The project for which the temporary intenie was established is not expected to be completed until next spring because of unforeseen corrosion damage uncovered during the execution of the recoating contract. The temporary intenie of the July 10th agreement is established by using fire hose along the surface of the ground to make the connection between our water systems. Because of the potential for freezing the temporary into-is will be inadequate during the winter, therefore, we request your permission to establish a permanent emergency interim at the same location. This would be at the City's cost and expense. This intenie would be in addition to the interne we want to establish far two-way flrw near your pump station on SG 128th street. Because the cost of establishing such an interne is not insignificant,we want to enter into a long term agreement for the intenie. A draft of such an agreement is enclosed for your review and consideration. It is our desire to execute the agreement in time to establish the permanent intenie prior to the time freezing may become a problem. 1 look forward to discussing this proposal with you at the District's Board of Commissioners meeting on October 8, 19%. Dear Mr. Rohrer: On August 22, 1995, we sent you a letter and requested permission to rotate a Water District 90 fire hydrant 90 degrees ano use it as an emergency intenie when our Highlands Reservoir is out of I service for recoating. In that letter we stated that the reservoir would be out of service for approximately 6 weeks in October and November, 1995. We have decided to delay the recoating project until spring. 1996. We still wish to obtain permission to rotate your hydrant and use it as an emergency intenie during the recoating project. We plan to take our reservoir out of service sometime in March and have the project completed by the end of April. We will be able to provide you with a more precise schedule as the project draws nearer. We would still like to discuss our proposal with you to obtain your agreement prior to the recoating of the rewrvoir. I will call you next week to discuss our request. Enclosed is a brief description and schematic of this operation. We believe that the 565 zone will be well covered by our two pump stations. However, we are currently investigating additional sources of supply in case we experience a failure of both pump stations, w in the event of an extreme increase in emergency demand. On NE 10th Street (SE 116th Street) just east of Anacortes Avenue NE, the City of Renton maintains a fire hydrant in close proximity to a Water District 90 file hydrant. A hydrant-to-hydrant intertie at this point is the most logical source of outside supply to our 565 zone. An intertie between these two hydrants connects Water District 90's 645 pressure zone to the City of Renton's 565 pressure zone resulting in a positive 35 p;i differential at the City of Renton's 565 pressure zone. We would like permission to connect to your fire hydi ant, at this location, in the event of an emergency during the time our 565 Zone Reservoir is out of service. Prior to removing our reservoir from service, we would like to rotate your hydrant 90 degrees so that its 4-inch pumper port faces our hydrart Ito be +otated 90 degrees). Rotating the hydrants to face each other will allow for the quick connection of a 4-inch hose bet, loan them in the event of an emergency. We will rotate your hydrant back to its normal position after our reservoir comes back on line. We do not foresee that we will need to initiate this intertie. We are confident that our system of supply and backup supply for our 565 zone will function adequately, even in most emergency conditions. The water pressure on the Water District 90 side of the intertie is to remain at a positive 10 psi or greater differential. 6. No water may be returned from the City of Renton to Water District 90. 7. The City of Renton will notify Water District 90 24 hours in advance of commencing any work as defined under condition a4 of this agreement. CAG-96-089 INTERLOCAL AGREEMENT BETWEEN THE CITY OF RENTON AND KING COUNTY WATER DISTRICT NO. 90 FOR THE CONSTRUCTION OF A TEMPORARY EMERGENCY INTERTIE WHEREAS, RCW 39.34 provides that subdivisions or the state may enter into agreements to provide services in emergencies; and WHEREAS, the City of Renton anticipates that its Highlands Elevated Reservoir will be out of service for maintenance ;q purposes during June and July of 1996; and WRERRAS, King County Water District No. 90 is able to provide water, on an emergency basis, to the City of Renton when to do so will not be detrimental to Water District No. 90'9 lcustomers; and WNRRRAS, the City of Renton may need to consume water provided by King County Water District No. 90 during the term of this agreement; NOW, THRREFOEE, the City of Renton and King County Water District No. 90 do agree as follOWs: 1. The term of this Interlocal Agreement is for the period during the painting of the interior of the Highlands 565 Zone Elevated Reservoir, subject to the limitations contained in Paragraph 2 hereinbelOw. ?t 2. The provision of water from King County Water District No. 90 will be on an emergency only basis; emergency shall be defined as when a normal reasonable supply from the City of - Renton to this area fails, FBOYSGEQ, that should King County Water District No. 90 determine, in its sole discretion, that the provision of water pursuant to this Agreement is detrimental to Water District No. 90's customers or its system, then upon written notification to the City of Renton's Public Works j Department Of this determination, the City of Renton shall render the Inertia inoperable until such time as otherwise directed by ,` .., King County Water District No. 90 in writing. The City of Renton shall be responsible for constructing f the Intertie and will include, in its construction, a calibrated f meter for measurement purposes. 4. The City of Renton will restore all King County Water District No. 90 equipment to its original configuration upon termination of this Agreement. 5, The water pressure on the King County Water District No. i; 90 side of the Intertie is to remain at a positive 30 psi, or greater, differential. ° 6. Water taken from King County Water District No. 90 by P the City of Renton will be deemed consumed and may not be returned. 7. The City of Renton will read the meter at the Intertie on a daily basis and will notify King County Water District No. 90 within twenty four hours if the meter indicates usage. S. The City of Renton shall pay $25.00 for the first 800 cubic feet of water consumed and $1.50 for each 10o cubic feet consumed thereafter. 11.
