We earlier performed a geotechnical engineering study and consultation for the project and presented the results in the referenced reports. (ECI) representatives made 45 visits to the subject site from April 4, 1991 through October 14. 1491. During this period a total of 80 field density tests were performed on structural fills. All tests were performed in accordance with ASTM Test Designation D-2922(Nuclear Gauge Method). Eight representative soil samples were returned to our laboratory for maximum dry density tests in accordance with ASTM D-1557-78(Modified Proctor). Field density test results indicate adequate compaction at the test locations. ECI representatives were on site on a periodic basis to observe the stripping, proofrolling and placement of the building pad and surcharge fills. Settlements induced by the surcharge were monitored on a daily basis by the general contractor, Total measured settlements ranged from 0.01 to .55 feet over a five week period. Upon completion of the surcharge program the surcharge till was removed from the building pad area. A more detailed summary of the surcharge program was presented in the referenced letter. ECI representatives made several site visits to observe the foundation hearing soils. Foundation subgrade soils were probed using a one-half inch diameter steel rod. Overall foundation bearing soils consisted of medium dense to dense silty sand with gravel and sandy gravel soils, Soft and saturated foundation bearing soils were encountered in the north and south loading dock areas. The soft soil was overexcavated to a depth of approximately three feet below footing subgrade elevation and the overexcavation was backfiiled with quarry rock and structural fill. Footing excavations observed by representatives of this firm should provide adequate foundation support. Similar soft saturated soils were encountered in the ramp areas of the north and south loading dock excavations. in these areas,the subgrade soils were allowed to dry during July and August. By September they were sufficiently firm to allow construction of the concrete slab-on-grade loading dock apron with minor overexcuvations. At your request, ECI representatives were on-site to observe and monitor the installutiun of underground utilities. The storm drain, water main and storm detention system excavations encountered soft,saturated soil. To prepare a stuble base for utility support,the soft areas were typically overexcavated or- o two feet and backfilied with quarry rock or crushed concrete. The backfill material was the tmped into place with the bucket of a trackhoe excavator. ECI representatives monitoreo ,ne hackfill of utility trenches where necessary. Based on our observations and tests, the utility contractor appeared to backfill utility trenches in accordance with ECI recommendations. Earth Consultants, Inc. None present, however, Puget sound (Sam DiRe, called on August 28, 1991. Puget has a transformer on the south side of the existing building which should be large enough to handle this project. There is a main line also on the northeast corner of the site in case there is a reason that the site needs to be fed from that side. Sam is waiting for this project to make application before making the official determination. FIRE PREVENTION 1. Maintain access to site at all times. Must be able to support emergency equipment in all types of weather. 2. All new hydrants shall be Cory type, hydrants to be painted international yellow. Iowa and Renselear are manufacturers of Cory type. 7. Now hydrants are to be covered with burlap bags until operational. 4. All blocking must be inspected by a City inspector prior to backfill. 5. Leads that exceed 50 feet in length shall be 8" 6. Call 911 if the watermain needs to be shu.; off. Mystic Pre-con Page 3 7. No fuel to be stored on site per proponent. No inflammable substance shall be stored on Bite. a. Jim Gray verified that he will allow existing hydrants to be used while contractor performs building construction. Existing hydrants should be sufficient to provide fire protection on new const uction as long as inflammables are not stored on site. 9. A fire watch will be required while the existing fire vault is out of service during change over of single check valve to double detector check valve assembly. WATEB 1. Pipe materials, valves, fittings shall be as indicated in the standard notes. Pipe shall be polywrapped. Existing main, now covered with a slab, can continue to be used until new main is in service. 2. The contractor will install all of the waterminn except the connection. All connections to existing mains t be accomplished by the City of Renton. All necessary excavation, whoring and materials to be supplied by the contractor and be on-site prior to City installation of connection. 3. All blocking must be inspected before backfillirg. All backfill must meet or exceed pit run. Thrust blocks must be formed. Concrete used must be delivered to the job (no on-site mixes) . In the street and in all crossings, the City requires 5/9" minus crushed rock backfill. Compaction test may be required. 4. No power or gas in same trench as waterline. S. Single check valve needs to be replaced by double check valve in existing fire vault, as described in item 19 above. Notify Fire Prevention when this is being done. 6. No debris in main line. Pipe cleaning shall be by poly pigging through vertical crosses. All services shall be pressure tested to a minimum of 200 pai or 150 over operating pressure (static) . Butterfly valves will be taken out of the line and spool piece installed to allow pigging of the lines. Chlorinate for 24 hours, using liquid chlorine and chlorine pump assembly. Chlorination is performed by City staff. Talk to the inspector to schedule chlorinating. They need a week (S working days advance notice) . Flushing water shall be drained into the sanitary sewer. Water purity tests are taken to the laboratory on Wednesday. Contractor shall arrange courier for any other day. Mystic Pre-con Page 4 7. The contractor, as well as the engineer, shall keep as- built drawings. All changes shall be shown on as- builts. For any field changes, if minor, give City a shop drawing (by Fax) ; if major, need a day or two to review and approve. Field inspector can not give approval in field for construction changes. As-builts should be stamped by a P.E. or P.L.S. and have to be submitted and approved by the City prior to acceptance of the work. These are required for all plans, not just water plan. 8. Water meter to be installed by contractor. Before meters dropped in must satisfy inspector*s punch list. Final acceptance shall be after final walk through inspection, adjustment of all structures and approval of As-Builts, Cost Data Inventory form, and receipt by the City of Bill of Sale for utilities being deeded to the City. 9. Any changes the contractor makes which have not been submitted and approved by City is at his own rtgk. 10. All water mains must be staked to establish centerline. SANITARY SEWER 1. All pipes and materials shall be per approved plan. 2. Select backfill shall be compacted to at least 95% of maximum density. 3. Inspector may request that the line be lamped. STORM 1. Good erosion control measur:s are to be exercised at all times. The epproved temporary erosion control plan must be used. 2. All pipes and matey+ s shall be per approved plan. 3. In general, similar conditions are expected in the water main trench as were encountered in the loading dock foundation excavations and the storm retention system excavations. The excavation for the water main is expected to extend below the groundwater level and as a result, when the overburden soil is removed, heaving of the excavation should be expected due to the hydrostatic pressure in the bottom of the trench. I herefore, we recommend sheeting be pushed a minimum of two feet below the bottom the excavztion (including any overexcavation). This will increase the water flow path and reduce the potential tar heave in the bottom of the trench. This in turn should reduce the extent of the required overexcavation. It should be noted that the following recommendations for stabilization of the trench bottom are dependent upon the actual conditions encountered in the field. Use of sheeting as described above should reduce the potential for heave,thereby reducing the extent of stabilization measures required. We recommend the excavation operations be observed by a representative of Earth Consultants to confirm or modify our recommendations as dictated by the actual conditions encountered. In general, we recommend the trench bottom be overexcavated approximately one foot below the level of the bottom of the pipe bedding. The bottom of the trench should then be filled with four to eight inch quarry spills. Placement of the quarry spills should occur as soon as possible after excavation in order to reduce the potential for heave. The quarry spills should be lightly tamped into the trench bottom. Currently the owners of the property have submitted plans to expand the existing manufacturing building. This proposed expansion will encroach onto the existing 12" wa,ermaut easements necessitating a relocation of the waterline and a release of easement action. Consistent with the requirements of the city, new water lines will be provided appropriate to the level of development and designed to meet City of Renton fire Bow requirements. Fire Bow requirements will be established by the Renton Fire Department and will be based on the type of building and construction materials proposed for the building expansion. The easement release will be conditioned on the relocation of the existing waterlines. During transition from the old waterlines to the new relocated waterlines, interim facilities shall be provided to meet fire protection. TTe easement release action is scheduled for approval by the Renton City Council on August 20, 1991. In general, similar conditions are expected in the water main trench as were encountered in the loading dock foundation excavations ai.,1 the storm retention system excavations. The excavation for the water main is expected to extend below the groundwater level and as a result, when the overburden soil is removed, heaving of the excavation should be expected due to the hydrostatic pressure in the bottom of the trench. Therefore, we recommend sheeting be pushed a minimum of two fee '+elow the bottom the excavation (including any overexcavation). This will increase the water f, lath and reuuce the potential for heave in the bottom of the trench. This in turn should reduce the extent of the required overexcavation. It should be noted that the follov.ing recommendations for stabilization of the trench bottom are dependent upon the actual conditions encountered in the field. Use of sheeting as describad above should reduce the potential for heave,thereby reducing the extent of stabilization measures required. We recommend the excavation operations be observed by a representative of Earth onsultants to confirm or modify c1r recommendations as dictated by the actual conditions encountered. In general, we recommend the trench bottom be overexcavated app-� imately one foot below the level of the bottom of the pipe bedding. The bottom of the trench should then be filled with four to eight inch quarry spalls. Placement of the qu,.rry spalls should occur as soon as possible after excavation in order to reduce the potential for heave. The quam spalls should be lightly tamped into the trench bottom. None present, however, Puget Sound (Sam DiRe, called on August 28, 1991. Puget has a transformer on the south side of the existing building which should be large enough to handle this project. There is a main line also on the northeast corner of the site in case there is a reason that the site needs to be fed from that side. Sam is waiting for this project to make application before making the official determination. FIRE PREVENTION 1. Maintain access to site at all times. Must be able to support emergency equipment in all types of weather. 2. All new hydrants shall be Cory type, hydrants to be painted international yellow. Iowa and Renselear are manufacturers of Cory type. 3. New hydrants are to be covered with burlap bags until operational. i. All blocking must be inspected by a City inspector prior to backfill. 5. Leads that exceed 50 feet in length shall be 8" 6. Call 911 if the watermain needs to be shut off. Mystic Pre-con Page 3 7. No fuel to be stored on site per proponent. No inflammable substance shall be stored on site. a. Jim Gray verified that he will allow existing hydrants to be used while contractor performs building construction. Existing hydrants should be sufficient to provide fire protection on new construction as long as inflammables are not stored on site. 9. A fire watch will be required while the existing fire vault is out of service during change over of single check valve to double detector check valve assembly. WATER 1. I :pe materials, valves, fittings shall be as indicated :n the standard notes. Pipe shall be polywrapped. Existing main, now covered with a slab, can continue to be used until new main is in service. 2. The contractor will install all of the watermain except the connection. All connections to existing mains to be accomplished by the City of Renton. All necessary excavation, shoring and materials to be supplied by the contractor and be on-site prior to City installation of connection. 3. All blocking must be inspected before backfilling. All backfill must meet or exceed pit run. Thrust blocks must be formed. Concrete used must be delivered to the job (no on-site mixes) . In the street and in all crossings, the City requires 5/8" minus crushed rock backfill. Compaction test may be required. 4. No power or gas in same trench as waterline. 5. Single check valve needs to be replaced by double check valve in existing fire vault, as described in item /9 above. Notify Fire Prevention when this is being done. 6. No debris in main line. Pipe cleaning shall be by poly pigging through vertical crosses. All services shall be pressure tested to a minimum of 200 psi or 150 over operating pressure (static) . Butterfly valves will be taken out of the line and spool piece installed to allow pigging of the lines. Chlorinate for 24 hours, using liquid chlorine and chlorine pump assembly. Chlorination in performed by City staff. Talk to the inspector to schedule chlorinating. They need a week (5 working days advance notice) . Flushing water shall be drained into the sanitary sewer. Water purity tests are taken to the laboratory on Wednesday. Contractor shall arrange courier for any other day. Mystic Pre-con Page 4 7. The contractor, as well as the engineer, shall keep as- built drawings. All changes shall be shown on as- builts. For any field changes, it minor, give City a shop drawing (by Fax) ; if major, need a day or two to review and approve. Field inspector can not give approval in field for construction changes. As-builts should be stamped by a P.E. or F.L.S. and have to be submitted and approved by the City prior to acceptance of the work. These are required for all plans, not just water plan. e. Water meter to be installed by contractor. Before meters dropped in must satisfy inspector's punch list. Final acceptance shall be after final walk through inspection, adjustment of all structures and approval of As-Builts, Cost nata Inventory form, and receipt by the City of Bill of sale for utilities being deeded to the City. 9. Any changes the contractor makes which ha•,9 not been submitted and approved by City is at his own risk. 10. All water mains must be staked to establish centerline. SANITARY SEWER 1. All pipes and materials shall be per approved plan. 2. Select backfill shall be compacted to at least 95% of maximum density. 3. Inspector may request that the line be lumped. ,STORM 1. Good erosion control measures are to be exercised at all times. They approved temporary erosion control plan must be used. 2. All pipes and materials shall be per approved plan. 3. Contractor must notify engineer of any vertical conflict prior to proceeding with construction. Submit a shop drawing for review. 4. Bedding material shall be per Standard specifications 9-u3.12(3) . 5. Backfill shall be compacted to at least 95% of maximum density. 6. City wants a nice smooth grout inside the CB. 7.
