf the first analysis indicate that the available fireflow from the
hydrant is approximately 3,811 gallons per minute at a pressure residual of
20 psi in the main adjacent to this hydrant. However, the velocity in the
main along Monster Road from SW 7th Street is in excess of 8 fps.
Reducing the velocity of the water in this pipe section to within ISO
criteria of 8 fps results in a derated fireflow capacity at this hydrant of
2,920 gpm.
In the second analysis the west connection for the proposed 12" diameter
pipeline through Metro's Renton Treatment Facility assumed to be near
the base of Metro' s existing reservoir along Monster Ru... Results of this
analysis indicate the available fireflow canacity at the hydrant located on
Monster Road is approximately 3,7R5 gpm at a pressure residual of 20 psi in
the main adjacent to the hydrant. However, the velocity of the water along
Monster Road from SW 7th Street is also in excess of 8 fps. Reducing the
velocity of water in this main to 8 fps resulting in a fireflow capacity of
2.820 gpm.
A summary of the results of these analyses is presented in the attached
figures. The fireflow canability for these analyses was based on the
Insurance Services Offices (ISO) criteria which is used by the Washington
Survey and Rating Bureau, the local rating company. In accordance with ISO
criteria, the Water System was simulated experiencing a maximum day demand
with the single largest source of supply. Well No. 8, out of service, i .e.
due to failure, maintenance, etc. A summary of the operational conditions
used in the analyses is as follows:

CITY OF RENTON
Department of Public Works

Renton, Washington 98055
Subject: Fireflow Analyses for the Proposed Oakesdale L.I.L.
Dear Ron:
Four computer analyses along Monster Road have been performed to determine
the fireflow capability of the City' s water system during construction of
the Oakesdale L.I.D. 'he analyses were performed based upon the City's
existing system with the improvements and modifications to tie existing
system as shown on the attached figure. All four analyses were performed
based on the existing 12-inch diameter watermain on Southwest Seventh
Street being out of service during construction of the Oakesdale project.
The first fireflow analysis was performed at a hydrant near Metro' s
existing elevated tank. The analysis was based on the existing water
system with no additional improvements. Results of this analysis indicate
that the available fireflow from this hydrant is approximately 1 ,432
gallons per minute at a residual pressure of 20 psi in the main adjacent to
the hydrant.
With the same system conditions, a second fireflow analysis was performed
on a hydrant near Container Corporation of America. Results of this
analysis indicate an available fireflow capacity of 2,435 gallons per
minute at a pressure residual of 20 psi in the main adjacent to this
hydrant. However, system pressures along Monster Road in the vicinity of
the Metro reservoir are approximately zero. De-rating the fireflow
capacity to maintain a minimum of 20 psi in the pipeline in this area
results in a reduced Fireflow capacity of approximately 1,430 gallons per
minute.
The third analysis was performed with the same conditions as Analysis No.
1 except with the addition of the 12-Inch water-main extension along Grady
Way. Results of this analysis indicate an available fireflow of
approximately 1,645 gallons per minute at a pressure residual of 20 psi in
the main adjacent to the hydrant.
1410 Market Street,P.O. Box 1180,Kirkland,Washington 98033(206)827-6400
MC. Ron Olsen
August 25, 1986
Page 2
The conditions for Analysis No. 4 are similar to Analysis No. 2 except to
include the 12-inch watermain extension along Grady Way. Results of this
analysis indicate an available fireflow capacity of 2,651 gallons per
minute at a pressure residual of 20 psi in the main adjacent to the
hydrant. However, system pressures along Monster Road in the vicinity of
the Metro reservoir are approximately zero. De-rating the fireflow
capacity to maintain a residual pressure of 20 psi in this pipeline along
Monster Road results in a de-rated fireflow capacity of 1,650 gallons per
minute.
A summary of the results for these analyses is presented in the attached
table. Fireflow capability for these analyses was based on the Insurance
Services Offices (ISO criteria) which is used by the Washington Survey and
Rating Bureau, the local rating company. In accordance with ISO criteria,
the water system was simulated experiencing maximum day demand with the
s°ngle largest source of supply, Well 8, out of service (i .e. , due to
failure, maintenance, etc.) . A summary of the operational conditions used
it 6he analyses is as follows:
- Minimum service pressures of 30 psi in a service area during
normal demands and 20 psi during fire demands.
- Well Nos. 1. 2, and 9 are in operation, while Well No. 8 is out of
service.
- Springbrook Springs is supplying the system at 1,300 gallons per
minute.
- Monroe Avenue Pump Station is out of service.
- Highlands Pump Station is operating at 1.200 gallons per minute.
- Mt. Olivet Pump Station is operating at 1,700 gallons per minute.
- Windsor Hills Pump Station is operating at 1 ,950 gallons per
minute.
- The Talbot Hill Reservoir is in operation.
A figure summarizing the fireflow analyses is attached for your reference.
Copies of the computer analyses have been retained in this office fur
future reference.
If you have any questions or comments regarding these analyses, do not
hesitate to contact me.

Subject: Fireflow Analyses for the Proposed Oakesdale L.I.O. r
Dear Ron:
Four computer analyses along Monster Road have been performed t- determine
the fireflow capability of the City's water system during cons, uction of
the Oakesdale L.T .D. The analyses were performed based upon the City's
existing system with the improvements and modifications to the existing
system as shown on the attached figure. All form analyses were performed
based on the existing 12-inch diameter watennaln on Southwest. Seventh
Street heing out of service during constructlon of the Oakesdale project.
The first fireflow analysis was performed at a hydrant near Metro' s
existing elevated tank. The analysis was based on the existiny water
system with no additional improvements. Results of this analysis indicate
that the available fireflow from this vydrant is approximately 1 ,432
gallons per minute at a residual pressure of 20 psi in the main adjacent to
the hydrant.
With the same system conditions, a second fireflow analysis was performed
on a hydrant near Container Corporation of America. Results of this
analysis Indicate an available fireflow capacity of 2,435 gallons per
mInnt,e at a pressure residual of 20 psi in the main adjacent to this
hydrant. However, system pressures along Monster Road In the vicinity of
the Metro reservoir are approximately tern. De-raring the fireflow
capacity to maintain a minimum of 20 psi In the pipeline in Lhis area
results In a reduced rlreflow capacity of approximately 1,430 gallons per
minute.
The third analysis was performed with the same conditions as Analysis No.
1 except with the addition of the P-Inch waternain extension along Grady
Way. Results of this analysis indicate an av,iIahle fireflow o,
approximately i ,645 gallons per minute at a pressure residual of 20 psi in
the main adjacent to the hydrant.

The conditions for Analysis No. 4 are similar to Analysis No. 2 except to
Include the 12-inch watermaln Pxtension along Grady Way. Results of thls
analysis Indicate an available firpflow capacity of 2,051 gallons por
minute at a pressure residual c " 20 psi in the main adjacent to the
hydrant. However, system pressures along Mmnstpr Road in the vicinil.y of
the Metro reservoir are approximately zero. De- rating the firpfinw
capacity to maintain a re.sHoal pressure of 70 psi In this pipeline along
Monster Road results in a de-rated flreflow capacity of 1.r.5t1 gallons per
minute.
A somnary of the results for these analyses is presented in the attachpul
table. Firefiow capability for these analysis was based on the lnsurancp
Services Offices ( iSO criteria) which is used by the Washington Survey and
Rating Bureau, the local rating canpany. in accordance with 1S0 criteria,
the water system was Simulated experiencing maximum day demand with the
single largest source of supply, Well n, out of service ( i .p. , (tue to
failure, maintenance, etc.) . A summary of the operational conditions used
In the analyses it as follows:
- Minimum service pressures of 30 psi In a service area during
normal demands and 20 psi during fire demands.
- Well Nos. 1 . 2, and 9 are in operation, while Well No. 8 is out of
service.
- Springbrook Springs Is supplying the system at 1 ,300 gallons per
minute.
- Monroe Avenue Pump Station is out of service.
- Mlghlands Pump Station is operatinq at 1 ,200 gallons per minute.
- Mt. Olivet Pump Station Is operating at 1.7(K) gallons per minut.e.
- Windsor Hills Pump Station is operating at 1 ,950 gallons per
minute.
- The Talbot ilill Reservoir is in operation.
A figure summarizing the ntreflow, analyses is attached for your reference.
Cnpies of the computer ;,sa)yses have been retained in this office for
future reference.
if you have any questions or camnents regarding these analyses, do not
hesitate to contact me.
