8. RECOMMENDATIONS
Staff recommend that the Environmental Review Committee issue a Determination of Non-Significance.
C. PROJECT DESCRIPTION
Installation of 500 feel of 12 inch ductile iron pipe.eater main for a secondary feed to the.existing 0.75 mg elevated water
tank. All construction would occur within the existing Highlands Resorvoir Properly. Currently a 16"ductile iron water
main serves as the only feed from the 0.75 MG elevated tank at the Highlands muni-reservoir site located at 3410 NE 'S
12th Street. This water main provides service from the elevated tank for the Hiyhland 565 pressure zone which Is
located in the northeast section of the City's water distribution system. }
It has been a point of contention that a secondary feed be made available directly at the supply source. When the
Renton Retirement Residence located at 1414 Monroe Ave.NE was constructed, an easement to the City was granted
and a 12" water main extension was constructed to extend to the properly lire which abuts the NW comer of the
Highlands multi-reservoir site.
It is the int ni to tap into the existing 16"water main directly fed by the elevated tank vith a new 12"water main.The new
water main would extend northward to tre NW comer of the Reservoir site and be connected to the existing 12"' ater
main which was constructed at the time the Renton Retirement Residence was built As a result of this work,the City
m menance crew will be able to maintain the distribution of the 565 pressure zone more effectively because a
secondary feed would be operational

1. Earth
Im ar r. The proposed 12" water main constiaction project will be constructed by the laity Water
Maintenance crew. It is mlicipated that the construction will lake place in Mid-September, 1993. The
Lours of Construction will be from 7.00 am to 3:30 pm. Preliminary soils investigations indicate that
native materal will likely be suitable and therefore will be utilized to maintain 95% compaction of the
trench.

hauling of material is not anticipated. The assumption as to the soil condition Is more due to a recent
pump station 24'isolation valve installation on the reservoir site constructed in 1991. The cond1ion of
the soil was non cleat in nature having a more sandy consistency. Dust control on the job site can be
made a mmimnm by the use of a vehicular water lank. No other means seem to be necessary to control
potential dust as a result of the Construction phase of this project. Construction noise and noxious fumes
%ill be maintained within Renton Municipal Regulation guidelines.

2. Water
Imoaus: The proposal wouai provide an second water main connection to the water distribution system 1
in the vicinity of the reservoir site thus increasing the reliability of the local water distribution system.

the onviromment. The fore, an environmental impact statement (EIS) is not required under RCN/
43.21C030(2)(c). For lice record, per SEPA, this decision was made by the Environmental Review
Committee under the authority of Section 4-6-23. Renton Munrcipcl Code, after review of a completed
environmental checklist and other Information on file with the lead agency. This information Is available
to the pudic on inquest.. Because there were no mitigat-m conditions,there is no comment period and
this.Mermination Is final. Any interest,,IAny may appeal this deusion.in writing,by 5:90 p.m.,August
31,1993.
