SUBJECT: OFF-SITE IMPROVEMENT DEFERRAL REQUEST: 2202 SWTNERS Ave. S.
Dear Mr, Malesis:
As you are aware, the Boaid of Public Works reviewed the subject application for an
improvement deferral and made the following decision:
Approve the staff recommendation which was to grant the deferral subject to
the following coy +itions: a) plans for the required civil improvements be
approved/accepted by Public Works and placed in their file system;b)all
health, safety, welfare items are installed li.e. sewer and water);c)deferral
include only curb, gutter, sidewalk, street lighting and storm drainage along
the right of way;and, d)deferred items be covered by a restrictive covenant
running with the land.
Enclosed please find a restrictive covenant form which needs to be completed and
executed. Return this document along with a $10.00 recording tea and we will have it
recorded with King County, returning you a completed copy.
The deferral will be reviewed at the and of one year, in July of 1993. per policy. Please
notify us if the improvements are installed before that time.

1. Contractors are advised to only use construction drawings stamped and signed by the
City of Renton for constructing utility and transportation improvements.
2. Proposed field changes to the City approved plans must be submitted to Development
Services for approval and incorporated into As-Built corrections at the end of the
project.
3. The Contractor is responsible for maintaining a set of As-Built drawings for all City
utility and transportation improvements installed with the project. After final
inspection and approval of the improvements, as-built revisions must be drafted on the
original mylar drawings,certified by a licensed engineer or surveyor and submitted to
the City for approval Finished Improvements will not be accepted until certified As-
Built drawings have also been received,reviewed and approved by the City.
Survey control is very important during c -tion. HorWrital and vertical location
of all water main bends must be accurately. iishad prior to backfsliing. Sewers and
storm drains can be su-veyed after backfilling if accessable from manholes.
4. No work will be allowed in the City right-of-way until the appropriate bond has been
posted.
S. Noun of work within the street right-of-way are limited to weekdays from 8:30 AM to
3:30 PM and Saturdays with prior written approval. No work is allowed on Sundays.
6. The Contractor must call for inspection by 3:00 PM on the working day before
inspection is needed. Any utility or transportation improvements installedwithout
benefit of City inspection will not be accepted. ._
7. Work on weekends must be coordinated in advance with the Renton Construction
Services Division. All overtime for inspection will be billed at the rate of M5 00 per
hour.

B. An Authorization of Special Billing is required to cover timrand-matviats costs for
water connections, water services, water purity sampling and other miscellaneous
charges such as pre-approved overtime for construction inspection.

to. Mr. Bob Burnett representing Olympic Pipe Line Company anaded the meet:og. The
following was discussed:
A. Olympic prefers said backfill rather than the gravel backfill requlr(-d by the
City's standard specifications.
b. The Olympic pipeline in South 23rd Street is approximately 4 feet deep.
Excavation within 2 feet of the pipe should be by hand digging.
C. Provide 49 boon notice prior to uncovering the main by contacting Bob at 235-
7741 on 235-7735.
11. Other representatives of franchise utilities 0-e. Puget Power, Wash. Natural Gas,
Telephone,Cable TV)were not present a the meeting.
Fire Prevention:

12. The Contractor must call 911 a minimum of 24 hours in advance of any scheduled work f
within the fight-of-wily. Calls most be male from a local phone.
13. Contractors must maintain emergency access to the project site at all times. Emergency
access must be a minimum 20 feet wide. Trenches may be temporarily plated to
provide emergency access a long as adequate traffic control Is provided en the site.
14, All new and relocated fire hydrants must be wrapped in burlap until u opted by the
City. Wpecwn will entify the Piro Department when hydrants are ready for use.
is. Permits are required for any proposed onsite fuel storage facilities. The Contractor
stated there would be no onsite fuel storage tanks.
I& Sewer maim most he air tested and lamped prior to approval. Video taping of sewers
will not be required for this project.
17. Actual invert elevations of side sewer stubouts must be shown on As-Built drawings.
18, Conveyance documents for onsite sewer easements must be submitted, approved and
recorded prior to foul acceptance of sewer improvements. Easement documens must
conform to approved City formal.
19. Manholes within utility moment%on private property must have locking lids.

20. Channel the end manhole to allow future extension of sewers to the eat.
21. Side sewer permits will be required at the time of building permit.
Wing:
22. All scheduled closures of existing water valves must be coordinated with the Renton
Water Utility Division in advance. Emergency shut off must be reported to 911.
23. Hydrant meters and double check valve assemblies are required on fire hydrants for
construction water use. Contact the nth floor Customer Service Counter to post the
i oquired deposit.
23. The Contractor shall install all new water mains in shown on the approved plans. Pipe
materials, valves and finings shall be u indicated on the plans and in the sundud
totes.
25. Connections to existing City mains tie to be accomplished by the City of Renton or an
approved utility contractor. Spar and Pacific Waterworks are authorized contractors to
perform wet taps on City mains. All necessary excavation,shoring and materials to be
furnished by the Contractor. See connection details on the approved plain.
26. Construction staking is required for all water stains. Staking shall be marked so in to
be understandable to the inspector.
27. Where utility conflicts exist, water maim should be routed below the conflicting utility
using vertical bends and thrust hloling. Minimum pipe joint deflection is 9'per Joint.
28. Water maim must be installed wn•b a minimum 3 foot of cover (0 fwt cover for 12'
and larger maim). T7te Olympic pipe line pouring shall be in detailed on the approved
plain.
29. The existing e' water line In Smithers Avenue must remain in service until the City L
transfers existing services to the new main.
30. The relocated fi•a hydrant should be wntated to the new main after the main her been
tested and pla ad in service.
31. Thrust blocking mint be formed and inspected prior to backflling. Concrete must be
delivered to the site(no omile mixes). Do not pour thrust blocking over bolts.
32. Required procedures for testing,flushing and chlorination of water lines are an follows:
a. Vertical crosses are installed at the ends of water lines in serve as polypig
launches and sediment traps. Water maim tie cleaned using polypigging
a; methods.
b. Water lines are pressune tested at a minimum 200 psi or I50 psi over static
pressure within the pressure wed. All testing mint be witnessed by the City
inspector. Presaure loss mint be less than 5 pai over a 2 hour period.
c. Water maim must be chlorinated for a Pen iod of 24 hours prior to placing the
line in service. Dry chlorine is not allowed. Liquid chlorine and a renal pump
tie available from the City Water Utility Division. City crews will perform
v:{
chlorination of water mains on this project. Schedule chlorination through the
City inspector.
d, Water purity testing of all water mains is required. The City inspector will take
purity tests at blowoffs and fire hydrants. Water purity tests are taken to the
laboratory on Wednesdays. The Contractor shall arrange to submit samples by
courier service on any Other day.
33. Water from flushing operations most be drained into the sanitary sewers.

34. The Board of Public Works has granted the Applicant a deferral by restrictive covenant
for roadway storm drainage improvements required of this project. Although these
improvements are shown on the approved construction plans, they will not be Installed
as a requirement of the final plat.
35. Roof downspout infiltration systems will be provided for drainage of new structures.
See approved plans for details.
36. As-Built drawings should clearly Indicate those improvements instilled during
construction.
37, Cnwd erosion control practices are to be exercised at all times.

6. The Contractor most call for inspection by 3:00 PM on the working day before
inspection is needed. Any utility or transportation improvements installed without
benefit of City inspection will not be accepted.
7. Work on weekends must be coordinated in advance with the Renton Construction
Services Division. All overtime for inspection will be billed at the rate of S.W.00 per
hour.

8. An Authorization of Special Billing is required to cover time-and-materials costs for ~�
water connexions, water services, water purity sampling and other miscellanams
charges such at pre-approved overtime for construmon inspection.

10. Mr. Bob Bumat representing Olympic Pipe Ltie Company attended the meeting. The
following was discussed:
a. Olympic prefers sand backfill rather than the gravel backfdl required by the
City's standard specifications.
b. The Olympic pipeline in South 23rd Street is approximately 4 feet dap.
Excavation within 2 feet of the pipe should be by hand digging.
C. Provide 48 boon notice prior to uncovering the main by contacting Bob at 235-
7741 or 235-7735.
11. Other representatives of franchise utilities (i.e. Puget Power, Nash. Natural Gas,
lTelephone,Cable TV)were not present at the meeting.

12. The Contractor must call 911 a minimum of 24 hours in advance of any scheduled work
within the fight-of-way. Calls must be made from a local phone.
13. Contractors must maintain emergency access to the project site at all times. Emergency
access must be a minimum 20 feet wide. Trenches may be temporarily plated to
provide emergency access as long as adequate traffic control is provided on the site. -
14. All new and relocated fire hydrants must be wrapped in burlap until accepted by the
City. Inspectors will notify the Fire Department when hydrants are ready for use.
15, Permits are required for any proposed onsite fuel storage facilities. The Contractor
stated there would be an oaite fuel storage tanks.
5MM:
16. Sewer mains must be air tested and camped prior to approval. Video taping of sewer
will not be required for this project.
17. Actual invert elevations of side sewer stubouts must be shown on As-Built drawings.
18. Conveyance documents for ousite sew" easements must be submitted, approval and -
recorded prior to final acceptance of sewer improvements. Earement documents must Adum
canmrm to approved City format.
19, Manholes within utility easements on private property must have locking lids.

20. Channel the end manhole to allow future extension of sewers to the east.
21. Side sewer permits will be required at the time of building permit.
Water.
22. All scheduled closures of existing water valves must be coordinated with the Renton
Water Utility Division in advance. Emergency shut off must be reported to 911.
23. Hydrant meters and double check valve assemblies are required on fire hydrants for
construction water use. Contact the Wr floor Customer Service Counter to post the
required deposit.
24, The Contractor shall instal all new water mains as shown on the approved plans. Pipe
materials, valves and fittings shall be as indicated on the plans and in the standard
notes.
25. Connections to existing City mains are to be accomplished by the City of Renton or an
approved utility contractor. Speer and Pacific Waterworks are authorized contractors to
perform wet taps on City mains. All necessary excavation,shoring and materials to be
furnished by the Contractor. See connexion details on the approved plans.
26. Construction staking is required for all water maim. Staking shall be marked so as to
be understandable to the inspector
27. Where utility conflicts exist,water maim should be routed below the conflicting utility
using vertical binds and thrust blocking. Maximum pipe joint deflexion is 9'per joint.
29. Water maim must be installed with a minimum 3 foot of cova (a foot cover for 12'
and larger mains). The Olympic pipe line crowing shall be a.drailed on the approved
plans.
29. The existing !' water line in Smithers Avenue must remain in service until the City
transfers existing services to the new main.
30, The relocated fire hydrant should be connxted to the new main after the main bac been
tested and placed in service.
31. Thrust blocking must be formed and impacted prior to backfllling. Concrete must be
delivered to the site(no create mixes). Do not pour thrust blocking ova bolts.
32. Required procedures for testing,flushing and chlorination of water lines me at follows:
A. Vertical crosses are in"led at the ends of water lines to serve as polypig
launches and sediment traps. Water maim are cleaned using polypigging ...Y
methods.
b. Wata lines are pressure tested at a minimum 200 psi or 150 psi over static
pressure within the pressure zone. All testing must be witnessed by the City
inspector. Pressure lots must be less than 5 psi ova a 2 hour period.
C. Water maim must be chlorinated for a peril of 24 hours prior to placing the
line in service. Dry chlorine is oat allowed. Liquid chlorine and a rental pump
are available from the City Water Utility Division. City crews will perform

chlorination of water mains on this project. Schedule chlorination through the
City inspector.
d. Water purity testing of all water mains is required. The City impactor will take
purity teats at blowoffs and fire hydrants. Water purity tests are taken to the
laboratory on Wednesdays. The Contractor shall arrange to submit samples by
courier service on any other day.
33. Water from Flushing operations must be drained into the sanitary sewers.
Storm Water:
34. The Board of Public Works has granted the Applicant a deferral by restrictive covenant
for roadway storm drainage improvements required of this project. Although that
improvements are shown on the approved construction plain, they will not be installed
as a requirement of the fowl plat.
35. Roof downspout infiltration systems will be provided for drainage of new s[rthcn.res.
See approved plans for details.
36. As-Built drawings should clearly 'rdicaM tiese improvermem; installed during
CUnslruction.
37, Good erosion control practices are to be exercised at all times.
