For the purpose of constructing,reconstructing,installing,repairing,replacing,enlarging,operating and
ma;ntaining utilities and utility pipelines,including,but not limited to,water,sewer and storm drainage lines,
together with the right of ingress and egress thereto without prior institution of any suit or proceedings of law and
without incurring any legal obligation or liability therefor. Following the initial construction of its facilities.
Grantee my from time to time construct such additional facilities as it may require. This easement is granted
subject to the following terms and conditions:
1. The Grantee shall notify Grantor and receive approvals in advance for any worklimprovements to the property
covered by this easement. Upon completion of any work within the property covered by the easement,the GW ee
shall restore the surface of the easement,and any private improvements disturbed or destroyed during emcvlon of
the work,as nearly as practicable to the condition they were in immediately before commencement of the work or
entry by the Grantee.
2. Grantor shall retain the right to use the surface of the easement as long as such use does not interfere with the -
easement rights granted to the Grantee. Grantor shall not,h>wever,have the right to:
a. Erect or maintain any buildings or structures within the easement;or
b. plant trem,shrubs or vegetation having dap root patters which may cause damage to or interfere with the
utilities to be placed within the easement by the Grantee;or
c. Develop,landscape,or beautify the easement area in any way which would unreasonably increase the coats
to the Grantee of restoring the easement area and any private improvements therein.
d. Dig,runnel or perform other forms of construction activities on the property which would disturb the
Q compaction or unearth Grantee's facilities on the Riglhbf-Way,or endanger the lateral support facilities.

7) This easement shall run with the land described herein,and shall be binding upon the parties,their heirs,successors

8-water line from Reimer Avenue to the existing 12"AC line on the east side of Me budding. This line will replace
the leaky a"steel water Ime Fred Meyer has reviewed and accepted our proposal that the City will supply all pipe '1 s
8 fittings materials and perform the tie-ins.and Fred Meyer's subconlraclor Found Utilities.will install the new
water line,trench badfill,and final restoration Fred Meyer will do all staking.and final as-built of the new water
line 1 have provided them with two red-lined drawings lox the new line and I will ask Ray Sled to purchase the ,
malenals and deliver them to the lob site immediately. The estimate cost of the pipe materials is$20.000.
Funding will be from the water Utility CIP budget for steel water main replacement.

1 have reviewed the plan for the replacement of the 4" line and I have the following comments:
Need to add one 8 " gate valve (M1) on the south side of the new S"x8" tee at tie cut-in
connection to the existing 8" water main on Rainier Avenue. The next isolation valve to the south
is several hundred feet away from this connection. There Is already an existinc 8" isolation valve
north of this new tee.

There is an existing traffic detector loop south of the con�.ection point on Rainier Avenue. I
recommend that the water main connection be relocated more to the north so that the new 8" water
main will clear the traffic loop. Otherwise several horizontal bends can be used to go around the
loop. Replacing the traffic loop is not cheap.
The two existing 1-I/2" water meters cut of the sub-sandwich shop should be reconnected to the
new 8" line with two 1.1/2" copper service line per City Standard Detail B-107. The existing 4"
cast-iron main(enrvma) that currently serves these meters can then he abandoned.

The distance from the new main to the face of the curb along the planters should be shown. to
easement for this water main will be required, since it will be located outside of the exisung
easement.
Need one 8"x8" vertical cross at the south or north end of the new line for polypigging.

SUBJECT: Fred Meyer's water plans
I have looked over briefly at the water plans for the Fred Meyers project and my comments are.
The new 12 inch lice along Hardie Avenue SW should have in 12 inch isolation valve south of the tee
at Sta 14+98. We teed to check for conflicts with existing and new utilities,vertical and horizontal
clearances.There is a 36"x60"culvert next to the new 12 inch water line. The proposed crossing of
the water line under the storm line will put the water line at about 13 feet dap witch will put the
vertical blocks in the unstable muck. Air-vac's need to be provided at high points in the line.
We also treed to check with Maintenance Dept regarding street resolution,overlay,etc.since the new
line will cross over the entire roadway,and am dap excavation may undermine the existing asphalt
road.
' The existing Asbestos Cement 12 inch water along the cast side of the new building have several
r existing domestic water meters and services lines from the main to the meters. If these it am to
be abandonnod,the meters should have bccn removed prior to the demolition work that is going on
right now. Plugs must be installed at the saddles on the existing 12"A.C.main. The 2"gate valves
shall be removed.
j� Them are also several 8 inch stubs to the existing fire sprinkler vaults adjacent to the existing
buildings. If these stubs arc to be abandoned,the branch valves should he removed and MJ plugs need
to be installed at the tm on the main line.
j We nood to verify if any of these 6 inch or 8 inch stubs can be convened to scrv:the new domestic
compound meters or new hydrants. This could be a=jet cost saving instead of doing stubs off the
AC main line.

The stubs for the future 3 inch meters i. Building C should be 4 inch instead. Refer to the City
Standard Details for 3"and 4"cornpound meters. Reducers are installed inside the meter vault. End
tt caps on the stubs should be shackled to the valves.
Our policy does not allow wet tap on AC lines. They must do a cut-in for each stub for hydrant runs
or for big services lines (over 2-1/2 inch). Ductile iron spools, tee(s), and long body transition
couplings are required for each cut-in. Therefore,it would be better to verify if existing stubs can be
used.
There are several 12 inch valves(about 5 years old)that should be removed from the AC line that will
abandoned under the new building. These valves should be recurred to the City shops along with any
existing hydrants that noct the Cnty's standards.
These issues need to addressed and revisions should be shown on the plans prior to our approval of
the molars.

FRANCHISE UTILITIES:
I 1. The franchise utilities require copies of the approved by the City coast action
drawinis before designing their facilities.
2. Each franchise utility must apply for a separate permit prior to construction in
existing or future right-of-way. A blueline drawing showing the location of all
util^ies, city and franchise, in redlines shall be submitted to the third floor
1 cc inter for City review two weeks before installation.
3. All franchise utilities shall be separated a minimum of five feet (51 horizontally
and twelve inches(12')vertically from City utilities.

FIRE PREVENTION:
i
j 1. Maintain access to site at all times. Must be able to support emergency
equipment in all types of weather.
2. All new hydrants shall be Cory type hydrants to be painted Safety Yellow. Iowa
and Renselear are manufacturers of Cory type.
3. New hydrants are to be covered with burlap bags until operational.
4. All blocking must be inspected by a City inspector prior to backfill.
5. Leads that exceed 50 feet in length shall be 8".
6. Call 911 from a local phone if the • atermain needs t. be shut off (emergency
only). All other water mains or valves shut down, call Renton Water
Department at 235-2646.
7. Fuel -- any temporary on-site fuel supplies shall have a per.uit from Fire
Prevention. _
8. All underground mains serving fire sprinkler systems must be installed by a
Washington State certified fire sprinkler contractor.
9. Notify central dispatch 24 hours prior to work in the existing right-of-way.

WATER:
1. Pipe materials, valves and fittings shall be as indicated in the approved plans ,
R and standard notes.
*% s, 2. All connections to existing mains shall be accomplished by the City of Renton.
* The contractor constructs the new water main to a point about ten feet short of
the existing main. All necessary excavation, shoring, and materials are supplied
by the contractor and shall be on-site prior to scheduling. Allowing at least two

3. Procedure for cleaning and construction testing of new water lines:

The inspector shall schedule chlorinating, Five working days advance notice
is required.
d. Water used for flushing water lines shall be drained into sanitary sewer only. '
e Purity tests are collected by the construction inspector at blow-offs and
i hyorants. Water purity tests are taken to the laboratory on Wednesdays.
Contractor shall arrange courier service for any other day. Test results are
available in 5-7 days. •'
f. Temporary and permanent thrust blocks shall be formed. Concrete for thrust
blocks shall be delivered to the job. No on-site mixes are allowed. All
II blocking must be inspected before backfilling.
g. All watermains shall be polywrapped.
4. Crushed rock backfill to grade 1s required In City fight-of-way. Recycled ^ 't
concrete may be used in lieu of crushed rock backfill, Pit run type material may
be considered for use in backfill by the construction inspector. Compaction ,
testing may be required. -
5. NI a conflict exists, the water main shall go under other utilities, however, it
is preferred that no water mains shall have more than 6 feet of cover. All water
'Ins shall have a minimum of three feet of cover.
6. al acceptance shall be after final walk through inspection, adjustment of all
structures, and approval of as-builts and cost data inventory. As-builts shall
show horizontal and vertical control. As built shall be on original approved 'C
mylars.
SANITARY SEWER:
1. All pipes and materials shall be per approved plan and sandard notes. t
However, any sewer pipe with less than four feet or greater than fifteen feet of
cover shall be Ductile Iron, Class 50.
2. Pine bedding for PVC pipe shall be pea gravel 6" above and below the pipe. ' r

3. Select backfill shall be compacted to at least 95% of maximum density. In th
ca•.e of new road construction, all roadway excavation and backfill for the road
prism shall occur prior to construction of the sanitary sewer to minimize
disturbance of the sanitary sewer line and appurtenances after installation.
4. Contractor will be responsible for TV of the sanitary line. TV after channeling is ( �'
complete. Air tests on main and sidesewers shell be per City specification. e
Number 6 wire shell be wrapped around the stub and extended to the top.
5. Contractor shall as-built the actual invert elevation of side sewer stub using
horizontal and vertical control.

STORM:
1. Approved temporary erosion control measures are to be maintained at all times.
2. All pipes and materials shall be per approved plan. All roadway excavation and
backfill for construction of the road prism shall be accomplished prior to
installation of the drainage facilities to avoid damage or disturbance of the new infrastructure..
3. Contractor must notify engineer of any vertical conflict prior to proceeding with
construction. Submit a shop drawing to Plan Reviewer for review. t'

4. Bedding material shall be per Standard Specifications"3.12131.
S. Backfill shall be compacted to at least 95% of maximum density.
6. Catch Basin$shall be grouted smoothly.
7. System shall be flushed and cleaned. City may request that the line be lamped. I

I GENERAL:
f 1. CALL F'iR INSPECTION (24 HR NOTICE) BEFORE YOU START WORK. NOTIFY
FIRE, Y :CE AND METRO OF CONSTRUCTION SCHEDULE.
2. Contractors are advised to only use sets of drawings stamped and signed by the
City of Renton for constructing utility and transportation improt iments. The
approved plans do not constitute a fill and grade permit or grant any rights to fill
and/or grade outside of the right-of-way. Keep a set of approved drawings on-
site at all times.
3. Work hours for work in right-of-way are weekdays, 8:30 AM to 3:30 PM,
Saturday by approval only and no Sundays. Work hours other than ROW: 7:00

4. Contractor must call for City inspection before 3:00 p.m. on the previous day.
Overtime takes special authorization and scheduling in advance. Pay schedule is

certification card. Haul legal loads and observe all traffic laws. All truck i
maneuvering and m9terials storage to be on-site only. Right of way to remain
unobstructed when possible. No stockpiles on right of way.
7. All utilities must be inspected prior to backfill.
8. The contractor, as well as the engineer, shall keep as-built drawings. All
changes shall be shown on as-builts. As-builts shall be per City specifications.
As-builts shall show horizontal and vertical use City of Renton Datum. All
imprnvements shall be located and dimensioned to City of Renton survey
monument-data was given to engineering firms. �r• ,...:.
9. For any field changes: If minor, submt a shop drawing or schematic through the
inspector or by FAX- 235-2541. If major, the project engineer should submit
drawings and complete justification, information and calculations as appicable fil
to the Plan Review project coordinator. The C. y will answer by memo or
schedule a meeting within two days. The field inspector can not give approval
in the field for construction changes. -
