Dear Mr. and Mrs. Little:
In response to your letter dated September 17, 1991, requesting that a variance be granted
for the extension of a water main to and across the full width of your property, the City will
allow that the portion of the water line in front of the south 125 feet of your property not be
installed at the present time, with the condition that a temporary service agreement be
signed by you for your participation in the cost of the extension of said water line at a later
date.
The location of the hydrant as shown on the plans submitted by your engineer, Rupert
Engineering, Inc., wil best serve your property and the neighboring residences at the present
time.
In order to recuperate some of your cost for the installation of said water line from adjacent
properties that will benc`it from it, you can submit a request for a lateeoner agreement to
the City Council.

Dear Mr.Anderson:
Attached is a copy of Hater plan for the subject property. As you can see the water main
extends from the extreme north of the property to the extreme south of the property.
According to the variance issued approximately February 1991, the Litlles are not
allowed to subdivide their property and it abuts the north boundary of my
property which also cannot be subdivided because of the size.. Where this
property line lies between us, the main sewer line coming off the top of West Hill comes
down Third Street which was vacated in favor of the abutting property owners several
years ago.
1 do not want this water lir• coming up to my property line and ripping up
a road that I paid the city to construct in the middle 1%0's. On the city
property between these two pans of the street at that point, there is a giant underground
fissure, that when it rains it drains onto my property. In order to avoid washing out my
yard the city constructed the street to avoid this.
1 receive my water from a line that comes from the lop of the hill down
South Second Street, north up Maple and down into my dead end street. I
would not need to extend this new line from the north end of my property
line. I see no reason for the added expense to this couple. The water line
coming to the north end of their property line or to the front of their house
should be sufficient.
The undeveloped property across the street from theirs can hook up to the water line at that
point or extend the main at that time and supply water to any houses that would be built in
the future. My solution is shown in red on the water plan drawing. This would make
mote sense in the long run and cut down on unneeded expense on this couple's part and
still would satisfy the city's need.
NOW SOME PERSONAL OBSERVATIONS ON THE WAY 'rHE CITY OF
RENTON DOES BUSINESS:
I have lived here since 1937, and 1 am concerned at how the business of this city is
conducted. One department that is interrelated to other departments does not even know

what is going on when it comes to construction. This couple applied for the variance the
Fall of 1990. They hoped to be in the new home in July of 1991. Due to the departments
not interacting, capricious decisions are made. The utility department is not aware that
there was a restriction against subdividing this property, and that 1 do not need that water
line at the north end of my property. What started out to be a lovely family home is now
turning into a finanacial nightmare because of the city employees placing new restrictions
or regulations on this couple nearly every week. They see the reasoning for some of the
needs, but now we are UI coming to the end of the rope and financing is becoming a
problem
Mrs. Little cited to me one example of a city employee's statement. Mr Gafour, Utility
Engineer, stated to her that she should get everything in writing and signed when
somebody tells her something. She asked him about certain things pertaining to the water
mains and while he was answering her, she wrote this answer down so she would have
evidence of what he was telling her. She asked him to sign the statement about what he
had just said to her and he refused and said he did not want to be quoted. So how is she to
truthfully relate what one person told her to another person if this is the attitude. He also
told here there was no appeals process recorded in the city codes for thi. I find this hard
to believe after attending several hearings on pro;,rty in our area. My concern is that a
group of people in the City of Renton (aho run the departments that are
in
I terrelated) do not talk to each other or share connective information.
Isn't there a solution to this problem?

Per City of Renton Latecomer Agreement Ordinance No. 4189, and Section 9-5-1 through
9-5-13 of the City of Renton Municipal Code, developers may request reimbursement for
certain improvements. Improvements eligible for recovery costs are:

1 Street Improvements

6. Street Lighting
Application for a latecomer agreement shall be made CrjQi to the Installation of the
impro%emenu(s).
Application shall be made by tettcrl to the Mayor and City Council requesting a latecomer
agreement.
All applications for a latecomer agreement shall contain the following information:
I. Legal description of applicant's property.
2. Legal description of the benefitted properties.

improvement.
4. Estimated cost date and inventory fat the improvements.s

❑ear Mr . Dick Anderson:
We are writing to you through direction From Abdoul Gafour
requesting you help In obtaining a variance from Renton City Code
8-4-42 " . . .Al! extensions shall extend to and across the full width
of the property served with water. . . . " (see attached coda 8-4-42),
and the present approved engineering drawings For our water service
to our home under construction. We have been told an appeal can
not be made to the Hearing Examiner ❑r Examiner Pro Tom, for this
code since appear^ aren't addrmssod 'n that section of the code
book . Apparently we may be able to bypass longer routes of
approval this way since this is a matter of urgency .
We are requesting it be allowed to run ❑ur water main extension as
far only as needed to service our home. We could extend the main
approxlmntely Seventy-Five feet South down Maple Avenue From
vacated N.W. 3rd Place and run our line In From thore.(see attached
drawing) The required fire hydrant could go that far down and
would be within distance required by code 4-7-2 " . . . The primary
hydrant shall be not further then one hunored fifty feet (150' )
from the structure. (code 4-7-2 also attached to letter) .
Our ,Justification of variance is as Follows:
1 ) We suffer undue hardship; this variance is necessary due to
special circumstances applying to our property due to size,
shape, topography, 'ocation and surrounding and the strlct
application of this code is depriving us of rights and
privileges on_Joyed by other property owners in the vicinitu
which do not have these circumstances.
a) All properties extending south of our propgrtu have
existing water and would have no reason to extend or use this
line. (Planes sae attached letter From our neighbor on the
south. ) Also please refer to Area Map showing neighbors in
orientation to our property .

b) The long, narrow shape of our property paralleling the
road constitutes a spec.al circumstance and thus a undue
hardship if the code regulations are strictly applied. It is
also an undue hardship for us to pay the high price of
construction of the 320 root long pipe, out of our pocket
costing at least S13, 325.00 when the South portion of that
would never be used. That would be approximatalW S5,OOC.Oo
extra than what is possible with our proposal .
2) The granting of this variance would not be materlilly
detrimental to the public or injurious to property in the
vicinity nr would not constitute a grant of undue special
privilege due to our special circumstances.
3) We cannot subdivide our property per Restrictive Covenant
required bW Renton CStW Planning Department for purposes oP
granting us a setback variance. We would therefore not extend
the water main for that purpose either .(See attached covenant)
We have gone to the effort to sign and notarize the Water Extension
Agreement In advance and have enclosed the origional for you with
this letter. This Agreement is required per Abdoul IF our variance
Is approved.
