However, first I would like to discuss Final Occupancy of the Truck Plant. Most of the issues which remain to be done regarding storm water are paperwork issues,and I do not wish to unduly delay Final Occupancy for the Truck Plant based on these. By in* same token, we need to finalize these paperwork issues and execute the transfer or ownership of the Garden Avenue Storm Drainage line to the City. 1 propose, therefore, to Cover most of these items by a eo•slgnsd letter of understanding between PACCAR and the City (sae attached draft letter). Please review the letter and make revisions as you see are needed. My comments on Vie material you(axed over end also remarks left by yourself on my voice mail follow: AS-CUILTS: I am swam that most (It not all) of the storm water as-built drawing MIAM have been submitted to the City. I am still checking among the City reviewers to make sure they rave been approved by the City as to accuracy. As-builts should be approved pnor to Final Occupancy HOUSER WAY STORM DRAIN: 1. I agree with the concept and easement language. The concept is that the easement would bean -Inspection" easement, with PACCAR maintaining ownership and maintenance rsspansibllalaa over the line This concurs with our recollections about how this would be handled. Ostle RE: KEMWORTII RENTON PLANT SUBJECT: SELECTED FIRE PROTECTION SYSTEM + This letter in to confirm our understanding with the City of Ran on concerning ai acceptable fire protection system for our project. PACCAR's underwriter required two scuicss of fire water supply for the sprinkler system in the building. The City required ownership of the fire hydrants and lines surrounding the building. Also, the City wanted to integrate the onsite fire protection mains into the City's network grid to strengthen the supply grid, and to improve System reliability for the extra demands created by the PACCAR development, and insisted on controlling maintenance of these lines. These conflicting requirements led to issues over separation of the two fire protection systems, increased costs, and public easements, as wall as the basic question of whet lines the City really needed to own for a large industrial plant - and on a contaminated superfund site. Discussions on these issu for the originally i� proposed e2 acre Kenworth plant :Oita fumed a backdrop for theme issues in this revised proposal. In an attempt to meet the City's and PACCAR'■ needs and objectives, several alternative water supply and fire protection systems were evaluated. 'Chose were discussed in meetings of 29 July 1991 and 07 August 1991. The City's suggested solution was cost estimated by PACCAR and reviewed on 04 September 1991. This plan was prepared in concept only and final design is to be submitted for City approval. (Page 1 of 2) I The fire protection system as envisioned, which is r`lwn on the attached sketch, can be summarized as follows: 1) 12 inch "flow through" connection across the PACCAR site between Garden and Houser in the vicinity of North 6th Street - with City ownership of this line and an easement granted to the City for maintenance, operation, etc. 2) Private PACCAR sprinkler loop with hose stations, which PACCAR's underwriter requires to assure two sources of supply - (1) the City mains and (2) a water storage tank with pump. 1) Hydrants surrounding main building connected into existing City mains on perimeter streets and also the "flow through" line in Item 11. 6) City control o1 maintenance for Item #3 is required. (PACCAR is willirg to do the maintenance.) 5) City will require aI easement for the extended hydrants and lines interior to the site tc assure access and satisfactory maintenance. 6) City easements will be 15 fc.t in width for access and trench width for maintenance (clean soil) - with condition that PACCAR will pay for added costs of cleanup if they need to extend outside of the trench width in the future. 7) Final fire flow calculations will determine the number and size of the required connections to the City water system. 8) A simple check device will be required at the pumper connections. 9) The number and location of hydrants will satisfy code requirements and be determined by the required flow (one per 1,000 gpm) , allocable spacing (100 feet), and access needs. However, adequate support blocks and/or hangirg straps should be r)sta':ed to prevent damage at the flanges of the assembly. The clearance between the outer edge of the flange to the wall should be 12 inches minimum to I' allow room for testing and repairs. Per the Department of Health Cross Connection Control Manual, a Double Check Valve Assembly (DCVA) is required for promise isolation for all buildings over 30 feel high or for all buildings where access Is restricted. Normally the DCVA is installed outside the building and behind the City water meter so that the entire promise is separated from the City's water main. However due to space constraint outside the plant, the DCVA can be installed in the mechanical room before the first connection of any inlenor piping. Per the Department of Health Cross Connection Control Manual. a Double Check Valve Assombly (^=%`A) Is required for premise Isolation for all buildings over 30 feet high or for all buildirgs where access is restricted, Normally the DCVA is Installed outside the building and behind the City water meter so that thr enure premise is separated from the City's water main. Howe,-et due to space constraint outside the plant, the DCVA can be installed In the mechanical room eatore the first connection of any interior piping.
