Two at grade reservoirs serve the Highlands 435 pressure zone and one elevated reservoir serves the Highlands 565 pressure zone. The scope of this project includes: • Removal of the existing paint, surface preparation,and application of a new protective coating system for the interior surfaces of the reservoir. • Fabrication,installation,and painting of a ladder landing at the catwalk. • Fabrication,installation,and painting of a handrail around the access manhole,navigation lights, and vent on the tank roof. • Installation of a safety climb device on the exterior ladder between the catwalk and the tank jI access hatch on the tank roof. I • Removal of existing paint,surface preparation,and application of new paint on one 4 square 1 foot patch on the exterior surface of the reservoir. The project entails no grading and filling. All waste generated from the project will be stored, transported, and dts�osed of in a manner that is in compliance with applicable federal, state, and local regulations. PROJECT BACKGROUND: The highlands reservoir was constructed in 1960 to serve the upper areas of the Renton Highlands. k The reservoir is a 3/4 million gallon elevated steel structure. The reservoir is currently the only reservoir serving the 565 pressure zone in the Renton Highlands. The exterior of the reservoir was repainted in 1978, however the interior of the reservoir still contains the original coating. An engineering inspection of the interior of the reservoir was performea in 1985 and found corrosion was developing on the tank in the area of water fluctuation. i The inspection also found some rust developing around support beams in the ceiling. The inspection 5. resulted in the recommendation that the interior of the reservoir be recoated within five to seven years IL PROJECT DESCRIPTION: I ' I A. SCOPE OF WORK: The scope of work for this project entails: • Removal of the existing paint,surface preparation,and application of a new protective coating System for the imerior surfaces of the reservoir, • Fabrication,installation,and painting of a ladder landing at the catwalk. _ • Fabrication, installation, and painting of a handrail around the access manhole, navigation lights,and vent on the tank roof. w • Installation of a safety climb dt vice on the exterior ladder between the catwalk and the tank access hatch on the tank roof.• Sanding and painting a 4-ft' section of the exterior surface of the reservoir. 4' B. DESIGN CONSIDERATIONS: Design considerations for this project include: • Determination if the presence of lead in the existing coating, found to be in the range of 1500 ppm, will require special removal and disposal procedures. We hope to bey' work on this project in September, 1995. The Scope Of Work for this project includes: • Removal of the existing paint,surface preparation,and application of a new protective coating system for the interior surfaces of the reservoir. • Fabrication, installation,and painting of a ladder landing at the catwalk. • Fabrication, installation, and painting of a handrail around the access manhole, navigation lights,and vent on the tank roof. Installation of a safety climb device on the exterior ladder between the catwalk and the tank access hatch on the tank roof. l}f • Sanding and painting a 4-ft2 section of the exterior surface of the reservoir. Two issues of possible concern for the Fire Department are: 1. The storage and use of solvents,paints and other hazardous materials at the project site. 2. The removal of the reservoir for approximately two months from the City's water supply 4 system. We pawn to address these issues in the following manner Aim 1. The contractor will be required to comply with all applicable federal, state, and local regulations regarding the transport,storage and use of hmrdom materials. local regulations include City of Renton Ordinance NO, 4367, AQUIFER PROTECTION ORDINANCE,specifically section section 8-8-7, E,entitled: CONSTRUCTION ACTIVITY STANDARDS. - 2. The 565 Pressure Zone will be supplied by the Monroe Avenue Pump Station when the 565 Zone Reservoir is removed from the system. The Highlands Pump Station will be placed on standby. Enclosed is a schematic and description illustrating this operation. As indicated, provisions will be made through back up supply from the Highland's Pump Station and interties to Water District#90 to ensure increased water supply in the event of a fire condition in the 565 Pressure Zone. For your convenience,we've marked areas of the documents that relate to these concerns. Please review the documents and return them to Tom Malphrus along with any comments or concerns that you may have regarding the project. SUPPLY TO THE HIGHLANDS 565 ZONE DURING THE 565 ZONE RESERVOIR INTERIOR RECOATING PROJECT I Normal Demand Condit ons- The Monroe Pump station will supply the 565 zone through one continuously running pump. The second pump at the station will be set to come on line as demand ^ dictates. Under normal demand conditions one pump will be capable of supplying the zone. The combined capacity of the 2 pumps is 2,500 gpm. The station is not equipped with emergency power. Emaroancy Demand Conditions: i The Highlands Pump Station will be placed on standby. If demand exceeds the capacity of the Monroe pump station the Highlands Station will automatically come on line. The three pumps at the station will be lagged and start as demand dictates. Once running, the pumps have to be shut down manually. The three pumps at the station have a combined capacity of 3,900 gpm. The station is equipped with an emergency backup generator housed on site. Operation and control of the generator is automatic when power to the site is lost. The generator runs on diesel fuel and is supplied with enough fuel to run all three pumps continuously for 12 hours. The system will send an alarm when only two hours of fuel remain, Emergency intertie with Water District 90: � The City of Renton Water Utility can perform a fire hydrant to fire hydranjAntertis p with Water District 90. On NE 10th St., just east of Anecortes Ave NE, the City of Renton and Water District 90 each maintain a fire hydrant. The hydrants are located within 120 feet of each other, The Cityo enton Water Utility can connect a 2 inch hose between the hydrants. The connection w Renton's 565 pressure zone to Water District 90's 645 pressure zone. The connection will result in 35 psi of pc.;five pressure at Renton's 565 pressure zone.
